die Osterreichische Gesellschaft fur Forschung und entwicklung im Bildungswesen (OFeB) versteht s... more die Osterreichische Gesellschaft fur Forschung und entwicklung im Bildungswesen (OFeB) versteht sich als die wissenschaftliche Vereinigung der osterreichischen Bildungsforscher/innen; ihr Ziel besteht darin, die Weiterentwicklung der Bildungsforschung in Qualitat und Quantitat zu fordern. die Forderung des wissenschaftlichen Nachwuchses stellt daher ein zentrales anliegen der OFeB dar und ist in den statuten auch als Vereinszweck verankert (§ 2). als „ideelles Mittel“ zur erreichung dieses Vereinszwecks sollen „initiativen der Weiterbildung und Nachwuchsforderung“ dienen (§ 3). Fur die Neugrundung von sektionen sind mehrere Bedingungen genannt, u. a. wird darauf hingewiesen, dass sich diese um die Forderung des wissenschaftlichen Nachwuchses als zentrales anliegen der OFeB zu kummern hatten. der aktuelle Vorstand hat sich fur diese Vorstandsperiode vorgenommen, hier neue initiativen zu setzen, um Nachwuchsforscher/innen fur die Mitgliedschaft in der OFeB zu gewinnen und diese in ihrer weiteren entwicklung zu fordern. Wer ist nun mit „wissenschaftlicher Nachwuchs“ gemeint? in der Bildungsforschung ist der „forschende Nachwuchs“ nicht immer am alter erkennbar: einesteils fallen darunter – oftmals junge – studierende und absolvent/innen, die interesse an weiterer Forschungstatigkeit an universitaten, hochschulen und Forschungseinrichtungen zeigen. anderenteils denken wir aber auch an Personen unterschiedlichen alters, die durch ihre Qualifikation in der Bildungspraxis Lehraufgaben in verschiedenen Bildungseinrichtungen ubernommen haben und nun interesse an einer weiteren auseinandersetzung mit Forschung und Wissenschaft sowie forschungsbezogener Weiterqualifikation zeigen. Wir haben bis auf Weiteres (bis ein besserer vorgeschlagen wird) den Begriff „emerging researchers“ von der european educational research association (eera) als sammelkategorie fur diese Personengruppen ubernommen. um solche Personen als Mitglieder gewinnen zu konnen, stehen zwei Mitgliedschaftskategorien zur Verfugung: studentische Mitgliedschaft und assoziierte Mitgliedschaft. ABSTRACT Ein Charakteristikum von Vorschlägen zu einem „neuen Steuerungsmodell“ im Schulsystem be... more ABSTRACT Ein Charakteristikum von Vorschlägen zu einem „neuen Steuerungsmodell“ im Schulsystem besteht in der Idee, dass durch die Erhebung besserer Informationen über die Ergebnisse („Output“) der schulischen Tätigkeit und durch „Datenrückmeldung“ an relevante Akteure eine zielgerichtete und effiziente Entwicklung in Richtung erhöhter Qualität erreicht werden kann. Das vorliegende Kapitel befasst sich mit den Bedingungen und Möglichkeiten dieses Rückmeldemechanismus für die Schul- und Unterrichtsebene. Nach der Definition der zentralen Begriffe und einer Darstellung der aktuellen Verbreitung dieser Steuerungsvorstellungen in den deutschsprachigen Schulsystemen in Abschnitt 1 werden in Abschnitt 2 bisherige Erfahrungen mit Unterrichtsentwicklung durch Datenfeedback, wie sie in Forschungsarbeiten und Entwicklungsprojekten dokumentiert sind, zusammengetragen und in Hinblick auf die Wirksamkeit dieses Steuerungselements interpretiert. In Bildungspolitik, -verwaltung und -forschung spricht man allenthalben von „neuen Steuerungsmodellen“, von „Mängeln in der Systemsteuerung“ oder von der „Umstellung von Input-auf Outputsteuerung“. Im folgenden Beitrag sollen einige sprachliche Varianten des Steuerungskonzepts und die dahinter stehenden Erwartungen angesprochen werden. Sodann wird – mit Bezug auf die Daten von Knoke und Hoffsommer (i. d. B.) – gefragt, in welcher konkreten Gestalt „Steuerung“ in einem Schulsystem auftritt und wie sie geschieht. Die Tatsache, dass wir bisher recht wenig über reale „Steuerungsverläufe“ wissen, führt zur Forderung nach deren genauerer Erforschung. Die Governance-Perspektive wird als ein Ansatz zur Erforschung von Steuerungsverhältnissen vorgestellt.

Dieser Beitrag versucht eine (Teil-)Antwort auf diese Frage in drei Schritten zu geben: Zunachst versuche ich zu argumentieren, warum komplexe, nicht-routinehafte praktische Tatigkeit einer begleitenden Reflexion bedarf. Sodann stelle ich das Konzept der Aktionsforschung als eine Moglichkeit vor, solche begleitende professionelle Reflexion anzuregen und zu unterstutzen. Im dritten Schritt liefere ich einige Argumente dafur, dass erstens auch „distanziertere Forschung“ uber Supervision und Beratung (wie auch allgemeiner in Feldern, in denen Menschen an Entwicklung zusammenarbeiten) auf der praktisch-professionellen Reflexion, die fur Aktionsforschung charakteristisch ist, aufsetzt. Zweitens zeige ich, dass neue Ansatze der Entwicklungsforschung, wie sie in Zeiten raschen Wandels immer bedeutsamer zu werden scheint, an einigen epistemologischen und organisatorischen Losungen der Aktionsforschungstradition anschliesen konnen.

Lave & Wenger's (1991) theory of ‘Situated Learning’ is examined as an example for a conceptualisation of collective learning. In the concluding section, some provisions for ‘learning in communities’ in the practice of teacher research are discussed. Although the argument is made for the teaching profession, it is assumed that it also has some bearing on action research in other professions.

Die unter dem Schlagwort des New Public Managements (NPM) betriebene Restrukturierung wohlfahrtsstaatlicher Politiken zielt/e auf eine Ubernahme betriebswirtschaftlicher Effizienz- und Qualitatskriterien in den offentlichen Sektor. Dabei wurden insbesondere zwei Richtungen verfolgt: Einerseits eine Vermarktlichung durch die Einfuhrung bzw. Starkung von Marktmechanismen in der Bereitstellung wohlfahrtsstaatlicher Leistungen, und andererseits eine Managerialisierung der Organisationen, die, orientiert am Vorbild privatwirtschaftlicher Unternehmen bzw. am Selbstunternehmertum, auf eine veranderte Arbeitskraftnutzung und Leistungssteuerung ausgerichtet ist.
