Emrah Atar is an Associate Professor in the Department of Political Science and Public Administration at the University of Recep Tayyip Erdogan. He holds an MSc in Public Administration from the University of Illinois at Chicago in 2017 and a PhD in Development Policy and Management from the University of Manchester in 2020, where his doctoral and master’s research theses were funded by the Republic of Turkey. His focus topics and research interests are politics, governance, migration, policy development and management, urban politics, urbanization and environmental problems and policies. This study explores the role of foreign aid as a soft power tool by providing an understanding of... more This study explores the role of foreign aid as a soft power tool by providing an understanding of the interrelation between foreign policy and aid. The study is based on interviews with aid experts. The findings of the study unambiguously demonstrate that aid and foreign policy are intertwined since, in most cases, foreign aid falls under the responsibility of foreign ministries. Besides the humanitarian imperative, the geopolitical account has a crucial importance in the decision-making process that cascades down from the general foreign policy agenda. In addition, the strategic interests of the donor country are contributing to the decision-making. The prominent themes are national security, tackling terrorism, preventing immigration influx, and economic goals. The study also demonstrates the extent to which aid can be politicized in its extreme form by focusing on Russian vetoes in the UN Security Council and the Syrian government's weaponization of aid.

The influx of refugees from Myanmar to Bangladesh has intensified over recent decades, notably after severe violence erupted in Myanmar's Rakhine state on 25 August 2017. This study focuses on public service organizations, aiming to understand the impact of the Rohingya refugee crisis. Using a qualitative approach and drawing on existing literature, the research examines how the crisis affects the capacity of public healthcare providers in Bangladesh. The findings reveal both detrimental and beneficial effects on organizational functioning, including management, resource availability, and absorptive and adaptive capacities. Through data analysis, eight key themes emerge, such as changes in service quality, disease control, resource allocation dynamics, and impacts on professional knowledge, shedding light on the complex repercussions of the Rohingya refugee crisis on public healthcare services in Bangladesh.

As the ultimate source of organizational innovation, the staff determines the overall level of organizational innovation. Simultaneously, leadership behavior within an enterprise profoundly influences employees’ innovative behavior. Therefore, influencing employees’ innovative behavior through a leader’s conduct has become a hot topic of academic discussion.
The study aims to explore the impact of locally based paternalistic leadership on employees’ innovative behavior and introduce organizational climate to examine the mutual influence between these two variables. This is a quantitative case study to be conducted on various banks in China, utilizing SPSS software and bootstrap mediator variable analysis.
According to the results of this research, paternalistic leadership has a significantly beneficial impact on innovative employee behavior and organizational climate. However, the authoritarian leadership dimension negatively affects innovative behavior and organizational climate. Organizational climate has a substantially positive effect on innovation behavior, and organizational climate plays a role as a mediating variable in the influence of paternalistic leadership on innovative behavior. The future value of this research lies in providing practical suggestions for the development of leadership behavior theory and improving the efficiency of human resource management.

This research is based on a qualitative approach. We collected information on the role of the NGOs through interviews (from 42 respondents, with NGOs and civil society organisations, selected on a snowball basis) in Turkey. We found that the NGOs play an important role in substantiating the government's efforts in providing various kinds of basic services to the refugees. However, these NGOs suffer from insufficient funds and uncertain funding commitments. On top of this, there has been a lack of cooperation between the NGOs. This study touches upon the importance of NGOs in terms of structural and practical difficulties. Cooperation and collaboration among the NGOs have appeared as important issues in dealing with the refugee crisis in Turkey. This research has crucial policy implications for the NGOs and the governments of the destination and origin countries.

