The hunters specialise in hunting foxes with female golden eagles. Over the last decade, the spread of heritage tourism has brought about positive and negative changes in the tradition. It has also changed the attitude of local eagle hunters towards people and especially towards tourists. Since 2000, the establishment of the Golden Eagle Festival (Бүргэдийн наадам/ бүркіт той) has changed falconry from a way of hunting into something that provides demonstrations and entertainment for tourists. After centuries-long relationships between snow leopards and human nomads in the Altai Mountains in western Mongolia, numerous interspecies contact experiences have been passed down as oral history and/or folklore. Oral folklore, legends, and narratives on contacts between snow leopards and nomads are also a local ecological tradition known as traditional ecological knowledge (TEK), which reflects and supports recent scientific achievements and evidence. In this paper, we propose the development of a multifaceted, multilayered, complex bibliography of wildlife ecology. The fieldwork was carried out from July 19 to August 22, 2016, and 2 to 16 August, 2017, through interviews with 117 informants living near Mt. Jargalant, Mt. Bonbut, and Mt. Munkh-Khairkhan. Oral histories based on animal folktales narrated by local residents sometimes prove more informative than researchers scientific knowledges of ecology. In addition to elucidating the scientific basis of snow leopard ecology, science-based verification of native animal folktales may suggest new forms of conservation ecology which integrate local residents as actors in protecting snow leopards as well as indigenous wildlife elsewhere.

Since the "2015 Nepal Earthquake" (25th April/ 12th May) in Nepal, local demand for timber has increased sharply due to reconstruction of damaged houses. In this paper, I briefly report results of tree planting activities and community development in Daulagiri and Myagdi District, central Nepal by the environmental NGO "Insti-tute for Himalayan Conservation" (IHC) established by Dr. Jiro Kawakita, of which activities based on financial support from the JICA Grassroots Technical Cooperation Project (JPP) "Mountain Community Reconstruction Support Project through Living Forest Revitalization" [Project no.1003654]. By this project, living forest revi-talization was carried out at 6 villages (63 plots), and 42 species of trees were used for transplanting. The project finally achieved 261,976 trees planting which summed up to 1,564,061m 2 territorial ranges. In terms of cost effectiveness , one tree is planted with ¥244 and 1m 2 plantation area is cost with ¥42. In particular, sapling production, planting tree species, plantation areas, and its scales were all implemented through decision-making with the participation of local residents. The perfection of such a scheme is highly evaluated in terms of sustainable community development and living forest restoration projects.

This is a report of the findings from a series of field surveys to visualize and quantify the local custom of “daily grazing” by Western Mongolian nomadic herders living in the Altai Mountains through behavioral analysis and to clarify the actual conditions of land use in relation to regional environmental changes. The author recorded 19 days of grazing activities through observations at two study sites (SS1 Alztai Horow/SS2 Thunher nuur) at Mt. Munkh-Khairkhan range, Bulgan village, in Bayan Ulgii province. Those surveys clarified technical aspects of the control of livestock herds for management and intervention using three types of skills (physical, auditory, and throwing). In addition, daily grazing tends to be a labor-saving activity, and more strenuous grazing is limited to wealthier social strata..

