ABSTRACT This study is an impact analysis of European Union (EU) energy efficiency policy that em... more ABSTRACT This study is an impact analysis of European Union (EU) energy efficiency policy that employs both top-down energy consumption data and bottom-up energy efficiency statistics or indicators. As such, it may be considered a contribution to the effort called for in the EU’s 2006 Energy Services Directive (ESD) to develop a harmonised calculation model. Although this study does not estimate the realized savings from individual policy measures, it does provide estimates of realized energy savings for energy efficiency policy measures in aggregate. Using fixed effects panel models, the annual cumulative savings in 2011of combined household and manufacturing sector electricity and natural gas usage attributed to EU energy efficiency policies since 2000 is estimated to be 1,136 Petajoules; the savings attributed to energy efficiency policies since 2006 is estimated to be 807 Petajoules, or the equivalent of 5.6 percent of 2011 EU energy consumption. As well as it’s contribution to energy efficiency policy analysis, this study adds to the development of methods that can improve the quality of information provided by standardized energy efficiency and sustainable resource indexes.

Building on experience with existing software, such as MotorMaster+ (U.S.) and Eurodeem (Europe), an international collaboration was formed to develop software that would provide a universal, flexible software shell adaptable for use in any country in any language. Through the support of the sponsoring organizations: Corporacion Nacional del Cobre de Chile (Codelco); the UK Action Energy (Carbon Trust), the European Community – JRC; Natural Resources Canada; the US Department of Energy; and the International Copper Association, IMSSA seeks to provide industrial users of motor systems with greater access to performance and decisionmaking information concerning energy efficient motors. Given the existing situation, energy policy experts and researchers appear generally quite sceptic about the possibility of a real and significant development in the near future. Besides sector cross-cutting barriers (e.g. low level of energy prices, lack of information and awareness, lack of appropriate forms of finance) there are indeed specific barriers which make a large scale application of the ESCO model for residential buildings particularly difficult. The measures are focused on achieving energy savings and improving energy efficiency in the sectors where local authorities have the most control and influence. In addition, measures on renewable energy are considered along with measures on information systems to monitor and control energy consumption. The main purpose of this technical annex is to support cities with harmonised methodology in order to minimise administrative burden and cost. These harmonised methodologies developed by JRC in the framework of Directive 2006/32/EC, comprises recommended formulas for bottom-up calculation models of final energy savings.
