The publication of this issue was provoked by the international conference “‘Between the Carrot a... more The publication of this issue was provoked by the international conference “‘Between the Carrot and the Stick’: Emerging Needs and Forms for Non-State Actors including NGOs and Informal Organizations in Contemporary Russia,” organized by the Centre for Independent Social Research in collaboration with colleagues from the Aleksanteri Institute of the University of Helsinki on January 28–29, 2016. Problems of NGOs, caused by the set of legislative initiatives, including a famous law 'on foreign agent'. This special issue contains four articles, all of which discuss the weakening Russian civil society, focusing on its different aspects. Svetlana Tulaeva, Maria Tysiachniouk, and Laura A. Henry investigate one type of NGO—the environmental protection organization—which suffered greatly from the law on “foreign agents.” The authors consider different aspects of adaptation, used by the NGOs for transforming political conditions.
Aadne Aasland, Linda J. Cook, and Daria Prisyazhnyuk pay attention to the protest potential of society against the pension reform ongoing in Russia. The authors question the weak reaction of the society on the measures of the reform, which promise really hard consequences for the next generations. Among the others the they find the answer in that pension rights are protected in Russia by the state social bloc, not by civil rights protection organizations. Ann-Mari Sätre and Leo Granberg consider local initiatives in the Russian rural communities, which are balancing between the support and strong control from the side of the state. children and families make connections and develop their relationships with families who potentially need their assistance. The authors argue that de facto local NGOs are not acting as representatives of the local communities because they rely more on a customer-oriented approach.

Description in English: The paper presents first results of the second stage of a complex study o... more Description in English: The paper presents first results of the second stage of a complex study of the problems relating to application of the participatory approach to fighting poverty in small Russian cities. The project is carried out by an international team including researchers from the Nizhni Novgorod State University, ISESP RAS, Universities of Glasgow and Uppsala. The obtained results make it possible to identify the main directions of adaptation and of using participatory technologies in the practice of interaction between population, authorities and other interested parties for solving the problems of providing social services to indigent people.

How does the relationship between parents whose children attend the Saturday Russian schools in S... more How does the relationship between parents whose children attend the Saturday Russian schools in Scotland influence their social networks? How are complementary Russian schools involved in this social networking, and how does this social networking support the schools’ development? This article explores these questions using qualitative research in four Russian schools in Scotland. It contributes to the discussion about the dynamic nature of migrant social networks which depends on the relationships between actors (Ryan, 2011, Dedeoglu, 2014) and the organisational landscape (Vasey, 2016). Expanding on the existing literature in this area, my research investigates social networking in the Russian schools as a two-way process influencing both the socialising Russian-speaking parents and the Russian schools’ development based on parents’ social networks.

The fieldwork was conducted from November 2013 to April 2015 in four Russian schools in Scotland (in Edinburgh, Glasgow, Aberdeen and Dundee). The thesis offers novel insights and contributes to existing theoretical, methodological, and empirical research on migrant communities through a novel lens of heritage language complementary schools. It brings a new focus to existing work in this area through its consideration of language preservation as the key factor supporting this group of Russian-speaking parents to be involved in different types of social networks and socio-cultural transnational activities. The article presents dynamics in the levels, structure and differentiation of the population mone... more The article presents dynamics in the levels, structure and differentiation of the population money income in the city of Taganrog. The information base was formed on the data from sample household surveys of city residents carried out in 2000 and 2014. Socio-economic and demographic factors impacting the dynamics of population income are given a close consideration. The analysis was performed by groups with different per capita income levels. There were identified five groups of households — from poor (with family income below the subsistence minimum) to relatively well-off (with family income above 4 subsistence minimums). There is also shown the difference in the levels of per capita money income of families of different demographic types and families’ self-assessment of their well-being.

Why do Saturday schools promote socio-cultural transnational practices inside and outside of the learning process? Why would migrant families like to support socio-cultural transnational activities organised by the schools? This article offers answers to the questions posed above based on an investigation of four Russian schools in Scotland. Heritage language preservation is a negotiable process which flexibly responds to the interests of the parents, teachers and pupils who participate in the activities of the Russian schools and contribute to shaping their aims.
