She lived in Vienna during her childhood and youth. Between 1926 and 1929, she completed high school at the Schottengymnasium. After graduating from high school, she started studying architecture in Vienna. Young Leyla was also a successful swimmer. She achieved a degree in swimming: On August 18, 1929, she broke the record by swimming the 18-kilometer-long Lake Wörthersee in about nine hours. She founded Vienna’s first women’s ice hockey team in 1930 with her friends from the ice-skating club. Leyla Turgut moved from Vienna to her hometown with her family in 1932. After settling in Istanbul, she became known for her achievements in swimming. In the 1930s, organizing swimming competitions to attract attention to aquatic sports was prevalent. Leyla Turgut won all her competitions and broke many records in 1933. The USSR invited Turkish athletes to compete in 1934. Two female swimmers in the national team, Leyla Turgut and Cavidan Erbelger were also Turkey’s first national female athletes. In the Turkish National Swimming Competition of 1935, she contributed to the championship of the Istanbul team with her successes. She started her architectural education at the Academy of Fine Arts in the mid-1930s again. She gained her first professional experience while still a student: In February 1937, she started working in the Architectural Practice Bureau, affiliated with the Ministry of Education. The head of the Architectural Practice Bureau was Bruno Taut, and he was also a professor at the Academy. During the years Leyla Turgut studied architecture, being a student and a colleague of Bruno Taut influenced her career planning. Taut designed social housing projects that thousands of Berliners settled in the 1920s. Thus, the issues Leyla Turgut worked on most as an architect were social housing projects. After graduating from the Academy of Fine Arts, she participated in architectural project competitions. While village institutes, an essential step for rural education, organized architectural design competitions to select the institute buildings in the early 1940s. She won awards in four design competitions and even the first prize in the Akpınar Village Institute competition and consulted for building this institute. She also won awards and honorable mentions from other architectural design competitions between 1944-1946. On the other hand, she started to work for Istanbul Municipality in the late 1940s. In these years, Istanbul Municipality developed projects under Henri Prost’s leadership for the city’s modernization and renewal. The most critical urban issue of the period was the housing problem. As an architect of the Istanbul Municipality, Leyla Turgut worked on the master and development plans of the housing estates where low-income and poor people can shelter. In addition, with Sahip Özden, she designed the Selamsız and Koşuyolu social housing that the Municipality built. In the following years, with the activity of the cooperative dwelling association and Emlak Kredi Bank, these two areas developed further and became essential neighborhoods of Istanbul. In the mid-1950s, she established an architectural company with her young associate Berkok İlkünsal. The only known project they designed together is Okmeydanı IETT Mass Housing. These housing units were among the initial samples of high-rise residential buildings and Istanbul’s first skyscrapers. In 1965, the German television channel Bayerischer Rundfunk broadcasted a film about daily life in Turkey. In this television film, there are scenes of Leyla Turgut consulting the construction works of the Okmeydanı IETT Mass Housing. She briefly explained the living conditions of women in Turkey before the Republic time in her voice. 1973 was the 50th anniversary of the republic’s proclamation, and the first Istanbul Festival was a part of the celebrations. The festival’s general manager, in which numerous local and foreign artists performed, was Leyla Turgut. She died on March 28, 1988, at the age of 77. Her archive, consisting of valuable photographs and collections, was distributed to various museums after her death. She did not become a ‘starchitect’ focused on creative designs or following any movements during her career. Consequently, her architectural works have yet to be studied enough, despite much research about her contemporaries. Today, people remember Leyla Turgut with respect as a successful athlete and an intellectual architect. The study aims to examine the life story of a female architect worried about a developing country. Moreover, she worked to find solutions by focusing on the details of her architectural works.

Since the 1950s, this environment has been transforming and the population has increased. The hospital has also grown in capacity with the new buildings. In this context, the construction of a children's pavilion (polyclinic) commenced in 1955 and was ready for use in 1958. The facade of the pavilion, above all the entrances, was impressive. Architects with major desings like Cahit Güneri and Fazıl Aysu are involved in the project. The children's pavilion was of great importance to Istanbul with its architectural features and social functions. Unfortunately the architectural characteristics were lost in the renovations in the 2010s.

The fact that these people lived in environments with inadequate comfort and health conditions was about to reveal the urban sprawl. In order to prevent this issue, some studies have been carried out by the government to promote low cost housing construction. The first attempt in Istanbul was transforming the abandoned cemetery in Üsküdar – Selamsız into a residential area. Press organizations followed the develop- ments with interest and many news and notices were published on this topic. The design and construction processes of the housing have been illuminated by examining the mentioned publications. Although the Selamsız Low-Cost Hous- ing have experienced some additions and destructions during its life time, it survived with many samples. The article discuses the risks they carry to survive, as well as suggestions for the conservation.