Bugün itibari ile baktığımız zaman ülkemizde insanların neredeyse %93'i kentli olarak anılmaktadır. Bu durum ister istemez yerel yönetim anlayışında farklı yollar aranmasına sebebiyet vermiştir. Bununla birlikte 6360 Sayılı Kanun’un mülki idare ile ilgili olarak birtakım değişiklikler getirdiği görülmektedir. Bir mülki idare amiri olan kaymakamların ise bu değişikliklerden nasıl etkilendikleri önemlidir. Çünkü halka en yakın birimlerden birinde kaymakam bulunmaktadır. Yapılan değişikliğin merkezileşme mi yoksa yerelleşme mi getirdiği çok önemli bir konudur. Bu çalışmada 6360 Sayılı Kanun akabinde ortaya çıkan durumda büyükşehirlerde yerel yönetim unsurlarının bu kanundan nasıl etkilendiği üzerinde merkezileşme-yerelleşme olgusu üzerinden bir değerlendirme ortaya koyulmuştur. Modern uluslararası siyasal sistemde, egemenliklerini karşılıklı olarak kabul eden temel aktör konumundaki devletlerin yetkili temsilcileri aracılığıyla yürütülen diplomasi yoluyla resmi temaslar kurdukları varsayımı hâkimdir. Bu çalışmada, uluslararası siyasette Soğuk Savaş sonrası dönemde beliren yeni eğilimlerin etkisiyle dönüşen, devlet egemenliği ve diplomasi arasındaki etkileşim ele alınmaktadır. Söz konusu etkileşim ulus-altı aktörlerin diplomasiye eklemlenmesi anlamına gelen paradiplomasi ve diplomasi pratiği içinde yer alan kişilerle yapılan saha çalışmasından elde edilen verilerden hareketle nitel yöntemle analiz edilmektedir. Çalışmada ilk olarak devlet egemenliği kavramı ve tarihsel dönüşümü üzerinde durulmaktadır. İkinci olarak diplomasinin dönüşümü ve özellikle bu dönüşüm sürecinde paradiplomasinin diplomasinin görmezden gelinemez bir parçası haline gelmesi süreci incelenmektedir. Çalışmada üçüncü olarak devlet egemenliği ve diplomaside yaşanan dönüşümlerin karşılıklı ürettikleri sonuçlar paradiplomasi örneğinden hareketle sunulmaktadır. People need to commit to lifelong learning in the workplace in order to cope with changing professional requirements. However, corporate training in China currently suffers from a low return on investment, unsatisfactory training outcomes, limited duration and poor coverage. To improve this, the purpose of this study is to investigate the implementation of self-directed learning (SDL) in the Chinese workplace, following an interpretivist research paradigm with qualitative methods, including interviews of company managers and staff. A Chinese company was used as the research subject and the article's three main points can assist similar companies make decisions on SDL. The three central contributions of the article are showing how to develop an SDL system in the workplace from the perspective of an organization; showing an elemental model of SDL in the workplace from the perspective of learning theory; and discussing an operational model of SDL program development in the workplace from the perspective of training managers. SDL should consider educational, psychological and sociological perspectives, but this article lacks a sociological perspective, leaving space for future research.

Bu krizler, özellikle Suriye’de, Afganistan’da, Yemen’de, Venezüella’da, Myanmar’da devam eden halk ayaklanmaları, iç savaş ve terörizmin milyonlarca insanın komşu ülkelere sığınmasıyla ikinci dünya savaşından günümüze kadar görülmemiş bir seviyeye ulaşmış durumdadır. Birleşmiş Milletler raporlarına göre, günümüz itibari ile, toplam uluslararası göçmen sayısı yaklaşık 280 milyon olmakla birlikte zorla yerinden edilen insan sayısı 80 milyonu, toplam mülteci sayısı ise 26 milyonu geçmiş durumdadır. Yüksek insan hareketliliği karşısında ev sahibi ülkeler özellikle temel kamu hizmetlerinin daha kaliteli sunulması konusunda baskı altında kalmışlardır. Sunulan hizmetlerin istenilen seviyelerde olmamasının birçok nedeni olmakla beraber veri eksikliği önemli sebeplerden biri olarak karşımıza çıkmaktadır. Devam eden göçmen krizleri karşısında hizmet kalitesinin arttırılması ve gerekli düzeyde sağlanması için, ev sahibi ülkeler başta olmak üzere hükümetlerin ve sivil toplum kuruluşlarının bireyleri ve verileri yeniden gözden geçirmesi ve daha kaliteli veri elde etmenin yollarını bulmaları gereklilik arz etmektedir. Ayrıca, göçmen kaçaklığı, göç esnasında deniz yolunu kullananların ölümleri, ulaştıkları noktalarda karşılaştıkları kötü muamele gibi olumsuz sonuçların önlenmesi için elde edilen verilerin yeterli ve güvenilir olması büyük bir önem teşkil etmektedir. Bu noktada, Büyük Veri (Big Data) kavramı birçok alanda olduğu gibi göç alanında da önümüze bir kavram olarak çıkmaktadır. Makale, devletlerin uluslararası korumaya ihtiyaç duyan göçmenleri tanımlamak ve onlara yardımcı olmak için mevcut teknolojileri ve büyük veriyi neden kullanmaları konusunu tartışmaktadır. Göçmenlerin yaşam hakkının korunmasına, işkence, insanlık dışı ve aşağılayıcı muamelenin yasaklanmasına, kölelik ve zorla çalıştırmanın yasaklanmasına karşı büyük verinin uluslararası arenada elde ettiği avantaj ve fırsatlara değinilmiştir. Bununla birlikte, makale ayrıca, özellikle göçmenlerin gizlilik ve veri koruma hakkının korunması ile ilgili olarak, yeni teknolojilerin sınırsız kullanımından kaynaklanan dezavantaj, sınırları ve riskleri de detaylı bir literatür yardımı ile incelenmiştir. Migration and refugee crises unfortunately rank first among the most heart-wrenching and vexatious humanitarian problems of this century. Especially, the ongoing civil unrest, civil war and terrorism in Syria, Afghanistan, Yemen, Venezuela, Myammar, neighboring countries have reached an unprecedented level of migrant and refugees since the Second World War. According to United Nations reports, as of today, the number of international migrants have reached 280 million and the number of displaced people by force has exceeded 80 million, and the total number of refugees has exceeded 26 million.*** In the face of the high human mobility of people, host countries have come under pressure, especially to provide better quality of basic public services. Although there are many reasons why the services offered are not at the desired levels, the lack of data is one of the important reasons. In the face of the ongoing migrants challenges and enhance the quality of service to ensure the necessary level of the host country governments and civil society organizations, members of reviewer of the data need necessarily to find ways to obtain better quality data. In addition, it is of great importance that the data is sufficient and reliable to prevent negative consequences such as migrant smuggling, the deaths of those who use the sea route during migration, and the mistreatment they face at the points they reach. As a result, the article discusses why states ought to use existing and modern technologies and data to identify and assist vulnerable migrants in need of protection. It has addressed the advantages and opportunities gained in the international arena against the protection of immigrants ' right to life, the prohibition of torture, inhuman and degrading treatment, and the prohibition of slavery and forced labor. However, the article also examined the disadvantages, limits and risks associated with the unrestricted use of new technologies, especially in relation to the protection of immigrants ' right to privacy and data protection.

