The article focuses on the supply-side of protest activity in Latin America in the post-neolibera... more The article focuses on the supply-side of protest activity in Latin America in the post-neoliberal era. It argues that parties' cohesive voting in Congress under different power constellations and parties' linkage strategy to voters create institutional conditions of power collusion, inter-branch stalemate, or party erosion that delineates political terrain for social mobilization. First, the firm control of a single party or coalition over the executive and legislature with cohesive voting of party members in line with party leadership denotes power collusion and incites underrepresented actors to protest. Second, the dislocation in the executive-legislative relations (either with party members voting against the president's proposals in a majority government or with cohesive opposition bloc(s) acting against the president's will in a minority government) leads to policy immobilism and pushes legislative parties to ignite popular discontent. Third, more programmatic party linkages increase the degree of party institutionalization and predictability about policy commitment and mitigate struggles in extraelectoral arenas. The theoretical argument is tested with a battery of statistical tests that lends credence to the institutional explanations of mass mobilization and corroborated with empirical cases that show the plausibility of the statistical findings in particular contexts.

The module examines a wide array of social, political, and economic phenomena from the early twentieth century through the recent neoliberal order. The module draws upon insights from historical institutionalism, political sociology, political economy, rational choice, cognitive psychology, and critical theory to address the historical roots, unravel power dynamics, and bring out the political repercussions of the interaction between the state, economy, and society.

It traces the representation crisis in Chile with a dual focus on the meso-institutional supply side of partisan politics and the micro-foundational demand side of protest activity (2006-2019). I argue that the dialectical relationship between political parties' programmatic de-and realignment and social actors' framing politics determined the magnitude, intensity, and ideational content of protest mobilization. Social actors' perception of their position in polity structure determined the content of their demands. Savvy actors started with a realignment frame in 2006 to push through socioeconomic reforms from within the parameters of the existing system. They, however, afforded an anti-establishment frame with the 'social outbreak' in 2019 to weed out the vestiges of Pinochet's regime. Social forces pushed political parties to reposition their policy programs, reset agenda priorities, and recast their linkages to society. I draw on interview data, archival works, and Observatory of Conflicts-Cumulative Dataset to substantiate my argument.

The article examines the reasons why Egyptian elites and masses withdrew their support for democr... more The article examines the reasons why Egyptian elites and masses withdrew their support for democracy only two years after they staged mass protests calling for regime change in 2011. I draw on basic tenets of bounded rationality and recent advances within the field of cognitive heuristics to demonstrate how cues generated from domestic and regional developments triggered stronger demands for security and stability. Drawing on elite interviews and public opinion surveys, I show how both elites and the masses paid special attention to intense and vivid events which then prompted a demand for the strong man model. Fear of Islamists pushed both elites and masses to update their preferences, seek refuge in old regime bargains, and reinstate authoritarianism.

How did the dominant statist party lose its iron grip on power? Why did the collapse of the dominant party not bring about significant democratic transformation and generate power-sharing pacts? The article aims to go beyond the question of the importance of either authoritarian resilience or the transition paradigm to offer a two-layered analytical framework based on leverage level and the coherence of pro-democracy forces’ demands to account both for the moment of one-party collapse and the consequent dynamics of authoritarian revival. I allow room for complex and strategic interactions between different components of pro-democracy forces and old ruling class to elucidate the contingent political trajectory after the disintegrating moment. When pro-democracy forces maintained their leveraged position and kept a demand-claiming framework unified, they secured a ‘cooperative differentiation’ position and were able to apply consistent democratisation pressure that led to regime breakdown. When they adopted a conformist stance and accommodated their demands to the incumbent regime, they became captive to the interests of old regime holdovers and asserted an ‘antagonistic identification’ position that hobbled efforts to move toward democratisation.

Is the need for stability pre-empting the need for democratic values? How can the EU cope with tw... more Is the need for stability pre-empting the need for democratic values? How can the EU cope with two contradictory security requirements: the need to promote democratic norms and to secure geostrategic interests? This paper takes on the security-democracy dilemma in a complex way that transcends the realpolitik frame overshadowing the analysis of the EU’s policy orientation in the Southern Mediterranean while considering its normative role as a fig leaf for security interests.
This paper investigates the EU’s foreign policy orientation reflected in the ENP in terms of the two logics of action of consequentialism and appropriateness. Tracing changes at the policy level over time between 2011 and 2015, the paper zooms into the implementation of the “new” ENP in the aftermath of the Arab uprisings in Egypt, Libya and Tunisia to highlight additional variation across countries.
Building on a document analysis of the official declarations for the policy-making level and of ENP action plans for the implementation level, the paper argues that local political dynamics and the level of the EU’s threat perception shape the EU’s response to the partner countries.

وتنتقل الدراسة إلى مناقشة الظروف المحفزة لظهور القيادات الشعبوية الجديدة في أمريكا اللاتينية، وكيف تآكلت الشعبوية الكلاسيكية بعد أن فكت ارتباطها بالفئات المهمشة. كما تطرح الدراسة أنماط متعددة للشعبوية الكلاسيكية فى القارة اللاتينية مثل الشعبوية العضوية في المكسيك، والشعبوية الحزبية التي عبر عنها التحالف الشعبي الأمريكي في بيرو، وشعبوية العمال فى الأرجنتين تحت حكم خوان بيرون والشعبوية الانتخابية التي تعتمد على تحريك الجماهير إبان الحملات الانتخابية. أما الشعبوية الجديدة في القارة، فتجلت بوضوح في نموذج الشعبوية الانتخابية في بيرو والشعبوية التنظيمية عند شافيز فى فنزويلا.
ولا يمكن طرح فهم عميق لإجراءات العزل البرلمانى وتصاعد حدة التذمر المجتمعى ضد إدارة حزب العمال، منذ 2013، دون إلقاء الضوء على الإرث السياسى والاجتماعى للحكم العسكرى الذى لا يزال يلقى بظلاله على النظام السياسى بالبرازيل، ورسم خريطة للتفاعلات السياسية الحاكمة لديناميات العملية السياسية، منذ انتهاء الحكم العسكرى فى 1985، والكشف عن درجة التجانس والتماسك للتحالفات الاقتصادية-الاجتماعية المساندة أو المعارضة للنظام وما تفرزه من برامج اقتصادية وتحركات سياسية متباينة
In analyzing state’s domineering position in the Arab region, a large corpus of the exiting comparative political economy literature tends to reify the state and separates it from domestic social contexts by reducing its power to the coercive capacity. A critical political economy perspective, that examines the interaction between “elite deals” and “social bargains”, offers a nuanced account for varied development and socio-economic records in the region. The article also generates provisional hypotheses and points to different research areas that have not been addressed adequately or conclusively in the available political economy literature.
