Tal como se hizo en los dos anos anteriores de este proyecto, se recogio la informacion de los cinco alumnos mas aventajados y los cinco menos aventajados a traves de la tecnica ";Pensando en voz alta";. Los sujetos habian terminado un curso de Lectura y Escritura que duro 64 horas de clases. A los alumnos se les entrego un instrumento que consistia en un texto de lectura y un conjunto de ejercicios identicos en naturaleza a los tipos de ejercicios que usaron durante el curso de instruccion. This article describes the conceptual frameworks and methods used to evaluate a multisite, regional capacity-development project in Latin America and the Caribbean undertaken to strengthen planning, monitoring, and evaluation in agricultural research organizations. These hypotheses can be used as the basis for ex-ante impact assessment, monitoring and evaluation of the project‟s progress along its impact pathways, and the identification of impact hypotheses required for ex-post impact assessment. A project‟s impact pathways are made explicit in the form of hypotheses contained within an outcome logic model, and optionally, an impact logic model. Both put greater emphasis than traditional logic models on the actors involved in making change happen and how these actors themselves are expected to change. Testing of impact hypotheses contained within the logic model(s) through regular reflection workshops, as described in this brief, is a practical action research method to understand how research outputs can be developed and used so as to achieve developmental outcomes. The purpose of the evaluation during these first two years was primarily to assist the program coordinators, teachers, and students to plan effectively, monitor progress, and fine-tune their training programs in order to more successfully achieve their objectives.

Business as usual is no longer an option in an environment that demands the increasing effectiveness, efficiency and relevance of the services and products provided by its centers. The direction CGIAR centers and the system need to pursue for learning and change will require the right blend of central guidance (e.g. from the Science Council and the Executive Committee) and center-led self-evaluation and change initiatives. Over time, the role of the external bodies and external program and management reviews (EPMR) can become focused on the integrity and quality of internal evaluation and quality assurance systems within individual centers.