探検隊はシルクロード調査で有名だが、1937年出版の『新西域記』に収められた野村の日記「蒙疆新疆(もうきょうしんきょう)旅行日記」は、半分以上をモンゴル高原の横断日誌に割く。野村が感じたみずみずしい感情―旅の合間のモンゴル語の学習、モンゴル人少女への思慕にも似た感情、かつての愛馬に似た馬との邂逅(かいこう)、荷ラクダの逃走、手数料などをふっかけられたこと、地元ガイドの怠惰、発掘不許可への憤激…を赤裸々に記す。詳細な「フィールドノート」を残してモンゴル高原を旅した人物は、世界でも野村栄三郎が初めてだった。
仏教の来た道を求めた野村と橘の旅路と、中央ユーラシアで躍起になって野生動物の研究を進める筆者のフィールドワークは、多くが重なってみえる。筆者がモンゴル西部のカザフ遊牧民と暮らした450日間を記録したフィールドノートには、失敗や葛藤や憤りの感情とささやかな成功体験が書きなぐってある。
フィールドノートを書く時、また読み返す時、調査地でのつらさを忘れて自分自身に静かに深く、向き合えた。野村のノートに書き連ねられた体験は、100年もの時代を超えても共有できる価値があり、感情を同じくすることができる。
2019年夏、「野村ルート」を実際に旅した。自動車でも6日間を要する1,500キロの道のりだった。日記に記された滞在地、景色、地名に沿って進んだ。地名の多くが消滅しており、頼りは地元の古老や遊牧民の記憶と伝承による導きだけだった。それだけに日記に記述された通りの地物や地名の発見は代えがたい喜びと興奮であり、野村の道をたどる巡礼のような追憶の旅路だった。
フィールドワークは、覚悟と忍耐で成長の体感値をもたらす数少ない特別な旅路なのだろう。ほぼすべてが卓上のデジタルで完結できる現代社会では、得ることが難しい。
長引くステイホームや渡航制限のなか、時が流れても、デジタル化が進んでも、わき上がってくる人間の欲求にふと気づく。それは「旅のない暮らしはつまらない」である。

ただし、シルクロードの文化や情景は、じつは身近な作品にも存在している。不朽の名作『風の谷のナウシカ』もその一つで、舞台は中央ユーラシアのタリム盆地あたりと思われる。作中にも、それを連想させる地名の数々(シル川、カマタラ砂漠、カシガルドなどなど)が散りばめられている。ユパ様がタリア河の宝石を結婚の祝いに送るシーンも、どうもタリム河でとれる翡翠なのではないか。風の谷の人々は「エフタル」と呼ばれているが、これは「白いフン族」として知られたエフタル遊牧国家(5 〜6 世紀)のことのようだ。そして、迫りくる腐海とは、荒ぶる砂嵐や灼熱がまるで暴君のように襲い掛かる、タクラマカン沙漠のメタファーのようでもある。『ナウシカ』とは、そのほとりで生を営まなければならなくなった人間と自然の葛藤の物語でもある(図2)。なるほど、それで宮崎駿が1969 ~ 70 年に、秋津三朗の名義で、『ナウシカ』の前身作のような『砂漠の民』を新聞連載していたことにもうなずける。
ナウシカ自身も、ウイグル人やウズベク人など、端正な顔立ちのトュルク系民族を彷彿とさせる(図3)。お姫様でありながら、戦士であり部族長であり、それでいて母のようなお姉ちゃんで、ときおり女子なナウシカは、キルギス民族の英雄クルマンジャン・ダトカ(1811 ~ 1907)という女性指導者の生き写しのようでもある。
『ナウシカ』の背後にあるのは、シルクロードの地理だけではない。トルメキア王国と土鬼諸侯国(ドルク)という大国間の争いに巻き込まれる風の谷の物語とは、どうやら隋唐王朝(トルメキアかな?)としきりに覇権を争っていた突厥「ギョク・トュルク河汗国」(おそらくドルクのこと)の史実が下書きにあるようだ(図4)。「遊牧国家とは氏族・部族単位の緩やかな集合体」、と定義した江上波夫の分析は、作中のドルクの内部崩壊とも克明に一致する。そして、小さなオアシス国家(風の谷やペジテ市のように)が大国に翻弄される興亡史は、まさにシルクロードの歴史そのものでもある。
時を超えてシンボライズされた「越境の物語」こそが、シルクロードの本質にはあるのだろう。人間と蟲の世界を行き来するナウシカの物語とは、旅と越境という人々を魅了した1970 年代からのシルクロードの旅物語(井上靖の『敦煌』『楼蘭』や、NHK の「シルクロード」など)に、その世界観の原点が見えるような気がする。

