Improved community engagement is one of the key priorities identified in ACELG’s Capacity Building Strategy for Rural-remote and Indigenous Local Government. Research by ACELG has identified that Rural-Remote and Indigenous councils want more practical support and assistance to build their skills and capacity for community engagement. ACELG has reviewed the availability of community engagement toolkits, guides, manuals, templates and training courses available to local government, and assessed their suitability for Rural-Remote and Indigenous councils. This page contains information and links for a wide range of community engagement resources that may be useful for Rural-Remote and Indigenous Councils.

Discretionary work effort is an important construct because it is known to affect individual performance as well as organisational efficiency and effectiveness. To optimise organisational performance and ensure their long term competitiveness and sustainability, firms need to be able to induce their employees to work at or near their peak level. To work at or near their peak level, individuals must be willing to supply discretionary work effort. Thus, managers need to understand the determinants of discretionary work effort. Nonetheless, despite many years of scholarly investigation across multiple disciplines, considerable debate still exists concerning why some individuals supply only minimal work effort whilst others expend effort well above and beyond...

The online retailing environment (e-retailing) is examined and various issues relating to security and privacy are identified as potential inhibitors for e-retailing. The paper then presents a model of the interaction between online security and online privacy taking into account the online experience levels of consumers and the role that symbols and statements have on security and privacy considerations. Based on the theoretical foundations of the paper, a number of research propositions are developed which can be tested by subsequent empirical research. The paper concludes that security and privacy are evolving issues both requiring continuing research. It can however be postulated that consumers will, albeit slowly, come to terms with online security and privacy, possibly due to different reasons. An improved understanding of how thes...

Clandestine laboratory detections increased from 50 in 1996 to 250 in 2002 (Ministerial Council on Drugs Strategy 2004), although use decreased slightly in the general population between 2004 (3.2%) and 2007 (2.3%) (Australian Institute of Health and Welfare 2008). There has also been an increase in the amount of high-grade amphetamine detected by Customs and the Australian Federal Police (AFP). Amphetamine use has been associated with psychological, physical and social harm, criminal behaviour and violence (Dyer and Cruickshank 2005; Lynch, Kemp, Krenske, Conroy and Webster 2003; Wickes 1993). The Drug Use Monitoring in Australia (DUMA) project has collected data since 1999. This current study aims to examine the relationship between amphetamine use and crime among police detainees in Western Australia. Further, the study provides a brief profile of detainee amphetamine users and compares this with the profile of a non-user.

Researchers have categorized eight main types of work behaviors using the triad (i) quantity of work effort supplied, (ii) psychic need to work, and (iii) enjoyment derived from work. Workaholics (or work addicts), ‘enthusiastic workaholics’ and work enthusiasts’ all work long hours but only the first two groups are driven by a psychic need to work, and only the latter two groups gain high enjoyment from work. While the positive and negative consequences of long work hours have been discussed at considerable length, the antecedents of the individual’s decision to supply work effort have not previously been explored in depth. We build a model that links together the three constructs of the ‘workaholism triad’ and also incorporates the individual’s economic orientation,...

This investigation was conducted over a six month period in 2010 and involved a literature review, extensive consultation with local government stakeholders and a survey of 70 local governments in rural and remote locations across the state. The study revealed that rural-remote and Indigenous local governments in WA have substantial capacity building issues and needs. These included human resource issues; financial sustainability, revenue sources, and funding arrangements and stability; the impact of government and agency decisions and policies including service withdrawal and the impact of the local government reform program; intergovernmental relationships and agency attitudes towards local government; Indigenous community challenges and needs; physical infrastructure; community expectations; and local government environmental issues...

In addition, high staff turnover increases staffing costs and results in a loss of skill and know-how to the organisation. Yet for many years now local government managers have expressed concerns about their capacity to find, motivate and retain suitably qualified staff. This ability is critical to public service success and reform, thus needs to be a high priority if local government is to meet the challenges of the 21st century. This paper presents the findings of a rigorous empirical study that formed part of a larger research program. Data was collected from 500 employees in 12 metropolitan, regional/ rural Western Australian local governments. It examines what factors affect three critical workplace outcomes – job satisfaction, worker willingness to exert discretionary eff...
