Les contradictions portent sur la vision de société, la manière de surmonter le capitalisme et ce par quoi le remplacer, tour d’horizon des divergences fondamentales mais aussi des convergences entre décroissance et socialisme.
The dialog, or controversy, depending on how one looks at it, between advocates of degrowth and s... more The dialog, or controversy, depending on how one looks at it, between advocates of degrowth and socialism over the past years has brought about a partial convergence expressed in recent synthesis-seeking contributions. At the same time, salient differences between the two currents, highly heterogeneous within themselves, still persist. These pertain to their imaginaries on how to overcome capitalism and what to replace it with, which can easily be seen even in respective nomenclatures they employ, namely a post-capitalist future of degrowth versus socialism.
From a certain viewpoint, capitalism can be seen as generalized commodity production where individual production units make independent decisions regarding what and how much to produce, which combination of inputs and technologies to employ, how to organize the production process, and so forth. The pursuit of profit constitutes the regulating principle, and production at the aggregate level is regulated as each excessive expansion or contraction sets in motion forces that counteract the deviation.
Planning as a radically different way of organizing and coordinating production and social reproduction has rarely been engaged with by the degrowth literature in the past. This has been changing with more radical degrowth thinkers increasingly taking up the question of planning explicitly. In what follows, we focus on matters pertaining to planning which constitute, in our opinion, critical nodes of the discussion.

2015 yılında başlayıp salgında daha da etkinleşen, önemli dijitalleşme araçlarından birisi e- Nabız uygulaması, pek çok veri kaynağının toplandığı merkezi bir dijital kayıt sistemi. Salgında kullanıcı sayısı sekize katlanmış durumda. ...e-Nabız sistemi kurulduğu 2015 yılında 1,5 milyon, 2018’de yaklaşık 7 milyon kullanıcı sayısına sahipken, şu anda 55 milyondan fazla kullanıcısı ile “dünyanın en büyük kişisel sağlık kaydı sistemi”dir. Kasım 2021 itibariyle e-Nabız’a bağlı Teletıp sisteminde 380 milyon görüntü kümesi bulunuyor. Bunlar, tomografi, röntgen ya da diğer radyolojik görüntüleme dosyaları. Öte yandan, Bakan Yardımcısı, e-Nabız’ın batının algıladığı gibi "kişisel bir sağlık sistemi" olmadığını “devletin yurttaşının, vatandaşın ve hekimin sağlık bilgileri” olduğunu söylüyor. Oysa onu “kamusal” kılan tüm özellikler ortadan kaldırılırken, genişleyen sağlık piyasasının “müşteri tabanı”, veritabanı haline dönüştürülüyor. İlk olarak, kamu sağlık hizmeti, piyasalaştırılarak “müşteri” tabanı genişletilmişti. "Kamu" yani emekçiler ve halk artık bireysel müşteriydi. Dijitalleşme salgın ve kapanmaların ardından daha da yaygınlaştı, toplumsal yaşamın ve üretimin d... more Dijitalleşme salgın ve kapanmaların ardından daha da yaygınlaştı, toplumsal yaşamın ve üretimin dokusuna daha fazla işledi. Bilgisayar başında uzak- tan çalışma biçimleri, ihtiyaçları karşılamak için in- ternet üzerinden alış veriş ve elektronik ticaret hızla arttı. Bunun sonucunda üretimden, yaşamdan topla- nıp alınan sayısal veriler ve bu verilerin piyasa ve kâra yönelik işlendiği bir dünyada, bu sayısal teknolojilerle çalışma ve yaşama hali yaygınlaştı. Buna dijitalleşme dersek, yaşadığımız salgın bu sürecin bir eşik atlama- sına yol açtı. Yazıda dijitalleşmenin salgında derinleşmesi ve bununla birlikte sağlıkta yayılımı üzerine bazı gözlem- leri aktaracağız. Bu yapısal ve düşünsel krizin temelleri toplumsal üretim ilişkilerinde yatmaktadır. 20. Yüzyılın büyük krizleri, üniversiteyi dönüştürdü. Tarihsel olarak üniversitenin aşamalarından olan Humboldt tipi üniversitenin başkalaşmasına yol açtı, girişimci üniversite, multiversite kavramları buradan doğdu. Buna yeni tartışmalar da eklenebilir: Entelektüel emeğin kitleselleşmesi, Ar-Ge'nin uluslararasılaşması gibi tartışma gündemleri... Kar amaçlı üretim ve genelleşmiş meta üretimi, evrenselliği ile üniversitenin kapısına gelip dayanmıştır.
