This study focuses on natural regeneration (NFR) forests and what it would cost the country if NFR schemes were not undertaken. In a country where poverty alleviation is of prime importance, estimating the contribution of NTFP harvesting for sustaining livelihoods would demonstrate the importance of NFR schemes in achieving its poverty alleviation goals. This study on the economic returns of conserving Sekong forests has the main objective of determining the benefits from naturally regenerated forests. The report consists of five parts. In December 2014, the Batangas Provincial Government implemented the Pagpapahinga ng Look ng Bal... more In December 2014, the Batangas Provincial Government implemented the Pagpapahinga ng Look ng Balayan - a program to temporarily stop commercial harvesting of galunggong ( Decapterus macrosoma ) and matambaka ( Selar crumenopthalmus ) by purse seine, ring net and bag net operators in Balayan Bay from December 1-31, 2014. Strategically, the program is designed to increase the resilience of important fisheries to harvesting and climate stresses. Nine municipalities passed uniform ordinances banning the three fishing gears that account for more than half of the landed catch of the two target species. The intervention is unique because it was developed as a response to the clamor of the commercial fishing sector for the LGUs to address the problem of declining catch and incomes from fisheries. The Provincial Government created a Technical Working Group that designed and implemented a comprehensive program, where: a) stakeholders held extensive discussions at provincial and local level...
