In order to study the efficiency of a port as well as of the entire port system within a maritime... more In order to study the efficiency of a port as well as of the entire port system within a maritime state, it is best to observe the port as a multi-layered entity and to examine both the external and internal factors affecting port’s activity within its immediate as well as wider environment, to examine its business operation, results and more or less strong conjunction of its business operation micro and macro aspects. In the contemporary carriage of passengers by sea, distinction should be made between passenger liner service and cruising or tourist shipping service. While the distinction between these two categories has always been present, significant changes have been introduced recently in the organization of maritime passenger ports, with passenger terminals’ sophisticated design and organization representing the prerequisite for optimal operation and develo-pment of passenger liner shipping as well as cruising. Efforts have been made to solve the problem of inadequate port capacities by updating and adjusting the port capacities to market demands while the problem of insufficient oc cupancy rate of these capacities remains unrecognized and no required attention has been pa id to it within the port system. By applying the queue theory and setting up an appropriate model on the example of the Port of Rijeka, this paper tries to indicate the fact that the port capacities, in this case piers intended for reloading of gene ral cargo, are waiting for incoming ships which are def icient and that it would be more economical to reduce capacities and to redevelop them for, e.g., accommodation of vessels intended for container working ‐ respectively ca...

Problem neodgovarajucih luckih kapaciteta nastoji se rijesiti modernizacijom i prilagodbom luckih kapaciteta potrebama tržista, dok problem nedovoljne popunjenosti tih kapaciteta ostaje neprepoznat i njemu se u luckom sustavu ne daje potrebna pozornost. The strategic objectives, and, through that, the business policy and its implementation can be set up only after the port vision and mission are clearly defined. Cruising is, as opposed to the differentiated classic tourist and transport services, a unique travel and transport service that offers their customers a variety of services and facilities such as catering services, merchant services, entertainment, leisure, recreation, sightseeing while travelling on board the ship. All mentioned activities and services are conducted in almost around-the-clock voyage, starting from the home ports of embarkation, through brief ports of call on its sailing itineraries to disembarkation ports. Cruise ships are actually a primary tourist destination, where all the tourist services are provided, while destinations where ships dock are considered secondary. Sjevernojadranske luke Rijeka, Trst i Kopar u odnosu na sjevernoeuropske luke ostvaruju slabije p... more Sjevernojadranske luke Rijeka, Trst i Kopar u odnosu na sjevernoeuropske luke ostvaruju slabije poslovne rezultate, odnosno preko njihovih luckih terminala prekrcavaju se manje kolicine tereta. Postoji opasnost da ce se zbog sirenja utjecaja sjevernoeuropskih luka na tradicionalna tržista luka sjevernog Jadrana, gravitacijsko podrucje sjevernojadranskih luka sve vise smanjivati. U cilju ostvarenja boljih poslovnih rezultata, potrebno je utvrditi one razvojne marketinske strategije koje sjevernojadranske luke trebaju provoditi i na taj nacin konkurirati izuzetno uspjesnim lukama sjevernoeuropskog prometnog pravca. This paper analyzes the legislation related to concessions on maritime domains and indicates the ... more This paper analyzes the legislation related to concessions on maritime domains and indicates the need to adjust certain legal provisions to improve the quality of the concession granting procedure. The object of this paper is to indicate the issues in determining the real value of a concession fee in the process of preparing a feasibility study for granting the concession, and to give a scientific contribution by proposing procedures and measures, which can enable setting more precise concession fee values. Using the methods of comparison, analysis, and synthesis, authors prove that in the process of preparing a feasibility study for granting the concession it is not possible to assess the real value of the concession and concession fee with certainty, as it is necessary to estimate economic sizes in the long term.
