Cultural entrepreneurship is a relatively new research field, and it focuses on practices of individuals creating, recognizing and pursuing business opportunities in the production of original cultural/artistic content. Prior research shows that cultural entrepreneurship differs from "traditional" entrepreneurship along several lines. This paper explores paradoxes as interlinked contradictions, manifested in the process of creating new products by nascent cultural entrepreneurs. The study follows an inductive, iterative and qualitative approach. The analysis identified four paradoxes and responses to these. The study demonstrates that transcendence of contradictions between commercial and cultural/ artistic goals and identities is often achieved by referring to social, ethical, aesthetic and authorship-related rationales.

Sustainability is increasingly seen as rooted in local resources, relationships, and values. Cultural and creative industries (CCIs) are a substantial local resource and participants of local development. One of the most important relationships of CCIs is with local municipalities, which usually have an overview of local resources, and a role of redefining national level policy ideas, including those pertaining to cultural and art activities. The paper examines place-based development in Valmiera County as a case of national cultural policy translation, grounded in interpretations of the availability of local resources for change. The paper argues that the trajectories of local cultural development are indeed strongly related to local development agents' interpretations of available local resources, including active CCIs. Anotācija Promocijas darba mērķis ir analizēt augšupvērstas inovācijas universitātē, tās specifis... more Anotācija Promocijas darba mērķis ir analizēt augšupvērstas inovācijas universitātē, tās specifiskajā strukturālās varas, profesionālās autonomijas un profesionālo prakses kopienu kontekstā. Pētījums veikts izmantojot konstrukcionisma pieeju datos pamatotās vidēja līmeņa teorijas izveidei. Teorētiskie jēdzieni aizgūti no situatīvās mācīšanās teorijas, papildinātas ar mikro-institucionālisma pieeju un varas konceptualizācijām. Veikta 30 mikro-gadījumu analīze divās Latvijas universitātēs. Pētījumā raksturota augšupvērstu inovāciju daudzveidība, izveidoti trīs inovāciju virzīšanas modeļi, identificēta to iznākumu ietekme uz inovācijas rosinātāju identitāti un piederību. While sustainability is a much-researched issue, little has been written about the role of cultur... more While sustainability is a much-researched issue, little has been written about the role of cultural and creative industries (CCIs) in implementing sustainable development, specifically in small cities. The authors pose the following questions: What is the interrelation between CCI practices and the four pillars of sustainability (economic, environmental, cultural, and social) in small cities? What are the practices that CCIs use, and which they perceive as contributions to sustainable development? The authors use a single case study strategy, methods including a theoretical study, a quantitative pilot survey, a focus group discussion, semi-structured interviews, and content analysis. Overall, the article indicates that there is a varied and diverse repertoire of small- and large-scale practices carried out by CCIs in small cities in Latvia, and thus contributes to the existing scholarly literature by “teasing out” those practices. The paper addresses the gap in analysing the complex role of creative industry businesses in smal... more The paper addresses the gap in analysing the complex role of creative industry businesses in small towns with regard to sustainable development. It takes a scholarly literature review approach and in the final section proposes a typology of sustainability-oriented actions, which creative industry businesses may or may not take in practice. As a typology of positive contributions, it lays groundwork for an empirical study, which is envisaged as the next step. The paper reinforces the idea of the complexity of the dimensions of sustainability as context-dependent, negotiated and situated, and the ambivalent role of creative industry businesses, stemming from the material realities of creating, distributing and consuming cultural and digital products.

The project was conceived and implemented as a response to the need for identifying new ways of transition from “productivist” practices to more sustainable agriculture and rural development, where traditional institutions in charge of fostering innovation are not always relevant and effective. The EU SOLINSA project proposes a new organisational pattern aimed at fostering innovation for transition. It illuminates the role of learning and innovation in transition processes, explores networks as drivers of innovation and proposes the concept of Learning and Innovation Networks for Sustainable Agriculture (LINSA) as policy device to help farmers and rural actors generate innovations for transition. The consortium was comprised by 11 research institution...

Public procurement constitutes a significant share of public expenditure and as such it is a poli... more Public procurement constitutes a significant share of public expenditure and as such it is a politically significant instrument that can be used to promote ideas that governing actors find important. Latvia introduced mandatory Green Public Procurement(GPP) in 2014. This was generally seen as a response to foreign policy developments – a means to strengthen local farmers and food industry. However, early on the practices that municipalities used while implementing GPP demonstrated that there are differences in ways how regulations were seen; in ways how municipalities were solving practicalities related to the procurement process; and in communication with actors involved related to school food.
