Yet, changing economic, political, legal and social conditions often turn this legacy into a liability. Since the mid-1980s, along with the neo-liberal policies, the widening of market mechanism and a competitive real-estate market were followed by the rapid privatization of public lands and other assets, the expansion of local governments’ jurisdictions, and the growing presence of global capital especially in big cities. Together with the neo-liberal urbanism, heritage has been recognized more and more as a physical asset with its economic and symbolic contributions to the cities’ competitiveness within the global market. This understanding of heritage has not only commodified and commercialized it, but it has also been undermined its social and cultural significance and values. Following the enforcement of the Urban Development Act in 1956 and the foundation of the Ministry... more Following the enforcement of the Urban Development Act in 1956 and the foundation of the Ministry of Reconstruction and Settlement in 1958, the first regional plan was developed for the Eastern Marmara Region in Turkey. The regional plan, which was prepared by the Ministry of Reconstruction and Settlement, in collaboration with the State Planning Office aimed at directing the industrial developments, the distribution of the industrial population and defining the hierarchy of urban settlements in the region respectively. The Regional Plan proposed an urban and regional infrastructure and a linear settlement development model for the Greater Istanbul area for the first time. The cities in Turkey were subject to a rapid urbanization due to a continuous flow of population from rural areas to the cities, which accelerated after 1950s. As a result, a multiplicity of new municipalities outside the existing limits of the major cities were formed, which necessitated a holistic planning in me...

METU Architecture Department during the Pan... more Remote Teaching in Architecture: On the Experience of METU Architecture Department during the Pandemics and its Aftermath Following the decision to continue teaching remotely at METU due to the COVID-19 pandemics, a series of meetings were held to reflect upon the means of online teaching in architecture, with a particular focus on design studios. Reinforcing the ‘sense of being together’ as members of a school of architecture and ‘bringing the studio to the virtual environment as a social milieu of communication and debate’ were ideas adopted as a common thread. A series of online seminars on remote teaching methods and online programs for psychological assistance offered by the university helped both the students and instructors in keeping up the pace against the hardships of the pandemics. At the end of two semesters of ‘emergency remote teaching’, it is possible to observe that the majority of the students have been successful in pursuing their education; their performance in both theoretical courses and design studios did not change, but even increased. The capacity of the students to use the digital programs was effective in this result. The transition to remote teaching as an obligation constituted an impetus for integrating the computational tools in education starting from the basic design studio in the first year. In spite of the relative success obtained in the emergency remote teaching, however, it is emphasized that ‘face to face communication’, ‘learning by making’ and the significance of ‘the context’ are still vital assets in architectural education. Although the experience of the emergency remote education opened up new perspectives, the school of architecture cannot certainly be fully transposed to the virtual environment.

He conducted the planning of the historic capital and the most populous city of Turkey from 1936 to 1951. Belonging to the first generation of urbanists, Prost has been renowned particularly with his conservative attitude toward the cultural/architectural heritage and the assets of the natural landscape. However, he adopted a highly interventionist planning approach in Istanbul.

In this framework, highlighting the city’s cultural heritage has been one of the principal objectives of the project. The organisation of Istanbul 2010 ECOC has been engaged to provide exemplary projects especially for the sites inscribed in the World Heritage List by UNESCO, by promoting participatory urban experiences based on knowledge-based, multi-action coordination models. Although the ECOC process has not been completed yet, one can argue that the Istanbul 2010 Agency has achieved its objectives in a number of urban rehabilitation projects, while «urban renovation projects» led by district municipalities still remain highly controversial.

için ondan ... more Henri Prost’un nazım planında almış olduğu ana kararları daha iyi değerlendirebilmek
için ondan önce Agache, Lambert ve Ehlgötz’ün projelerinde yer alan belli başlı
önerileri kısaca gözden geçirmek yerinde olacaktır. Her üç şehirci de İstanbul’un
limanının ve sanayi bölgesinin konumlandırılacağı, ticaretin gelişeceği alanları belirlemiş,
konut alanlarına ve yeşil alanlara ilişkin öneriler getirmiş, kentin Haliç’in
ayırdığı iki yerleşim bölgesinin bağlanmasına ve ulaşım sorunlarına yönelik çözüm
önerileri geliştirmiştir.
Prost’un İstanbul planlaması kenti modernleştirmek amacıyla kent mekânını
bir strüktür çevresinde yeniden yapılandıran, bu hedefe yönelik olarak öncelikle
gerçekleştirilecek operasyonları belirleyen, uygulamaya dönük bir planlamadır ve
ulaşım altyapısına yönelik kentsel operasyonlara öncelik vermiştir. Geliştirmiş olduğu
nazım planlar, sektör planları ve kentsel düzenlemelerin bir bölümü kendisinin
görevde olduğu dönemde uygulamaya koyulmuş, özellikle nazım plan kararları
kentin sonraki dönemlerdeki yapısal dönüşümlerine yön vermiştir. Bu yönüyle
Prost planlamasının, İstanbul’da hiçbir planlama çalışmasının olmadığı ölçüde
kentin biçimlenmesinde etkin olduğu savunulabilir.