Mevcut konut yapılarının, kentin artan nüfusu için gerek nitel gerek nicel yetersizliği, gecekondu ve çarpık kentleşme risklerini beraberinde getirir. Dönemin tabiriyle “mesken meselesi” İstanbul’un aydınları tarafından günlük mecmualarda eleştirilirken; mimarlık, şehircilik, iktisat alanından uzmanlar da bu mesele ile nasıl mücadele edileceği hakkında teknik çalışmalar yayınlar. 1950’li yılların başından itibaren İstanbul’da konut sorununa çözüm arayışları başlar. İstanbul Belediyesi, ucuz ev üretimiyle ilgili ilk adımı proje yarışması düzenleyerek atar. Yine Belediye’nin davetiyle bir araya gelen bilim insanları konu ile ilgili bir rapor hazırlar ve bu raporu dikkate alan merkezi yönetim tarafından yeni kanun yürürlüğe girer. Bu kanunla birlikte kent sakinlerine kiralamak veya satmak üzere konut inşa etmek belediye hizmetlerine dahil edilir. İstanbul Belediyesi’nin ucuz ev inşa edecek olması ülkenin gündeminde önemli bir yer tutar; neredeyse her gün ulusal gazetelerde gelişmeler aktarılır. İnşaat sahası olarak kamulaştırma bedeli düşük alanlar tercih edilir. Günümüzde Koşuyolu olarak bilinen Validebağ kırsalı ve Üsküdar – Bağlarbaşı’ndaki boş bir mezarlık İstanbul’daki ilk ucuz evlerin üretimine sahne olur. 1951 ortasında temeli atılan evler yaklaşık bir buçuk yıl sonra sahiplerine teslim edilir. Nüfusun hızla artmakta olduğu bir ortamda yalnızca 150 adetten ibaret konutun inşa edilmesi ve tamamen Belediye kaynaklarıyla gerçekleşmesinin sürdürülebilir olmadığı çok geçmeden anlaşılır. Bu noktadan itibaren yapı kooperatifleri devreye girer. Belediye artık ucuz ev inşaatını gerçekleştiren ve sahibine teslim eden değil, ucuz evlerin inşa edileceği arsayı sağlayan ve imar planını hazırlayan kurum haline gelir. İşçi sendikalarına bağlı yapı kooperatifleri ise kendilerine tahsis edilen arsalarda, imar planını esas alarak ucuz ev üretimini gerçekleştirir. Bu çalışma Üsküdar – Gazi Caddesi üzerinde, Bağlarbaşı Kültür Merkezi’nin karşısında yer alan bir grup konut yapısını incelemektedir. Selamsız Ucuz Evleri olarak bilinen iki katlı, bitişik nizamda inşa edilmiş, kendi parselleri içinde bahçeleri olan bu konut grubu yoğun kent dokusu içinde, çok katlı yapılar arasında dikkat çekmektedir. Önünden geçildiğinde merak uyandıran ancak hikayesi pek bilinmeyen Selamsız Ucuz Evleri’nin yapılan kapsamlı araştırmalar ve yerinde incelemeler sonucunda mimarlık tarihimizdeki yerinin, günümüzdeki durumunun anlatılması ve gelecekte mevcudiyetini sürdürme olasılıklarının tartışılması hedeflenmektedir.

Abide sitesi, konut bloklarının yanı sıra sergi binası, kulüp, kreş, sinema ve konser salonu, spo... more Abide sitesi, konut bloklarının yanı sıra sergi binası, kulüp, kreş, sinema ve konser salonu, spor tesisleri, ilkokul, ortaokul, lise gibi birimleri de içeren bir yaşam merkezi olarak tasarlanmıştır. Uygulaması 1970’lerde başlamış olup, yalnızca iki adet konut bloğu ve çarşı yapısı inşa edilmiştir. Yapı grubunun mimarı bilinmemekle birlikte bir dönem Sevinç Hadi, Abide Sitesi için proje hazırlamıştır ancak farklı bir projenin uygulaması söz konusu olmuştur. Projenin yüklenicisi ve yatırımcısı Yaşat A.Ş. firmasının sahibi Mimar Yaşat Manav’dır. 1950’lerin ortalarına kadar kent dışı alan olarak değerlendirilebilecek Mecidiyeköy, zamanla yakın çevrede sanayi faaliyetinin ortaya çıkmasına bağlı olarak konut alanına dönüşür. İstanbul Belediyesi ve Türkiye Emlak Kredi Bankası’nın ortak girişimi olan İstanbul İmar Limited Şirketi tarafından inşa edilen Mecidiyeköy Evleri ve işçi sendikalarına ait yapı kooperatiflerince inşaatı gerçekleştirilen Mecidiyeköy Bira İşçi Evleri yakın çevrede bulunan ilk konut gruplarıdır. Bu planlı yerleşmelerin yanı sıra çok sayıda gecekondu birimi de yakın çevrede görülür. 1970’li yıllarda ise resmi kurumlar veya yapı kooperatiflerinden ziyade bireysel girişimlerle gerçekleşen toplu konut inşaatının ilk örnekleri de yine Mecidiyeköy’de ortaya çıkar. Abide Sitesi sözü edilen bireysel girişimlerden biri olup konut fonksiyonuna ek olarak bünyesinde sunduğu sosyal imkanlarla öne çıkan bir proje olmuştur. Dönemin gazetelerine verilen çok sayıda ilanlar aracılığıyla projenin tanıtımı yapılmıştır. 2 adet 15 katlı, toplam 108 daireden oluşan apartman blokları ile birlikte çarşı binası Abide Sitesi projesinin hayata geçen sayılı birimleridir. Apartman blokları dönemin teknolojik koşulları paralelinde gerekli servis sistemlerine sahip olacak şekilde tasarlanmıştır. Bloklardan biri (B Blok) zaman içinde PVC esaslı malzeme ile kaplanmış olup diğeri (A Blok) halen özgün cephe özelliklerini taşımaktadır. Çarşının plan kurgusunu bir avlu etrafında sıralanan dükkân dizileri oluşturur. Bazı birimleri ön cephede eğrisel bir çıkma yaparak kütle estetiğine katkıda bulunur. Bugün özgün tasarımına oldukça yakın olan çarşının mimarisi Konstrüktivist bir tasarım çizgisi taşımakta aynı zamanda avlu etrafında çevrelenen kurgusuyla yerel mimari unsurları da bünyesinde barındırmaktadır.

