The impact of technological changes in military technology on warfare, military organizations, an... more The impact of technological changes in military technology on warfare, military organizations, and peace has been investigated by a number of researchers but only very few explicitly refer to the effects of technological changes on the military recruitment systems. With the aim of filling this gap, this study, based on previous studies examining war history and military technology, hypothesizes that long-running trends in military recruitment systems, from professional armies to conscription or the other way round, can be explained by the changes in military technology. We assert that as military technology changed, so too did the skills required for those technologies, and, in turn, those need by the recruitment system and therefore the system itself. Although changes in military technology may explain the long-term cycles, one should keep in mind that we need the other determinants discussed in the literature to understand why different countries switched from one military recruitment system to another at different times throughout the cycle. Further studies, simultaneously taking into account both the impact of the changes in military technology as well as other variables, would improve our understanding of the determinants of the changes in military recruitment systems.

After the collapse of socialism, political barriers were lifted, a Western style of education in economics was adopted, and English began to be taught widely as the common language in the academic realm. The aim of this study is to discuss the impact of these policies on the publication performance of economists in the former socialist countries of the Balkans region. The results reveal that the number of international publications increased gradually over the post-socialist period and fast-reforming countries performed better than the slow movers.

Bağımsızlığın değerlendirilmesi için yasalardaki değişmelere, ekonomideki bazı temel göstergelere, hükümetlerin aldığı kararlara ve yaptığı açıklamalara referans verilmiştir. Sonuçlar, Türkiye’deki gelişmelerin dünyadakine paralel olduğunu göstermektedir. 2000’li yılların başında MB’nin bağımsızlığının gelişmesi yönünde önemli adımlar atılmıştır. Son yıllarda ise göstergeler bu bağımsızlığın hızla aşındığına işaret etmektedir.

This paper first evaluates the impact of a two-decade-long Islamization policy carried out by a p... more This paper first evaluates the impact of a two-decade-long Islamization policy carried out by a pro-Islamist party, which came to power in 2002 in Turkey, on the attitudes of Turkish people toward religious values, religious practices, and clergy. In this regard, how the importance of religion, frequency of going to mosques, and trust in the clergy have changed among Turkish Muslims between 2002 and 2018 were examined by using World Values Survey data and employing logistic regression analysis. Estimation results indicated a reduction in belief in God, attendance to mosques, and trust in clergy, which imply the failure of the Islamization policy. Second, we explored what caused the failure by using the same data set and methodology. Our estimations suggested that the symbiotic relationship between the pro-Islamist government and religious clergy and institutions may explain the failure. As the government is identified with religion in the eye of the public, dissatisfaction with the government turned to dissatisfaction with religious values.
Islamic economics (IE) assumes an altruistic economic agent who spends his income not only on him... more Islamic economics (IE) assumes an altruistic economic agent who spends his income not only on himself but also on others through charity. Since this behavioral norm is attributed only to Muslims, this implies that the giving behavior of Muslims is different from others. This study aims to test the validity of this assumption by analyzing a cross-national survey measuring the attitudes, beliefs and behavior patterns of diverse populations in 19 European countries. The empirical results based on a logistic regression and Propensity Score Matching approach indicate no difference between Muslims and members of other religions in terms of the likelihood of involvement in giving activities. The impact of other explanatory variables on both donations and volunteer efforts were generally the same, with the exception of age and marital status. The increasing number of studies supporting the findings of this study or raising questions about the validity of Islamic economic assumptions may cause IE to reformulate its theory.

They frequently question and examine the implications of antidumping on the welfare of importing countries, global welfare and trade and find countervailing results. However, these discussions are beyond the scope of this chapter. Rather, this chapter concentrates on the problems of antidumping applications in practice, with an analysis of the biased calculations of Turkish antidumping authorities, calculations biased in favor of domestic producers. Our study reveals that Turkish antidumping authorities use discretionary practices during the course of dumping investigation for protective purposes, and also shows that an alternative calculation for damping margins may give different results than those calculated by the Turkish authorities.

Temel olarak faaliyet raporlarından yararlanılarak, söz konusu İG’larına bağlı şirketlerin hangi sektörlerde faaliyet gösterdikleri ve her bir sektördeki şirket sayısının zaman içinde nasıl değiştiği araştırılmıştır. Çalışmanın sonuçları, 1980 öncesi uygulanan ithal ikameci politikaların incelenen İG’nı faaliyet alanlarını çeşitlendirmeye teşvik ettiğini göstermektedir. 1980 sonrası benimsenen dışa açılma politikalarıyla devletin ekonomiye müdahalesinin azalması ve rekabetin artmasıyla İG çeşitleme politikalarını değiştirmişler ve 1990’lı yıllardan itibaren, faaliyet çeşitliliklerini azaltıp, belirli sektörlerde odaklanma stratejisini benimsemişlerdir. Buna göre, incelenen İG’ndan Koç 4 (finans, otomotiv, enerji ve beyaz eşya), İş Bankası 2 (finans ve cam) sektöre odaklanmıştır. The main aim of this study is to empirically examine the role of regional institutional quality, ... more The main aim of this study is to empirically examine the role of regional institutional quality, and compare the relative importance of three different institutional arrangements, namely regulatory quality, rule of law, and corruption, on propensity of firm innovation in African countries. To this end, we used the most recent World Bank Enterprise Survey (WBES) of firms from 19 African countries. Our empirical investigation using multilevel logistic regression has drawn three important conclusions. First, there is no significant relationship between firm-specific factors, such as age, ownership, and exporting, and firm innovation. Nonetheless, firms’ propensity to innovate is significantly determined by the size of the firm, R&D expenditures, on-the-job training (OJT), and capability of managers/owners to adopt new technologies. Second, the innovation performance of firms is significantly affected by regional institutional quality. Third, among different regional institutional arrangements, reducing corruption and maintaining rule of law appeared to matter the most for firm innovation.