21. Yüzyılın küreselleşme rüzgarlarının dinamikleri ışığında İstanbul’da öne çıkan kentleşme, sosyal ve fiziksel ‘kolaj’dır. Bilgi, teknoloji ve sermaye birikimi, küresel lüks tüketim kültürünün yarattığı talep ile beslenerek, özellikle yeni TOKİ yasası ile yürütülen kentsel dönüşüm projeleri ile küreselleşen dönemi fizikselleştirir: İstanbul’da toprak mülkiyetini metalaştırır. Bu projeler beraberinde, küresel ağlarla, sosyal, ekonomik ve kültürel dinamiklerle örtüşen, estetize edilmiş şiddetle örtülü yıkımları ve hızla soylulaşan / soylulaştıran bir kentsel dönüşümü getirir. İstanbul’daki kentsel ve mimari dönüşüm senaryosu, kentte yeni zenginlik ve yeni yoksulluk biçimleri oluşmakta olduğuna işaret eder. Modern kente ideolojik anlamını veren mekandaki kamusal bütünlük giderek parçalanmaktadır. Ve 2006’da, Başbakan R.T. Erdoğan’ın ekonomi vurgulu deklarasyonu, bu çerçeveyi temsil eder: ‘benim asli görevim kentimi ve ülkemi pazarlamaktır’.
Sosyal ve kamusal uzlaşma olmadan uygulamaya geçme, bu sürecin nasıl bir kentleşme, kentlileşme süreci olduğu üzerine ciddi sorular doğurur. Bugünün karmaşık, muğlak ve çoğunlukla master plansız dönüşüm ve kentsel modernizasyon sürecinde ‘estetize edilmiş şiddetle gerçekleştirilen’ yıkımları kavramak, anlamlandırabilmek açısından kentin belleğinde henüz canlı olan yıkımlar ve yapımları yeniden ele almak, deşifre etmek ve kentin yaşadıklarını tekrar tekrar gündeme getirmek kentli olarak hepimizin görevi… Bu dosya mütevazi çerçevesi ile yıkımları ve kentsel politikaları gündemde tutma girişimidir.
One of the leading urban planners of his time, Henri Prost was invited to İstanbul in 1936 to dra... more One of the leading urban planners of his time, Henri Prost was invited to İstanbul in 1936 to draw up the city's master plan. Prost's plans span from 1936 to 1951. The exhibition was curated by Pierre Pinon, known for his work on İstanbul's urban fabric and architecture, and Cânâ Bilsel, whose work focuses on the history of urban planning, urban design and urban architecture. Prost was an extremely important figure in the history of urban planning of the 20th century, working on İstanbul’s planning, he attempted to preserve the unique topography, the fabric and the historical monuments of the city, while at the same time he tried to find consistent solutions to a variety of problems like constructing a modern infrastructure, providing sanitary conditions, easing transportation, refurbishing recreational areas and uncovering historically - culturally important buildings. It is impossible to deny that in the fifty years that have passed, Prost remains the leading architect-urban planner in shaping the İstanbul of the 20th century and has left his mark on today's İstanbul, despite the fact that various approaches in the modern planning of a historical metropolis like İstanbul have come to the fore.
1936 yılında İstanbul'a davet edilen ve kentin Nazım Planı'nı oluşturmakla görevlendirilen, dönemin önde gelen şehircilerinden Henri Prost'un İstanbul planlamasına yönelik çalışmalarından oluşan sergi, Fransız Mimarlık Enstitüsü XX. Yüzyıl Mimarlık Arşivleri'nden özgün belgeleri ve dönemin fotoğraflarını içeriyor.1936'dan 1951'e kadar onbeş yıllık bir döneme yayılan Prost planlaması üzerine bugün de süren tartışmalara, Henri Prost'un mesleki kariyerindeki az bilinen bir döneme ve İstanbul'un şehircilik tarihine ışık tutan serginin küratörlüğünü, İstanbul'un kentsel dokusu ve mimarisi üstüne çalışmalarıyla tanınan Pierre Pinon ve şehircilik tarihi, kentsel tasarım ve kent mimarlığı çalışmalarıyla bilinen Cânâ Bilsel yapıyor. 20. yüzyıl şehircilik tarihi için son derece önemli bir planlamacı olan Prost, öğrenciliğinden itibaren tanıdığı ve çok etkilendiği İstanbul'u ele alırken, bir yandan kentin özgün topografyası, dokusu ve mimari anıtlarını korumayı, diğer yandan da çağdaş altyapılarla donatmayı hedeflemiş, hijyen koşullarının sağlanması, ulaşımın rahatlatılması, rekreasyon alanlarının düzenlenmesi, tarihi - kültürel açıdan önemli yapıların ortaya çıkarılması gibi pek çok soruna birbiriyle uyumlu çözümler getirmeye çalışmıştır. Tarihi Yarımada başta olmak üzere, Galata-Beyoğlu ve Eyüp bölgeleri için Prost'un geliştirdiği önerilerin bir kısmı, uygulamaya konulmuş, bazıları ise rafa kaldırılmıştır. Tarihi Yarımada ile Beyoğlu yakasını birbirine bağlayan ve Haliç üzerinden köprüyle geçen metro hattı ya da Yenikapı'da deniz, metro ve kara ulaşımının birbirine eklemlenmesi gibi bazı önerileri ise hâlâ güncelliğini korumaktadır. Aradan geçen yarım yüzyılda, İstanbul gibi tarihsel bir metropolün çağdaş planlamasına ilişkin pek çok farklı yaklaşım gündeme gelmiş olmasına rağmen Prost'un 20. yüzyıl İstanbulu'nu biçimlendiren mimar-şehircilerin başında geldiği ve günümüz kentine damgasını vurduğu inkar edilemez.