Kısıklı Caddesi, 1930’lu yılların başında yoğun kent dokusunun çeperinde konumlanmıştır ve cadden... more Kısıklı Caddesi, 1930’lu yılların başında yoğun kent dokusunun çeperinde konumlanmıştır ve caddenin her iki tarafında geniş bağ ve bahçeler içinde ahşap konut yapıları yer almıştır. Boğaziçi Köprüsü’nün faaliyete başlamasıyla yoğun bir araç trafik aksına dönüşen Kısıklı Caddesi, ticaret yapılarının ağırlıklı olduğu bir alan haline gelmiştir. Gerek banliyö döneminde, gerek ticaret aksına dönüşümü sürecinde cadde üzerinde inşa edilen nitelikli yapılar modern mimarlık mirası olarak günümüze ulaşmıştır. Çalışma kapsamında Kısıklı Caddesi üzerindeki 3 önemli yapı-yapı grubu modern mimarlık mirası olarak değerlendirilmiştir.
İlk ele alınan örnek, Yüksek Mimar Münci Tangör tarafından tasarlanan “Bay Mecit Evi”dir. Banliyö döneminin modern konut mimarisinin bir örneği olarak varlığını sürdürmeye devam eden konut yapısı özgün plan şeması, kütlesi ve cephe elemanları ile kent belleğinde yer tutan bir yapıdır. Tasarımının en çarpıcı elemanları olan, cadde yönünde uzanan verandası ve üzerindeki saçağı yol genişletme çalışmaları sırasında yıkılmıştır. Mutfak, banyo, yemek odası, salon gibi ortak alanlar zemin katta, odalar ise zemin ve birinci katlarda olacak şekilde düzenlenmiştir. Günümüzde halen konut olarak kullanılan yapı hakkında herhangi bir tescil kararı olmadığı için risk altındadır. İkinci örnek, cadde üzerinde bulunan ikiz yapı grubudur. Hakkında çok fazla arşiv bilgisine ulaşılamayan yapı grubunun, hava fotoğrafları üzerinde yapılan incelemede 1976 – 1982 yılları arasında inşa edildiği tespit edilmiştir. Yapı grubu, saf bir geometrisinin olması, pürist bir tasarım yaklaşımının ürünü olması ve mevcut doku içerisindeki modern duruşu ile ön plana çıkmaktadır. Günümüzde farklı kullanıcılar tarafından kullanılan yapıların koruma durumları aynı değildir. Banka olarak kullanılan yapı özgün haline daha yakın olmasına rağmen diğer yapıda kullanıcıların niteliksiz müdahaleleri görülmektedir. Üçüncü örnek, Sedad Hakkı Eldem tarafından 1979 yılında tasarlanan ve 1987-88 yıllarında inşaatı tamamlanan Şark Sigorta Genel Müdürlüğü binasıdır. Yeşil alan içerisindeki konumuyla ön plana çıkan yapı geleneksel mimarinin yorumlanması bakımından mimarlık tarihinde önemli bir yere sahiptir. 1990 yılında tescil edilen yapı, günümüze korunmuş bir şekilde ulaşmıştır. Plan tipi avluludur ve bodrum seviyesinde, avlunun izdüşümüne oditoryum eklenmiştir. Yapı uzun yıllar Şark Sigorta Genel Müdürlüğü, sonrasında Allianz Sigorta olarak kullanılmıştır. Yakın tarihte Kastamonu Entegre firması tarafından kiralanan yapı büro olarak kullanılmaktadır.
Kısıklı Caddesi’nin hem kentsel bir sit olarak hem de sahip olduğu modern mimarlık mirası yapılar kapsamında korunması, söz konusu nitelikli yapı ve yapı gruplarının varlığını sürdürmeleri için farkındalık oluşturularak gerekli koruma tedbirleri alınması gerekmektedir.

Cumhuriyetin ilanının 50. yılı anısına ülke genelinde pek çok anıt üretilmiştir. Kimisi heykeltır... more Cumhuriyetin ilanının 50. yılı anısına ülke genelinde pek çok anıt üretilmiştir. Kimisi heykeltıraş tarafından tasarlanmış ve basit bir kaide üzerine yerleştirilmişken kimi örnekte heykeltıraşın bir mimar ile birlikte çalıştığı ve anıtın, kaidenin hatta çevre düzenlemesinin de bütüncül bir tasarım dahilinde yapıldığı görülmektedir. Bu dönemde Mimar Erkal Güngören ve Heykeltıraş Ali Teoman Germaner’in gündeminde 50. yıl anıtlarının olduğu görülmektedir: Güngören 1971 yılında düzenlenen yarışmayı kazanır ve tasarımı uygulanır. Ancak Karşıyaka Anıtı ne yazık ki özgün haliyle günümüze ulaşamaz. 1973 yılında ikili Samsun 19 Mayıs Anıtı için düzenlenen proje yarışmasında jüri üyesi olarak görev alır. Sonrasında ise Kocaeli’nde yapılacak olan anıtın tasarımını gerçekleştirirler. Kocaeli Anıtı için İzmit’te yerleşim sınırının hemen dışındaki bir kentsel boşluk tercih edilmiştir. Tasarım bir anıtla sınırlı kalmayacak, merasim meydanı ve yeşil alan düzenlemelerinden oluşan bir parkı da kapsayacaktır. Detaylı bir şekilde çalışmaları yapılan projede çocuk oyun aletleri, oturma elemanları, aydınlatma unsurları, sebiller, havuz, servis yapılarına ait çizimler hazırlanmıştır. Ayrıca statik, tesisat ve aydınlatma projeleri de bu kapsamda hazırlanmıştır. Çok etaplı olarak hazırlanan projenin yalnızca birinci etabı uygulanmıştır. Yapım işini projenin müellifleri olan Erkal Güngören ve Ali Teoman Germaner üstlenmiştir. Anıt ve parkın tasarımı Cumhuriyet’in 50. yılı anısına yapılmış olması tarihsel bir değer atfetmektedir. 1999 yılında meydana gelen ve ağır yıkımlara sebep olan deprem sonrasında park, bir müddet afetten zarar gören kişilere ve barınacakları çadırlara ev sahipliği yapmıştır. Ardından Kocaeli kent tarihinde önemli yeri olan deprem için yapılan başka bir anıt da merasim meydanının olduğu kısma eklenmiştir. Yapıldığı tarihten itibaren toplumsal bellekte önemli bir yere sahip olan Anıt Park yakın çevresine adını vermiştir; yakınında bulunan üniversite kampüsü ve toplu ulaşım durakları bu isimle bilinmektedir. Ali Teoman Germaner tarafından tasarlanan Atatürk Heykeli brüt beton olarak inşa edilmiş, Brütalist estetik değer taşıyan bir sanat eseridir. Dönemin ender örneklerindendir. Söylev kürsüsü ve büfe yapısı gibi diğer park donatıları da brüt beton kullanılarak inşa edilmiş olup tasarımı desteklemektedir. Kent merkezinde olmasına rağmen park alanının mevcut haliyle kalıp, özgün işlevini sürdürüyor olması olumlu bir durumdur fakat geçirdiği değişiklikler ve anıtın maruz kaldığı niteliksiz onarımlar kayıplara sebep olmuştur.

