The traffic of packets was monitored by the Cisco Packet Tracer tool in which a network of four computers was created and used to simulate a real network system. Methodology: Brief review of the literature. Findings: Microfinance has been one of the development tools used to empower disadvantaged women entrepreneurs. The microfinance sector is increasingly being seen to be lucrative and the recent profit focus by new players in this sector and the effects of the COVID 19 pandemic are likely to reduce the social performance gains. Unique contribution to theory, practice and policy:  There is theory that access to microfinance by women leads to women empowerment, improved livelihoods and decision making. The literature review supports the theory but also highlights that microfinance on its own cannot succeed without addressing other socio economic challenges such as gender violence. Future studies needs to take an in-depth view of the socio economic challenges and how they can be mitigated once women are empowered.

A structured cross-section survey was used to collect data from 2,007 individuals, of which 165 were Local Authorities staff and 1,842 were traders in Homa Bay Municipality. Public Relations is a department which has not been effectively utilized in the public sector, pa... more Public Relations is a department which has not been effectively utilized in the public sector, particularly in the police force in Kenya. One can hardly find it clearly defined and stipulated in the statutes and organizational structures of the various public institutions. Its presumed non-existence has resulted to lack of aggressiveness and low morale among staff members, negative publicity and bribery incidences in the forces, increased insecurity, negligence and public demonstrations as witnessed in Kenya during the 2007 post election violence. This study sought to determine the effect of public relations principles in the management of the police force in Kenya. This study used cross sectional data. The study target populations were four (4) police stations in Kisumu police division comprising of approximately 330 staff members of the force in the four stations under KPD (this figures are as at October 2008). Given the numbers involved and sensitivity of information in the police force, convenience and simple random sampling were used for the study. A reconnaissance study done in October 2008 confirms the availability of respondents to provide data required. Descriptive statistics was used to analyze the data, which was presented in the form of frequency tables and bar charts. The data for the study reported that only top-level management was involved in planning activities. Majority (59.03%, n=98) of the respondents seemed to be of the opinion that the effectiveness and efficiency of the planning process including policy formulation and analysis was on the average.

The theory resulted from attitude research using the Expectancy Value Models. Therefore, TRA can be more effective if extended with additional determinants/constructs of systems use. The purpose of this study was to validate the additional constructs expected to strengthen TRA. Both qualitative and quantitative research methods were used in compilation of this paper. Additional determinants have therefore been validated using correlation and are illustrated in this article to demonstrate their effects on technology use in an Information Systems discourse. To achieve this, the authors used the findings from a study that was conducted in setting that presented rural urban characteristics, varied social economic characteristic as well as the varied age sets. The paper puts clearly the possibility of applying the theory of reasoned action in an information systems discourse, with additional constructs, giving birth to the Extended Theory of Reasoned Action.

Study objectives included assess the factors causing delay in implementation of KOSFIP project; assess the factors causing escalation of costs in implementing KOSFIP project assess the attitude of the community towards KOSFIP project; and assess the effect of community leadership on implementation of KOSFIP project. A case study research design was used to collect data from 3,000 households in the project's area of coverage. The study established that: natural occurrences such as floods and daily coordination of activities were major causes of delay as supported by 57.9% and 56.2% of the respondents respectively. Similarly, demand for compensation and resettlement, mitigation of floods and inflationary fluctuations were the major factors of cost escalation as supported by 59.6%, 49.7% and 57.5% of the respondents respectively. However, there was minimal interference with project implementation from the community as 93.7% of the respondents felt that community members were not a hindering factor. Finally, there was a weak positive linear relationship between local leaders support for implementation of KOSFIP project and their strong belief in handouts as shown by R = 0.421 and reduction in variations of R 2 = 17.8% in implementation of KOSFIP project can be explained by local leaders belief in handouts. Further, the value of t = 5.168 and 6.319 indicates that there was a strong significant positive effect on implementation of KOSFIP project by leaders' belief in handouts. The study is useful to project planners, stakeholders and financiers who are in need of relevant information on factors affecting project implementation. It will also be useful to researchers and scholars who wish to generate more knowledge or fill gaps on implementation of community projects.