Protestoların ilk başladığı süreçte sivil halkın diktatörlüklere karşı giriştiği başkaldırıda Batı’nın desteğini alması bekleniyordu. Fakat İngiltere’nin de dahil olduğu Batı devletleri, protestolar yanlısı bir tutumu tutarlı bir şekilde sürdürmediler. Bu çalışma, İngiltere özelinde Batılı devletlerin Ortadoğu politikalarını savundukları değerlere aykırı olsa da pragmatik bir tutumla yürüttüklerini Bahreyn vakasıyla açıklamaktadır. Bu çalışmada İngiltere’nin Bahreyn rejimine direkt ve dolaylı destekleri ve kendileri açısından motive edici sebepleri irdelenmiştir. İngiltere’nin Bahreyn protestolarında rejime sağladığı desteğin nedenleri arasında İngiltere’nin tarihsel ve güncel bağlantılara ek olarak ekonomik ilişkiler olduğu düşünülmektedir. Ayrıca İngiltere’nin Bahreyn tutumunun bu denli keskin olmasının bir diğer gerekçesi olarak İngiltere’nin önemli müttefikleri olan Suudi Arabistan ve BAE’nin Bahreyn kalkışmasını kendileri için direkt ulusal tehdit olarak görmeleri ve İngiltere’nin bu iki ülkeye aykırı bir politika gütmek istememesi olduğu söylenebilir.

The first Intifada began in 1987 and ended (at least at the official level) in 1993 with Oslo Accords. The six years of protests affected both Israeli and Palestinian parts. In addition to the international area's criticism for Israel's brutal response, Israel's economy was also affected severely. Even though many Palestinians still criticize the Palestinian Authority for undermining the result of this series of protests, some argue that Oslo Accords are a significant gain for the Palestinians. Without concluding whether the negotiations went well, or Oslo Accords were a gain or a loss, this study argues that the economic aspect of protests was a factor behind the decision which led the Israeli part to negotiate and agree with Palestine. This study examines direct and indirect factors, such as the cost of general strikes, a boycott of goods, refusing to pay tax, and the rise in military expenditure.

In the face of global phenomena such as demographic change, increasing global population, climate... more In the face of global phenomena such as demographic change, increasing global population, climate change, and changes in agricultural production, sustainability problems arising from effective food systems are highly discussed today. It is an expected fact that this problem will probably become more severe in the future. Because the current food production and consumption is far from sustainable, a more pessimistic picture emerges when we add that poverty rates have increased in recent years and that millions of people cannot healthily obtain food. Considering that we are faced with long-term problems with the inadequacy of current policies, it is inevitable that food policies should be reviewed together with an urgent action plan. While doing this, it is necessary to pay attention to the policies that affect the access of food consumers to food, functional value chains, fair market environments, infrastructure and stability policies. In particular, important innovations and new understandings emerge regarding the micro-foundations of political decision-making, the influence of political institutions and ideology, and the role of the media. In addition, the influence of national and international non-governmental organizations as well as private sector organizations play an essential role in shaping food environments. The agriculture and food sector comes into sight as an ideal field of science to study the political economy of public policies. In this direction, this article examines how the public and private sectors use the existing policies in the food literature; What steps have been taken to ensure food supply; Food price increases due to inflation increases experienced during the Covid-19 period; and finally, it discusses the role of the United Nations World Food Program in food production and transportation in the national and international arena.

With the increasing human population, the damage to the environment is increasing every day. The rise of consumption emerged with the increase in the human population. The exploitation of natural resources for competition in the global arena caused nature to be an endless resource. However, nature also has an end; thus, it is not inexhaustible. In recent years, human begins to create living conditions that are compatible with the environment. Air, water, soil, noise, and visual pollution seem to be the most basic environmental pollution types. When studies on air pollution are examined, the emergence of industrialisation has been proved to be one of the first and foremost reasons for pollution. The Covid-19, moreover, reveals the devastating impact of humans on nature. Due to the Covid-19 restrictions, the air quality increased globally in the first few days thanks to decreased human mobility. Therefore, this study will investigate the studies on air pollution in the international arena; examine what kinds of studies are done locally with international attempts with a SWOT analysis, and discuss how the air pollution process is affected significantly during the Covid-19 period.