Günümüzde Selamsız sosyal konutları olarak bilinen yerleşim yeri Üsküdar’ın Bağlarbaşı semtinde y... more Günümüzde Selamsız sosyal konutları olarak bilinen yerleşim yeri Üsküdar’ın Bağlarbaşı semtinde yer almaktadır. Yerleşim, çoğu iki katlı olan, bitişik nizamda inşa edilmiş 132 adet konut yapısından oluşmaktadır. 1950’li yıllarda devlet desteğiyle yürütülen, dar gelirli ve yoksul kimseler için konut üretimleri kapsamında İstanbul’da inşaatı gerçekleşen ilk örnektir. 1952 yılında 50 adet konut yapısı İstanbul Belediyesi kaynaklarıyla projelendirilmiş ve inşa edilmiştir. İnşaat tamamlandıktan sonra kura usulüyle evler sahiplerine teslim edilmiştir. Merkezi ve yerel yönetimlerin kendi kaynaklarıyla üretebildiği konut sayısının yetersiz olması, konut sahiplerinin uzun vadeli planlarla ödeme yapıyor olması, bu sistemin uzun ömürlü olmasına izin vermemiş ve yeni bir çözüm olarak yapı kooperatifleri görevlendirilmiştir. İstanbul Belediyesi’nin 1954 yılında onayladığı 1/500 ölçekli Selamsız Ucuz Evler Mahallesi planı ile yerleşimin kalan kısımları iki adet işçi sendikası yapı kooperatifine devredilmiştir. Yapı kooperatifleri 1960’lı yılların başında 13 adet tek katlı, 119 adet iki katlı konutun inşaatını tamamlanmıştır. Yaklaşık 60 yıldır aktif olarak kullanılmakta olan yapı grubunun tamamını kapsayan önemli bir değişiklik söz konusu olmamıştır. Bazı yapıların oturum alanını artıracak şekilde parselin arka kısmında genişletildiği ve ilave kat eklendiği görülmektedir. 2000’li yılların başından itibaren ise işlev değişiklikleri nedeniyle bazı binalar yerlerine yeni yapı inşa edilmek üzere yıkılmaktadır. 2017 yılında komşu iki parsel kısmi olarak kamulaştırılarak ana caddeye bağlantı sağlayan yeni bir sokak açılmıştır. Yerleşim alanında, yapı bazında veya bütüncül herhangi bir koruma çalışması söz konusu olmamıştır, tescil edilmemiştir. Gazete arşivlerinden yapılan araştırmalar sonucunda proje tasarımı ve yapıların inşaat süreci hakkında bilgilere ulaşılmıştır. Selamsız sosyal konutları, devlet desteği ile dar gelirli ve yoksul kimseler için üretilen konutların İstanbul’daki ilk örneği olması ile önem taşımaktadır. Rasyonelliği, standartlaşması, yalnız işleve yönelik aile evinin konfor şartlarını sağlaması ile modern mimarlık mirası olarak değerlendirilmektedir.

In these years, Istanbul Municipality developed projects under Henri Prost’s leadership for the city’s modernization and renewal. The most critical urban issue of the period was the housing problem. As an architect of the Istanbul Municipality, Leyla Turgut worked on the master and development plans of the housing estates where low-income and poor people can shelter. In addition, with Sahip Özden, she designed the Selamsız and Koşuyolu social housing that the Municipality built. In the following years, with the activity of the cooperative dwelling association and Emlak Kredi Bank, these two areas developed further and became essential neighborhoods of Istanbul. In the mid-1950s, she established an architectural company with her young associate Berkok İlkünsal. The only known project they designed together is Okmeydanı IETT Mass Housing. These housing units were among the initial samples of high-rise residential buildings and Istanbul’s first skyscrapers. In 1965, the German television channel Bayerischer Rundfunk broadcasted a film about daily life in Turkey. In this television film, there are scenes of Leyla Turgut consulting the construction works of the Okmeydanı IETT Mass Housing. She briefly explained the living conditions of women in Turkey before the Republic time in her voice. 1973 was the 50th anniversary of the republic’s proclamation, and the first Istanbul Festival was a part of the celebrations. The festival’s general manager, in which numerous local and foreign artists performed, was Leyla Turgut. She died on March 28, 1988, at the age of 77. Her archive, consisting of valuable photographs and collections, was distributed to various museums after her death. She did not become a ‘starchitect’ focused on creative designs or following any movements during her career. Consequently, her architectural works have yet to be studied enough, despite much research about her contemporaries. Today, people remember Leyla Turgut with respect as a successful athlete and an intellectual architect. The study aims to examine the life story of a female architect worried about a developing country. Moreover, she worked to find solutions by focusing on the details of her architectural works.

