Level of Service (LOS) analysis for public facilities mostly focused on the number of people that can be handled by those facilities and the quality of service delivered. Spatial service of public facilities usually did not considered in the evaluation of LOS analysis, especially in urban environment, due to the assumption that transportation modes to access public facilities are available homogenously. In this paper, spatial aspect of LOS of Petrol Filling Station in Surabaya City was analyzed using network analysis method in Geographic Information System (GIS) environment. The method used to calculate the spatial service is the Dijkstra's Algorithm that resulted in a spatial coverage of each of the PFS. To calculate spatial service of PFS in Surabaya City, two parameters were used as the input for the algorithm, which are the required time to access PFS and the distance to the nearest PFS.

This paper discussed comparison of three Digital Elevation Modelling (DEM) Interpolation methods, namely TIN, IDW, and KRIGING. This paper tries to find which model can produce the best estimation for DEM construction when the same dataset is used for all of the methods. Two parameters are used to measure the accuracy of resulted DEM, which are the Mean Error and the Root Mean Square Error (RMSE). The results from the DEM generation show that TIN consistently produce a higher Mean Error and RMSE compared to other methods, which indicate that this method has a relatively low accuracy when used to construct a DEM. On the other hand, IDW and KRIGING have a similar accuracy for constructing DEM. Therefore, another method of assessment such as visual assessment is recommended to evaluate which method is the most suitable to construct a DEM.

Ensuring adequate involvement of stakeholders is an important element in a participatory decision-making. Previous efforts to incorporate the preferences from stakeholders mostly focused on providing adequate communication between decision makers and stakeholders, not among stakeholders themselves. A different approach to involve stakeholders in planning and decision making is by providing them with an interaction platform to enable them interact in a negotiation-based decision making. In this paper, we introduce a new method to develop a Computer-Mediated Negotiation Support System, where stakeholders do not interact directly, but mediated by a computer system. The negotiation protocol in our system is as follows ; in each round of negotiation, stakeholders made their proposals. Based on the proposals of other stakeholders, the system suggests a new proposal for each stakeholder using Orthogonal Strategy. Stakeholders then have a choice to use this proposal or use his own for the next negotiation round. The construction of the toll gate interchange in Tembelang district, Jombang, has resulted in the increased land price in the area. This is because the area is getting more accessible, that led to new developments and land use changes. Areas with good infrastructure tend to have high land prices because it is more desirable, therefore land prices can be used as an approach in analysing land use change. Spatial modelling is done with Spatial Regression and produces land price maps classified as 0-200000 (low), 200000.0001-410000 (medium), and 410000.0001-1059240.75 (high) with an area of 1210.16 Ha, 1158.20 Ha, 1080.02 Ha. The price of the land is in units of Indonesian Rupiah (IDR) per square meter. From land pricing class, arranged potential for land use change by applying Query Builder. Land use change from non-built land to built-up land was simulated in high and medium land pricing class and predicted conversion for high land price 725.42 Ha and 901.04 for the medium land price. This research can be used as a recommendation to spatial arrangement and to anticipate land conversion that is not in accordance with its allocation in planning documents.