Syrian humanitarian sector was limited to two types of NGOs till the Syrian conflict started; tra... more Syrian humanitarian sector was limited to two types of NGOs till the Syrian conflict started; traditional charities composing of religious or ethnic focus NGOs, and the Government Organised Non-Governmental Organisations (GONGOs) that were affiliated by governmental figures. They both failed to respond to the needs of civilians in non-governmental controlled areas. This has forced Syrians with limited or no previous experience in this sector to act immediately and independently. However, after the crisis erupted, the commitment to their case, availability of funds, and hospitality from the neighbouring countries evolved them very quickly to become the primarily organised responders in the non governmental controlled territories. Those newly formed humanitarian groups tried to link humanitarian interventions with early recovery activities without losing the scope of being a voice advocating for the human rights of the innocents. The Syrian Humanitarian NGOs based in Turkey were delivering their assistance to the vulnerable communities inside Syria further than where they physically reach without even evaluating the risks that might affect their lives or their beloved families. In some cases, they were the only humanitarian actors in besieged areas as Rural Damascus or Eastern Aleppo and hard to reach locations as Rural Homs or Northern Hama. Those security threats are now less impactful on their existence compared with the political, economic, social, technological, legal and environmental external challenges that they are facing and can highly affect their presence. The external challenges that they are witnessing that might affect not only the way they are operating but their sustainability as well. Those external challenges were focusing on political, economic, social, technological, legal, and environmental to form the well-known PESTLE analysis that categorises these external threats and risks. As new Syrian NGOs have spread within countries nearby as well as in the diaspora, this article will only focus on those that were based mainly in Turkey due to several reasons explained in the article

Göçmenlerin yaşam hakkının korunmasına, işkence, insanlık dışı ve aşağılayıcı muamelenin yasaklanmasına, kölelik ve zorla çalıştırmanın yasaklanmasına karşı büyük verinin uluslararası arenada elde ettiği avantaj ve fırsatlara değinilmiştir. Bununla birlikte, makale ayrıca, özellikle göçmenlerin gizlilik ve veri koruma hakkının korunması ile ilgili olarak, yeni teknolojilerin sınırsız kullanımından kaynaklanan dezavantaj, sınırları ve riskleri de detaylı bir literatür yardımı ile incelenmiştir.
Migration and refugee crises unfortunately rank first among the most heart-wrenching and vexatious humanitarian problems of this century. Especially, the ongoing civil unrest, civil war and terrorism in Syria, Afghanistan, Yemen, Venezuela, Myammar, neighboring countries have reached an unprecedented level of migrant and refugees since the Second World War. According to United Nations reports, as of today, the number of international migrants have reached 280 million and the number of displaced people by force has exceeded 80 million, and the total number of refugees has exceeded 26 million.*** In the face of the high human mobility of people, host countries have come under pressure, especially to provide better quality of basic public services. Although there are many reasons why the services offered are not at the desired levels, the lack of data is one of the important reasons. In the face of the ongoing migrants challenges and enhance the quality of service to ensure the necessary level of the host country governments and civil society organizations, members of reviewer of the data need necessarily to find ways to obtain better quality data. In addition, it is of great importance that the data is sufficient and reliable to prevent negative consequences such as migrant smuggling, the deaths of those who use the sea route during migration, and the mistreatment they face at the points they reach. As a result, the article discusses why states ought to use existing and modern technologies and data to identify and assist vulnerable migrants in need of protection. It has addressed the advantages and opportunities gained in the international arena against the protection of immigrants ' right to life, the prohibition of torture, inhuman and degrading treatment, and the prohibition of slavery and forced labor. However, the article also examined the disadvantages, limits and risks associated with the unrestricted use of new technologies, especially in relation to the protection of immigrants ' right to privacy and data protection.
This study explores the role of foreign aid as a soft power tool by providing an understanding of... more This study explores the role of foreign aid as a soft power tool by providing an understanding of the interrelation between foreign policy and aid. The study is based on interviews with aid experts. The findings of the study unambiguously demonstrate that aid and foreign policy are intertwined since, in most cases, foreign aid falls under the responsibility of foreign ministries. Besides the humanitarian imperative, the geopolitical account has a crucial importance in the decision-making process that cascades down from the general foreign policy agenda. In addition, the strategic interests of the donor country are contributing to the decision-making. The prominent themes are national security, tackling terrorism, preventing immigration influx, and economic goals. The study also demonstrates the extent to which aid can be politicized in its extreme form by focusing on Russian vetoes in the UN Security Council and the Syrian government's weaponization of aid.