Since the 1950s, this environment has been transforming and the population has increased. The hospital has also grown in capacity with the new buildings. In this context, the construction of a children's pavilion (polyclinic) commenced in 1955 and was ready for use in 1958. The facade of the pavilion, above all the entrances, was impressive. Architects with major desings like Cahit Güneri and Fazıl Aysu are involved in the project. The children's pavilion was of great importance to Istanbul with its architectural features and social functions. Unfortunately the architectural characteristics were lost in the renovations in the 2010s.

The fact that these people lived in environments with inadequate comfort and health conditions was about to reveal the urban sprawl. In order to prevent this issue, some studies have been carried out by the government to promote low cost housing construction. The first attempt in Istanbul was transforming the abandoned cemetery in Üsküdar – Selamsız into a residential area. Press organizations followed the develop- ments with interest and many news and notices were published on this topic. The design and construction processes of the housing have been illuminated by examining the mentioned publications. Although the Selamsız Low-Cost Hous- ing have experienced some additions and destructions during its life time, it survived with many samples. The article discuses the risks they carry to survive, as well as suggestions for the conservation.

Mevcut konut yapılarının, kentin artan nüfusu için gerek nitel gerek nicel yetersizliği, gecekondu ve çarpık kentleşme risklerini beraberinde getirir. Dönemin tabiriyle “mesken meselesi” İstanbul’un aydınları tarafından günlük mecmualarda eleştirilirken; mimarlık, şehircilik, iktisat alanından uzmanlar da bu mesele ile nasıl mücadele edileceği hakkında teknik çalışmalar yayınlar. 1950’li yılların başından itibaren İstanbul’da konut sorununa çözüm arayışları başlar. İstanbul Belediyesi, ucuz ev üretimiyle ilgili ilk adımı proje yarışması düzenleyerek atar. Yine Belediye’nin davetiyle bir araya gelen bilim insanları konu ile ilgili bir rapor hazırlar ve bu raporu dikkate alan merkezi yönetim tarafından yeni kanun yürürlüğe girer. Bu kanunla birlikte kent sakinlerine kiralamak veya satmak üzere konut inşa etmek belediye hizmetlerine dahil edilir. İstanbul Belediyesi’nin ucuz ev inşa edecek olması ülkenin gündeminde önemli bir yer tutar; neredeyse her gün ulusal gazetelerde gelişmeler aktarılır. İnşaat sahası olarak kamulaştırma bedeli düşük alanlar tercih edilir. Günümüzde Koşuyolu olarak bilinen Validebağ kırsalı ve Üsküdar – Bağlarbaşı’ndaki boş bir mezarlık İstanbul’daki ilk ucuz evlerin üretimine sahne olur. 1951 ortasında temeli atılan evler yaklaşık bir buçuk yıl sonra sahiplerine teslim edilir. Nüfusun hızla artmakta olduğu bir ortamda yalnızca 150 adetten ibaret konutun inşa edilmesi ve tamamen Belediye kaynaklarıyla gerçekleşmesinin sürdürülebilir olmadığı çok geçmeden anlaşılır. Bu noktadan itibaren yapı kooperatifleri devreye girer. Belediye artık ucuz ev inşaatını gerçekleştiren ve sahibine teslim eden değil, ucuz evlerin inşa edileceği arsayı sağlayan ve imar planını hazırlayan kurum haline gelir. İşçi sendikalarına bağlı yapı kooperatifleri ise kendilerine tahsis edilen arsalarda, imar planını esas alarak ucuz ev üretimini gerçekleştirir. Bu çalışma Üsküdar – Gazi Caddesi üzerinde, Bağlarbaşı Kültür Merkezi’nin karşısında yer alan bir grup konut yapısını incelemektedir. Selamsız Ucuz Evleri olarak bilinen iki katlı, bitişik nizamda inşa edilmiş, kendi parselleri içinde bahçeleri olan bu konut grubu yoğun kent dokusu içinde, çok katlı yapılar arasında dikkat çekmektedir. Önünden geçildiğinde merak uyandıran ancak hikayesi pek bilinmeyen Selamsız Ucuz Evleri’nin yapılan kapsamlı araştırmalar ve yerinde incelemeler sonucunda mimarlık tarihimizdeki yerinin, günümüzdeki durumunun anlatılması ve gelecekte mevcudiyetini sürdürme olasılıklarının tartışılması hedeflenmektedir.