Kapitalizmin evrenselliği, meta üretiminin genelleşmesi ile gerçekleşir. Sözkonusu olan metanın genel biçim olması değil, esas olarak emek gücünün metalaşmasıdır. İşte son iki yüzyılda üniversitelerdeki dönüşüm, zihinsel (entelektüel) emek gücünün dönüşümüdür; bilim ve teknolojideki emek sürecinin kapitalist üretim sürecine dönüşmesiyle karşılıklı yürümektedir. Yazıda kapitalist üretimin bunalımlardan geçerken farklılaşan ihtiyaçlarının ve bilim ve teknoloji talebinin, üniversitelerdeki emek sürecini ve bir kavram olarak üniversiteyi nasıl dönüştürdüğü tartışılacak, üniversitenin değişiminin toplumsal koşulları irdelenecektir.
The Crisis of The University and Generalized Commodity Production
Abstract:
The University as an institution and Idea is in crisis. The basis of this structural and intellectual crisis lies in the relations of social production. The great crises of the 20th century have transformed the university. Historically, it has led to the transformation of the Humboldt-type university. The university is sieged by the "universal" greed of profit-oriented production and generalized commodity production.
The universality of capitalism relies on the generalization of commodity production. This universality does not just mean the generalization of commodification but particularly commodification of labour-power. For the last two centuries, the transformation in universities is the transformation of mental (intellectual) labor power. The labour-process of science and technology has turned into a capitalist production process. Changing needs and demands of capitalist production as it passes through crises shapes the transformation in the university. In this paper, the content of this transformation and how it changes the labour process in the university and the concept of the university will be discussed.

İçinden geçtiğimiz salgın gü... more TOPLUMSAL ÜRETİMİ YENİDEN ÖRGÜTLEME VE PLANLAMA ÜZERİNE DÜŞÜNCELER
İçinden geçtiğimiz salgın günleri, can alıcı bir gerçeği önümüze koydu. Kapitalizm, insanlar için ölümcül bir toplumsal üretim ilişkisidir. İnsan canı ve onun ihtiyaçları, toplumsal hoşnutsuzluk durumunda dolaylı olarak karşıladığı, bunun dışında umursamadığı bir artık ve atıktır. Tüm dünyada en çok yoksul ve yaşlı emekçilerin işyerlerinde, evlerinde, bakım evlerinde hastalandıklarına, öldüklerine tanık olmadık mı?
Zaten işsizliğiyle, hayat pahalılığıyla ekonomik ve toplumsal bir bunalımın içindeyken, şimdi de doğal varoluşundan ettiği virüslerle, yıktığı ekolojiyle karşı karşıyayız. Bu üretim ilişkisinin sürdürülmesi insanlık için yıkımdır. Ama tam da bu can pazarında, kapitalizmin alternatifine dosdoğru bakmaktansa, arabulucu çözümler de yükseliyor. Ekolojik yıkım ve türsel yok oluşa karşı üretimin küresel ölçekte yeniden ve emekçi halkın eliyle örgütlenmesi gerekiyor. Bunun yerine sermayeye “küçülme” öğütleyerek, öfkesi biriken kitleler imkânsız bir beklentinin arkasına dizilmeye çalışılıyor. Sanki büyüme ve tüketim, kapitalist üretimden ayrılabilirmiş gibi, kapitalizmin üstü örtülüyor.
