O estudo buscou contextualizar as reformas da administração pública e do judiciário,
tomando como foco os princípios da eficiência e da razoável duração do processo e
suas conseqüências para a atividade judicial. A reforma da administração pública
trouxe a administração gerencial e o princípio da eficiência para o âmbito da
administração pública, estendendo sua influência para além do Poder Executivo. A
reforma do judiciário explicitou o princípio da razoável duração do processo e alterou
a estrutura e as competências do Poder Judiciário, buscando adaptá-lo às novas
demandas a que ele é submetido. Para uma efetiva prestação jurisdicional, ambos
os princípios devem ser tornados efetivos, posto que interdependentes. Em face
deste novo cenário, os magistrados precisam adquirir competência gerencial para
melhor desempenhar suas atividades, o que fez surgir a figura do juiz-gestor,
importante personagem para a efetiva implementação das mudanças e para a busca
por uma Justiça de melhor qualidade. Várias iniciativas foram tomadas no sentido de
promover a disseminação de conhecimento gerencial dentro das fronteiras do Poder
Judiciário.

In the last two decades, the Brazilian public administration has responded to pressure to
increase the efficiency of its management processes drawing on the accumulated knowledge
in the private sector. The Central Bank of Brazil, federal autarchy under the Ministry of
Finance, has sought to increase its efficiency by importing models and management tools.
One such tool is the strategic planning, result of a long tradition in planning and strategy,
conceived in the military and then appropriated by the business sector. Several approaches try
to explain the phenomenon of transposition of management technology and, among them,
there is the managerial reduction (Bergue, 2009), a model developed from the sociological
reduction of Guerreiro Ramos (1996). This approach brings to the field of management the
critical and reflexive nature inherent in the sociological reduction and provides five
theoretical categories of analysis to study the phenomenon. These categories try to
demonstrate the ability of organizational actors to understand the context in which the
organization operates, recognizing its limitations, and the context in which the managerial
technologies are produced, identifying their concepts and assumptions, to critically give new
meaning and take them as a basis for building management solutions geared to the reality of
the organization. The research focuses on the transposition of strategic planning at the Central
Bank of Brazil, in their processes of appropriation and absorption, making use of the
categories provided by the managerial reduction. The results indicate that the public servants
perceive the changes in the organizational context, but accept them as inevitable, seeking the
organization’s conformity. It was also evident the great value attached to external content, but
the search for its adaptation to local context denotes the presence of critical sense, focused on
practical activities and troubleshooting. It was not perceived in the organization a systematic
effort to identify and reframe the concepts and assumptions of strategic planning. As a
contribution of this study to better assimilation of the technology in the organization, were
identified the essential concepts and assumptions of strategic planning and also systematized
the terms associated with them in the documents studied. Finally, it is evident the capacity of
the model of the managerial reduction to provide a deeper understanding of the phenomenon,
allowing both criticize and subsidize the implementation process, becoming more oriented to
organizational needs.