The influx of refugees from Myanmar to Bangladesh has intensified over recent decades, notably after severe violence erupted in Myanmar's Rakhine state on 25 August 2017. This study focuses on public service organizations, aiming to understand the impact of the Rohingya refugee crisis. Using a qualitative approach and drawing on existing literature, the research examines how the crisis affects the capacity of public healthcare providers in Bangladesh. The findings reveal both detrimental and beneficial effects on organizational functioning, including management, resource availability, and absorptive and adaptive capacities. Through data analysis, eight key themes emerge, such as changes in service quality, disease control, resource allocation dynamics, and impacts on professional knowledge, shedding light on the complex repercussions of the Rohingya refugee crisis on public healthcare services in Bangladesh.

Therefore, influencing employees’ innovative behavior through a leader’s conduct has become a hot topic of academic discussion.
The study aims to explore the impact of locally based paternalistic leadership on employees’ innovative behavior and introduce organizational climate to examine the mutual influence between these two variables. This is a quantitative case study to be conducted on various banks in China, utilizing SPSS software and bootstrap mediator variable analysis.
According to the results of this research, paternalistic leadership has a significantly beneficial impact on innovative employee behavior and organizational climate. However, the authoritarian leadership dimension negatively affects innovative behavior and organizational climate. Organizational climate has a substantially positive effect on innovation behavior, and organizational climate plays a role as a mediating variable in the influence of paternalistic leadership on innovative behavior. The future value of this research lies in providing practical suggestions for the development of leadership behavior theory and improving the efficiency of human resource management.

This research is based on a qualitative approach. We collected information on the role of the NGOs through interviews (from 42 respondents, with NGOs and civil society organisations, selected on a snowball basis) in Turkey. We found that the NGOs play an important role in substantiating the government's efforts in providing various kinds of basic services to the refugees. However, these NGOs suffer from insufficient funds and uncertain funding commitments. On top of this, there has been a lack of cooperation between the NGOs. This study touches upon the importance of NGOs in terms of structural and practical difficulties. Cooperation and collaboration among the NGOs have appeared as important issues in dealing with the refugee crisis in Turkey. This research has crucial policy implications for the NGOs and the governments of the destination and origin countries.

Bir mülki idare amiri olan kaymakamların ise bu değişikliklerden nasıl etkilendikleri önemlidir. Çünkü halka en yakın birimlerden birinde kaymakam bulunmaktadır. Yapılan değişikliğin merkezileşme mi yoksa yerelleşme mi getirdiği çok önemli bir konudur. Modern uluslararası siyasal sistemde, egemenliklerini karşılıklı olarak kabul eden temel aktör konumundaki devletlerin yetkili temsilcileri aracılığıyla yürütülen diplomasi yoluyla resmi temaslar kurdukları varsayımı hâkimdir. Bu çalışmada, uluslararası siyasette Soğuk Savaş sonrası dönemde beliren yeni eğilimlerin etkisiyle dönüşen, devlet egemenliği ve diplomasi arasındaki etkileşim ele alınmaktadır. Söz konusu etkileşim ulus-altı aktörlerin diplomasiye eklemlenmesi anlamına gelen paradiplomasi ve diplomasi pratiği içinde yer alan kişilerle yapılan saha çalışmasından elde edilen verilerden hareketle nitel yöntemle analiz edilmektedir. Çalışmada ilk olarak devlet egemenliği kavramı ve tarihsel dönüşümü üzerinde durulmaktadır. People need to commit to lifelong learning in the workplace in order to cope with changing professional requirements. However, corporate training in China currently suffers from a low return on investment, unsatisfactory training outcomes, limited duration and poor coverage. To improve this, the purpose of this study is to investigate the implementation of self-directed learning (SDL) in the Chinese workplace, following an interpretivist research paradigm with qualitative methods, including interviews of company managers and staff. A Chinese company was used as the research subject and the article's three main points can assist similar companies make decisions on SDL. The three central contributions of the article are showing how to develop an SDL system in the workplace from the perspective of an organization; showing an elemental model of SDL in the workplace from the perspective of learning theory; and discussing an operational model of SDL program development in the workplace from the perspective of training managers. SDL should consider educational, psychological and sociological perspectives, but this article lacks a sociological perspective, leaving space for future research.