『ナウシカ』の背後にあるのは、シルクロードの地理だけではない。トルメキア王国と土鬼諸侯国(ドルク)という大国間の争いに巻き込まれる風の谷の物語とは、どうやら隋唐王朝(トルメキアかな?)としきりに覇権を争っていた突厥「ギョク・トュルク河汗国」(おそらくドルクのこと)の史実が下書きにあるようだ(図4)。「遊牧国家とは氏族・部族単位の緩やかな集合体」、と定義した江上波夫の分析は、作中のドルクの内部崩壊とも克明に一致する。そして、小さなオアシス国家(風の谷やペジテ市のように)が大国に翻弄される興亡史は、まさにシルクロードの歴史そのものでもある。
時を超えてシンボライズされた「越境の物語」こそが、シルクロードの本質にはあるのだろう。人間と蟲の世界を行き来するナウシカの物語とは、旅と越境という人々を魅了した1970 年代からのシルクロードの旅物語(井上靖の『敦煌』『楼蘭』や、NHK の「シルクロード」など)に、その世界観の原点が見えるような気がする。

Since the "2015 Nepal Earthquake" (25th April/ 12th May) in Nepal, local demand for timber has increased sharply due to reconstruction of damaged houses. In this paper, I briefly report results of tree planting activities and community development in Daulagiri and Myagdi District, central Nepal by the environmental NGO "Insti-tute for Himalayan Conservation" (IHC) established by Dr. Jiro Kawakita, of which activities based on financial support from the JICA Grassroots Technical Cooperation Project (JPP) "Mountain Community Reconstruction Support Project through Living Forest Revitalization" [Project no.1003654]. By this project, living forest revi-talization was carried out at 6 villages (63 plots), and 42 species of trees were used for transplanting. The project finally achieved 261,976 trees planting which summed up to 1,564,061m 2 territorial ranges. In terms of cost effectiveness , one tree is planted with ¥244 and 1m 2 plantation area is cost with ¥42. In particular, sapling production, planting tree species, plantation areas, and its scales were all implemented through decision-making with the participation of local residents. The perfection of such a scheme is highly evaluated in terms of sustainable community development and living forest restoration projects.
This is a report of the findings from a series of field surveys to visualize and quantify the local custom of “daily grazing” by Western Mongolian nomadic herders living in the Altai Mountains through behavioral analysis and to clarify the actual conditions of land use in relation to regional environmental changes. The author recorded 19 days of grazing activities through observations at