The present study concentrates on answering following questions: (i) Do firm’s internal factors s... more The present study concentrates on answering following questions: (i) Do firm’s internal factors such as size, age, ownership, R&D spending, and exporting significantly predict the propensity of firms to engage in innovative activities in Ethiopia? (ii) Do firm’s external factors, namely, access to finance and competition, significantly predict the propensity of firms to engage in innovative activities in Ethiopia? The data source of the paper is a survey conducted by World Bank in 2015 on Ethiopian firms. Then, the factors influencing the innovativeness of Ethiopian firms are analyzed by using a logistic regression model. Results obtained through logistic regression suggest that internal factors such as the size of the firms, education level of the employees, technology adoption capability of managers, on-job training, and R&D expenditures have a significant positive impact on both types of innovations, while private and foreign ownership were only found to be significant for process innovation. Estimations also showed that access to finance has a significant (positive) impact on product innovation and the impact of the competition level is significant (negative) only in terms of process innovation. Most importantly, we found that, disregarding their statistical significance, all explanatory variables influence both process and product innovation in the same direction, probably because of the positive correlation between the two.

Ford’a referans vermeyen bir Amerikan, Volkswagen’e değinmeyen bir Alman, Toyota’sız bir Japon ekonomi tarihi yazmak mümkün değildir. Otomotiv endüstrisinin kalkınma üzerindeki en önemli etkisi kuşkusuz taşımacılık hizmetleri aracılığıyladır. Özellikle seri üretimin başlamasıyla yollardaki araç sayısı artmış, üreticiler ürettikleri malları kolaylıkla pazara götürebilmişlerdir. Pazar için üretimin genişlemesi ile üretim ölçekleri büyümüş, rekabet artmış ve bunlara bağlı olarak refah artmıştır. İnsanlar zenginleştikçe bu defa bir tüketim aracı olarak otomobil talep etmeye başlamışlardır ki bu da özellikle otomobil üretiminin daha fazla artmasına neden olmuştur. Otomotiv endüstrisinin ekonomik kalkınma ile ilişkilendirilmesinin bir diğer sebebi de endüstrinin kendisiyle bağlantılı (çelik, cam, tekstil, bilgisayar çipleri, lastik vs.) birçok sektör için ilave talep yaratıyor olmasıdır. Bugün dünya petrol ve kauçuk üretiminin yaklaşık yarısı, cam üretimin yüzde 25’i, çelik üretiminin yüzde 15’i otomotiv endüstrisi tarafından kullanılmaktadır. Otomobil endüstrisinde yaratılan her yeni istihdam imkânı ekonomide dolaylı etkilerle yaklaşık 5 kişilik istihdam yaratmaktadır. Otomotiv endüstrisinin bu özellikleri nedeniyle, gelişmekte olan birçok ülke kendi otomotiv endüstrisini geliştirmek maksadıyla çeşitli politikalar izlemektedirler. Çoğu gelişmekte olan ülkenin yaptığı, basitçe mevcut dünya markalarının kendi ülkelerinde bir üretim tesisi kurup burada üretim yapmalarını sağlamaktır. Bunlardan bazıları sektörün daha fazla katma değer yaratmasını sağlamak maksadıyla üretici firmalara bazı ilave teşvikler vermektedirler. Ülke içindeki katma değeri arttırma politikalarının uç noktasını ise yeni bir “Milli” otomobil markası yaratıp otomotiv sektörünün global oyuncularından biri haline gelme çabasıdır. “Milli” otomobil markası oluşturmak mevcut ekonomik konjonktürde uygulanabilecek en zorlu politikadır. Bu alanda başarılı olmuş son ülke 1970’lı yıllarda başlattığı “Devlet Yönetiminde Kalkınma” modeli çerçevesinde Hyundai, Kia gibi global oyuncuları çıkartmayı başaran Güney Kore’dir. Kore’den sonra “milli otomobil” üretmeye soyunan ülkelerin çoğu Kore’ye benzer politikalar izlemelerine rağmen başarılı olamamışlardır. Buna rağmen halen bazı ülkeler çok yüksek maliyetler ödeyerek “milli” bir otomobil üretmeye çalışmaktadırlar. Bu çalışma, “milli otomobil” üretme çabalarının en bilinenlerinden biri olan Malezya deneyimi ile ilişkilidir. Malezya 1980’li yıllarda -özellikle Kore deneyimini örnek alarak- bir milli otomobil projesi başlatmıştır. Çalışmada, Malezya’da “milli” otomobil üretmek için izlenen politikalar, bunların maliyetleri ve sonuçları ana hatlarıyla incelenmiştir. Görüleceği gibi “milli” otomobillerini desteklemek için Malezyalılar büyük bir bedel ödemişler ancak sonuçlar hiç de bekledikleri gibi olmamıştır. Malezya’nın neden başarısız olduğu çok daha detaylı, başka bir çalışmanın konusudur. Bu çalışmanın hedefi, günümüzde Malezya ile benzeri heveslerle “milli” otomobil üretme işine soyunan ülkelerin vatandaşlarının ve politika yapıcılarının dikkatini giriştikleri çabanın muhtemel sonuçlarına çekmektir.