Bu krizler, özellikle Suriye’de, Afganistan’da, Yemen’de, Venezüella’da, Myanmar’da devam eden halk ayaklanmaları, iç savaş ve terörizmin milyonlarca insanın komşu ülkelere sığınmasıyla ikinci dünya savaşından günümüze kadar görülmemiş bir seviyeye ulaşmış durumdadır. Birleşmiş Milletler raporlarına göre, günümüz itibari ile, toplam uluslararası göçmen sayısı yaklaşık 280 milyon olmakla birlikte zorla yerinden edilen insan sayısı 80 milyonu, toplam mülteci sayısı ise 26 milyonu geçmiş durumdadır. Yüksek insan hareketliliği karşısında ev sahibi ülkeler özellikle temel kamu hizmetlerinin daha kaliteli sunulması konusunda baskı altında kalmışlardır. Sunulan hizmetlerin istenilen seviyelerde olmamasının birçok nedeni olmakla beraber veri eksikliği önemli sebeplerden biri olarak karşımıza çıkmaktadır. Devam eden göçmen krizleri karşısında hizmet kalitesinin arttırılması ve gerekli düzeyde sağlanması için, ev sahibi ülkeler başta olmak üzere hükümetlerin ve sivil toplum kuruluşlarının bireyleri ve verileri yeniden gözden geçirmesi ve daha kaliteli veri elde etmenin yollarını bulmaları gereklilik arz etmektedir. Protestoların ilk başladığı süreçte sivil halkın diktatörlüklere karşı giriştiği başkaldırıda Batı’nın desteğini alması bekleniyordu. Fakat İngiltere’nin de dahil olduğu Batı devletleri, protestolar yanlısı bir tutumu tutarlı bir şekilde sürdürmediler. Bu çalışma, İngiltere özelinde Batılı devletlerin Ortadoğu politikalarını savundukları değerlere aykırı olsa da pragmatik bir tutumla yürüttüklerini Bahreyn vakasıyla açıklamaktadır. Bu çalışmada İngiltere’nin Bahreyn rejimine direkt ve dolaylı destekleri ve kendileri açısından motive edici sebepleri irdelenmiştir. İngiltere’nin Bahreyn protestolarında rejime sağladığı desteğin nedenleri arasında İngiltere’nin tarihsel ve güncel bağlantılara ek olarak ekonomik ilişkiler olduğu düşünülmektedir. Ayrıca İngiltere’nin Bahreyn tutumunun bu denli keskin olmasının bir diğer gerekçesi olarak İngiltere’nin önemli müttefikleri olan Suudi Arabistan ve BAE’nin Bahreyn kalkışmasını kendileri için direkt ulusal tehdit olarak görmeleri ve İngiltere’nin bu iki ülkeye aykırı bir politika gütmek istememesi olduğu söylenebilir.

The first Intifada began in 1987 and ended (at least at the official level) in 1993 with Oslo Accords. The six years of protests affected both Israeli and Palestinian parts. In addition to the international area's criticism for Israel's brutal response, Israel's economy was also affected severely. Even though many Palestinians still criticize the Palestinian Authority for undermining the result of this series of protests, some argue that Oslo Accords are a significant gain for the Palestinians. Without concluding whether the negotiations went well, or Oslo Accords were a gain or a loss, this study argues that the economic aspect of protests was a factor behind the decision which led the Israeli part to negotiate and agree with Palestine. This study examines direct and indirect factors, such as the cost of general strikes, a boycott of goods, refusing to pay tax, and the rise in military expenditure.

In the face of global phenomena such as demographic change, increasing global population, climate... more In the face of global phenomena such as demographic change, increasing global population, climate change, and changes in agricultural production, sustainability problems arising from effective food systems are highly discussed today. It is an expected fact that this problem will probably become more severe in the future. Because the current food production and consumption is far from sustainable, a more pessimistic picture emerges when we add that poverty rates have increased in recent years and that millions of people cannot healthily obtain food. Considering that we are faced with long-term problems with the inadequacy of current policies, it is inevitable that food policies should be reviewed together with an urgent action plan. While doing this, it is necessary to pay attention to the policies that affect the access of food consumers to food, functional value chains, fair market environments, infrastructure and stability policies. In particular, important innovations and new understandings emerge regarding the micro-foundations of political decision-making, the influence of political institutions and ideology, and the role of the media. In addition, the influence of national and international non-governmental organizations as well as private sector organizations play an essential role in shaping food environments. The agriculture and food sector comes into sight as an ideal field of science to study the political economy of public policies. In this direction, this article examines how the public and private sectors use the existing policies in the food literature; What steps have been taken to ensure food supply; Food price increases due to inflation increases experienced during the Covid-19 period; and finally, it discusses the role of the United Nations World Food Program in food production and transportation in the national and international arena.

With the increasing human population, the damage to the environment is increasing every day. The rise of consumption emerged with the increase in the human population. The exploitation of natural resources for competition in the global arena caused nature to be an endless resource. However, nature also has an end; thus, it is not inexhaustible. In recent years, human begins to create living conditions that are compatible with the environment. Air, water, soil, noise, and visual pollution seem to be the most basic environmental pollution types. When studies on air pollution are examined, the emergence of industrialisation has been proved to be one of the first and foremost reasons for pollution. The Covid-19, moreover, reveals the devastating impact of humans on nature. Due to the Covid-19 restrictions, the air quality increased globally in the first few days thanks to decreased human mobility. Therefore, this study will investigate the studies on air pollution in the international arena; examine what kinds of studies are done locally with international attempts with a SWOT analysis, and discuss how the air pollution process is affected significantly during the Covid-19 period.

