Indonesia is confronting an intensifying threat of ecological disaster due to excessive natural r... more Indonesia is confronting an intensifying threat of ecological disaster due to excessive natural resource exploitation and environmental damage. Existing tools to evaluate local government performance are unable to critically assess many key aspects of natural resource and environmental management. The results of these formal performance assessments do not reflect the reality in local communities. We argue that this gap is caused by more than just inaccurate reporting; the gap between reality and assessment results is because official assessment approaches sideline the consideration of state-society relations and socio-political dimensions. The assessments reduce natural resource management and environmental protection in Indonesia to techno-managerial terms that reflect a post-politicizing of the environment, as outlined in Erik Swyngedouw's critical social science literature. In this chapter, we look specifically at the content and application of these local government environmental performance assessment tools. While they may appear to cover key points of environmental good governance, their technocratic mode character is disguising politico-business linkages and oligarchical interests that damage the environment. Environmental crisis, social conflict, and democratic regression are consequently on the increase in Indonesia.

Program ini bertujuan untuk menghasilkan tanaman pangan dan bahan bakar hayati untuk pasar domestik dan internasional sebagai respon dari krisis pangan dan energi. Karena kebutuhan tanah yang sangat luas, proyek ini telah melanggar hak milik (hakatastanah) dari masyarakat adat Malind. MIFEE juga telah melanggar hak-hak ekonomi, sosial dan budaya masyarakat Malind yang ditandai dengan penurunan kualitas hidup akibat pelaksanaan proyek ini. Terdapat tiga daerah yang dikaji yakni, Aceh, Papua, dan Daerah Istimewa Yogyakarta (DIY). Ketiga daerah ini penting dikaji karena memiliki kekhususan dan keistimewaan dalam pengelolaan fiskalnya, khususnya pengelolaan dana otsus dan istimewa. Namun, pengawasan oleh pemerintah pusat terhadap pengelolaan dana otsus dan istimewa ini masih lemah. Ini dibuktikan dengan masih sangat minimnya pengawasan dalam hal sinergi, koordinasi, bimbingan dan pengawasan antarjenjang pemerintahan (provinsi-kabupaten/kota). Akibatnya, pengelolaan dana otsus dan istimewa belum berdampak signifikan terhadap peningkatan tatanan pemerintahan yang demokratis dan harmonis melalui hubungan vertikal (pusat-daerah) maupun horisontal (daerah/lokal) dan peningkatan kesejahteraan masyarakat lokal. To ensure the quality of democracy, in particular electoral democracy, supervision and monitoring of elections has a very important role. Therefore, election monitoring conducted by non-state agencies, particularly the citizens become important to complement the performance of Bawaslu. This article aims to explore how the election monitoring conducted by citizens in the aftermath of post authoritarian era, affect the quality of Indonesian democracy. This article argues that although the citizen participation in monitoring the elections is likely to decline, but the crowd-sourced method that appeared in the 2014 election has succeeded in improving the quality of the electoral process as well as defending the democratic regime in Indonesia.

This paper aims to describe the role of civil society in conflict transformation efforts in West ... more This paper aims to describe the role of civil society in conflict transformation efforts in West Kalimantan. Civil societies in question are non-governmental organizations (NGOs), academics, and media. After 12 years of riots ethnic conflict in 1999 in Sambas West Kalimantan, relations among ethnic communities are not fully well. Unfortunately, the government has not had a comprehensive policy in response to this problem. Therefore, the role of civil society is vital in accelerating the conflict transformation and peace building. This research was conducted with qualitative methods which data were analyzed descriptively. The results showed that civil society actors have a huge potential in promoting conflict transformation efforts in the post-conflict areas, with various challenges.

Di Pulau Kalimantan, terdapat dua konflik dan kekerasan yang massif terjadi di waktu yang hampir bersamaan, dengan nuansa yang juga mirip yaitu konflik antar etnis. Kedua konflik itu terjadi di Kabupaten Sambas, Kalimantan Barat dan Kabupaten Sampit, Kalimantan Tengah. Studi ini hendak memotret kembali kedua konflik tersebut dengan melihat sebab, proses, dan resolusi konflik yang dilakukan oleh pihak-pihak yang terlibat. Tidak hanya itu, studi ini juga melihat proses transformasi konflik yang terjadi di kedua wilayah tersebut. Hasil temuan menunjukkan, proses transformasi konflik di kedua wilayah konflik menekankan pada proses alamiah, dimana negara tidak memegang peranan yang signifikan, sebaliknya masyarakat memiliki andil yang cukup besar. Hasil penelitian menunjukkan proses rekonsiliasi di Kalimantan Tengah cenderung lebih cepat dibanding dengan Kalimantan Barat.

Tata kelola yang baik seharusnya terjadi saat otonomi daerah bergulir.
Kalimantan Selatan menarik untuk disimak karena dikenal cukup berprestasi dalam melaksanakan pelayanan publik. Hal tersebut dibuktikan dengan penghargaan yang diberikan berbagai pihak. Selain itu, daerah ini memiliki sumber daya alam yang melimpah. Secara logika, dari keberlimpahan modal SDA tersebut, pelayanan publik yang dilakukan daerah ini semestinya berjalan dengan optimal karena birokrasi memiliki dukungan financial yang cukup.
Dalam proses berdemokrasi, Kalimantan Selatan juga dinilai cukup dewasa. Pilkada yang dilaksanakan di tingkat provinsi dan kabupaten/ kota cenderung tidak berkonflik. Tulisan ini bertujuan untuk melihat lebih dalam sesungguhnya bagaimana relasi antara birokrasi, politik, dan masyarakat di Kalimantan Selatan di era otonomi daerah.

P... more Sejarah dasawarsa 1950-an masih belum banyak didiskusikan dalam wacana historiografi Indonesia. Padahal dasawarsa tersebut Indonesia mengalami perjuangan berat karena banyaknya gerakan separatis yang muncul di berbagai daerah, sedangkan pemerintah pusat masih belum sepenuhnya stabil pasca kemerdekaan. Oleh karena itu, penting bagi kita saat ini untuk sejenak meninggalkan narasi besar sejarah Indonesia dari kacamata Jakarta (pusat) dan melihat lebih dekat sejarah di tingkat lokal. Bagaimana nasib daerah ditentukan oleh kenyataan politik pada tahun 1950-an dan bagaimana titik temu antara konteks nasional dan lokal? Artikel ini bertujuan mengulas buku berjudul “Antara Daerah dan Negara: Indonesia Tahun 1950-an” untuk memperoleh jawaban pertanyaan-pertanyaan tersebut.

Tulisan ini berupaya untuk menjawab bagaimana sesungguhnya kepentingan aktor yang ada dalam Forum MSH-CSR? Lalu bagaimana aktor-aktor ini mengkontestasikan kepentingannya? Tulisan ini akan disajikan dalam lima bagian utama hasil kajian. Bagian pertama akan melihat bagaimana posisi wacana CSR di Kabupaten Kutai Timur. Bagian kedua akan membahas bagaimana dinamika kelembagaan Forum MSH-CSR. Sedang bagian ketiga akan memaparkan bagaimana kepentingan aktor yang ada dalam Forum MSH-CSR terhadap CSR. Lalu di bagian keempat akan dijelaskan bagaimana aktor yang ada mengkontestasikan kepentingannya. Kemudian di bagian penutup penulis akan menyajikan secara singkat poin-poin yang bisa direfleksikan dari studi mengenai politik CSR ini.
