Face aux institutions, les individus socialement disqualifiés sont habituellement perçus dans une... more Face aux institutions, les individus socialement disqualifiés sont habituellement perçus dans une vision schizophrénique, comme des « dominés » disposant tout au plus de tactiques de résistance ou comme des « sujets » d'une modernité pourtant bien peu incarnée. Leur voix est illusoire ou prophétique. Or, les institutions de nos sociétés post-modernes brouillent les pistes : elles affirment s'adapter aux nouveaux credo de l'individu, de la subjectivité et de l'éthique. Mais que signifie une relation de reconnaissance d'individus qui n'ont pas de légitimité à prendre la parole ? De quelles voies ceux-ci disposent-ils pour prendre voix ? En proposant le concept d'« acteur faible », cet ouvrage entend ouvrir une réflexion nouvelle permettant de penser les conditions d'autonomie des individus pris dans des relations asymétriques. Constituer des causes, délier les langues, rendre les voix audibles : trois processus sont ainsi examinés, à la lumière d'études de terrain (travail social, école, logement, centres sociaux, prison...) qui éclairent le jeu complexe des luttes de reconnaissance, des politiques institutionnelles et des dispositifs de prise de parole. Comprendre la voix des acteurs faibles, c'est faire le pari de la réversibilité des situations de faiblesse et élaborer les conditions de l'empêchement comme du renforcement de ces acteurs. C'est aussi prendre la mesure du tournant compréhensif des institutions et penser la porosité de la frontière entre professionnels du front et usagers disqualifiés sous l'angle d'une expérience commune
Le Groupe de recherche sur le handicap, l’accessibilite, les pratiques educatives et scolaires de... more Le Groupe de recherche sur le handicap, l’accessibilite, les pratiques educatives et scolaires de l'INSHEA (Grhapes) a remis en fin d’annee 2018 les resultats d’une etude inedite sur la scolarisation des eleves allophones et des enfants issus de familles itinerantes et de voyageurs en France au Defenseur des droits. Elle propose une analyse des conditions effectives de scolarisation de ces enfants, explique les pratiques pedagogiques mises en œuvre et rend compte des parcours de ces eleves dans leur etablissement. Menee dans quatre academies, avec des entretiens conduits aupres de tous les acteurs concernes (professionnels, associatifs, familles, eleves), cette recherche repose egalement sur un suivi de plus de 300 eleves âges de 6 a 16 ans et a mobilise une methodologie d’enquete innovante qui a permis le recueil de la parole de l’enfant.