two study sites (SS1 Alztai Horow/SS2 Thunher nuur) at Mt. Munkh-Khairkhan range, Bulgan village, in Bayan Ulgii province. Those surveys clarified technical aspects of the control of livestock herds for management and intervention using three types of skills (physical, auditory, and throwing). In addition, daily grazing tends to be a labor-saving activity, and more strenuous grazing is limited to wealthier social strata..

モンゴルを代表する「遊牧民」は、固有環境への適応を可能とする大胆な生存戦略と減災術の「生態学的伝統知」(traditional ecological knowledge: TEK)を編み出すことにより、アネクメーネ(居住不可域)に進出し、人類のエクメーネ(居住可能域)を拡張した先鋒となった。しかし近年、同国で発生する大規模な“ゾド”(冬季の冷温・雪害複合型の激甚災害)に対する、レジリエンスの低下が指摘されている[相馬2014, 2016, 2017]。2000/01年と2009/10年に発生した大規模なゾドでは、全国の1/3の家畜が死亡した。この原因として、若者の遊牧離れ、遊牧世帯の高齢化などに加え、地域の遊牧社会に培われた減災の伝統知/在来知の喪失にも一因がある。
そのため本研究では、伝統的な遊牧生活の営まれる西部モンゴル地域(バヤン・ウルギー県、ホブド県、オブス県)を対象に、(1) 減災と資源利用に関する伝統知/在来知の横断的な記録・収集、(2) 遊牧生活の減災・災害対処術、についての調査を実施した。本報告では、牧畜民世帯(HHs)の居住・放牧環境と気候区分のおおきく異なる次の2つの主要調査地(Study Site: SS)について報告を行う。

SS2: オブス県テス郡
データは2016年5月~9月に実施したフィールド調査の暫定的な結果にもとづき、見通しを提示する。
2. 結果:減災と天然資源利用の生存戦略
2.1. 減災とゾド災害予知の民間伝承
遊牧コミュニティでは、古来の民間伝承が牧畜生活の行動指針となることが多い。SS1/SS2では、在住の遊牧民43世帯から気象・ゾド災害の予知や環境共生観を宿したオーラルヒストリー44件が収集された。これら民間伝承は、①家畜(n=3)、②野生動物(n=11)、③植物(草・木・花など)(n=11)、④天候・気象(n=12)、⑤月・星(n=4)、⑥諺・昔話(n=3)、の6つのカテゴリーに分類・整理した。これらは生態伝承「エコ・ナラティヴ」として、科学的検証と照応する可能性が指摘される。
2.2. 在来薬用植物の利用
調査地で利用される薬用植物は合計40種類(SS1: 27種類/SS2: 13種類)が確認された。内訳では人間用20種、家畜用4種、人獣共用16種、のカテゴリーに分類された。各世帯での薬草利用数は、SS1で4.04種、SS2では2.88種となった。両調査地は山岳草原/砂漠性ステップで気候・植生区分に大きな隔たりがあることから、双方の有用植物で重複は見られなかった。人間と家畜の双方に対して、ローカルな薬草資源の効能をおおいに活用している現状がみられた。
2.3. 季節移動と牧草地巡回
モンゴル西部地域では、アルタイの山岳地域の遊牧コミュニティ(おもにカザフ系、ウリャンカイ系遊牧民)は周年の季節移動を行うが、その定住性はモンゴル人よりも高い。移動は夏・冬、もしくは春・秋を加えた年間2~4回の季節移動を基本として、1回の移動距離は100km以上に到達する。一方、ドゥルブド系モンゴル遊牧民が多数を占めるオブス県では、SS1: 年間5.8回/総移動距離138.2km、SS2: 年間6.3回/総移動距離61.2kmと算出された。年間で牧草地を15回以上替える世帯も見られた。1回の移動距離はSS1: 11.9km/SS2: 24.3kmで、生活域内でのこまめな牧草地巡回の実践が実見された。
2.4. 労働強度の測定
