In it, he exposes timidity, incompetence and corruption in the relief efforts organised by the zemstvo local government organisations and calls for an elected assembly - a zemskii sobor - to co-ordinate a more effective response. This is the first translation of the article into English.

As its title implies, it deals with the consequences of crop failures throughout Russia during 1891. Though the immediate trigger for these failures was abnormal weather conditions, Plekhanov blames social and political factors such as the fiscal demands levied on the peasantry and the exhaustion of the land by capitalist farming techniques for the immense human cost of this disaster.
