Durante las últimas décadas la educación en Colombia ha transitado bajo un sistema socio-político... more Durante las últimas décadas la educación en Colombia ha transitado bajo un sistema socio-político-económico- administrativo marcado por discontinuidades y diversas reformas. El resultado es un país inconforme con su sistema educativo, el cual se percibe de “baja calidad”. Es común hoy en día escuchar hablar de la importancia de una educación con calidad en las Instituciones Educativas, sin embargo el concepto de “calidad de la educación” encierra una gran dosis de indefinición y ambigüedad. El concepto de calidad es ante todo subjetivo, ya que cada consumidor o usuario tiene una idea distinta de lo que se entiende por él. Sin embargo todo el mundo está de acuerdo en que hablamos de calidad cuando vemos cubiertas todas nuestras expectativas, tanto si se trata de un producto o un servicio” (Cano, 1998. p. 281). En este sentido la investigación sobre calidad de la educación no puede, por tanto, limitarse a aportar proposiciones sobre este único concepto, sino que deben incluir también reflexiones sobre eficiencia y eficacia en el sistema educativo. En este artículo se hace una revisión teórica y contextual de las tendencias mundiales de la investigación en torno a la calidad en educación, y como han cambiado los paradigmas de este concepto a lo largo de la historia, como punto de partida al inicio de una propuesta investigativa que pretende formular instrumentos y herramientas de gestión que satisfactorios de calidad, y eficiencia en las instituciones educativas de enseñanza básica y media del país. La investigación se adelantará dentro del grupo de investigación en productividad y calidad GPC de la Universidad Tecnológica de Bolívar en el marco de la Maestría en Ingeniería énfasis Industrial.

A total of 288 rabies-virus samples from 17 Latin American and Caribbean countries were reacted w... more A total of 288 rabies-virus samples from 17 Latin American and Caribbean countries were reacted with an array of monoclonal antibodies. Identification of eight distinct antigenic variants among these samples permitted epidemiologic studies of the geographic distribution of different concentrations of rabies in the region and of the animal species serving as maintenance sources for rabies within a concentrated area. Two variants were broadly distributed and associated with enzootic disease in dogs and vampire bats. All isolates from cases of human rabies contained one of these two variants. Two variants had a limited distribution: an outbreak in Brazil, primarily affecting dogs and believed to be maintained by dog-to-dog transmission, and nine cases of rabies in cattle in Venezuela, animal reservoir unknown. A reservoir of rabies in insectivorous bats was identified and the associated variant was found in a rabid domestic cat. The remaining three rabies variants were found in single isolates only, but due to inference from antigenic-typing data from North American samples, were believed to be maintained by reservoirs of rabies in hoary bats, foxes, and skunks.