Syrian humanitarian sector was limited to two types of NGOs till the Syrian conflict started; tra... more Syrian humanitarian sector was limited to two types of NGOs till the Syrian conflict started; traditional charities composing of religious or ethnic focus NGOs, and the Government Organised Non-Governmental Organisations (GONGOs) that were affiliated by governmental figures. They both failed to respond to the needs of civilians in non-governmental controlled areas. This has forced Syrians with limited or no previous experience in this sector to act immediately and independently. However, after the crisis erupted, the commitment to their case, availability of funds, and hospitality from the neighbouring countries evolved them very quickly to become the primarily organised responders in the non governmental controlled territories. Those newly formed humanitarian groups tried to link humanitarian interventions with early recovery activities without losing the scope of being a voice advocating for the human rights of the innocents. The Syrian Humanitarian NGOs based in Turkey were delivering their assistance to the vulnerable communities inside Syria further than where they physically reach without even evaluating the risks that might affect their lives or their beloved families. In some cases, they were the only humanitarian actors in besieged areas as Rural Damascus or Eastern Aleppo and hard to reach locations as Rural Homs or Northern Hama. Those security threats are now less impactful on their existence compared with the political, economic, social, technological, legal and environmental external challenges that they are facing and can highly affect their presence. The external challenges that they are witnessing that might affect not only the way they are operating but their sustainability as well. Those external challenges were focusing on political, economic, social, technological, legal, and environmental to form the well-known PESTLE analysis that categorises these external threats and risks. Bu krizler, özellikle Suriye’de, Afganistan’da, Yemen’de, Venezüella’da, Myanmar’da devam eden halk ayaklanmaları, iç savaş ve terörizmin milyonlarca insanın komşu ülkelere sığınmasıyla ikinci dünya savaşından günümüze kadar görülmemiş bir seviyeye ulaşmış durumdadır. Birleşmiş Milletler raporlarına göre, günümüz itibari ile, toplam uluslararası göçmen sayısı yaklaşık 280 milyon olmakla birlikte zorla yerinden edilen insan sayısı 80 milyonu, toplam mülteci sayısı ise 26 milyonu geçmiş durumdadır. Yüksek insan hareketliliği karşısında ev sahibi ülkeler özellikle temel kamu hizmetlerinin daha kaliteli sunulması konusunda baskı altında kalmışlardır. Sunulan hizmetlerin istenilen seviyelerde olmamasının birçok nedeni olmakla beraber veri eksikliği önemli sebeplerden biri olarak karşımıza çıkmaktadır. Devam eden göçmen krizleri karşısında hizmet kalitesinin arttırılması ve gerekli düzeyde sağlanması için, ev sahibi ülkeler başta olmak üzere hükümetlerin ve sivil toplum kuruluşlarının bireyleri ve verileri yeniden gözden geçirmesi ve daha kaliteli veri elde etmenin yollarını bulmaları gereklilik arz etmektedir. Ayrıca, göçmen kaçaklığı, göç esnasında deniz yolunu kullananların ölümleri, ulaştıkları noktalarda karşılaştıkları kötü muamele gibi olumsuz sonuçların önlenmesi için elde edilen verilerin yeterli ve güvenilir olması büyük bir önem teşkil etmektedir. Bu noktada, Büyük Veri (Big Data) kavramı birçok alanda olduğu gibi göç alanında da önümüze bir kavram olarak çıkmaktadır. Makale, devletlerin uluslararası korumaya ihtiyaç duyan göçmenleri tanımlamak ve onlara yardımcı olmak için mevcut teknolojileri ve büyük veriyi neden kullanmaları konusunu tartışmaktadır. Göçmenlerin yaşam hakkının korunmasına, işkence, insanlık dışı ve aşağılayıcı muamelenin yasaklanmasına, kölelik ve zorla çalıştırmanın yasaklanmasına karşı büyük verinin uluslararası arenada elde ettiği avantaj ve fırsatlara değinilmiştir. Migration and refugee crises unfortunately rank first among the most heart-wrenching and vexatious humanitarian problems of this century. Especially, the ongoing civil unrest, civil war and terrorism in Syria, Afghanistan, Yemen, Venezuela, Myammar, neighboring countries have reached an unprecedented level of migrant and refugees since the Second World War. According to United Nations reports, as of today, the number of international migrants have reached 280 million and the number of displaced people by force has exceeded 80 million, and the total number of refugees has exceeded 26 million.*** In the face of the high human mobility of people, host countries have come under pressure, especially to provide better quality of basic public services. Although there are many reasons why the services offered are not at the desired levels, the lack of data is one of the important reasons. In the face of the ongoing migrants challenges and enhance the quality of service to ensure the necessary level of the host country governments and civil society organizations, members of reviewer of the data need necessarily to find ways to obtain better quality data. In addition, it is of great importance that the data is sufficient and reliable to prevent negative consequences such as migrant smuggling, the deaths of those who use the sea route during migration, and the mistreatment they face at the points they reach. As a result, the article discusses why states ought to use existing and modern technologies and data to identify and assist vulnerable migrants in need of protection. It has addressed the advantages and opportunities gained in the international arena against the protection of immigrants ' right to life, the prohibition of torture, inhuman and degrading treatment, and the prohibition of slavery and forced labor. However, the article also examined the disadvantages, limits and risks associated with the unrestricted use of new technologies, especially in relation to the protection of immigrants ' right to privacy and data protection.