However, there still existed mobile phone money service divide, highly skewed against the rural poor population. This paper was therefore seeking to explore challenges facing mobile phone money services. Qualitative research technique was used. Further, both primary and secondary data was used. The study was conducted in Homa Bay region in Kenya, using ethnography research design. The study established that mobile phone money use and adoption had numerous challenges that had hindered it. Most affected by the challenges were the mobile phone money users and potential users from the rural poor communities. Some of the challenges included lack of national ID cards by potential users, few mobile phone money agents, inadequate cash and e-floats by the agents, awareness and lack of information on how to access and operate certain features in mobile money platform, as well as language barrier.

Women within a particular society are affected by: the business environment, fundamental social and developmental considerations like education, economic factors and the level of development of a country, technological levels, political rights and civil liberties within a country. Despite efforts made to ensure that women participate in elective leadership positions, women were still under represented particularly in political positions of power and leadership in Homabay and Rangwe constituencies. The study focused on women participation on elective leadership positions, where in the year 2007 and 2013 general elections, no single woman, was elected in political positions, in Homa Bay Town and Rangwe Constituencies in Homa Bay County within the Republic of Kenya. The objectives of the study were, to establish community attitudes towards women participation in elective leadership positions, to establish whether cultural beliefs/practices affected women's participation in elective leadership positions, and to determine how family structures and setup influenced women participation in elective leadership positions in Homa Bay Town and Rangwe Constituencies, Kenya. The study established that there were minimal negative community attitudes towards women participation in elective leadership positions such as women being perceived to be weak to handle political campaigns and were also poor political mobilizers. It was also establish that to a small extent women culturally faulted when participating in elective leadership positions. Family structures and set were established to have minimal influence on women participation in elective leadership positions. Further, it was established most women did not support their colleagues who were aspirants for elective leadership positions. Women were also found to be victims of political thuggery, intimidation and frustrations from male counterparts.

Africa is the most affected, recording about 3000 deaths daily and ten new cases of attack every second. Kisumu City, Kenya is classified by the WHO as holoendemic area hence prone to malarial disease. Kisumu just like most societies experiencing unequal economic and social positions, has a record of inequality in malaria morbidity across various classes of people. This study was examining socioeconomic inequalities and malaria morbidity experiences among different classes of residents of Kisumu City. The general objective was to examine the relationship between socioeconomic inequality and morbidity due to malaria experiences in Kisumu City. Specific objectives were to; establish the extent of socioeconomic inequalities; examine the factors associated with socioeconomic inequalities and morbidity due to malaria experiences; identify the pattern of morbidity due to malaria experiences among different classes of residents of Kisumu City. The study hypothesized that Poor people are more prone to malaria attacks than the well off, and that socioeconomic status of households has an impact on morbidity due to malaria experiences. Data was collected using questionnaires and interviews. Random sampling technique was used to arrive at a sample of 120 respondents. Data was analyzed both quantitatively and qualitatively. SPSS was used to generate frequencies, percentages and mean as part of descriptive analysis while correlation was used to establish the relationships existing between the socioeconomic inequalities and morbidity due to malaria experiences. Results were presented using frequency tables, and charts. Study findings indicated an association between a higher number of the residents living in poverty and many lives claimed by malaria stand at R = 0.449. Also there was an association between the poverty level of Kisumu City residents and high cost of malaria medication as indicated by R = 0.459. From these findings, it was recommended that the Ministry of health should come up with a policy to control the incidences of free nets provided by the Government and NGOs are being sold by beneficiaries, The government should move with speed to establish a mandatory pro-poor, health scheme to reduce medical burden. This study is significant to policy makers, NGOs and various stakeholders, concerned with war against malaria, and to academia as a reference material for researchers and scholars.

The Mobile phone banking idea was initially born out of the intention to reach the unbanked poor. There exist a spectacular mobile phone money service divide, highly skewed against the rural population. The study therefore, established mobile phone elements enhancing mobile money services, in Homa Bay Region. A sample size of 48 participants for semi-structured interviews, focus group discussion and participant observation was used. The data for the study was both primary and secondary. Interview was the main tool for primary data collection, supported by focus group discussion and participant observation, while secondary data was obtained from online journals, books and Daily Newspapers. Data was analyzed using thematic analysis. The study established that remittances had a positive influence on mobile phone money use, while lack of National Identification cards as well as lack of information by some users had a negative influence on mobile phone money use in the study area.