Bu politikalar içinde yaygın eğitim, avantajlarının ve özelliklerinin ülke yapısına uygun olması gerekçesiyle gelişmekte olan ülkelerde çok sık uygulanmaktadır. Bu çalışma, yoksulluğu azaltıcı bir politika olarak yaygın eğitim ve gelişmekte olan ülkelerde yaygın eğitimin yoksulluğu azaltma üzerindeki etkisini inceleyen bir literatür taraması niteliğindedir. Konu ile ilgili yayınlanmış kitaplar, makaleler ve diğer veriler incelenmiş, elde edilen sonuçlar konu ile ilişkilendirilerek yorumlanmıştır. Sonuçlar, bazı aksaklıklar olsa da, yaygın eğitimin gelişmekte olan ülkelere uygun bir model olduğunu ve yoksulluğu azaltmada olumlu etkisinin olduğunu göstermektedir.

Konu genel olarak rekabet alanındaki düzenlemeler olsa da özellikle (1) rekabeti tesis etmek amacıyla oluşturulan kurallar ve politikaların ne kadar net, açık ve ulaşılabilir olduğu ve (2) teşebbüsler hakkında rekabet otoritesi tarafından soruşturma başladıktan sonraki sürecin ne kadar şeffaf işlediği konuları üzerine odaklanılmıştır. Bu iki alandaki şeffaflıkların değerlendirilmesinde iki farklı yöntem kullanılmıştır. İlk olarak, ilgili konulardaki şeffaflığa ilişkin önermeler içeren bir anket hazırlanmış ve rekabet otoritesi çalışanlarına ve rekabet hukuku ile ilgilenen akademisyen ve hukukçulara uygulanmıştır. Katılımcılarından her bir spesifik alana ilişkin şeffaflık değerlendirmelerini yapmaları istenmiştir. İkinci olarak, mevcut yasalar, yönetmelikler, rekabet otoritesi kararları ve bunlarla ilişkili her türlü kamuoyunu bilgilendirme kanalı incelenerek mevcut kurallar ve bunların uygulanmasındaki şeffaflık ile ilgili sorunlar değerlendirilmiştir. Sorunların belirlenmesinde araştırmacıların deneyimleri ve özellikle rekabet hukuku ile ilgili araştırmacılar ve hukukçular ile yapılan bir çalıştay yol gösterici olmuştur. İlk yöntem paydaşların algılarını ölçmeyi, ikinci yöntem ise somut olgulara dayanarak spesifik olarak sorunları tespit etmeyi hedeflemiştir. Çalışma sonuçlarında şu genel bulgulara ulaşılmıştır: (1) Türkiye’deki rekabet mevzuatı ve Rekabet otoritesi, özellikle Türkiye’deki diğer hukuk alanları ve kurumları ile karşılaştırıldığında, oldukça şeffaftır. (2) Rekabet düzenlemeleri ile ilgili enformasyonu sağlamakla yükümlü olanlar ile bu enformasyonu kullananlar arasında değerlendirme farkı olduğu bulunmuştur. (3) Rekabet otoritesi üçüncü kişiler ve kamu ile enformasyon paylaşımı konusuna, soruşturma tarafları ile enformasyon paylaşımına göre, daha az önem vermektedir. (4) Rekabet alanında şeffaflığa ilişkin sorunların çoğunlukla mevcut kuralların uygulanmasından kaynaklandığı sonucuna varılmıştır. Uygulama ile ilgili en temel iki sorunun (a) “Ticari sır” ve “kurum içi yazışma” gerekçesiyle mevcut enformasyonun taraflar ile paylaşılmaması ve (b) kanunlarla açık olarak düzenlenmeyen durumlarda Kurul’un bir teamül oluşturamaması olduğu tespit edilmiştir.

Çalışmanın en önemli bulgusu, Cumhuriyetin ilanının ekonomik faaliyetlerin yapısını değiştiremediğidir. Osmanlı döneminde olduğu gibi hem nitelikli emek hem de girişimcilik alanında yabancıların egemenliği sürmektedir. İktisadi aktivitelerin faaliyet alanları ve coğrafi konumları da Osmanlı döneminden farklı değildir. Ayrıca, II. Meşrutiyet’ten sonra izlenen ‘Milli İktisat’ politikaları paralelinde milli girişimci yetiştirme çabalarının olumlu sonuçları da çalışma da gözlenmiştir
Özet (İngilizce) This study aims to illustrate business practices in Turkey during the decade following the establishment of the new Turkish Republic. Two directories published in Turkey in the late 1920s and early 1930s demonstrate empirical evidence for the paper; the establishment of the Republic did not change Turkey’s economic structure. Foreigners still continue to dominate the business environment with entrepreneurial initiatives and the supply of qualified labor -a carry over from the Ottoman era. Business sectors and geographical locations also remained unchanged. In addition, the paper argues that while foreigners continue to dominate the business environment, policies that were introduced in the early 1900s in order to develop the ‘National Bourgeoisie’ class, have successfully promoted Turkish entrepreneurship.

Its proponents have had to balance this objective, which they claim to draw from Islamic law (sharia), against consumer demand for convenient products. In general they have opted to accommodate consumer demand, but surreptitiously, using legal ruses to disguise their compromises. Turkey’s experience with credit cards offers a revealing case of the obfuscation in question. Having denounced credit cards as un-Islamic, Turkey’s Islamic banks have all proceeded to issue credit cards of their own in order to remain competitive with their openly interest-friendly, conventional rivals. With local variations, the Turkish pattern resembles that of other markets where Islamic credit cards have made inroads. In Malaysia and the United Arab Emirates, too, Islamic credit cards function like those of the conventional banks with which they compete for customers. The “Islamic” features of Islamic credit cards amount to branding. Contrary to the claims of their proponents, they do not represent fundamental financial innovation.