Abide sitesi, konut bloklarının yanı sıra sergi binası, kulüp, kreş, sinema ve konser salonu, spo... more Abide sitesi, konut bloklarının yanı sıra sergi binası, kulüp, kreş, sinema ve konser salonu, spor tesisleri, ilkokul, ortaokul, lise gibi birimleri de içeren bir yaşam merkezi olarak tasarlanmıştır. Uygulaması 1970’lerde başlamış olup, yalnızca iki adet konut bloğu ve çarşı yapısı inşa edilmiştir. Yapı grubunun mimarı bilinmemekle birlikte bir dönem Sevinç Hadi, Abide Sitesi için proje hazırlamıştır ancak farklı bir projenin uygulaması söz konusu olmuştur. Projenin yüklenicisi ve yatırımcısı Yaşat A.Ş. firmasının sahibi Mimar Yaşat Manav’dır. 1950’lerin ortalarına kadar kent dışı alan olarak değerlendirilebilecek Mecidiyeköy, zamanla yakın çevrede sanayi faaliyetinin ortaya çıkmasına bağlı olarak konut alanına dönüşür. İstanbul Belediyesi ve Türkiye Emlak Kredi Bankası’nın ortak girişimi olan İstanbul İmar Limited Şirketi tarafından inşa edilen Mecidiyeköy Evleri ve işçi sendikalarına ait yapı kooperatiflerince inşaatı gerçekleştirilen Mecidiyeköy Bira İşçi Evleri yakın çevrede bulunan ilk konut gruplarıdır. Bu planlı yerleşmelerin yanı sıra çok sayıda gecekondu birimi de yakın çevrede görülür. 1970’li yıllarda ise resmi kurumlar veya yapı kooperatiflerinden ziyade bireysel girişimlerle gerçekleşen toplu konut inşaatının ilk örnekleri de yine Mecidiyeköy’de ortaya çıkar. Abide Sitesi sözü edilen bireysel girişimlerden biri olup konut fonksiyonuna ek olarak bünyesinde sunduğu sosyal imkanlarla öne çıkan bir proje olmuştur. Dönemin gazetelerine verilen çok sayıda ilanlar aracılığıyla projenin tanıtımı yapılmıştır. 2 adet 15 katlı, toplam 108 daireden oluşan apartman blokları ile birlikte çarşı binası Abide Sitesi projesinin hayata geçen sayılı birimleridir. Apartman blokları dönemin teknolojik koşulları paralelinde gerekli servis sistemlerine sahip olacak şekilde tasarlanmıştır. Bloklardan biri (B Blok) zaman içinde PVC esaslı malzeme ile kaplanmış olup diğeri (A Blok) halen özgün cephe özelliklerini taşımaktadır. Çarşının plan kurgusunu bir avlu etrafında sıralanan dükkân dizileri oluşturur. Bazı birimleri ön cephede eğrisel bir çıkma yaparak kütle estetiğine katkıda bulunur. Bugün özgün tasarımına oldukça yakın olan çarşının mimarisi Konstrüktivist bir tasarım çizgisi taşımakta aynı zamanda avlu etrafında çevrelenen kurgusuyla yerel mimari unsurları da bünyesinde barındırmaktadır.

Kısıklı Caddesi, 1930’lu yılların başında yoğun kent dokusunun çeperinde konumlanmıştır ve cadden... more Kısıklı Caddesi, 1930’lu yılların başında yoğun kent dokusunun çeperinde konumlanmıştır ve caddenin her iki tarafında geniş bağ ve bahçeler içinde ahşap konut yapıları yer almıştır. Boğaziçi Köprüsü’nün faaliyete başlamasıyla yoğun bir araç trafik aksına dönüşen Kısıklı Caddesi, ticaret yapılarının ağırlıklı olduğu bir alan haline gelmiştir. Gerek banliyö döneminde, gerek ticaret aksına dönüşümü sürecinde cadde üzerinde inşa edilen nitelikli yapılar modern mimarlık mirası olarak günümüze ulaşmıştır. Çalışma kapsamında Kısıklı Caddesi üzerindeki 3 önemli yapı-yapı grubu modern mimarlık mirası olarak değerlendirilmiştir.
İlk ele alınan örnek, Yüksek Mimar Münci Tangör tarafından tasarlanan “Bay Mecit Evi”dir. Banliyö döneminin modern konut mimarisinin bir örneği olarak varlığını sürdürmeye devam eden konut yapısı özgün plan şeması, kütlesi ve cephe elemanları ile kent belleğinde yer tutan bir yapıdır. Tasarımının en çarpıcı elemanları olan, cadde yönünde uzanan verandası ve üzerindeki saçağı yol genişletme çalışmaları sırasında yıkılmıştır. Mutfak, banyo, yemek odası, salon gibi ortak alanlar zemin katta, odalar ise zemin ve birinci katlarda olacak şekilde düzenlenmiştir. Günümüzde halen konut olarak kullanılan yapı hakkında herhangi bir tescil kararı olmadığı için risk altındadır. İkinci örnek, cadde üzerinde bulunan ikiz yapı grubudur. Hakkında çok fazla arşiv bilgisine ulaşılamayan yapı grubunun, hava fotoğrafları üzerinde yapılan incelemede 1976 – 1982 yılları arasında inşa edildiği tespit edilmiştir. Yapı grubu, saf bir geometrisinin olması, pürist bir tasarım yaklaşımının ürünü olması ve mevcut doku içerisindeki modern duruşu ile ön plana çıkmaktadır. Günümüzde farklı kullanıcılar tarafından kullanılan yapıların koruma durumları aynı değildir. Banka olarak kullanılan yapı özgün haline daha yakın olmasına rağmen diğer yapıda kullanıcıların niteliksiz müdahaleleri görülmektedir. Üçüncü örnek, Sedad Hakkı Eldem tarafından 1979 yılında tasarlanan ve 1987-88 yıllarında inşaatı tamamlanan Şark Sigorta Genel Müdürlüğü binasıdır. Yeşil alan içerisindeki konumuyla ön plana çıkan yapı geleneksel mimarinin yorumlanması bakımından mimarlık tarihinde önemli bir yere sahiptir. 1990 yılında tescil edilen yapı, günümüze korunmuş bir şekilde ulaşmıştır. Plan tipi avluludur ve bodrum seviyesinde, avlunun izdüşümüne oditoryum eklenmiştir. Yapı uzun yıllar Şark Sigorta Genel Müdürlüğü, sonrasında Allianz Sigorta olarak kullanılmıştır. Yakın tarihte Kastamonu Entegre firması tarafından kiralanan yapı büro olarak kullanılmaktadır.
Kısıklı Caddesi’nin hem kentsel bir sit olarak hem de sahip olduğu modern mimarlık mirası yapılar kapsamında korunması, söz konusu nitelikli yapı ve yapı gruplarının varlığını sürdürmeleri için farkındalık oluşturularak gerekli koruma tedbirleri alınması gerekmektedir.