Yüzyıl Mimarlık Arşivleri'nden özgün belgeleri ve dönemin fotoğraflarını içeriyor.1936'dan 1951'e kadar onbeş yıllık bir döneme yayılan Prost planlaması üzerine bugün de süren tartışmalara, Henri Prost'un mesleki kariyerindeki az bilinen bir döneme ve İstanbul'un şehircilik tarihine ışık tutan serginin küratörlüğünü, İstanbul'un kentsel dokusu ve mimarisi üstüne çalışmalarıyla tanınan Pierre Pinon ve şehircilik tarihi, kentsel tasarım ve kent mimarlığı çalışmalarıyla bilinen Cânâ Bilsel yapıyor. 20. yüzyıl şehircilik tarihi için son derece önemli bir planlamacı olan Prost, öğrenciliğinden itibaren tanıdığı ve çok etkilendiği İstanbul'u ele alırken, bir yandan kentin özgün topografyası, dokusu ve mimari anıtlarını korumayı, diğer yandan da çağdaş altyapılarla donatmayı hedeflemiş, hijyen koşullarının sağlanması, ulaşımın rahatlatılması, rekreasyon alanlarının düzenlenmesi, tarihi - kültürel açıdan önemli yapıların ortaya çıkarılması gibi pek çok soruna birbiriyle uyumlu çözümler getirmeye çalışmıştır. Tarihi Yarımada başta olmak üzere, Galata-Beyoğlu ve Eyüp bölgeleri için Prost'un geliştirdiği önerilerin bir kısmı, uygulamaya konulmuş, bazıları ise rafa kaldırılmıştır. Tarihi Yarımada ile Beyoğlu yakasını birbirine bağlayan ve Haliç üzerinden köprüyle geçen metro hattı ya da Yenikapı'da deniz, metro ve kara ulaşımının birbirine eklemlenmesi gibi bazı önerileri ise hâlâ güncelliğini korumaktadır. Aradan geçen yarım yüzyılda, İstanbul gibi tarihsel bir metropolün çağdaş planlamasına ilişkin pek çok farklı yaklaşım gündeme gelmiş olmasına rağmen Prost'un 20. yüzyıl İstanbulu'nu biçimlendiren mimar-şehircilerin başında geldiği ve günümüz kentine damgasını vurduğu inkar edilemez.
