Cross sectional survey design was adopted with a population of 3010 teachers, 271 secondary school principals and 10 Sub-County Directors of Education. Simple random sampling was used to select 81 school principals', purposive sampling to select 10 TSC Sub-County Directors of Education and Cluster sampling was used to select 357 teachers. Questionnaires were administered to teacher and principals, Focus Group Discussion to the teachers while the interview guide was used to collect data from Sub-County Directors of Education. Piloting was done and 36 teachers, 8 principals and 2 Sub-County Directors of Education were included. Validity was ascertained by expert judgement and reliability determined using test retest technique. Quantitative data was inferentially analysed using Independent two sample t test while qualitative data was thematically analysed. The study established that; Teachers Service Commission career progression prospects have very low positive motivational influence (r=0.246, p<.05) on teachers' performance and the null hypothesis stated was rejected. The findings of the study may be of value to the Education developers to help improve the reward system and invest significantly on the teachers who enhance improvement on learners' academic achievements.

The study arose from the fact that, high school principals are working hard yet the academic performance of public secondary schools in Kisumu County has remained generally poor. Between 2014 and 2018, only 26.9% of students from Kisumu County scored at least C+, and the average mean score in KCSE for the period was only 4.23, below 7.0, the cut out entry. At least 65% of the candidates from Kisumu County did not proceed to university education during the period. Students who drop out of secondary schools face a lot of challenges. In Rongo Sub-County, Kenya, in the year 2016, 7,946 boys and 5,344 girls were enrolled in schools against sub-county census of 21,603 boys and 22,017 girls. This study investigated policy articulation influence on student dropout in secondary schools. The objective established influence of government’s policy articulation on dropout in the sub-county. The study used concurrent triangulation design. The target population was 24 public secondary schools, 183 teachers and 8083 students. The sample were 12 public schools, 12 principals (11 responded), 126 teachers (100 responded) and 420 students (382 responded). Sampling exploited purposive sampling and stratified sampling method. Questionnaires were used to collect data. The data collected was summarized and analysed quantitatively. The study established that students do drop out from the Kenyan secondary schools. Factors influencing dropout was failure to articulate government policies that could counter dropout. Therefore, the government and stakeholders should put measures in place to articulate policies so that students understand their rights to and be in school.

The population for the study comprised all teachers and the students of public secondary schools. Combinations of purposive and random sampling techniques were applied to select a sample of 30 teachers and 400 students makinga total of 430 respondents. Questionnaires and interview schedules were the main research instruments used to collect data.The result of the study revealed that the principals used various motivational strategies including positive commendations, end of year monetary and non-monetary awards and effective communication, amongst others to motivate teachers for higher productivity in terms of enhanced school outcomes. The study adopted concurrent triangulation research design. The target population for this study was 184 public secondary schools, 1233 teachers, and 73,385 learners. A sample involving 56 public secondary schools whereby 56 principals, 370 teachers and 398 learners was drawn from target population. Purposive sampling was used to get 56 schools, simple random sampling was used to get 370 teachers and stratified random sampling technique was used to get 398 learners. Data for the study was collected by the use of three different questionnaires and three different interview schedules. Validity of questionnaires was tested during the pilot study in Homa-Bay County which is neighboring Migori County. Split Half reliability test which is a measure of internal consistency was used. All pre-testing procedure for Reliability of instruments was based on reliability coefficient of 0.79 indexes. The data collected was summarized and analysed qualitatively and quantitatively. Inferential statistics was used whereby Correlation, Regression and Chi-square tests were used to gauge influence of teacher motivation on student academic achievement. The research revealed that teacher motivation had no significant influence on learner academic achievement in secondary schools Therefore, the study concluded that administrators should put in place measures to enhance teacher Motivation. In conclusion, institutional managers should design proactive processes that can inculcate positive support for teacher motivation.