遊牧民の生活は、総じて物理的な労働強度が高く、生産効率化が望まれている。同調査では同一生活世帯の1. 男性、2. 女性、3. 労働補助者、の3名に活動量計Charge2(Fitbit社製品)を装着し、起床~就寝までの①歩数、②消費カロリー、③心拍数、④移動(相当)距離、の4項目を24時間測定した(全11日間測定)。一例に、2016年7月7日測定の女性(49歳)の労働量24時間計測では、歩数37,654歩、移動相当距離27.2km、消費カロリー4,695calに達した。これは単純比較で、先進諸国の家事専業者の2倍近い活動量に達すると考えられる。とくに「食事の準備」に1日の22.2%(320min)が割り当てられており、女性の無償ケア労働の比重の高さがうかがわれた。
3. 考察とまとめ
本研究では、学際型ヒューマン・ジオグラフィと生態人類学の研究手法を融合し、1. 環境適応と減災術の伝統知の記録収集、2. 遊牧民のヒューマン・エコロジー分析、を通じて遊牧生活の総体的解明を導き出す意図がある。遊牧民の伝統的な減災術と生存戦略は、地域の固有環境との共存と保全によりもたらされた「変位性適応能」(アロスタシス allostasis)と定義できる。そのため遊牧民の生存能は、固有の民族誌(エスノグラフィ)のみならず、遊動生活を現存させる知的源泉としての再評価が求められているといえる。

はじめに
モンゴル遊牧民が直面する冬季の自然災害“ゾド(dzud)”とは、極端な豪雪や気温低下などの単一現象ではなく、それらが重層して生ずる複合した自然災害の総体を意味している。そのため、ゾドは被害の特性に応じて伝統的に7種類に分類された。かつて遊牧民のあいだでは、自然災害に対抗する減災方法や生存戦略を含意したオルタナティブな知と技法、「生態学的伝統知 (Traditional Ecological Knowledge/ TEK)」を編み出し、数千年に渡る草原での暮らしに応用してきた(図1)。しかし牧畜社会における若年世代の人口減少が進む昨今、牧畜生活をささえたかつてのTEKは実学としての価値を失いつつある。
対象と方法
本研究は、モンゴル西部アルタイ地域の遊牧民(牧畜従事者“マルチン”)に伝わる減災と生存戦略の伝統知についての記憶の記録し、環境人類学の視座でローカルな環境観と牧畜社会の持続性について描き出した。調査はIFAD(国連農業開発基金)からの資金助成と監督にもとづき、カッセル大学エコロジー農学部が主導した国際開発プロジェクト「Watercope」の畜産技術および生活水準調査の一部として実施した。
データ収集は2013年5~9月の期間、バヤン・ウルギー県ボルガン村の夏牧場4地点(SS1: アルツタイ・ホロー, SS2: ソンカル・ノール, SS3: ホショート, SS4: ドント・テムルト)(図2)に宿営する50世帯を対象に、対面形式の構成的インタビュー(設問数24題)により行った。設問は(A1) 自然災害の予知方法、(A2) ゾドへの対処方法、(A3) 地域社会と行政への要望、の3つを中心に回答を得た(* 文中のインフォーマント・コードは別稿にて一覧表を明示する)。
同県の家畜総頭数は約112.6万頭と推定され、県内人口(/ 1 person)に対しての割り当て家畜頭数は11.2頭と見積もられる。これは都市部のウランバートル市、オルホン県、ダルハン県を除くと下位から2番目に位置し、国内最大の後発開発地域となっている。またカザフ人、トルグート人、ウリャンカイ人など、「マイノリティ」に分類される氏族単位による宿営地形成が同一コミュニティ内で常態化しており、モンゴル国内の他地域とくらべて民族間の対抗的感情を内包する複雑な社会構造を特徴としている。
結果と考察
(A1) 自然災害(とくにゾド)の予知には、気候、草原の状況、家畜の状態などで伝統的に雪害を予知する、次のような知覚がわずかに確認された。
* 下降気流が冬におこるとゾドになる(SN20氏談)
* “アグ(агь)” (= ニガヨモギ Artemisia absinthium L.) が草原に繁茂し、背が高く成長するとその年は豪雪になる (SN20, SN21, DT14各氏談)
* 季節外れのとても細い三日月がでるとゾドになる (SN03, SN18各氏談)
* 紅葉が木の根元からはじまる年はゾドになる (DT06氏談)
* 家畜の腹回りの毛が濃くなるとゾドになる (SN18, SN19, HS04各氏談)
* タルバガン(Marmota sibirica) が巣の入口に雪よけの石を積むと豪雪になる (SN02氏談)
これら現象を要約すると、「極度の低温と牧草資源の欠乏」と「豪雪および長引く多雪」が複合することにより災害被害が拡大することを物語っている。
(A2) ゾドによる家畜への牧草・乾草不足と大量死への対処として次のような方法が聞かれた。