Halbuki yaban hayatın yıkımı, iklim felaketi ve ekolojinin çöküşe sürüklenmesi, kriz ve salgının yarattığı yoksulluk, üretimin dünya üzerinde yeniden örgütlenmesini zorunlu kılıyor. Bu ne devletlere basınç yaparak düzene sokulabilir ne de ortaklaşa üretime dair bir planlamayı tasarlamadan otonom ağlar ve dayanışma inisiyatifleri yoluyla çözülebilir. Kapitalist üretimi köklü olarak eleştirmekle kalmayıp, başka bir üretim ilişkisini planlamayı, toplumsal üretimin tabandan yeniden örgütlenmesini düşünmek gerekiyor. Elbette, kâğıt üzerindeki bir plandan değil, üreten sınıfın örgütlediği ve onu harekete geçiren bir plandan bahsediyoruz. Bu yazıda böylesi bir üretimi yeniden örgütleme amacından, toplumsal tabana dayanmasından ve yeni teknolojilerin sunduğu olanaklardan bahsediyoruz.
Şili’deki Cybersyn ile, üretimin bilgisayar ağları ile tabandan başlayarak, işçilerin, halkın katılımı ile planlama deneyiminin tartışmaları; SSCB’de devasa üretimi, kaynak tedarik sistemi ile kaynakları yönlendiren Gosplan sistemini birleştirmeyi deneyen bilgisayar ağları tartışmaları… İkisi de bugün için de önemli deneyimler sunuyor.
Diğer yandan Şili, Sovyetler Birliği gibi deneyimlerin hatalarından da öğrenmek gerekiyor. Ancak karikatürleştirmeden, gerçek anlamıyla tartışarak ele almanın can alıcı olduğu ortadadır. Özörgütlülüklerle yönetime katılmanın yakıcı sorunlarını anlamaya çalışarak, toplumsal üretimin devasa yeniden örgütlenmesi sorunu, yani “planlama” üzerine düşünmek ve tartışmak kaçınılmazdır.
Bu sorunlar, sosyalizm tarihinde kitlesel hareketlerin farklı zamanlarda karşılaştığı, canlı çözümler ürettiği, olumlu ve olumsuz yönleriyle geçmişte kalmış patikalar değillerdir. Bunlar dağınıklıktan ötürü unutulmuş patikalar olabilir ama siz kaçsanız bile, bugünkü hareketlerin karşısına yeniden çıkarlar. Üstelik bellekte yer etmedikleri için sanki çok yeni sorunlar, çok özgün yanıtlarmış gibi görünürler.
Gezi’nin kısa ama umuda göz kırpan günlerinde paylaşımcı, ortaklaşmacı hayata gözlerini açan genç işçi kuşakları, “ortaklaşa paylaşmak güzeldi, peki bunu nasıl üretiriz?” diye sorarken, toplumsal üretimin örgütlenmesine dair düşünmediler mi? Kalkınmadan kaçarken “küçülme”ye tutulanlar, merkezilikten kaçarken “yataylık, yerelliklere” tutulanlar, her ikisinin en canlı deneyimlerinin hataları ve olumlu yönleriyle geçmişin derslerinde durduğunu bilmiyorlar mı?
Yeni kuşak emekçiler ve eylemciler ise bunlardan çok uzaklaşmış durumdalar, bu yüzden geleceği tartışırken geçmişle tartışmak gerekli. Ama bu tartışmaların 1990’ların yer yer barındırdığı yenilgi ruh halinden daha diri olabilmesi için geleceğin olanaklarını da öğrenerek yapmak gerekiyor.

