The distinction between urbanism, urban design and architecture is a highly controversial and ide... more The distinction between urbanism, urban design and architecture is a highly controversial and ideologically tainted undertaking, depending on the speaker’s background at times considered fundamental and at times irrelevant. Growing economic pressures and the omnipresence of aggressive marketing strategies have further accentuated a situation in which the superficial promotion of “iconic” and “sustainable” architecture seems to represent the core of an intellectually poor communication. Green spaces, major public events and -in the best case- density are often the only urban issues that enrich a public discussion that turns around alleged architectural superlatives. Due to the complexity of the task and its long timeframe, the limitation of the discourse extends also to large parts of the professional sector. How many architects who occasionally work on urban design do really know about the planning background of the districts that form our cities? How many developers know about issues like morphology and its relation to economy and policy? Often, the overly simplified and populist distinction between “modernist” and “traditional” urban paradigms controls a discussion that could be far richer. But what is at stake? What are the elements of urbanism that deserve and necessitate a wider audience? The aim of this paper is to focus on one specific topic that deals literally and by definition with wider audiences and the public: politics and democracy. During a study phase of over two years the author analyzed the planning background of 20 projects, spanning two centuries of urban development. The aim was not only to picture urban morphology and architectural content, but to understand, depict and compare issues like land ownership, land sub-division, public-private partnership, design initiative and design control. Re-examining the study’s outcome, soon published as a generously illustrated book, the author concentrates for this presentation on a selection of four projects, and shows how the public has been involved in the planning and development process, other than just as a user. This includes not only issues of participation in the conventional sense, meaning the influence of the public on the built reality and its form, but also the highly complex question of how the planning process mirrors our democratic principles, or not. The word “masterplanning” is hence revisited in its most fundamental sense. How much control do we need in order to make urban sense, and how far do we have to squeeze our freedom in order to achieve it?

Designing Change tries to answer these and many other questions through in-depth conversations with 12 leading practitioners in the field. Conceived as an unpartisan contribution to the discourse about the future of the built environment, Designing Change offers an unorthodox combination of case-study analysis and theoretical debate. It addresses the topic’s complexity through a rigorous focus on process, client relationship and development initiative.