* 家畜のレスキュー・フードとして“ウリアス(улиас)” (= ヤマナラシ Populus tremula L.)の木の皮を与えた(n=4世帯で実践を確認)
* 牛へのレスキュー・フードとして馬の糞を与えた(HS01氏談)
* 痩せた家畜から先につぶして食べた(“мал цэвэрлэх”= 「家畜を浄化する」の意)(AH01, SN08各氏談)
* 家畜厩舎に(家畜の蹄が凍えないように)塩をまいた(DT01氏談)
同地域には“小家畜(Бог мал)には草を与えよ、大家畜(Бод мал)には放牧させよ”という格言もあり、家畜管理のローカルな指標ともなっている(DT14氏談)。遊牧民は生活域と各家庭に限られたリソースを有効利用し、家畜の防衛に心を砕いたことがうかがわれる。
(A3) 西部モンゴルは遠隔地であることから、政府からの補助や助成が行きわたりにくい地理上の制約がある。とくに地方行政への改善要請は数多く聞かれ、「ゾドの前後での乾草の供給」(n=27, 45.8%)がもっとも多い要望としてあげられた。ゾドによる増災回避にはほとんどの世帯で「草原の十分な牧草資源が必要」(n=35, 81.3%)と回答していることからも、家畜への牧草供給が最重要課題と考えられる。
また注目すべき事実として、遊牧民の多くがゾド災害による家畜や生活への被害について、それほど後に引いて心理的負担としていない精神的強靭さがうかがわれた(図3)。比較的多くの牧畜従事者から、「自然災害なのだから問題ない」(n=14世帯にて)とのポジティブ・フィードバックが得られた。また「ゾドの後は(家畜の数が減少するため)牧草の生育が良好になる」(n=12世帯にて)、「ゾド災害後は家畜の病気罹患率が減る(SN03氏談)」など、自然淘汰を肯定する遊牧民独自の環境観も聞かれた。
まとめ
西部モンゴル遊牧社会には、ゾド災害の予知とその対処のTEKがはぐくまれ、現在もわずかながら地域の生存戦略として継承・実践されている。そして遊牧民たちは、自然災害や環境変化を能動的に自らの生活の一部として定義する環境レジリエンスをつちかっている。いわばこうした精神的強靭さこそが、酷寒の山岳草原を生き抜く生存戦略の一部を形成していると考えられる。若者の“牧畜離れ”が進むモンゴル遊牧社会では、これらTEKの記録と継承により地域に内在する知的資源の再付加価値化を促し、「誇り」の再構築を通じた牧畜社会の文化的深度の再定義を敷衍することが、持続的発展への突破口になると考えられる。
モンゴル西部に広がるアルタイ山脈には古来、希少動物のユキヒョウPanthera unciaが棲息する。それはかつて「山の亡霊」と畏れられ、遊牧民がその棲息を妨げることは差し控えられてきた。ユキヒョウの棲息圏は、中央アジアの山岳地帯に広がり、その棲息国は9ヵ国(モンゴル、カザフスタン、キルギス、中国、タジキスタン、アフガニスタン、ネパール、ブータン、パキスタン)に広がる。全個体数は約4,500~7,500 頭で、モンゴル国内ではうち11.1~13.3%(500~1,000 頭)が生息すると推測されている。ユキヒョウの保護は1980年代から続く、世界自然保護基金 (WWF)やモンゴル政府による長い保護の歴史がある。集中的な保護による個体数の安定とあいまって1990年代以降、ユキヒョウの生態行動にも変化が現れた。人間を恐れなくなり、頻繁に人前に姿を現し、家畜を襲うようにもなった。こうしたユキヒョウ関連事故(目撃例、遭遇事故、家畜の襲撃被害)は2010年頃から急激に増加している。家畜被害のなかでも、宿営地まで来て家畜を襲う例が多数発生している。そのため、国内法でユキヒョウ狩りが完全に禁止された1995年以降にも、家畜防衛のため遊牧民による私的なユキヒョウ駆除が複数発生している。このように、ユキヒョウと遊牧民のあいだにはかつてないほどの緊張関係が広がっている。
こうした現状を踏まえ本調査では、ユキヒョウと遊牧民の共生関係の構築に向けた、あたらしい保全生態の試みを模索する。具体的には、アルタイ山脈に生息するユキヒョウの(R1) 生態行動の観察、(R2) 遊牧民の家畜被害の現状と獣害対策、(R3) 古来の伝承・逸話などの民俗調査、の3領域を統合した「複合型生物誌」の調査研究を展開する。
【方法】
本調査は2016年8月より、モンゴル国西端のホブド県で本格的な調査を開始した。インタビュー調査については、同県のチャンドマニ郡、ムンフハイルハン郡、ゼレグ郡、マンハン郡の4ヵ村で実施した。同地のユキヒョウ棲息山地①ジャルガラント山地、②ボンバット山地、③ムンフハイルハン山地の周辺で、ユキヒョウ棲息圏内に暮らす遊牧民105世帯を選定し、構成的インタビューを実施した。
