I'm an independent researcher on telecoms and ICT policy and its impact on development and society. Over the past 15 years, I've been involved in mostly donor-funded policy and development studies on the Philippine ICT space.

Currently, I'm an ICT research consultant for The Asia Foundation and the Asian Development Bank, and am working on a project with the Philippine Institute for Development Studies. In the last 5 years, I've consulted for the Philippines' Department of Information and Communications Technology, the World Bank, the Arangkada Philippines Project and IDEA Program of USAID, and Vriens and Partners.

I'm a research fellow of LIRNEasia, a regional ICT policy think tank; vice president for policy of the Internet Society Philippines Chapter; and lead convener of the Better Broadband Alliance, a coalition of citizens and stakeholders pushing for policy reforms to improve Philippine Internet.

I have a background in political science and public administration from my education at the University of the Philippines.

This report reviews regional and national cybersecurity governance frameworks, analyzes the major cybersecurity issues in key sectors, especially in critical infrastructure, and recommends ways to improve the nation’s cybersecurity posture.

TAF managed the whole project, from conceptualization to publication and the continuous advocacy of the report’s key recommendations.
