Perspectiva Geográfica
Perspectiva Geográfica es una revista especializada en estudios geográficos, editada por el Programa de Estudios de Posgrado en Geografía (EPG) en el marco del convenio de colaboración científica entre la Universidad Pedagógica y Tecnológica de Colombia (UPTC) y el Instituto Geográfico Agustín Codazzi (IGAC) desde 1997, de periodicidad semestral a partir del 2013. Dirigida a comunidades académicas, investigativas y del desarrollo territorial interesadas en temas geográficos y de ciencias afines. Se publica únicamente en versión online desde el primer semestre de 2019. Todos sus números se encuentran disponibles en formato digital.
En la revista se publican artículos originales e inéditos de reflexión, revisión e investigación, en español, inglés y portugués, referidos a la espacialidad de los fenómenos sociales, económicos, políticos, culturales y naturales, desde diversas perspectivas y enfoques teóricos. Del mismo modo, se acogen los estudios sobre aspectos técnicos y metodológicos del quehacer de los geógrafos, así como trabajos de geografía aplicada en los campos de la geomática y la planificación territorial e investigaciones de frontera que redunden en el desarrollo de la ciencia geográfica. La recepción de artículos está sujeta a las convocatorias programadas por la revista.

Papers by Perspectiva Geográfica
Debido a las condiciones climáticas colombianas, que no permiten obtener datos de manera frecuente a partir de sensores pasivos para la generación y actualización de cartografía básica y temática, este grupo de investigación se ha visto en la necesidad de analizar y evaluar la utilización de fuentes de datos de sensores activos, como los radares, para garantizar la consecución de información necesaria para el monitoreo territorial, como los mapas de uso y cobertura de la tierra. Dentro de este contexto, las imágenes de radar de apertura sintética han venido siendo utilizadas por muchas instituciones internacionales y, con mucha menos asiduidad, por las nacionales, aplicando habitualmente una sola polarización, lo que genera mayor dedicación en los trabajos de campo y pos edición. Es precisamente la posibilidad actual de poder trabajar con cuatro polarizaciones lo que direccionó al equipo de trabajo a realizar un análisis de este tipo de imágenes adoptando uno de los sistemas de clasificación más utilizado en el país, el Corine Land Cover. Para ello, se escogen referentes teóricos polarimétricos y módulos de software comercial, como SAR polarimetry target analysis (SPTA) de Catalyst, una marca de PCI Geomatics.
Nos complace presentarles el segundo número del vigésimo octavo volumen de la revista Perspectiva Geográfica, de temática libre, en el cual hemos reunido una selección de ocho artículos y una reseña, que abordan una amplia gama de temas geográficos en América Latina. Como siempre, nuestra intención es proporcionar a nuestros lectores una plataforma para el intercambio de conocimientos y perspectivas geográficas. Creemos firmemente en la importancia de la geografía como disciplina fundamental para comprender y abordar los desafíos que enfrenta nuestro planeta. Por lo tanto, invitamos a nuestros lectores a participar activamente en el diálogo y a contribuir con sus propias investigaciones y reflexiones a través de nuestros próximos números.

Do conhecimento que se tenha sobre os fenômenos, sejam de tipo geológico (erupções vulcânicas, sismos e deslizamentos), hidrometereológico (inundações, secas, geadas, ciclones tropicais e incêndios), biológico (pandemias) ou dentro de um cenário de multiameaças (diferentes tipos de fenómenos, apresentando-se ao mesmo tempo), e da sua incorporação à programação de atividades humanas na sua área de influência, dependerá o grau de consciencialização sobre a sua interdependência com os processos antropogénicos e ecológicos, o desenvolvimento económico, técnico e tecnológico, a infraestrutura, as políticas públicas e a participação da comunidade, entre outros.
No refere ao acima exposto, tem surgido uma nova lógica de prevenção e gestão, na qual se entende que o desastre não reside apenas no evento, mas no conhecimento que se tenha sobre este e, da mesma forma, que é tão importante intervir antes como fazê-lo durante e depois de um evento. Isto tem levado à articulação dos esforços e experiências dos estamentos que atuam em diferentes escalas, como a Rede Latino-americana de Prevenção e Atenção de Desastres, a qual tem como finalidade estudar os tempos de um evento e a melhor articulação dos diferentes organismos internacionais que intervêm neste tipo de situações. No caso colombiano, conta-se com um Conselho Nacional de Gestão do Risco, do qual depende a Unidade Nacional de Gestão do Risco, com os conselhos departamentais e os conselhos municipais, que se financia a partir de recursos estatais, bem como as Nações Unidas, chefe do Programa das Nações Unidas para o Desenvolvimento (PNUD) e do Banco Mundial. Estas instituições estão desenvolvendo políticas de intervenção para a América Latina em resposta aos últimos desastres na América Central e no Caribe.
É assim que este número especial tem por objetivo reunir académicos e pesquisadores interessados em temas relacionados com a variabilidade climática, o aquecimento global e as alterações climáticas, bem como as suas importantes implicações socioespaciais, interessados em apresentar os seus manuscritos de natureza diversa, como pesquisas (quantitativas, qualitativas ou mistas), revisões bibliográficas e reflexões críticas. Novos estudos são aceitos a partir de abordagens disciplinares das ciências sociais e humanas, as ciências naturais, bem como abordagens multidisciplinares.
The knowledge of the phenomena, whether geological (volcanic eruptions, earthquakes and landslides), hydro-meteorological (floods, droughts, frosts, tropical cyclones and fires), biological (pandemics) or within a multi-hazard scenario (different types of phenomena occurring at the same time), The degree of awareness of their interdependence with anthropogenic and ecological processes, economic, technical and technological development, infrastructure, public policies and community participation, among others, will depend on their incorporation into the programming of human activities in their area of influence.
With regard to the above, a new logic of prevention and management has arisen in which it is understood that the disaster does not only lie in the event, but in the knowledge of the event and, in the same way, that it is as important to intervene before as during and after an event. This has led to the articulation of the efforts and experiences of the entities that act at different scales, such as the Latin American Network for Disaster Prevention and Attention, whose purpose is to study the timing of an event and the best articulation of the different international organizations that intervene in this type of situations. In the Colombian case, there is a National Risk Management Council, under which the National Risk Management Unit depends, with the departmental councils and municipal councils, which is financed from state funds, as well as the United Nations, headed by the United Nations Development Program (UNDP), and the World Bank. These institutions are developing intervention policies for Latin America in response to the recent disasters in Central America and the Caribbean.
Thus, this special issue aims to bring together scholars and researchers interested in issues related to climate variability, global warming and climate change, as well as their important socio-spatial implications, interested in presenting their manuscripts of diverse nature, such as research (quantitative, qualitative or mixed), literature reviews and critical reflections. New studies are welcome from disciplinary approaches in the social sciences and humanities, natural sciences, as well as multidisciplinary approaches.