【結果及び考察】
R1. 生態行動については、2015年からムンフハイルハン山地域でユキヒョウ撮影用のトラップカメラを設置し、これまで200枚を超える生体の撮影に成功した。これによりモンゴル隊とともに成獣およそ13個体+幼獣4~5個体の存在を特定した。現在は10個のトラップカメラが稼働中であり、撮影地点での個体識別や出現頻度などから行動範囲とその特性を調査中である。
R2. 遊牧民の家畜被害の現状と獣害対策については、目撃・遭遇事故、家畜被害などについて住民への聞き取り(遡及調査)を実施し、ユキヒョウによる家畜被害が2013年以降に急増している状況を明らかとした。とく岩場で採食するヤギと、高山帯へ食草に赴く馬(満年齢1歳頃まで)が多数犠牲となっている。これは冬季の寒雪害(ゾド)の発生(とくに2009/10年)と連動していると推測される。地域の植生に依存するアイベックスやアルガリなど、ユキヒョウの潜在的な捕獲対象がこの災害により多数死亡したことで食餌確保の環境悪化が背景にあると思われる。
R3. 民俗調査では、地域の古老・長老によるオーラルヒストリーや口承伝達、、ハンターのライフコースと狩猟体験について集中的なドキュメンテーションを実施した。その一例に、かつてユキヒョウの肉には72種類の病気に効果があり、とくに子どもにあたえると一生「麻疹」にならないと信じられていた。またかつてユキヒョウを殺すと「呪い」「たたり」 “ハル・モルテイ(黒い足跡)” に見舞われるとして、これをを回避するために「ユキヒョウ送りの儀」も執り行われたことが明らかとなった。
ユキヒョウは希少動物であるばかりではなく、遊牧民特有の環境共生観や、分厚い文化的積層をもその背後に宿している。本調査はユキヒョウの生態観察だけでなく、家畜被害に動揺する遊牧民の感情や対応の変遷を追跡し、コミュニティが培ってきた民俗伝承など世界的にも新しい知見の回収を目的としている。これまでのユキヒョウ研究に「複合型生物誌」の手法により新たな視点の醸成を試みている。
団法人梨学術奨励基金「平成23 年度調査研究助成」の資金的サポートを受け、調査研究を進めている。
バヤン・ウルギー県には、およそ400名の鷹匠が現存すると推測されている。アルタイ=カザフの鷹匠は、鷹狩で一般的なハヤブサやタカなどの猛禽は用いず、メスのイヌワシ(Aquila chrysaetos daphanea)のみを馴化・訓練して狩猟に用いる。鷹匠の主な捕獲対象はキツネとカルサックであり、鷹狩は捕獲
獣の毛皮とその加工工芸品の販売を目的とした「生業実猟」「経済活動」として、牧畜社会に定着してきた背景がある。また狩猟行為は必ず騎馬によって行われる騎馬猟である。この世界的にも類まれな「騎馬鷹狩猟」の知と技法は現在、アルタイ=カザフ社会の鷹匠のみによって伝承・継続されている。牧畜を主体とした生業世界のなかで独自の役割と文化を育んだ鷹匠の知恵と技術は、「無形文化遺産」として定義される十分な可能性を有している。
【課題】
しかし、きわめて独自性の高い特殊行為と文化形態を育んだにもかかわらず、同地域とテーマの研究事例は寡少であり、鷹匠と鷹狩の基本的な実態もいまだに把握されていない。アルタイ=カザフの鷹匠と鷹狩の伝統、とくに古法については、カザフスタン本国ではほぼ消滅してしまっている。現地社会でも鷹匠文化や鷹狩技術の希少性への認識が芽生え始めているにもかかわらず、民族誌情報・記録資料などの不足から、「無形文化遺産」として学術的・科学的見地から十分に認識・定義されているとは言い難い。
【目的】
そのため本研究では、①鷹匠の生活実態と鷹狩文化の網羅的・民族学的把握、②民族誌記録活動の展開と民具資料の収集、③無形文化遺産としての学術的定義および持続可能な保護計画の方向性・マスタープラン策定の模索、の現地社会でも特に要請度の高い3つの課題に焦点を当てている。
【方法】
上記の課題・目的を踏まえ2011 年7 月29 日から2012 年1月24日の期間、モンゴル、バヤン・ウルギー県サグサイ村の鷹匠家庭に住み込み滞在を行い、近隣に生活する鷹匠に対して文化人類学調査(参与観察・インタビュー)を行った。また県内各村への巡検を実施し、横断調査として鷹匠の現存数・生活実態の把握、イヌワシの飼養技術と鷹狩技法の記録、民族資料収集、などを実施した。また縦断調査として熟練の鷹匠30名へのインタビュー(記録活動)を実施した。