How did these efforts change the quantity and quality of international publications of post-Soviet economists? The results of this study show that the number of international publications increased gradually. These publications usually concern regional issues and are published in low impact journals. The preference of Russian language journals implies that language is a barrier to publish in international journals. Cooperation with Westerners is found to contribute positively to their publication performance.

This study aims to test the validity of this assumption by analyzing a cross-national survey measuring the attitudes, beliefs and behavior patterns of diverse populations in 19 European countries. The empirical results based on a logistic regression and Propensity Score Matching approach indicate no difference between Muslims and members of other religions in terms of the likelihood of involvement in giving activities. The impact of other explanatory variables on both donations and volunteer efforts were generally the same, with the exception of age and marital status. The increasing number of studies supporting the findings of this study or raising questions about the validity of Islamic economic assumptions may cause IE to reformulate its theory.

They frequently question and examine the implications of antidumping on the welfare of importing countries, global welfare and trade and find countervailing results. However, these discussions are beyond the scope of this chapter. Rather, this chapter concentrates on the problems of antidumping applications in practice, with an analysis of the biased calculations of Turkish antidumping authorities, calculations biased in favor of domestic producers. Our study reveals that Turkish antidumping authorities use discretionary practices during the course of dumping investigation for protective purposes, and also shows that an alternative calculation for damping margins may give different results than those calculated by the Turkish authorities.

Temel olarak faaliyet raporlarından yararlanılarak, söz konusu İG’larına bağlı şirketlerin hangi sektörlerde faaliyet gösterdikleri ve her bir sektördeki şirket sayısının zaman içinde nasıl değiştiği araştırılmıştır. Çalışmanın sonuçları, 1980 öncesi uygulanan ithal ikameci politikaların incelenen İG’nı faaliyet alanlarını çeşitlendirmeye teşvik ettiğini göstermektedir. 1980 sonrası benimsenen dışa açılma politikalarıyla devletin ekonomiye müdahalesinin azalması ve rekabetin artmasıyla İG çeşitleme politikalarını değiştirmişler ve 1990’lı yıllardan itibaren, faaliyet çeşitliliklerini azaltıp, belirli sektörlerde odaklanma stratejisini benimsemişlerdir. Buna göre, incelenen İG’ndan Koç 4 (finans, otomotiv, enerji ve beyaz eşya), İş Bankası 2 (finans ve cam) sektöre odaklanmıştır. The main aim of this study is to empirically examine the role of regional institutional quality, ... more The main aim of this study is to empirically examine the role of regional institutional quality, and compare the relative importance of three different institutional arrangements, namely regulatory quality, rule of law, and corruption, on propensity of firm innovation in African countries. To this end, we used the most recent World Bank Enterprise Survey (WBES) of firms from 19 African countries. Our empirical investigation using multilevel logistic regression has drawn three important conclusions. First, there is no significant relationship between firm-specific factors, such as age, ownership, and exporting, and firm innovation. Nonetheless, firms’ propensity to innovate is significantly determined by the size of the firm, R&D expenditures, on-the-job training (OJT), and capability of managers/owners to adopt new technologies. Second, the innovation performance of firms is significantly affected by regional institutional quality. Third, among different regional institutional arrangements, reducing corruption and maintaining rule of law appeared to matter the most for firm innovation.

The present study concentrates on answering following questions: (i) Do firm’s internal factors s... more The present study concentrates on answering following questions: (i) Do firm’s internal factors such as size, age, ownership, R&D spending, and exporting significantly predict the propensity of firms to engage in innovative activities in Ethiopia? (ii) Do firm’s external factors, namely, access to finance and competition, significantly predict the propensity of firms to engage in innovative activities in Ethiopia? The data source of the paper is a survey conducted by World Bank in 2015 on Ethiopian firms. Then, the factors influencing the innovativeness of Ethiopian firms are analyzed by using a logistic regression model. Results obtained through logistic regression suggest that internal factors such as the size of the firms, education level of the employees, technology adoption capability of managers, on-job training, and R&D expenditures have a significant positive impact on both types of innovations, while private and foreign ownership were only found to be significant for process innovation. Estimations also showed that access to finance has a significant (positive) impact on product innovation and the impact of the competition level is significant (negative) only in terms of process innovation. Most importantly, we found that, disregarding their statistical significance, all explanatory variables influence both process and product innovation in the same direction, probably because of the positive correlation between the two.