Günümüz dünyasının en önemli sorunları arasında gösterilen çevresel sorunlar uluslararası platformda atılan adımlar ile en alt seviyelere indirgenmeye çalışılmaktadır. Ancak artan nüfus ile beraber kentleşmede, sanayi ve teknolojik girişimlerdeki artışta da bu sorunların çözümü noktasında sorunlarla karşılaşılmasına neden olmaktadır. Hava kirliliği, iklim değişikliği, sınır aşan sular sorunu, deniz kirliliği gibi birçok sorun özellikle küresel ısınma ile beraber artan seviyede bir gelişim göstermektedir. Günümüz dünyasında kentleşme süreci hızla devam etmektedir. 1950'de sadece 285 milyon insan ya da toplam dünya nüfusunun %1,6'sı kentsel alanlarda yaşamaktaydı. Dünya nüfusunun 7,8 olduğu bu donemde, günümüzde kentsel alanlarda yasayan insan sayısı (özellikle gelişmekte olan ülkelerdeki kentsel nüfus (urban population) sayısının hızlı bir şekilde artması nedeniyle) yaklaşık olarak 4,4 milyara ulaşmıştır.

The Covid-19 pandemic, as it is one of the few issues that concern the globe, becomes the subject... more The Covid-19 pandemic, as it is one of the few issues that concern the globe, becomes the subject of many scholarly disciplines. International Relations (IR) is no exception in this particular issue. IR as a discipline aims to contextualise the developments occurring between states or between international actors. Because Covid-19 forced the international actors to interact differently (more than the past or less than the past), it is essential to examine how different international theories view the pandemic. Realism, especially due to the state's role, has been one of the most prominent theories circulated during the pandemic due to the state role in national measures such as national curfew, entry-ban (especially for foreigners) aids. In addition, as the Realist does not believe in honest cooperation, the race for medical and hygiene equipment prioritised the realist perspective. As a matter of fact, this race was labelled as the victory of nationalism or the end of globalism. Liberalism, on the other hand, did not consider the pandemic as a defeat as would Realists expect. On the contrary, liberals prioritised the World Health Organisation (WHO) role, foreign aid, and other international initiatives like COVAX. The Marxist perspective highlighted the class and class-related lifestyles such as access to food and healthcare, the importance of neighbourhood, and other economy-related criteria that the working class has less advantage. Furthermore, manufacturing was among the few sectors that they had to continue to work in Covid-19 times most of the time. The feminist perspective, finally, brought the issue of women. Regardless of whether the woman works or not during the Covid-19, women's life has been impacted negatively due to the closure of the school and nursing care. Moreover, many studies show that domestic violence towards women increased during Covid-19 restrictions. This study will analyse the response of the relevant international theories within the context of Covid-19. By doing so, the complexity of both Covid-19 and IR theories will be revealed.

It is a complex phenomenon that impacts not only humans but also all living creatures. When delving into the global climate change discourse, the immediate focus tends to shift towards the matter of global warming. The expanding global population has led to a surge in the utilisation of technological products, driven by the need to maintain a delicate equilibrium between production and consumption. Due to increasing industrialisation and developing technology, there is an increase in the use of fossil fuels, leading to an increase in the greenhouse effect. Therefore, the issue of climate change, the effect of which has emerged as a result of increasing global warming over time, has become a highly debated topic in the international arena, especially in recent years, and increasing social mobility on this issue has led to more attention being turned to this specific topic. In this context, climate change garners more attention than other environmental issues. Currently, numerous initiatives are underway on the international stage to address this pressing concern. Therefore, this chapter aims to elucidate how the environment and climate change have evolved into global issues. It will delve into the historical journey of addressing these challenges, starting from Stockholm and leading up to the Paris Climate Agreement. Subsequently, we will establish a framework to understand how the global community has approached the issue of climate change on the international stage throughout the latter half of the 21st century.

The study aims to explore the impact of locally based paternalistic leadership on employees’ innovative behavior and introduce organizational climate to examine the mutual influence between these two variables. This is a quantitative case study to be conducted on various banks in China, utilizing SPSS software and bootstrap mediator variable analysis.
According to the results of this research, paternalistic leadership has a significantly beneficial impact on innovative employee behavior and organizational climate. However, the authoritarian leadership dimension negatively affects innovative behavior and organizational climate. Organizational climate has a substantially positive effect on innovation behavior, and organizational climate plays a role as a mediating variable in the influence of paternalistic leadership on innovative behavior. The future value of this research lies in providing practical suggestions for the development of leadership behavior theory and improving the efficiency of human resource management.
