The analysis of the basic aims of NQF, the imposed way of its implementation in universities, and the juxtaposition of the understanding of teaching and quality assurance implied by NQF with the contemporary concept of foreign language learning, teaching and assessment lead to the conclusion that the Framework does not lead to the improvement of the quality of university education, thus inhibiting rather than stimulating improvement of foreign language teaching.

The first part of the text is devoted to outlining the contexts of foreign language teaching which has a significant impact on the practice of language instruction. Then the concept of validity and validation is discussed, this is followed by conceptualisation of argument-based approach to validation as a promising methodology to avoid most pitfalls of positivist, psychometric validation, and which, taking the limiting context into consideration offers may help fulfil the formal requirements of accountability in terms of prescribed proficiency level and need for grounded validity. The final part of the article illustrates context-specific and relatively simple procedures for validation of test formats.