Cumhuriyetin ilanının 50. yılı anısına ülke genelinde pek çok anıt üretilmiştir. Kimisi heykeltır... more Cumhuriyetin ilanının 50. yılı anısına ülke genelinde pek çok anıt üretilmiştir. Kimisi heykeltıraş tarafından tasarlanmış ve basit bir kaide üzerine yerleştirilmişken kimi örnekte heykeltıraşın bir mimar ile birlikte çalıştığı ve anıtın, kaidenin hatta çevre düzenlemesinin de bütüncül bir tasarım dahilinde yapıldığı görülmektedir. Bu dönemde Mimar Erkal Güngören ve Heykeltıraş Ali Teoman Germaner’in gündeminde 50. yıl anıtlarının olduğu görülmektedir: Güngören 1971 yılında düzenlenen yarışmayı kazanır ve tasarımı uygulanır. Ancak Karşıyaka Anıtı ne yazık ki özgün haliyle günümüze ulaşamaz. 1973 yılında ikili Samsun 19 Mayıs Anıtı için düzenlenen proje yarışmasında jüri üyesi olarak görev alır. Sonrasında ise Kocaeli’nde yapılacak olan anıtın tasarımını gerçekleştirirler. Kocaeli Anıtı için İzmit’te yerleşim sınırının hemen dışındaki bir kentsel boşluk tercih edilmiştir. Tasarım bir anıtla sınırlı kalmayacak, merasim meydanı ve yeşil alan düzenlemelerinden oluşan bir parkı da kapsayacaktır. Detaylı bir şekilde çalışmaları yapılan projede çocuk oyun aletleri, oturma elemanları, aydınlatma unsurları, sebiller, havuz, servis yapılarına ait çizimler hazırlanmıştır. Ayrıca statik, tesisat ve aydınlatma projeleri de bu kapsamda hazırlanmıştır. Çok etaplı olarak hazırlanan projenin yalnızca birinci etabı uygulanmıştır. Yapım işini projenin müellifleri olan Erkal Güngören ve Ali Teoman Germaner üstlenmiştir. Anıt ve parkın tasarımı Cumhuriyet’in 50. yılı anısına yapılmış olması tarihsel bir değer atfetmektedir. 1999 yılında meydana gelen ve ağır yıkımlara sebep olan deprem sonrasında park, bir müddet afetten zarar gören kişilere ve barınacakları çadırlara ev sahipliği yapmıştır. Ardından Kocaeli kent tarihinde önemli yeri olan deprem için yapılan başka bir anıt da merasim meydanının olduğu kısma eklenmiştir. Yapıldığı tarihten itibaren toplumsal bellekte önemli bir yere sahip olan Anıt Park yakın çevresine adını vermiştir; yakınında bulunan üniversite kampüsü ve toplu ulaşım durakları bu isimle bilinmektedir. Ali Teoman Germaner tarafından tasarlanan Atatürk Heykeli brüt beton olarak inşa edilmiş, Brütalist estetik değer taşıyan bir sanat eseridir. Dönemin ender örneklerindendir. Söylev kürsüsü ve büfe yapısı gibi diğer park donatıları da brüt beton kullanılarak inşa edilmiş olup tasarımı desteklemektedir. Kent merkezinde olmasına rağmen park alanının mevcut haliyle kalıp, özgün işlevini sürdürüyor olması olumlu bir durumdur fakat geçirdiği değişiklikler ve anıtın maruz kaldığı niteliksiz onarımlar kayıplara sebep olmuştur.

Günümüzde Selamsız sosyal konutları olarak bilinen yerleşim yeri Üsküdar’ın Bağlarbaşı semtinde y... more Günümüzde Selamsız sosyal konutları olarak bilinen yerleşim yeri Üsküdar’ın Bağlarbaşı semtinde yer almaktadır. Yerleşim, çoğu iki katlı olan, bitişik nizamda inşa edilmiş 132 adet konut yapısından oluşmaktadır. 1950’li yıllarda devlet desteğiyle yürütülen, dar gelirli ve yoksul kimseler için konut üretimleri kapsamında İstanbul’da inşaatı gerçekleşen ilk örnektir. 1952 yılında 50 adet konut yapısı İstanbul Belediyesi kaynaklarıyla projelendirilmiş ve inşa edilmiştir. İnşaat tamamlandıktan sonra kura usulüyle evler sahiplerine teslim edilmiştir. Merkezi ve yerel yönetimlerin kendi kaynaklarıyla üretebildiği konut sayısının yetersiz olması, konut sahiplerinin uzun vadeli planlarla ödeme yapıyor olması, bu sistemin uzun ömürlü olmasına izin vermemiş ve yeni bir çözüm olarak yapı kooperatifleri görevlendirilmiştir. İstanbul Belediyesi’nin 1954 yılında onayladığı 1/500 ölçekli Selamsız Ucuz Evler Mahallesi planı ile yerleşimin kalan kısımları iki adet işçi sendikası yapı kooperatifine devredilmiştir. Yapı kooperatifleri 1960’lı yılların başında 13 adet tek katlı, 119 adet iki katlı konutun inşaatını tamamlanmıştır. Yaklaşık 60 yıldır aktif olarak kullanılmakta olan yapı grubunun tamamını kapsayan önemli bir değişiklik söz konusu olmamıştır. Bazı yapıların oturum alanını artıracak şekilde parselin arka kısmında genişletildiği ve ilave kat eklendiği görülmektedir. 2000’li yılların başından itibaren ise işlev değişiklikleri nedeniyle bazı binalar yerlerine yeni yapı inşa edilmek üzere yıkılmaktadır. 2017 yılında komşu iki parsel kısmi olarak kamulaştırılarak ana caddeye bağlantı sağlayan yeni bir sokak açılmıştır. Yerleşim alanında, yapı bazında veya bütüncül herhangi bir koruma çalışması söz konusu olmamıştır, tescil edilmemiştir. Gazete arşivlerinden yapılan araştırmalar sonucunda proje tasarımı ve yapıların inşaat süreci hakkında bilgilere ulaşılmıştır. Selamsız sosyal konutları, devlet desteği ile dar gelirli ve yoksul kimseler için üretilen konutların İstanbul’daki ilk örneği olması ile önem taşımaktadır. Rasyonelliği, standartlaşması, yalnız işleve yönelik aile evinin konfor şartlarını sağlaması ile modern mimarlık mirası olarak değerlendirilmektedir.