One of such systems' currently being adopted by many organizations in Kenya is the Quality Management System (QMS), which is a government requirement for all public and state corporations. However the adoption of the QMS has raised mixed reactions from various stakeholders on whether its implementation affects the overall performance of the organization. The purpose of this study therefore was to determine the effect of implementing QMS on the performance of public universities in Kenya, a case of Maseno University. Specifically the study on based on; to establish the extent of QMS implementation in Maseno University, examine the effects of QMS implementation on students' enrolment, and establish the effect of QMS implementation on employee performance and to establish the level of infrastructural growth of Maseno University. The study adopted a case study design since it was desirable for in-depth analysis. The target population was 1283 non-teaching staff of Maseno University. A sample of 296 employees was obtained from the population using stratified random sampling. Primary data was then collected using questionnaires while secondary data obtained from records in relevant offices. Data collected was analyzed using correlation, regression analyses. The presentation of information was done in the form of tables. The study findings established that the QMS implementation had a strong positive impact on student enrolment with R 2 of 0.615 and, infrastructural growth R 2 of 0.398. The acquisition of a QMS appeared to have ignited an important role in service rendering capacity of the institution.

The purpose of this study was to determine the impact of different strategies adopted by public schools on their procurement processes. The research objectives were to: Establish the status of different procurement strategies used in public secondary schools, identify factors that influence prices, settlement time and customer satisfaction in public procurement in public schools and Determine the impact of procurement strategies on prices, settlement time and customer satisfaction. The study examined procurement strategies in local public secondary schools that covered sampled schools in Ndhiwa district. The study employed survey design in which the existing procurement strategies were considered. A sample was selected from the entire population using stratified random sampling technique in order to classify the entire population of 51 school administration officers and 340 staff member. Data was collected using structured and unstructured questionnaire. The collected data was analyzed using descriptive statistics. It was then classified and presented by frequency distribution tables, charts and graphs. Likert scale analysis was used to weigh the respondents' perception. The study revealed that using strategies in the procurement improves efficiency and minimizes the costs of purchases. The study also revealed that many challenges face the stakeholders when applying the framework of procurement practice in the public secondary schools and that there is need to identify the underlying challenges with an aim of reviewing the procurement procedures, training all persons involved in procurement; have free access to procurement information by procurement practitioners in public institutions to enable prosecution of those who flout the laid down procurement rules. On recommendation, the researcher observed the need to adopt procurement strategies, identify the underlying challenges to implementation of the procurement regulations to foster accountability and transparency in the public institutions.

Most of the Information Systems scholars, who have used this theory, have used only to set a foundation or help build other theories and models. Most affected by the challenges were the mobile phone money users and potential users from the rural poor communities. Some of the challenges included lack of national ID cards by potential users, few mobile phone money agents, inadequate cash and e-floats by the agents, awareness and lack of information on how to access and operate certain features in mobile money platform, as well as language barrier.

Women within a particular society are affected by: the business environment, fundamental social and developmental considerations like education, economic factors and the level of development of a country, technological levels, political rights and civil liberties within a country. Despite efforts made to ensure that women participate in elective leadership positions, women were still under represented particularly in political positions of power and leadership in Homabay and Rangwe constituencies. The study focused on women participation on elective leadership positions, where in the year 2007 and 2013 general elections, no single woman, was elected in political positions, in Homa Bay Town and Rangwe Constituencies in Homa Bay County within the Republic of Kenya. The objectives of the study were, to establish community attitudes towards women participation in elective leadership positions, to establish whether cultural beliefs/practices affected women's participation in elective leadership positions, and to determine how family structures and setup influenced women participation in elective leadership positions in Homa Bay Town and Rangwe Constituencies, Kenya. The study established that there were minimal negative community attitudes towards women participation in elective leadership positions such as women being perceived to be weak to handle political campaigns and were also poor political mobilizers. It was also establish that to a small extent women culturally faulted when participating in elective leadership positions. Family structures and set were established to have minimal influence on women participation in elective leadership positions. Further, it was established most women did not support their colleagues who were aspirants for elective leadership positions. Women were also found to be victims of political thuggery, intimidation and frustrations from male counterparts.
This paper assessed the factors affecting implementation of community projects At Kimira – Oluch ... more This paper assessed the factors affecting implementation of community projects At Kimira – Oluch Smallhaolder Farm Improvement Project (KOSFIP) in Homa Bay County, Kenya. Study objectives included assess the factors causing delay in implementation of KOSFIP project; assess the factors causing escalation of costs in implementing KOSFIP project assess the attitude of the community towards KOSFIP project; and assess the effect of community leadership on implementation of KOSFIP project. A case study research design was used to collect data from 3,000 households in the project's area of coverage. The study established that: natural occurrences such as floods and daily coordination of activities were major causes of delay as supported by 57.9% and 56.2% of the respondents respectively. Similarly, demand for compensation and resettlement, mitigation of floods and inflationary fluctuations were the major factors of cost escalation as supported by 59.6%, 49.7% and 57.5% of the respondents respectively. However, there was minimal interference with project implementation from the community as 93.7% of the respondents felt that community members were not a hindering factor. Finally, there was a weak positive linear relationship between local leaders support for implementation of KOSFIP project and their strong belief in handouts as shown by R = 0.421 and reduction in variations of R 2 = 17.8% in implementation of KOSFIP project can be explained by local leaders belief in handouts. Further, the value of t = 5.168 and 6.319 indicates that there was a strong significant positive effect on implementation of KOSFIP project by leaders' belief in handouts. The study is useful to project planners, stakeholders and financiers who are in need of relevant information on factors affecting project implementation. It will also be useful to researchers and scholars who wish to generate more knowledge or fill gaps on implementation of community projects.

