The Italian system of education is characterised by weak school autonomy, strong teacher autonomy... more The Italian system of education is characterised by weak school autonomy, strong teacher autonomy and lack of collegial cultures. From the point of the cohesion/regulation matrix, the Italian case is rather of an individualist type with some fatalist notes, given a widespread culture of pedagogical egalitarianism and the existence of formal collegial bodies. There are many barriers to the introduction of evidence-based practice in Italian teaching. At the same time, some major enablers at the school level are a self-evaluation school rapport and a school improvement plan. At the school system level, the Institute for school evaluation is a key player contributing to the advancement of a culture of EIP. We argue that an enduring centralization model with weak coordination mechanisms at the school level is not suitable to mobilize academic research knowledge across the Italian system. A new governance mechanism based on widely disseminated policies would be of critical importance in the Italian case, in order to improve the use of EIP in schools and to enhance the skills of teachers and school leaders through professional development.
The paper reflects on the formative potential and the limits of a typology of feedback scarcely e... more The paper reflects on the formative potential and the limits of a typology of feedback scarcely explored in the literature, the collective feedback in the field of online education. The study evaluates the quality of formative feedbacks in a Professional Development Program on school evaluation addressing 194 Italian teachers. The didactic model adopted is described whilst lingering on the formative value of the collective feedback provided by the e-tutors. In addition, a qualitative-quantitative analysis of 24 cases of collective feedback is presented. The analysis, based on Hattie e Timperley’s feedback model, highlighted the presence of different feedback goals (feeding up/back/forward), with a focus on the task and learning process, and sometimes, on its self-regulation. The lower presence of suggestions for improvement and indications for self-regulation shows some limitations of collective feedback in facilitating situated processes of self-regulation. On the other hand, the articulation of the feedback and the presence of authentic examples that increase the possibility of peer learning for teachers’ professional development, emerge as strengths.
Alla luce delle esperienze nazionali e internazionali di valutazione esterna delle istituzioni sc... more Alla luce delle esperienze nazionali e internazionali di valutazione esterna delle istituzioni scolastiche, questo saggio illustra il progetto “Valutazione e miglioramento” realizzato dall’invalsi (Istituto Nazionale per la Valutazione del Sistema Educativo di Istruzione e di Formazione), avviato nel 2008 con il contributo dei fondi strutturali europei. Sperimentato su un campione di scuole delle regioni “Obiettivo convergenza”, il progetto ha consentito di mettere a punto una metodologia e un insieme di strumenti che rappresentano un punto di partenza per la costruzione di un futuro sistema di valutazione esterna delle scuole e per la formazione di nuove figure professionali in ambito valutativo, necessarie per indirizzare le scuole verso un processo di miglioramento supportato da esperti.

This shift has revealed deep inequities in education systems worldwide, as many children lost access to teachers and schooling. An effective response to these changes has tested teachers' personal capacities and individual and collective agency intensely. The research lab we report on within this paper aimed to develop a better understanding of teacher agency in meeting the challenges of the pandemic and the physical and relational enablers and constraints of their environment. Drawing on case study reports from six international contexts and a series of online discussions with research lab participants, this study explores teachers' enactment of agency in the context of various circumstances and environments. L’INVALSI, con il concorso dei fondi strutturali europei, ha messo a punto e sviluppato il proget... more L’INVALSI, con il concorso dei fondi strutturali europei, ha messo a punto e sviluppato il progetto pluriennale Valutazione e Miglioramento che ha l’obiettivo generale di costruire un modello di valutazione esterna delle scuole finalizzato al miglioramento, in grado di integrare dati quantitativi e qualitativi. Da questo conseguono una serie di obiettivi specifici: sperimentare il quadro di riferimento teorico elaborato dall’INVALSI (VALSIS) in modo da testarne la tenuta, definire una metodologia per le visite di valutazione, delineare competenze per va lu tatori/ispettori, validare strumenti di rilevazione per l’osservazione su campo, elaborare rapporti di valutazione che mettano in evidenza punti di forza dell’efficacia scolastica e di difficolta del servizio scolastico e che siano punto di partenza per la realizzazione di azioni di miglioramento. Il contributo presenta il percorso di ricerca a partire dalla fase di definizione di un concetto di qualita multiattore e multidimensionale e di scelta del metodo di indagine: l’audit esterno. Vengono anche presentati gli strumenti, le rubriche di valutazione, illustrati i protocolli di ricerca e presentati alcuni risultati preliminari. Il progetto e un esempio di ricerca che, partendo dall’esplicitazione dei criteri di qualita, intende integrare la funzione sommativa e formativa della valutazione e innescare un processo di riflessione e un eventuale confronto tra committenti, valutatori e destinatari delle risorse.
Scopo dello studio e esplorare gli aspetti e gli indicatori usati per valutare la qualita dei sis... more Scopo dello studio e esplorare gli aspetti e gli indicatori usati per valutare la qualita dei sistemi educativi in 12 paesi, attraverso il confronto di pubblicazioni che descrivono il proprio sistema educativo. Per confrontare gli indicatori e stato utilizzato il modello CIPP, sulla cui base e stato implementato un database con il quale e possibile confrontare gli indicatori secondo diversi criteri. Il database e pubblico e definito per tutti coloro che si occupano di questioni educative. Un primo confronto mostra come i processi a livello di classe siano raramente inclusi come criteri di qualita per la valutazione dei sistemi scolastici, mentre le risorse finanziarie pubbliche sono sempre considerate, cosi come i risultati degli apprendimenti degli studenti. La discussione dei risultati offre suggerimenti per definire ulteriori indicatori rilevanti ai fini della valutazione della qualita dell’istruzione nel nostro paese.

In order to support the National Evaluation System, Invalsi has launched the Valu.E project, which aims to improve evaluation skills in schools. This work presents two project actions: Valu.E for schools , aims at strengthening the skills of school staff through the implementation of decentralized forms of training and intervention. Defining the expertise of the evaluator is aimed at identifying a set of skills and knowledge necessary to acquire professional expertise and at implementing e-learning training programmes. For both training actions the teaching methodology is discussed, in order to promote the acquisition of skills in experiential and laboratory contexts. The present study analyzed the factor validity of the Patterns of Adaptive Learning Scale (PALS) ... more The present study analyzed the factor validity of the Patterns of Adaptive Learning Scale (PALS) to assess students’ perceptions of mathematics classroom goal structures. Participants were N = 7,773 Italian students aged from 11 to 15 years ( M = 11.97, SD = 0.50). The confirmatory factor analysis replicated a three-factor structure (i.e., mastery, performance-avoidance, and performance-approach goals) of the scale. Multigroup confirmatory factor analyses supported configural, metric, and scalar measurement invariance of the scale across gender. Moreover, the students’ mathematics achievement was positively related to mastery goals and negatively associated with performance-avoidance goals. The use of the scale may help teachers to understand the relations between classroom goal structures and mathematics achievement during middle school.