【結果】:集中的な民族誌調査によって、(1)社会的側面としてサグサイ村周辺の鷹匠の生活形態(定住型/移牧型)とその実態、および狩猟技術が明らかとなった。また鷹狩と牧畜が季節毎に生業を補助しあう、季節サイクルの相互生業依存という社会的役割が明らかとなりつつある。(2)さらに生態的側面としては、一度馴化したイヌワシを5歳に達したときに再び野生へと帰す文化的慣例により、アルタイ全域でのイヌワシの個体数の維持・増加への貢献が推察された。(3)加えて文化遺産保護の課題としては、イヌワシを飼養・馴化する伝統は維持されているにもかかわらず、冬季の実猟活動(キツネ狩り)の実践者の減少が明らかとなった。
【考察】
アルタイ=カザフ牧畜社会における鷹狩と鷹匠の文化は、これまで知られていなかったイヌワシとヒトの文化的深層での有機的・調和的関係観を提示している。騎馬鷹狩猟の成立は、「イヌワシの生息」「移牧型牧畜社会の維持」「鷹匠の知と技法」の、普段の相互作用によって維持成立されている。そしてその生態基盤の解明は、全世界の「鷹狩文化」の持続可能性と保護計画の模索にとって普遍性を有している。この意味でアルタイ=カザフの騎馬鷹狩猟とは、鷹匠とイヌワシが数千年にわたり共生の道を模索してきた、知恵と技術の無形文化遺産(=「人獣調和遺産」)と定義することが可能である。
モンゴル西部バヤン・ウルギー県では、県内人口約100,800名のうち、およそ78%が周年の季節移動を行う牧畜活動従事者(以下、マルチン)と推定されている。近年、草地の巡回頻度、日帰り放牧の移動距離、割り当て時間が短縮化・省力化する傾向にあるが、その実態はいまだ漠然としている。そのため本研究では、応用行動学の手法をもちいてマルチンの「日帰り放牧(daily grazing)」の可視化を試みた。従来は“テクスト的記述”として記録されている“民族誌”を、アクトグラフを用いた行動分析と統計処理により計数化し、地域特有の牧畜観に根ざしたエミック(emic)な文化事象の定量化方法を、「計量民族誌」として試論した。
2. 対象と方法
本研究は2013年6月29日~8月15日の期間、同県ボルガン村スンカルノール周辺2地点の夏営地(SS1/SS2)に宿営する5世帯を対象に行った。期間中、合計12日間の日帰り放牧を以下RM1~RM3の方法により観察した。[RM1] マルチン世帯(HHs)の日帰り放牧に同行し、日帰り放牧担当者と被管理群(ヒツジ・ヤギ群、以下S/Gf)の放牧開始から終了までの全行動をトレイルカメラ(Ltl Acorn社製品)で動画に記録した。後日、記録された動画データをモニター上で観察し、アクトグラフを作成した。[RM2] 日帰り放牧担当者にGPS機器(Garmin社製品GPSmap62SC)を携行してもらい、出発から帰着までの移動軌跡、移動速度、標高差、移動/停止係数などを10秒毎に計測した。[RM3] 被管理群のヤギ・ヒツジ5頭を選び出し、首に小型GPSデータロガー(Hollux社製品M-241)を装着してRM2同様に計測した。
3. 結果と考察
①日帰り放牧の観察結果から、担当牧夫の活動/非活動比の平均はSS1で43.6%/56.4%、SS2で32.0%/68.0%となり、一日の半分以上を座ったり、寝たりして過ごしている放牧態度が双方の調査地でみられた。②アクトグラムを用いた行動分析からは、所有家畜総頭数(TLP)の差による労働態度(積極介入/非積極介入)の相違がみられた。TLPと日帰り放牧の時間と距離は、正相関の関係にあり、大規模家畜群所有者(TLP<200頭: Lh)では活動的に、とくに小規模家畜群所有者(TLP100頭<: Sh)による日帰り放牧は短時間・短距離化し、省力的な行為に形骸化する傾向もみられた。③S/Gfは1日平均約16.1~17.3km歩行し、世帯間・地域間による有意差は見られなかった (P=0.399)。ただし、家畜の移動方向をコントロールする管理歩行/非管理歩行の割当時間比はLh (87.3%/12.7%)/Sh (52.4%/47.6%)と算出され、上記②を支持する結果となった。以上の結果から、被管理群を日中しっかりと放牧し(15km前後)、帰巣後の無駄な採食行動と特定地域への食圧増加を抑えるべき課題があきらかとあった。
4. 結論
本調査方法は、応用行動学とアクトグラフを用いることで (1) 担当牧夫の家畜群の管理・介入行動の数値化、(2) S/Gf規模に応じたもっとも効率的な日帰り放牧方法の推定、(3) GPS計測による日帰り放牧の移動軌跡、行動範囲、牧草地利用の状況の可視化、などに有効性が確認できた。今後は、持続可能な放牧環境の保全・開発に向け、本方法論をモンゴル遊牧民の社会・文化研究に統合し、文理融合の視点で家畜放牧技術の実証的解明に展望が見いだされる。