Ford’a referans vermeyen bir Amerikan, Volkswagen’e değinmeyen bir Alman, Toyota’sız bir Japon ekonomi tarihi yazmak mümkün değildir. Otomotiv endüstrisinin kalkınma üzerindeki en önemli etkisi kuşkusuz taşımacılık hizmetleri aracılığıyladır. Özellikle seri üretimin başlamasıyla yollardaki araç sayısı artmış, üreticiler ürettikleri malları kolaylıkla pazara götürebilmişlerdir. Pazar için üretimin genişlemesi ile üretim ölçekleri büyümüş, rekabet artmış ve bunlara bağlı olarak refah artmıştır. İnsanlar zenginleştikçe bu defa bir tüketim aracı olarak otomobil talep etmeye başlamışlardır ki bu da özellikle otomobil üretiminin daha fazla artmasına neden olmuştur. Otomotiv endüstrisinin ekonomik kalkınma ile ilişkilendirilmesinin bir diğer sebebi de endüstrinin kendisiyle bağlantılı (çelik, cam, tekstil, bilgisayar çipleri, lastik vs.) birçok sektör için ilave talep yaratıyor olmasıdır. Bugün dünya petrol ve kauçuk üretiminin yaklaşık yarısı, cam üretimin yüzde 25’i, çelik üretiminin yüzde 15’i otomotiv endüstrisi tarafından kullanılmaktadır. Otomobil endüstrisinde yaratılan her yeni istihdam imkânı ekonomide dolaylı etkilerle yaklaşık 5 kişilik istihdam yaratmaktadır. Otomotiv endüstrisinin bu özellikleri nedeniyle, gelişmekte olan birçok ülke kendi otomotiv endüstrisini geliştirmek maksadıyla çeşitli politikalar izlemektedirler. Çoğu gelişmekte olan ülkenin yaptığı, basitçe mevcut dünya markalarının kendi ülkelerinde bir üretim tesisi kurup burada üretim yapmalarını sağlamaktır. Bunlardan bazıları sektörün daha fazla katma değer yaratmasını sağlamak maksadıyla üretici firmalara bazı ilave teşvikler vermektedirler. Ülke içindeki katma değeri arttırma politikalarının uç noktasını ise yeni bir “Milli” otomobil markası yaratıp otomotiv sektörünün global oyuncularından biri haline gelme çabasıdır. “Milli” otomobil markası oluşturmak mevcut ekonomik konjonktürde uygulanabilecek en zorlu politikadır. Bu alanda başarılı olmuş son ülke 1970’lı yıllarda başlattığı “Devlet Yönetiminde Kalkınma” modeli çerçevesinde Hyundai, Kia gibi global oyuncuları çıkartmayı başaran Güney Kore’dir. Kore’den sonra “milli otomobil” üretmeye soyunan ülkelerin çoğu Kore’ye benzer politikalar izlemelerine rağmen başarılı olamamışlardır. Buna rağmen halen bazı ülkeler çok yüksek maliyetler ödeyerek “milli” bir otomobil üretmeye çalışmaktadırlar. Bu çalışma, “milli otomobil” üretme çabalarının en bilinenlerinden biri olan Malezya deneyimi ile ilişkilidir. Malezya 1980’li yıllarda -özellikle Kore deneyimini örnek alarak- bir milli otomobil projesi başlatmıştır. Çalışmada, Malezya’da “milli” otomobil üretmek için izlenen politikalar, bunların maliyetleri ve sonuçları ana hatlarıyla incelenmiştir. Görüleceği gibi “milli” otomobillerini desteklemek için Malezyalılar büyük bir bedel ödemişler ancak sonuçlar hiç de bekledikleri gibi olmamıştır. Malezya’nın neden başarısız olduğu çok daha detaylı, başka bir çalışmanın konusudur. Bu çalışmanın hedefi, günümüzde Malezya ile benzeri heveslerle “milli” otomobil üretme işine soyunan ülkelerin vatandaşlarının ve politika yapıcılarının dikkatini giriştikleri çabanın muhtemel sonuçlarına çekmektir.

Bu politikalar içinde yaygın eğitim, avantajlarının ve özelliklerinin ülke yapısına uygun olması gerekçesiyle gelişmekte olan ülkelerde çok sık uygulanmaktadır. Bu çalışma, yoksulluğu azaltıcı bir politika olarak yaygın eğitim ve gelişmekte olan ülkelerde yaygın eğitimin yoksulluğu azaltma üzerindeki etkisini inceleyen bir literatür taraması niteliğindedir. Konu ile ilgili yayınlanmış kitaplar, makaleler ve diğer veriler incelenmiş, elde edilen sonuçlar konu ile ilişkilendirilerek yorumlanmıştır. Sonuçlar, bazı aksaklıklar olsa da, yaygın eğitimin gelişmekte olan ülkelere uygun bir model olduğunu ve yoksulluğu azaltmada olumlu etkisinin olduğunu göstermektedir.

Konu genel olarak rekabet alanındaki düzenlemeler olsa da özellikle (1) rekabeti tesis etmek amacıyla oluşturulan kurallar ve politikaların ne kadar net, açık ve ulaşılabilir olduğu ve (2) teşebbüsler hakkında rekabet otoritesi tarafından soruşturma başladıktan sonraki sürecin ne kadar şeffaf işlediği konuları üzerine odaklanılmıştır. Bu iki alandaki şeffaflıkların değerlendirilmesinde iki farklı yöntem kullanılmıştır. İlk olarak, ilgili konulardaki şeffaflığa ilişkin önermeler içeren bir anket hazırlanmış ve rekabet otoritesi çalışanlarına ve rekabet hukuku ile ilgilenen akademisyen ve hukukçulara uygulanmıştır. Katılımcılarından her bir spesifik alana ilişkin şeffaflık değerlendirmelerini yapmaları istenmiştir. İkinci olarak, mevcut yasalar, yönetmelikler, rekabet otoritesi kararları ve bunlarla ilişkili her türlü kamuoyunu bilgilendirme kanalı incelenerek mevcut kurallar ve bunların uygulanmasındaki şeffaflık ile ilgili sorunlar değerlendirilmiştir. Sorunların belirlenmesinde araştırmacıların deneyimleri ve özellikle rekabet hukuku ile ilgili araştırmacılar ve hukukçular ile yapılan bir çalıştay yol gösterici olmuştur. İlk yöntem paydaşların algılarını ölçmeyi, ikinci yöntem ise somut olgulara dayanarak spesifik olarak sorunları tespit etmeyi hedeflemiştir. Çalışma sonuçlarında şu genel bulgulara ulaşılmıştır: (1) Türkiye’deki rekabet mevzuatı ve Rekabet otoritesi, özellikle Türkiye’deki diğer hukuk alanları ve kurumları ile karşılaştırıldığında, oldukça şeffaftır. (2) Rekabet düzenlemeleri ile ilgili enformasyonu sağlamakla yükümlü olanlar ile bu enformasyonu kullananlar arasında değerlendirme farkı olduğu bulunmuştur. (3) Rekabet otoritesi üçüncü kişiler ve kamu ile enformasyon paylaşımı konusuna, soruşturma tarafları ile enformasyon paylaşımına göre, daha az önem vermektedir. (4) Rekabet alanında şeffaflığa ilişkin sorunların çoğunlukla mevcut kuralların uygulanmasından kaynaklandığı sonucuna varılmıştır. Uygulama ile ilgili en temel iki sorunun (a) “Ticari sır” ve “kurum içi yazışma” gerekçesiyle mevcut enformasyonun taraflar ile paylaşılmaması ve (b) kanunlarla açık olarak düzenlenmeyen durumlarda Kurul’un bir teamül oluşturamaması olduğu tespit edilmiştir.

