It was intended for both accountability and learning and focuses on assessing: i) the appropriateness and coherence of the operation; ii) its results; and iii) the factors explaining the results. The evaluation assessed the following activities: 1) targeted food assistance and conditional targeted food assistance 2) messaging and counselling on specialized nutritious foods and infant and young child feeding (IYCF) practices 3) food assistance for assets (FFA).
The evaluation, which makes a number of recommendations for the future, was managed and conducted by a consultancy firm, with fieldwork taking place in February-March 2016.
2014 à Rome, était l’occasion de placer la (mal)nutrition au centre des préoccupations de la Communauté internationale. Beaucoup de changements sont survenus entre les deux conférences. Premièrement, l’idée que la question de la faim se résumerait essentiellement à un déficit de calories a progressivement été complétée par la prise de conscience de la nécessité d’une bonne qualité nutritionnelle de l’alimentation comme élément indispensable à la réalisation de la sécurité alimentaire et du droit à l’alimentation. Deuxièmement, les approches soulignant uniquement les interventions de santé ont été abandonnées en faveur d’une approche multi-sectorielle, qui reconnaît également l’importance de l’action au niveau de l’agriculture, de l’éducation et de la gestion des risques de catastrophes, entre autres. Si la CIN 2 a permis de consacrer ces avancées importantes dans une nouvelle « Déclaration de Rome sur la Nutrition »*, elle n’a par contre pas rencontré les attentes des organisations de la société civile et des mouvements sociaux en ce qui concerne les principaux défis pour la réalisation du droit à une alimentation adéquate et à la nutrition, à savoir : la nécessité d’adopter une approche de la nutrition basée sur les droits humains, de renforcer la cohérence des politiques en faveur de la nutrition, de renforcer la gouvernance mondiale et le contrôle du secteur privé, et de promouvoir les alternatives au système alimentaire.

Malgré l'évidence qui prouve le contraire, sur le terrain l'idée selon laquelle les interventions de sécurité alimentaire (SA) déboucheront automatiquement sur une amélioration de la nutrition est encore trop répandue. La recommandation de la FAO d’utiliser l’expression « sécurité alimentaire et nutritionnelle » est encore trop peu suivie. Le droit à l’alimentation est certainement celui qui est le plus constamment et le plus massivement violé alors que la production alimentaire mondiale est largement suffisante pour subvenir aux besoins énergétiques de toute l’humanité. Des efforts significatifs restent encore à faire pour que des politiques adéquates en matière de nutrition, tenant compte d’une approche genre, soient mises en marche de façon efficace et efficiente.
La présente recherche s’inscrit dans le cadre du plaidoyer réalisé par le groupe de travail : ‘Nutrition–Genre’, au sein de la plate-forme belge ‘Coalition Contre la Faim’ (CCF) et vise à connaitre le degré d'intégration de la thématique de nutrition (avec une approche de genre) dans les politiques de développement de la Belgique et de l’Union Européenne."

Récemment, la mise en oeuvre de politiques de libre marché, notamment la restructuration économique et la modernisation agricole, s'est accompagnée par un discours de gouvernance et de participation de la société civile qui ont, à leur tour,
délimité l'arène politique.
Le coup d'État de 2009 mit en évidence les continuités et la relation entre les deux moments historiques, méritant une réflexion plus poussée. Dans ce texte, nous introduisons quelques idées préliminaires.

Les différentes contributions mettent également au jour la contradiction qui s’intensifie entre les stratégies de développement économique des pouvoirs publics (basées sur l’exploitation des ressources naturelles) et l’opposition qu’elles suscitent au sein de certains mouvements indigènes, écologistes, syndicaux ou paysans. Peu à peu, une nouvelle carte régionale des conflits sociaux et environnementaux apparaît. Elle révèle que la contestation du modèle de développement constitue une réaction à la « primarisation » — le renforcement de la part du secteur primaire dans la production globale des richesses — des économies latino-américaines dans le cadre de leur intégration à la mondialisation.

This conception of action corresponds to a specific way of understanding development, seen as a linear and unequivocal process through which, sooner or later, all human societies are supposed to reach modernization. Industrialized and market economy countries offer the path model to follow.
Nevertheless, even if mainstream, this is not the only possible way to conceive development. From the seventies until now, many critical theoretical approaches have revealed the problematic nature of modernization theory, as well as the negative impact of policies implemented to achieve its objectives.
The Centre for Development Studies at the Catholic University of Louvain has contributed to this critical thinking, emphasizing the historical character of the development process, the need to consider conflict dynamics, the agency ability of subaltern actors, the importance of identity and territorial processes in the implementation of alternative practices by local populations, etc.
The question which then arises is to what extent it is consistent, from an analytical point of view, to embrasse a notion of social action based on an individual short-termed perspective to understand the development process in the longue durée.
The aim of this paper is to explore the theoretical debate on social action and to appeal to Karl Polanyi's work, to sketch the eneral outlines of a social action approach that allows us to take into account and explain the ability of human communities to collectively influence historical development and social change.