The theory resulted from attitude research using the Expectancy Value Models. Even though this theory can be applied in studying a number of research cases in Information Systems discourse, it has not been extensively used, and in cases where it has been used, it has mainly set the stage for other theories such as Technology Acceptance Model, Unified Theory of Acceptance and Utilization of Technology and Innovation Diffusion Theory among others. This has there positioned Theory of Reasoned Action as underutilized even though it is a very strong theory to support Information Systems studies.

Africa is the most affected, recording about 3000 deaths daily and ten new cases of attack every second. Kisumu City, Kenya is classified by the WHO as holoendemic area hence prone to malarial disease. Kisumu just like most societies experiencing unequal economic and social positions, has a record of inequality in malaria morbidity across various classes of people. This study was examining socioeconomic inequalities and malaria morbidity experiences among different classes of residents of Kisumu City. The general objective was to examine the relationship between socioeconomic inequality and morbidity due to malaria experiences in Kisumu City. Specific objectives were to; establish the extent of socioeconomic inequalities; examine the factors associated with socioeconomic inequalities and morbidity due to malaria experiences; identify the pattern of morbidity due to malaria experiences among different classes of residents of Kisumu City. The study hypothesized that Poor people are more prone to malaria attacks than the well off, and that socioeconomic status of households has an impact on morbidity due to malaria experiences. Data was collected using questionnaires and interviews. Random sampling technique was used to arrive at a sample of 120 respondents. Data was analyzed both quantitatively and qualitatively. SPSS was used to generate frequencies, percentages and mean as part of descriptive analysis while correlation was used to establish the relationships existing between the socioeconomic inequalities and morbidity due to malaria experiences. Results were presented using frequency tables, and charts. Study findings indicated an association between a higher number of the residents living in poverty and many lives claimed by malaria stand at R = 0.449. Also there was an association between the poverty level of Kisumu City residents and high cost of malaria medication as indicated by R = 0.459. From these findings, it was recommended that the Ministry of health should come up with a policy to control the incidences of free nets provided by the Government and NGOs are being sold by beneficiaries, The government should move with speed to establish a mandatory pro-poor, health scheme to reduce medical burden. This study is significant to policy makers, NGOs and various stakeholders, concerned with war against malaria, and to academia as a reference material for researchers and scholars.
The history of mobile payments is more than 10 years old and mobile money services in various cou... more The history of mobile payments is more than 10 years old and mobile money services in various countries such as Finland are still relatively unpopular, even though consumers have shown clear interest towards mobile money. The Mobile phone banking idea was initially born out of the intention to reach the unbanked poor. There exist a spectacular mobile phone money service divide, highly skewed against the rural population. The study therefore, established mobile phone elements enhancing mobile money services, in Homa Bay Region. A sample size of 48 participants for semi-structured interviews, focus group discussion and participant observation was used. The data for the study was both primary and secondary. Interview was the main tool for primary data collection, supported by focus group discussion and participant observation, while secondary data was obtained from online journals, books and Daily Newspapers. Data was analyzed using thematic analysis. The study established that remittances had a positive influence on mobile phone money use, while lack of National Identification cards as well as lack of information by some users had a negative influence on mobile phone money use in the study area.

