The descriptive-correlation research design was used in this study to gather data on the confidence and attitude of pre-service teachers on the integration of ICT in teaching in Naval State University-College of Education for School Year 2015-2016. Focus Group Discussion (FGD) was conducted to support the data obtained from the respondents. A model was evolved to improve the instruction of ICT subject/course based from the findings obtained from the respondents. School Administrators are evaluated based on a variety of factors, including student achievement ... more School Administrators are evaluated based on a variety of factors, including student achievement on standardized tests, enrol ment in advanced placement courses, and student attendance and graduation rates. Thus this study aimed to determine the association of management capability of elementary school administrators and school's performance in elementary schools of Leyte Division in the Province of Leyte, Philippines. Using a descriptive-correlation research design and survey instruments to gather the information, a total of 112 elementary schools' administrators participated in the study. Results shows that as to the management capability school administrators are very much capable in creating a student-centered learning climate and managing the school operations than human resources management and professional development. As to schools' performance, the Participation rate, cohort survival rate, promotion rate drop-out rate, repetition rate, and graduation rate their school performance are considered as superior. However, retention rate, transition rate, completion rate and teacher-pupil ratio only performed meeting the standards. Moreover, the study reveal that the profile and management capability of school administrators have no significant relationships with their school performance.

The study revealed that both Bachelor of Elementary Education (BEED) and Bachelor of Secondary Education (BSED) pre-service teachers' identified "Lack of in-service training", "Lack of technical support", and "Lack of hardware (computer, printer, etc.) with the highest mean as barriers to successful integration of information and communication technology in teaching and "Knowledge and Skills about ICT" is were determined as the lowest in mean and interpreted as neutral as barriers in integrati ng ICT in teaching. A framework was developed for a successful integration of ICT in teaching, the model consists of four (4) elements for a successful ICT integration, these are: Basic Knowledge and Skills, Technical Knowledge and Skills, Hardware and Software Availability and Knowledge and Skills Appli cation. These four (4) elements can be realized if these will be supported with the four (4) themes, namely: Curriculum and Instruction, In-service Trainings, Administrative Support and Lifelong Learning. In this study it was recommended that aside from basic knowledge about ICT, technical aspects should be emphasized in instruction. Provision of additional ICT resources that includes software and hardware should be given priority by the admini stration. In-service training should also be provided to students that will be conducted by experts of ICT from other agency. It is recommended that the administration will strongly support the instructional aspects in terms of ICT.

The Organizational Climate Description Questionnaire (OCDQ-RS) develop by Hoy, Tarter, & Kottkamp in 1991 was the instrument used in this study, which is composed of six dimensions (Supportive behaviour, directive behaviour, engaged behaviour, frustrated behaviour, and intimate behaviour). The results of this study showed that the university‟s standardized scores for the dimensions supportive behaviour and frustrated behaviour are on range where the university is 84% higher than the schools from the normative samples. Further, the dimensions directive behaviour, engaged behaviour and intimate behaviour are on range where the university is 97% higher than the schools from the normative samples. Moreover, the general openness index of the university is university falls within the average range for openness. The study provided recommendations mechanism to improve the behaviours of both the administrators and faculty

On the attitude of the pre-service teachers on ICT integration in teaching, the attitude statement "Technology is useful in managing students data such as attendance and grades got the highest weighted mean of 4.56 interpreted as strongly agree. The average weighted mean of the attitude of the pre-service teachers' on the integration of ICT in teaching is 3.91 interpreted as agree, therefore they have a positive attitude on ICT integration in teaching. As to the relationship of variables, between the profile and confidence and between profile and attitude, the profile in terms of age, sex and specialization has no significant relationship to the confidence and as well as to attitude of the pre-service teachers' in integrating ICT in teaching. On the other hand, the profile in term of the program of the respondents had a significant relationship with the confidence and attitude of pre-service teachers' on ICT integration to teaching, the confidence had a high significant relationship to their attitude.It is recommended that technical aspect of ICT be emphasized in instruction; provision of additional computers, ICT resources and other instructional technologies; provision of educational technology laboratory, instructors and students will integrate ICT in discussion or teaching demonstration. It is highly recommended that the model evolved from this study will be utilized by instructors teaching ICT subjects, not just in the NSU-College of Education but also with other colleges in the university.
