critique des multiples défis auxquels ... more Dans cet article, nous nous proposons de faire une lecture critique des multiples défis auxquels les programmes d’intégration régionale sur le continent font face en ce moment précis, et les obstacles que l’Afrique doit surmonter pour atteindre ses objectifs dans ce domaine. Parmi les multiples obstacles, nous nous focaliserons sur quatre principaux facteurs : a) les appartenances multiples de plusieurs États africains à des différentes Communautés économiques régionales et aux différents « partenaires bilatéraux spéciaux » en dehors de l’Afrique et l’impact de cette situation sur la véritable intégration sur le continent ; b) les questions de paix et de sécurité ; c) la gouvernance ; et d) les questions de financement. En conclusion, l’article tentera d’avancer quelques suggestions pratiques en vue de surmonter les obstacles.
Without neglecting other issues that could be considered as security threats, and without attempt... more Without neglecting other issues that could be considered as security threats, and without attempting any hierarchical ordering of these threats, the paper focuses on the following six major issues: i) armed conflict, ii) military coups and unconstitutional changes of government; iii) mismanagement of electoral processes; iv) transnational criminality, particularly drug trafficking, terrorism and maritime piracy in the Gulf of Guinea; v) poverty and illiteracy; vi) climate change and environmental degradation.

Aucun des candidats n’ayant recueilli la majorité absolue pour remporter le scrutin au premier tour, un second tour devint alors nécessaire pour départager Cellou Dalein Diallo et Alpha Condé. La principale question qui se pose ici et à laquelle nous tenterons de répondre dans cet article est la suivante : comment expliquer la victoire, au second tour, du candidat dont le concurrent le dépassait avec plus de 20 points de pourcentage au premier tour ?
Gross human rights violations are often amongst the main causes of armed conflicts. More of these... more Gross human rights violations are often amongst the main causes of armed conflicts. More of these abuses occur during the armed conflict itself. It is widely believed that punishing the crimes that occurred during a conflict constitutes one of the essential measures of effective conflict resolution and post-conflict peace-building. However, when decisive victory is not achieved by any single party and one must end the conflict through negotiations, warlords who are responsible for some appalling human rights abuses refuse to agree to any ceasefire except on the condition of an amnesty for their crimes. The main aim of this article is to strive to find an answer to the dilemma that this situation creates: how to achieve peace and ensure justice for the victims making sure that none of these two objectives compromise the other. It is with this thorny issue that this paper deals, focusing on three specific African countries: Liberia, Sierra Leone, and Uganda.
This commentary looks at the apparent contradictions in the actions of some African leaders with ... more This commentary looks at the apparent contradictions in the actions of some African leaders with regard to continental initiatives compared to international ones. It would seem that most African leaders often attach more value to the latter at the expense of the former. An example is found in the haste of many African countries to ratify the Rome Statute of the International Criminal Court (ICC) while neglecting many continental and national instruments that could make the work of the ICC more effective. The intention is not to criticise international initiatives per se, or even to reproach African countries for their adherence to such initiatives, but rather to point out that this should not happen at the expense of local ones. A specific appeal is made to African leaders to speedily ratify the African Charter on Democracy, Elections and Governance so as to equip the African Union with the necessary legal instruments to deal with some of the challenges facing the democratic process on the continent.
