De siste årene har det vært en diskusjon om norske interesser og utfordringer for norsk utenrikspolitikk. Disse refleksjonene har i liten grad vært relatert til empiriske undersøkelser av hva norske utestasjoner vektlegger og bruker sin tid på. I denne rapporten gjør vi nettopp en slik undersøkelse. Vi analyserer hva norske utestasjoner identifiserer og forfølger som norske interesser, og hvilke interesser andre land signaliserer overfor norske utestasjoner. Vi er ikke bedt om å si noe om eventuelle konsekvenser for ressursallokering, og rapporten behandler derfor ikke dette temaet. Bakgrunnen for denne rapporten er at Norsk utenrikspolitisk institutt (NUPI) har fått i oppdrag av Utenriksdepartementet å gjennomføre en analyse av hva den norske utenrikstjenesten selv definerer som sine interesser, hvordan de fortolker disse, og hvordan dette påvirker aktivitetene ved utestasjonene. This paper suggests that the existing practice of deploying United States Marine Core (USMC) unit... more This paper suggests that the existing practice of deploying United States Marine Core (USMC) units from Marine Corps Prepositioning Program-Norway (MCPP-N) facilities in Trøndelag to other parts of Norway during crisis and war needs to be rethought. The operationaland tactical-level threats in this area are changing rapidly, and there is a high level of risk inherent in existing practice. We propose a concept based on the use of parts of the Norwegian offshore fleet for both operational and tactical transport and supply of the USMC.

Europe's military capabilities have long been underestimated and undervalued. Now the failur... more Europe's military capabilities have long been underestimated and undervalued. Now the failure of the US-led operations in Afghanistan and Iraq to establish long-term security may lead to a reappraisal of these capabilities. European military cooperation has suffered from lack of focus, with no common understanding of Europe's interests, values and vision. The European security strategy may finally provide such a focus. There has been a convergence between EU and NATO force structures. Continuing this trend, the EU force structure should develop in close coordination with NATO. Successful military operationalization of the ESS, however, will require the development of specific European military concepts qualitatively different from those underpinning US military development.

There is now broad consensus that today’s security challenges can be most effectively addressed through an integrated approach. This policy brief recommends that Norway should consider adopting a law, or high-level policy document, that make it a requirement for Norway to have a national whole-of-government policy towards every country where it is engaged in initiatives related to peacekeeping, peacebuilding or conflict resolution.

If all goes according to plan, that ‘transition’ would still leave a military ‘training mission’ beyond 2014. In effect that means bases. But withdrawing from a combat role requires the emergence of a new political reality in Afghanistan, and regional acceptance for an extended Western presence. To achieve these will prove extremely difficult.