Sovyet bilim emekçileri, dünyanın altıda birinde devasa bir üretimin toplumsal mülkiyet altına alındığı bir ülkede, bu üretimin örgütlenmesinde bilgisayarın ve bilgisayar ağlarının önemi konusunda epey ileri öngörüler taşıyorlardı. Kapitalist dünyayla sürdürülen ekonomik, askeri ve teknolojik rekabetin içinde üretime yönelik tasarımlar, soğuk savaşın gizli dosyalarında ya da muhasebesi tam yapılamamış bir geçmişin sayfalarında kalsalar da yine de çarpıcı fikirler halinde filiz vermişlerdi. Matematikçi ve bilgisayar bilimci Viktor Gluşkov, son zamanlarda parlak bir imge şeklinde öne sürülen Endüstri 4.0 gibi bir projeden çok önce 1975’te sensörlerden aldıkları bilgilerle üretim bandını anında yönetebilen bilgisayarlı üretim sistemlerini öneriyordu! Sovyet Bilim Kurgu Yazarları Kulübü ile yaptığı röportajda, bir araba fabrikasında birleştirilmek üzere bantta hareket eden parçalara eklenmiş olan manyetik kartlar sayesinde gereksinimlerdeki değişime göre bilgisayarların farklı ürün süreçlerine yönlendirdiği bir üretim bandını hayal etmelerini öneriyordu. İleride anlatacağımız bilgisayar ağlarıyla donatılan ve denetlenen üretim sisteminde (OGAS) bu tür teknolojilerin olanakları olacaktı. Ne ironi! Sovyet Bilimler Akademisi’nin altında kurulan Sibernetik Kurulu’nun başkanı Aksel Berg, henüz 1967’de yakın gelecekte “su ve elektrik gibi evimize gelmiş bir” bilgisayar ile kurduğumuz bağlantılarla sağlık ve eğitim hizmetini alabileceğimizi öngörmüştü (Gerovitch, s. 255).[i] 1977’de ABD’de IBM ile sıkı bir rekabete giren bilgisayar tekeli DEC şirketinin yöneticisi “bir neden yok ki; kimse evinde bilgisayar istemeyecektir” diyordu. Özet: Sanayi 4.0, sanayide dijital ağlara bağlı üretim süreci ile veri analizini birleştirme ve a... more Özet: Sanayi 4.0, sanayide dijital ağlara bağlı üretim süreci ile veri analizini birleştirme ve akıllı fabrikalarla üretimin bütünleşmesini öngören Avrupa merkezli bir proje olarak ortaya çıktı ve yaygınlaştı. Siberfiziksel sistemler ve akıllı fabrikalar, Bulut Bilişim ve Yapay Zeka gibi teknolojik yenilikleri kullanarak sanayinin bütünleşik otomasyonunu öngörüyor. Sadece imalat içindeki süreçleri değil, imalattan tedarikçilere, tasarımdan müşteri ilişkilerine birbirine bağlanan tüm süreci bütünleştirmeyi ve üretim sürecinin verilerini toplayarak işlemeyi öne sürüyor. Yazıda, "Sanayi 4.0" söyleminin teknolojik determinist yönünden daha çok, öngördüğü ve ima ettiği sonuçlar ile sınırları tartışılıyor. A Discussion on the Implications and Limits of Industry 4.0: Is "Online Capitalism" Possible?