Çalışmanın en önemli bulgusu, Cumhuriyetin ilanının ekonomik faaliyetlerin yapısını değiştiremediğidir. Osmanlı döneminde olduğu gibi hem nitelikli emek hem de girişimcilik alanında yabancıların egemenliği sürmektedir. İktisadi aktivitelerin faaliyet alanları ve coğrafi konumları da Osmanlı döneminden farklı değildir. Ayrıca, II. Meşrutiyet’ten sonra izlenen ‘Milli İktisat’ politikaları paralelinde milli girişimci yetiştirme çabalarının olumlu sonuçları da çalışma da gözlenmiştir
Özet (İngilizce) This study aims to illustrate business practices in Turkey during the decade following the establishment of the new Turkish Republic. Two directories published in Turkey in the late 1920s and early 1930s demonstrate empirical evidence for the paper; the establishment of the Republic did not change Turkey’s economic structure. Foreigners still continue to dominate the business environment with entrepreneurial initiatives and the supply of qualified labor -a carry over from the Ottoman era. Business sectors and geographical locations also remained unchanged. In addition, the paper argues that while foreigners continue to dominate the business environment, policies that were introduced in the early 1900s in order to develop the ‘National Bourgeoisie’ class, have successfully promoted Turkish entrepreneurship.

Its proponents have had to balance this objective, which they claim to draw from Islamic law (sharia), against consumer demand for convenient products. In general they have opted to accommodate consumer demand, but surreptitiously, using legal ruses to disguise their compromises. Turkey’s experience with credit cards offers a revealing case of the obfuscation in question. Having denounced credit cards as un-Islamic, Turkey’s Islamic banks have all proceeded to issue credit cards of their own in order to remain competitive with their openly interest-friendly, conventional rivals. With local variations, the Turkish pattern resembles that of other markets where Islamic credit cards have made inroads. In Malaysia and the United Arab Emirates, too, Islamic credit cards function like those of the conventional banks with which they compete for customers. The “Islamic” features of Islamic credit cards amount to branding. Contrary to the claims of their proponents, they do not represent fundamental financial innovation.

After the collapse of socialism, political barriers were lifted, a Western style of education in economics was adopted, and English began to be taught widely as the common language in the academic realm. The aim of this study is to discuss the impact of these policies on the publication performance of economists in the former socialist countries of the Balkans region. The results reveal that the number of international publications increased gradually over the post-socialist period and fast-reforming countries performed better than the slow movers.

How did these efforts change the quantity and quality of international publications of post-Soviet economists? The results of this study show that the number of international publications increased gradually. These publications usually concern regional issues and are published in low impact journals. The preference of Russian language journals implies that language is a barrier to publish in international journals. Cooperation with Westerners is found to contribute positively to their publication performance.

