The development of Science and Techno Park (STP) is one of the government's efforts to increase c... more The development of Science and Techno Park (STP) is one of the government's efforts to increase competitiveness in the science and technology sectors as well as to improve the regional and national economy. Relevant to this, the government has planned the development of the herbal and horticultural sectors known as the Science and Techno Park of Herbal and Horticultural (STPH2). It is located in Pollung, North Sumatera Province, specifically in the Forest for Specific Purpose (KHDTK). In line with the government's program to reduce greenhouse gas (GHG) emissions, the planning of the STP development has used the principle of Low Carbon Development (LCD) as it will bring many benefits from reducing carbon emissions which also supports sustainable regional development programs. This research was carried out by reviewing the STPH2 planning documents, such as the master plan and Detailed Engineering Design (DED), which was followed by identifying components that could reduce carbon emissions and absorb carbon emissions. The results of these findings are then compared with references. The conclusion shows that the planned components, such as building design, land cover, and water and waste management systems have followed the LCD principle.

Guna mencegah terjadinya dampak-dampak negatif, maka diperlukan prinsip-prinsip pembangunan kota yang berkelanjutan. Evaluasi terhadap pelaksanan pembangunan kota yang berkelanjutan perlu dilakukan untuk mengetahui apakah pembangunan suatu kota sudah atau belum/tidak berkelanjutan. Penelitian ini bertujuan untuk menyusun Key Performance Indicators (KPI) guna menilai status pembangunan kota berkelanjutan. At a certain time, it will eventually lead to various urban problems, such as the imbalance between supply and demand of land, pollution, flooding, congestion, and community conflict. One of the efforts to tackle these problems is new city development. The new city development in Indonesia has become a major issue and it has been applied. But it has not fully shown encouraging results, because it just move the existing problems of the big cities to the new cities, both physical and socioeconomic problems. South Tangerang City, where the new city is still oriented on economic development. This study purposed to develop a policy model of sustainable city development that harmonize economic, ecological, and social order to achieve sustainable city development. This study approach use a system dinamics. This is a methodology for managing complex feedback systems into account the time factor. From the simulation results of several scenarios, the selected scenario was to balance the sustainable development aspects and consider the real conditions.. ABSTRAK Peningkatan pertumbuhan penduduk dan ekonomi di kota-kota besar tentunya diiringi dengan peningkatan kegiatannya. Pada titik tertentu akhirnya akan menimbulkan berbagai masalah perkotaan, seperti ketidakseimbangan suplai dan kebutuhan lahan, pencemaran, banjir, kemacetan, dan konflik masyarakat. Upaya mengatasi timbulnya permasalahan, salah satunya dengan pembangunan kota baru. Pembangunan kota baru di Indonesia telah menjadi isu utama dan sudah diterapkan. Namun yang terjadi perkembangan kota baru belum sepenuhnya menunjukkan hasil yang menggembirakan, karena yang terjadi adalah sebagian besar hanya memindahkan permasalahan yang ada dari kota-kota besar ke kota-kota baru, baik masalah fisik maupun sosial ekonomi. Sebagai salah satu contoh adalah Kota Tangerang Selatan, dimana kota ini masih berorientasi pada pengembangan aspek ekonomi saja. Penelitian ini bertujuan untuk menyusun arahan kebijakan pengembangan kota berkelanjutan, suatu model kebijakan yang mengharmonisasikan tatanan ekonomi, tatanan ekologis, dan tatanan sosial untuk mewujudkan pengembangan kota yang berkelanjutan. Pendekatan yang digunakan adalah sistem dinamis. Sistem dinamis adalah suatu metodologi untuk mengelola sistem-sistem umpan balik yang kompleks dengan mempertimbangkan faktor waktu. Hasil simulasi dari beberapa skenario, maka terpilih skenario yang mengimbangkan antar aspek pembangunan berkelanjutan dan mempertimbangkan kondisi nyata di lapangan sebagai skenario prioritas. Pendekatan yang digunakan adalah sistem dinamis. Sistem dinamis adalah suatu metodologi untuk mengelola sistem-sistem umpan balik yang kompleks dengan mempertimbangkan faktor waktu. Hasil simulasi dari beberapa skenario, maka terpilih skenario yang mengimbangkan antar aspek pembangunan berkelanjutan dan mempertimbangkan kondisi nyata di lapangan sebagai skenario prioritas.
