It explores the historical and ongoing impacts of the effects of globalisation characteristics and challenges such as political instability, corruption, inequality, skilled migration, and inadequate educational reforms all contributing to a weakened educational system. Using a mixed method approach, this report investigates how these factors culminated in a cascading series of events, which ultimately resulted in a fractured education environment, not conducive to develop and grow domestic research capabilities. This initial research highlights a significant and systemic shortage of skilled researchers, specifically within the field necessary to enable a country to participate and flourish within the fourth industrial revolution, which is focused on the development and widespread implementation of digital technologies such as artificial intelligence, robotics and neurotechnology. Furthermore, it highlights an urgent need to develop strategies to ensure the closure of this capability gap as well as ensuring global competitiveness in this arena.