The results indicate: (1) publication performance of Turkish economists and Economics departments has improved rapidly over the years but is still low; (2) there is a remarkable difference in research performance among the institutions, but competition is increasing; (3) the majority of contributions to the research output in Turkey are made by six leading universities, but members of other institutions are also increasingly eager to find themselves a place in these outlets; (4) the faculty of the six leading universities are highly motivated to publish in high quality journals, while members of the other institutions are also increasingly eager to find themselves a place in these outlets; (5) more than one third of the articles are published in ten of the 350 Social Sciences Citation Index (SSCI) Economics Journals, but the concentration ratio is decreasing over time; (6) publication performance and patterns of Turkish economists are similar to their counterparts in emerging economies, but in some aspects Turkish economists perform better.
Türkiye’de birçok kişi, bir şehirde üniversite kurulmasının o şehri kalkındıracağına dair sarsılm... more Türkiye’de birçok kişi, bir şehirde üniversite kurulmasının o şehri kalkındıracağına dair sarsılmaz bir inanca sahiptir. Üniversitenin kurulmasıyla beklenen üniversitenin kurulduğu bölgede harcamaları arttıracağı ve artan harcamaların bölgenin kalkınmasına katkıda bulunacağıdır. Bu inanç nedeniyle Türkiye’de birbiri ardına üniversiteler açılmış, 2000’li yıllarda üniversitesi olmayan il kalmamıştır. Bu alanda yapılmış Türkiye ile ilişkili akademik çalışmalar da benzer akıl yürütmeye dayalı yöntemler kullanarak üniversitelerin kuruldukları bölgeleri kalkındırdığın gösteren, dolayısıyla “her ile bir üniversite” açılması politikasını destekleyen sonuçlar bulmuşlardır. Ancak gerek üniversitelerin bölgesel kalkınmayı hangi yolla etkileyeceğine ilişkin yaklaşım gerekse bu yaklaşımı kullanarak yapılan tahminler önemli ölçüde tartışmaya açıktır. Bu yöntem, üniversitenin kurulduğu ile olan katkısını olduğundan fazla göstermekte, Cumhuriyet tarihi boyunca yürütülen üniversite aracılığı ile bölgesel kalkınmayı tetikleme politikası ile ilgilenenleri yanlış yönlendirmektedir. İlgili verilere basit bir bakış, ilk üniversitenin 50 yıl önce kurulduğu illerin bile gelir, eğitim, göç gibi göstergelerinin, kendisinden 20-30 yıl sonra bir üniversitenin kurulduğu illere göre iyileşmediğini göstermektedir. Bu nedenle yaygın kabul gören yaklaşıma dayalı “her ile bir üniversite” açma politikasının etkinliği tartışmaya açıktır. Sonuçta kamu kaynaklarının harcanması ile ilişkili olduğu için siyasilerin ve oy verenlerin bu politikayı daha fazla sorgulamaları gerekir. Akademik alanda da üniversite-bölgesel kalkınma ilişkisi hakkında birbirini tekrar eden çalışmalar yerine alternatif yaklaşımları kullanan daha derinlikli çalışmalar yapılmalıdır.

Yıllardan beri süregelen bu sorunla başa çıkabilmek amacıyla hem araştırmacılar hem siyasetçiler çeşitli çözümler önermekte, uygulamaya koymaktadırlar. İktisadi olarak geri kalmış bir bölgenin nasıl kalkındırılabileceği sorununa çoğu zaman akla ilk gelen çözüm devletin bu bölgeye iş imkanları yaratacak işletmeler kurması olmaktadır. Yine aynı gerekçe ile, devlete ait bir işletmenin kapatılmasına karar verildiğinde birçok kişi buna karşı çıkmakta, kapatmanın bölge ekonomisini olumsuz etkileyeceğini savunmaktadır. Gerçekten kamu işletmeleri bölgesel kalkınınayı olumlu yönde mi etkilemektedir? Bu çalışma, sıklıkla dile getirilen ama nadiren sorgulanmış bu soruya bir cevap arama iddiasındadır. Bu amaçla Cumhuriyet'in ilk yıllarından beri devletin çok sayıda büyük ölçekli sanayi işletmeleri kurduğu Sivas ili ile bu konuda aynı ölçüde 'cömert davranmadığı' Çorum ilinin ekonomik performansları karşılaştırılmıştır. Sonuçların açık biçimde Çorum lehine olduğu görülmüştür. Bu farkın sebepleri incelendiğinde -geniş kabul gören görüşün aksine- devletin yaptığı sanayi yatırımlarının Sivas'ın ekonomik perforınansına olumsuz etkisi olduğuna ilişkin kanıtlar bulunmuştur.

