Based on this erspective, this article aimed to identify changes in dietary habits in two rural communities in the Brazilian semiarid region from the isotopic composition of carbon and nitrogen in samples of nails. Interviews
were conducted through a questionnaire addressing food
intake by 24h recall method and food frequency. Also, interview-ees’ fingernail samples were collected in order to analyze isotope
ratios of carbon and nitrogen. It was observed that rural communities are ingesting the same food consumed in the urban centers, suggesting a change in the dietary patterns. The rural communities are depending on buying food in permarkets and on limitations in food production. This situation contributes decisively to replace the locally produced foods for processed products.

This paper aims to describe the activities in rural settlements Polo Jucurí, Mossoro, Rio Grande ... more This paper aims to describe the activities in rural settlements Polo Jucurí, Mossoro, Rio Grande do Norte, Brazil, during the development of the project called: Environment, Society and Economy: an analysis of the dimensions of sustainability in the Citizenship Territory Açu-Mossoró (RN), financed by the official paper PPP IV / 2011 - FAPERN / CNPq. This project was originated from a cooperation with the Environmental Management, Economics and Tourism Departaments at the State University of Rio Grande do Norte - UERN. The activities were proposed as a means of promotion and innovation in that territory, aimed at understanding the territorial dynamics, under the environmental and economic point of view, as recommended by the sustainable rural development. It was adopted the qualitative research approach and as techniques for data collection were used to analyze documents, the application of semi-structured questionnaires with residents and interviews with members from the Directive Center Açu-Mossoró Collegiate and direct observations. It was the formation of working groups such as the Women Recycling Group implemented a selective collection program in settled communities. It was found that the workshops helped to broaden the understanding of participants in relation to the use of recyclable materials, raising the possibility of sale of spare parts produced by a solidarity market. It was noticed that the self-management activities contributed to a better understanding of the role of those involved in the decision-making process in the social, environmental and economic, as well as in the process of identification and choice of territorial policies and the paths that may be followed for innovation and promotion of the territory, with a view to

As políticas públicas no âmbito rural têm sido fundamentais para o ordenamento e o desenvolviment... more As políticas públicas no âmbito rural têm sido fundamentais para o ordenamento e o desenvolvimento territorial seja, por meio do surgimento de novas oportunidades de trabalho no campo, incentivos a infraestrutura habitacional e produtiva na zona rural, a inclusão de agricultores familiares em mercados, entre outros. Porém, quando se trata do caso brasileiro, diante dos desafios a serem superados, o seu alcance ainda é deficiente e insuficiente para definir uma dinâmica sustentável de desenvolvimento rural. As políticas voltadas para o desenvolvimento territorial ganham expressão no Brasil em meados de 1980, sob um contexto de crise econômica e de reformas neoliberais surgiram experiências, visando encontrar respostas autônomas de desenvolvimento para os espaços locais. Essas experiências deram seguimento a modelos que visualizaram a necessidade de superar os entraves regionais que dificultavam o desenvolvimento no Brasil. Assim, as políticas públicas territoriais tornaram-se um mecanismo de incentivo, cuja importância pode ser considerada fundamental para estratégias de desenvolvimento local (MENDONÇA; ORTEGA, 2005).
Já na década de 1990 com mais ênfase no Brasil, buscou-se estratégias de desenvolvimento via políticas públicas que não estivessem associadas à lógica neoliberal e suas experiências globalizadas, na qual o interesse pautado pelo mercado tornava os lugares e seus recursos (físicos, naturais, humanos, etc.) cada vez mais “fluídos” e dependentes de uma ordem econômica mercantilista que acentuava as desigualdades entre as regiões e contribuía para o aumento da pobreza no meio urbano e rural. (SCHNEIDER, 2004).
Nessa perspectiva, torna-se necessário ressaltar que, as políticas públicas territoriais no âmbito rural adotadas no Brasil nos últimos anos foram estruturadas seguindo o modelo das políticas públicas da União Europeia – UE. O Brasil, diante das experiências acumuladas, umas exitosas, outras nem tanto, acenava para um novo aporte da abordagem territorial das políticas públicas, deixando para trás modelos neoliberais antes assumidos, e para tanto, buscou na fonte adotada em 1991 pela UE chamada: “Programa LEADER1”, cuja marca inovadora foi seu viés territorial em oposição ao caráter marcadamente setorial dos investimentos tradicionalmente destinados às áreas rurais; em segundo, pelo tipo de estratégia proposta para a promoção do desenvolvimento rural, com ações do tipo bottom-up, baseadas no princípio da parceria, de caráter multissetorial e integradas. Abstract: The goal of this study is to analyze the importance of Support for Infrastructure Proje... more Abstract: The goal of this study is to analyze the importance of Support for Infrastructure Projects and Services in Territories (Proinf) in the recent financing of economic production structure of family farming rural areas of the Northeast Brazil. The idea is to assess projects as actions of productive inclusion and social management, to the economic dynamism of territories. The methodology has already been defined by the Territorial Development Secretariat (SDT), and field research make using the questionnaire Investment Project Evaluation (Q5). Visits were performed on each project and 18 questionnaires were sent to members of the territorial boards of six evaluated and monitored projects. As a result, it was noted that few projects were implemented, especially family farms, and that any of these works. This result points to the urgency in the institutional arrangement of the adjustment in the territories and to seek ways to overcome weaknesses in the management structures and economic production of family farming, especially in the Açu-Mossoró and Sertão do Apodi (RN) territories.