Kısıklı Caddesi’nin hem kentsel bir sit olarak hem de sahip olduğu modern mimarlık mirası yapılar kapsamında korunması, söz konusu nitelikli yapı ve yapı gruplarının varlığını sürdürmeleri için farkındalık oluşturularak gerekli koruma tedbirleri alınması gerekmektedir.
On the other hand, she started to work for Istanbul Municipality in the late 1940s. In these years, Istanbul Municipality developed projects under Henri Prost’s leadership for the city’s modernization and renewal. The most critical urban issue of the period was the housing problem. As an architect of the Istanbul Municipality, Leyla Turgut worked on the master and development plans of the housing estates where low-income and poor people can shelter. In addition, with Sahip Özden, she designed the Selamsız and Koşuyolu social housing that the Municipality built. In the following years, with the activity of the cooperative dwelling association and Emlak Kredi Bank, these two areas developed further and became essential neighborhoods of Istanbul.
In the mid-1950s, she established an architectural company with her young associate Berkok İlkünsal. The only known project they designed together is Okmeydanı IETT Mass Housing. These housing units were among the initial samples of high-rise residential buildings and Istanbul’s first skyscrapers. In 1965, the German television channel Bayerischer Rundfunk broadcasted a film about daily life in Turkey. In this television film, there are scenes of Leyla Turgut consulting the construction works of the Okmeydanı IETT Mass Housing. She briefly explained the living conditions of women in Turkey before the Republic time in her voice. 1973 was the 50th anniversary of the republic’s proclamation, and the first Istanbul Festival was a part of the celebrations. The festival’s general manager, in which numerous local and foreign artists performed, was Leyla Turgut.
She died on March 28, 1988, at the age of 77. Her archive, consisting of valuable photographs and collections, was distributed to various museums after her death. She did not become a ‘starchitect’ focused on creative designs or following any movements during her career. Consequently, her architectural works have yet to be studied enough, despite much research about her contemporaries. Today, people remember Leyla Turgut with respect as a successful athlete and an intellectual architect. The study aims to examine the life story of a female architect worried about a developing country. Moreover, she worked to find solutions by focusing on the details of her architectural works.
İlk ele alınan örnek, Yüksek Mimar Münci Tangör tarafından tasarlanan “Bay Mecit Evi”dir. Banliyö döneminin modern konut mimarisinin bir örneği olarak varlığını sürdürmeye devam eden konut yapısı özgün plan şeması, kütlesi ve cephe elemanları ile kent belleğinde yer tutan bir yapıdır. Tasarımının en çarpıcı elemanları olan, cadde yönünde uzanan verandası ve üzerindeki saçağı yol genişletme çalışmaları sırasında yıkılmıştır. Mutfak, banyo, yemek odası, salon gibi ortak alanlar zemin katta, odalar ise zemin ve birinci katlarda olacak şekilde düzenlenmiştir. Günümüzde halen konut olarak kullanılan yapı hakkında herhangi bir tescil kararı olmadığı için risk altındadır. İkinci örnek, cadde üzerinde bulunan ikiz yapı grubudur. Hakkında çok fazla arşiv bilgisine ulaşılamayan yapı grubunun, hava fotoğrafları üzerinde yapılan incelemede 1976 – 1982 yılları arasında inşa edildiği tespit edilmiştir. Yapı grubu, saf bir geometrisinin olması, pürist bir tasarım yaklaşımının ürünü olması ve mevcut doku içerisindeki modern duruşu ile ön plana çıkmaktadır. Günümüzde farklı kullanıcılar tarafından kullanılan yapıların koruma durumları aynı değildir. Banka olarak kullanılan yapı özgün haline daha yakın olmasına rağmen diğer yapıda kullanıcıların niteliksiz müdahaleleri görülmektedir. Üçüncü örnek, Sedad Hakkı Eldem tarafından 1979 yılında tasarlanan ve 1987-88 yıllarında inşaatı tamamlanan Şark Sigorta Genel Müdürlüğü binasıdır. Yeşil alan içerisindeki konumuyla ön plana çıkan yapı geleneksel mimarinin yorumlanması bakımından mimarlık tarihinde önemli bir yere sahiptir. 1990 yılında tescil edilen yapı, günümüze korunmuş bir şekilde ulaşmıştır. Plan tipi avluludur ve bodrum seviyesinde, avlunun izdüşümüne oditoryum eklenmiştir. Yapı uzun yıllar Şark Sigorta Genel Müdürlüğü, sonrasında Allianz Sigorta olarak kullanılmıştır.