another at different times throughout the cycle. Further studies, simultaneously taking into account both the impact of the changes in military technology as well as other variables, would improve our understanding of the determinants of the changes in military recruitment systems.
Otomotiv endüstrisinin kalkınma üzerindeki en önemli etkisi kuşkusuz taşımacılık hizmetleri aracılığıyladır. Özellikle seri üretimin başlamasıyla yollardaki araç sayısı artmış, üreticiler ürettikleri malları kolaylıkla pazara götürebilmişlerdir. Pazar için üretimin genişlemesi ile üretim ölçekleri büyümüş, rekabet artmış ve bunlara bağlı olarak refah artmıştır. İnsanlar zenginleştikçe bu defa bir tüketim aracı olarak otomobil talep etmeye başlamışlardır ki bu da özellikle otomobil üretiminin daha fazla artmasına neden olmuştur.
Otomotiv endüstrisinin ekonomik kalkınma ile ilişkilendirilmesinin bir diğer sebebi de endüstrinin kendisiyle bağlantılı (çelik, cam, tekstil, bilgisayar çipleri, lastik vs.) birçok sektör için ilave talep yaratıyor olmasıdır. Bugün dünya petrol ve kauçuk üretiminin yaklaşık yarısı, cam üretimin yüzde 25’i, çelik üretiminin yüzde 15’i otomotiv endüstrisi tarafından kullanılmaktadır. Otomobil endüstrisinde yaratılan her yeni istihdam imkânı ekonomide dolaylı etkilerle yaklaşık 5 kişilik istihdam yaratmaktadır.
Otomotiv endüstrisinin bu özellikleri nedeniyle, gelişmekte olan birçok ülke kendi otomotiv endüstrisini geliştirmek maksadıyla çeşitli politikalar izlemektedirler. Çoğu gelişmekte olan ülkenin yaptığı, basitçe mevcut dünya markalarının kendi ülkelerinde bir üretim tesisi kurup burada üretim yapmalarını sağlamaktır. Bunlardan bazıları sektörün daha fazla katma değer yaratmasını sağlamak maksadıyla üretici firmalara bazı ilave teşvikler vermektedirler. Ülke içindeki katma değeri arttırma politikalarının uç noktasını ise yeni bir “Milli” otomobil markası yaratıp otomotiv sektörünün global oyuncularından biri haline gelme çabasıdır.
“Milli” otomobil markası oluşturmak mevcut ekonomik konjonktürde uygulanabilecek en zorlu politikadır. Bu alanda başarılı olmuş son ülke 1970’lı yıllarda başlattığı “Devlet Yönetiminde Kalkınma” modeli çerçevesinde Hyundai, Kia gibi global oyuncuları çıkartmayı başaran Güney Kore’dir. Kore’den sonra “milli otomobil” üretmeye soyunan ülkelerin çoğu Kore’ye benzer politikalar izlemelerine rağmen başarılı olamamışlardır. Buna rağmen halen bazı ülkeler çok yüksek maliyetler ödeyerek “milli” bir otomobil üretmeye çalışmaktadırlar.
Bu çalışma, “milli otomobil” üretme çabalarının en bilinenlerinden biri olan Malezya deneyimi ile ilişkilidir. Malezya 1980’li yıllarda -özellikle Kore deneyimini örnek alarak- bir milli otomobil projesi başlatmıştır. Çalışmada, Malezya’da “milli” otomobil üretmek için izlenen politikalar, bunların maliyetleri ve sonuçları ana hatlarıyla incelenmiştir. Görüleceği gibi “milli” otomobillerini desteklemek için Malezyalılar büyük bir bedel ödemişler ancak sonuçlar hiç de bekledikleri gibi olmamıştır.
Malezya’nın neden başarısız olduğu çok daha detaylı, başka bir çalışmanın konusudur. Bu çalışmanın hedefi, günümüzde Malezya ile benzeri heveslerle “milli” otomobil üretme işine soyunan ülkelerin vatandaşlarının ve politika yapıcılarının dikkatini giriştikleri çabanın muhtemel sonuçlarına çekmektir.
Bu çalışmada Cumhuriyetin ilk yıllarında yayınlanmış iki çalışmaya dayanarak Cumhuriyet’in ilanını takip eden ilk on yıldaki iş hayatının profilinin oluşturulması hedeflenmiştir. Çalışmanın en önemli bulgusu, Cumhuriyetin ilanının ekonomik faaliyetlerin yapısını değiştiremediğidir. Osmanlı döneminde olduğu gibi hem nitelikli emek hem de girişimcilik alanında yabancıların egemenliği sürmektedir. İktisadi aktivitelerin faaliyet alanları ve coğrafi konumları da Osmanlı döneminden farklı değildir. Ayrıca, II. Meşrutiyet’ten sonra izlenen ‘Milli İktisat’ politikaları paralelinde milli girişimci yetiştirme çabalarının olumlu sonuçları da çalışma da gözlenmiştir

This study aims to illustrate business practices in Turkey during the decade following the establishment of the new Turkish Republic. Two directories published in Turkey in the late 1920s and early 1930s demonstrate empirical evidence for the paper; the establishment of the Republic did not change Turkey’s economic structure. Foreigners still continue to dominate the business environment with entrepreneurial initiatives and the supply of qualified labor -a carry over from the Ottoman era. Business sectors and geographical locations also remained unchanged. In addition, the paper argues that while foreigners continue to dominate the business environment, policies that were introduced in the early 1900s in order to develop the ‘National Bourgeoisie’ class, have successfully promoted Turkish entrepreneurship.

Ancak gerek üniversitelerin bölgesel kalkınmayı hangi yolla etkileyeceğine ilişkin yaklaşım gerekse bu yaklaşımı kullanarak yapılan tahminler önemli ölçüde tartışmaya açıktır. Bu yöntem, üniversitenin kurulduğu ile olan katkısını olduğundan fazla göstermekte, Cumhuriyet tarihi boyunca yürütülen üniversite aracılığı ile bölgesel kalkınmayı tetikleme politikası ile ilgilenenleri yanlış yönlendirmektedir. İlgili verilere basit bir bakış, ilk üniversitenin 50 yıl önce kurulduğu illerin bile gelir, eğitim, göç gibi göstergelerinin, kendisinden 20-30 yıl sonra bir üniversitenin kurulduğu illere göre iyileşmediğini göstermektedir.
Bu nedenle yaygın kabul gören yaklaşıma dayalı “her ile bir üniversite” açma politikasının etkinliği tartışmaya açıktır. Sonuçta kamu kaynaklarının harcanması ile ilişkili olduğu için siyasilerin ve oy verenlerin bu politikayı daha fazla sorgulamaları gerekir. Akademik alanda da üniversite-bölgesel kalkınma ilişkisi hakkında birbirini tekrar eden çalışmalar yerine alternatif yaklaşımları kullanan daha derinlikli çalışmalar yapılmalıdır.
kapatılmasına karar verildiğinde birçok kişi buna karşı çıkmakta, kapatmanın bölge ekonomisini olumsuz etkileyeceğini savunmaktadır.
Gerçekten kamu işletmeleri bölgesel kalkınınayı olumlu yönde mi etkilemektedir? Bu çalışma, sıklıkla dile getirilen ama nadiren sorgulanmış bu soruya bir cevap arama iddiasındadır. Bu amaçla Cumhuriyet'in ilk yıllarından beri devletin çok sayıda büyük ölçekli sanayi işletmeleri kurduğu Sivas ili ile bu konuda aynı ölçüde 'cömert davranmadığı' Çorum ilinin ekonomik performansları karşılaştırılmıştır. Sonuçların açık biçimde Çorum lehine olduğu görülmüştür. Bu farkın sebepleri incelendiğinde -geniş kabul gören görüşün aksine- devletin
yaptığı sanayi yatırımlarının Sivas'ın ekonomik perforınansına olumsuz etkisi olduğuna ilişkin kanıtlar bulunmuştur.