One of such systems' currently being adopted by many organizations in Kenya is the Quality Management System (QMS), which is a government requirement for all public and state corporations. However the adoption of the QMS has raised mixed reactions from various stakeholders on whether its implementation affects the overall performance of the organization. The purpose of this study therefore was to determine the effect of implementing QMS on the performance of public universities in Kenya, a case of Maseno University. Specifically the study on based on; to establish the extent of QMS implementation in Maseno University, examine the effects of QMS implementation on students' enrolment, and establish the effect of QMS implementation on employee performance and to establish the level of infrastructural growth of Maseno University. The study adopted a case study design since it was desirable for in-depth analysis. The target population was 1283 non-teaching staff of Maseno University. A sample of 296 employees was obtained from the population using stratified random sampling. Primary data was then collected using questionnaires while secondary data obtained from records in relevant offices. Data collected was analyzed using correlation, regression analyses. The presentation of information was done in the form of tables. The study findings established that the QMS implementation had a strong positive impact on student enrolment with R 2 of 0.615 and, infrastructural growth R 2 of 0.398. The acquisition of a QMS appeared to have ignited an important role in service rendering capacity of the institution.

The purpose of this study was to determine the impact of different strategies adopted by public schools on their procurement processes. The research objectives were to: Establish the status of different procurement strategies used in public secondary schools, identify factors that influence prices, settlement time and customer satisfaction in public procurement in public schools and Determine the impact of procurement strategies on prices, settlement time and customer satisfaction. The study examined procurement strategies in local public secondary schools that covered sampled schools in Ndhiwa district. The study employed survey design in which the existing procurement strategies were considered. A sample was selected from the entire population using stratified random sampling technique in order to classify the entire population of 51 school administration officers and 340 staff member. Data was collected using structured and unstructured questionnaire. The collected data was analyzed using descriptive statistics. It was then classified and presented by frequency distribution tables, charts and graphs. Likert scale analysis was used to weigh the respondents' perception. The study revealed that using strategies in the procurement improves efficiency and minimizes the costs of purchases. The study also revealed that many challenges face the stakeholders when applying the framework of procurement practice in the public secondary schools and that there is need to identify the underlying challenges with an aim of reviewing the procurement procedures, training all persons involved in procurement; have free access to procurement information by procurement practitioners in public institutions to enable prosecution of those who flout the laid down procurement rules. On recommendation, the researcher observed the need to adopt procurement strategies, identify the underlying challenges to implementation of the procurement regulations to foster accountability and transparency in the public institutions.

These theories and models focus on people's intention to engage in a certain behavior such as the adoption and use of new technologies. The Theory of Reasoned Action (TRA) is one of such theories that have been widely used in technology adoption as well as used in a number of other research fields as a foundation to such studies. Most of the Information Systems scholars, who have used this theory, have used only to set a foundation or help build other theories and models. TRA has therefore been compared with other theories and models for technological innovation, and found to be a strong theory for innovation adoption upon a few additions of other variables such as facilitating conditions, awareness of innovation by users, social pressure and user readiness.
Public Relations is a department which has not been effectively utilized in the public sector, pa... more Public Relations is a department which has not been effectively utilized in the public sector, particularly in the police force in Kenya. One can hardly find it clearly defined and stipulated in the statutes and organizational structures of the various public institutions. Its presumed non-existence has resulted to lack of aggressiveness and low morale among staff members, negative publicity and bribery incidences in the forces, increased insecurity, negligence and public demonstrations as witnessed in Kenya during the 2007 post election violence. This study sought to determine the effect of public relations principles in the management of the police force in Kenya. This study used cross sectional data. The study target populations were four (4) police stations in Kisumu police division comprising of approximately 330 staff members of the force in the four stations under KPD (this figures are as at October 2008). Given the numbers involved and sensitivity of information in the police force, convenience and simple random sampling were used for the study. A reconnaissance study done in October 2008 confirms the availability of respondents to provide data required. Descriptive statistics was used to analyze the data, which was presented in the form of frequency tables and bar charts. The data for the study reported that only top-level management was involved in planning activities. Majority (59.03%, n=98) of the respondents seemed to be of the opinion that the effectiveness and efficiency of the planning process including policy formulation and analysis was on the average. The media was most involved in informing management on PR as stated by 59.03% of the respondents. The study recommends that facts gathering instrument like conducting of interviews, literature review, observation and informal conversations be used so as to be able to collect appropriate data. This is because Radio/TV alone cannot offer holistic information on the PR situation. It would thus be important to conduct full surveys and to produce reports so as to accurately present the PR situation.
