They are the invisible cities of Italo Calvino whose description, in the dialogues imagined between Marco Polo and Mongol emperor Kublai Kan, is far beyond the geographical concepts of geometry and of objectivity. Only the use of poetry and the subjectivity allows the author to reveal the complexity of the different cities visited. The difficulties increase when, if you want to represent this same complexity in maps, it is necessary to add perspectives of transformation of the urban space through the initiative of planning actions. Calvino imagines in a city a great carpet, which reflects the different individual images that each person has. In Eudoxia, which spreads both upwards and down, with winding alleys, steps, deadends, hovels, a carpet is preserved in which you can observe the city's true form. At first sight nothing seems to resemble Eudoxia less than the design of that carpet, laid out in symmetrical motives whose patterns are repeated along straight and circular lines, interwoven with brilliantly coloured spires, in a repetition that can be followed throughout the whole woof. But if you pause and examine it carefully, you become convinced that each place in the carpet corresponds to a place in the city and all the things contained in the city are included in the design, arranged according to their true relationship, which escapes your eye distracted by the bustle, the throngs, the shoving. Passados 15 anos desde as primeiras referências ao PPGIS, ocorreram profundas transformações, quer na forma como a Academia discute o tema, quer nas condições tecnológicas de desenvolvimento de aplicações, estas últimas relacionadas com alterações ocorridas nas tecnologias de rede e o surgimento de novas abordagens à Informação Geográfica, no contexto da Neo-Geografia. No entanto, continua a existir um profundo hiato entre os modelos teóricos e a sua aplicação nas práticas de Participação Pública. Os resultados conhecidos da utilização de PPGIS em Portugal, nomeadamente o caso estudado da Discussão Pública do PDM de Lisboa, são desanimadores porque não contribuem para alterar os baixos níveis de participação dos cidadãos nas decisões públicas relativas ao ordenamento do território. A supressão de fragilidades do modelo de integração no processo de Participação Pública e o aumento da usabilidade dos sistemas poderão contribuir para uma efectiva realização do potencial deste instrumento de participação. Num momento da História em que os modelos de desenvolvimento e de organização social das democracias ocidentais são questionados por cidadãos afectados por uma crise económica que ameaça transformar a sociedade, a recuperação da credibilidade das instituições representativas poderá passar por uma efectiva redistribuição de poder através da incorporação de mecanismos de democracia participativa. O PPGIS poderá desempenhar, neste contexto, um importante papel.
