This study extends the Protective Action Decision Model, developed to address disaster warning re... more This study extends the Protective Action Decision Model, developed to address disaster warning responses in the context of natural hazards, to "boil water" advisories. The study examined 110 Boston residents' and 203 Texas students' expectations of getting sick through different exposure paths for contact with contaminated water. In addition, the study assessed respondents' actual implementation (for residents) or behavioral expectations (for students) of three different protective actions - bottled water, boiled water, and personally chlorinated water - as well as their demographic characteristics and previous experience with water contamination. The results indicate that people distinguish among the exposure paths, but the differences are small (one-third to one-half of the response scale). Nonetheless, the perceived risk from the exposure paths helps to explain why people are expected to consume (or actually consumed) bottled water rather than boiled or personally chlorinated water. Overall, these results indicate that local authorities should take care to communicate the relative risks of different exposure paths and should expect that people will respond to a boil water order primarily by consuming bottled water. Thus, they should make special efforts to increase supplies of bottled water in their communities during water contamination emergencies.

Data collected from 257 respondents in Christchurch and 332 respondents in Hitachi revealed notable similarities between the two cities in people's emotional reactions, risk perceptions, and immediate protective actions during the events. Respondents' physical, household, and social contexts were quite similar, but Hitachi residents reported somewhat higher levels of emotional reaction and risk perception than did Christchurch residents. Contrary to the recommendations of emergency officials, the most frequent response of residents in both cities was to freeze. Christchurch residents were more likely than Hitachi residents to drop to the ground and take cover, whereas Hitachi residents were more likely than Christchurch residents to evacuate immediately the building in which they were situated. To study people's processing of hurricane forecast advisories, we conducted a computer-based expe... more To study people's processing of hurricane forecast advisories, we conducted a computer-based experiment that examined 11 research questions about the information seeking patterns of students assuming the role of a county emergency manager in a sequence of six hurricane forecast advisories for each of four different hurricanes. The results show that participants considered a variety of different sources of information—textual, graphic, and numeric—when tracking hurricanes. Click counts and click durations generally gave the same results but there were some significant differences. Moreover, participants' information search strategies became more efficient over forecast advisories and with increased experience tracking the four hurricanes. These changes in the search patterns from the first to the fourth hurricane suggest that the presentation of abstract principles in a training manual was not sufficient for them to learn how to track hurricanes efficiently but they were able to significantly improve their search efficiency with a modest amount (roughly an hour) of practice. Overall, these data indicate that information search patterns are complex and deserve greater attention in studies of dynamic decision tasks.

The data were consistent with an abbreviated form of the Protective-Action Decision Model in which female gender, official warning messages, hurricane experience, coastal location, and environmental and social cues were hypothesized to produce perceived storm characteristics, which in turn, would produce expected personal impacts. Finally, the latter, together with perceived evacuation impediments, would determine evacuation decisions and departure timing. However, there were fewer significant predictors of perceived storm characteristics and more significant predictors of expected personal impacts and evacuation decisions than hypothesized. Also contrary to hypothesis, female gender, perceived storm characteristics, official warnings, and hurricane experience predicted departure times. However, as expected, evacuation rates declined with distance from the coast; unlike Hurricane Rita 3 years earlier, there was a very low level of shadow evacuation in inland Harris County. Finally, most households evacuated 2 days before landfall, between the time of the National Hurricane Center hurricane watch and warning, and evacuated overwhelmingly during the daytime hours.