Abstract: Industry 4.0 is a European project that aims to integrate digital networks and manufacturing process with the whole commodity-value chain by using sensors and cyber-physical systems, that is, the integration of computation, networking, and physical processes. The claim of the project is that the Big Data collected by the cyber-physical systems, kept and processed on The Cloud would help system to be integrated and decentralized at the same time. The artificial intelligence and Big Data analytics can help the operation of the whole process, through which, the Industrial Internet of Things can spread across the whole value chain from suppliers through manufacturing to consumption. While these are the claims of the "Industry 4.0", to what extent it can be implemented and the criticism of the technological determinism that it implies will not be the focus of this paper. In this paper, I will rather discuss the implications and limits of the "Industry 4.0 initiative". This discussion is built over two main sets of questions: (1) If the whole process is digitalized and controlled by computer algorithms as projected, can the industrial production as a whole be optimized and integrated? Do the Big Data and analytics make online capitalism possible? On the condition of the contradicting interests and profits in capitalist competition, is it possible to think optimization only as a technical problem?; (2) Does "the invisible hand" of the market become visible by the Big Data gathered from cyber-physical systems? By unpacking these questions, this paper underlines that the "Industry 4.0" project has significant limits due to capitalist competition though the conditions of integration of the whole industry mostly exist. Üretimin farklı aşamaları giderek tüm dünya üzerine yayılmaya başladı. Pek çok ürünün parçaları dünyanın pek çok ülkesinde üretiliyor. İnternet ve bilişim teknolojileri sayesinde uluslararası şirketler, üretimin bu organizasyonu ve yaygınlığına zemin sağlayan teknoloji ve iletişimdeki pek çok gelişmeyi halihazırda zaten kullanmaktalar. Bu dev çokuluslu şirketler, dünya çapında üretimi örgütlerken, bütünsel bir süreçte, üretim, dağıtım, tedarik, finansman, reklam ve pazarlama gibi tüm üretim alanını planlıyorlar. Internet ve bilişim teknolojilerinin yarattığı ağlar, bu ağlar üzerinden yürüyen bütünsel üretim örgütlenmesi, bu süreçte gelişiyor. Ama bu durum çarpıcı bir ironiye, aslında kapitalizmin çelişkili yapısına dayanıyor. Dev şirketler kendi içlerinde üretimi planlarken, kendileri için planlamayı tümüyle hayata geçirirken, şirketlerin arasında sıkı bir rekabet ve üretimde " anarşi " söz konusu. Yani bu ulusötesi şirketler, dünya çapında kendi üretimlerini örgütlerken, büyük bir planlamayı ve bunun getirdiği işlevleri kullansalar da, dünya üzerinde planlamayı aşağılıyorlar.

Halbuki, ekonomik krizlerin yol açtığı derin toplumsal bunalım anlarında bilimsel teknolojik üretimin emekçileri ve bir bütün olarak çalışanlar tarafından yaratılan ve geliştirilen bu üretim sistemleri, bu çalışanların hareketlilikleri, kendi üretimlerine sahip çıkmalarıyla yeni olanakları açığa çıkarmaktadır.

Kapitalist üretim alanında 1950’lerde otomasyon, sibernetik sistemler gelişirken, Şili’de bu yeni gelişmeler, çok farklı bir toplumsal dinamiğe dayanarak ilk kez üretimin merkezi planlamasında kullanıldı. Modern toplumda kapitalist sanayiyi ve emek sürecini disiplin altına alma işlevinin “bilimsel” ha... more Modern toplumda kapitalist sanayiyi ve emek sürecini disiplin altına alma işlevinin “bilimsel” hale gelmesi, “İşletme Bilimi”nin doğması, gerçekten de Winslow Taylor ile başlar ancak Taylor'un öne sürdüğü ölçülüp biçilen iş süreçleri, fabrika disiplini aslında ondan çok daha önce fabrika sisteminin çok daha geliştiği İngiltere'de, örneğin çömlekçi atölyesine sahip Josiah Wedgwood'un fabrikasında, 1770'li yıllarda sistemli olarak harekete geçirilir.
Wedgwood'un fabrikasında gerçekleştirilen emeği kapitalist denetleme biçimi ile birlikte belki de üretim alanında yani “işyerinde”ki ilk risk karşısında sermayenin aldığı en erken tavrı görmek olanaklıdır. Kendisi için sınıf olan, yani tarih bilinci yüksek olan sermaye, bu tutumu farklı biçimler alsa da temelde koruyacaktır.
İlk risk, henüz işçileşmenin başlangıcında, fabrika sistemi yeni ortaya çıkarken, “işyeri” ile yeni tanışan çalışan kitlelerinin emek süreçlerinin disiplin altına alınmasındaki risktir. Piyasa hızlı ve ucuza üretimi zorunlu kılar. Bu rekabette daha fazla kar için, üretim sürecinde işçinin denetimsizliğine yer yoktur. İşte Josiah Wedgwood, 1770'lerden başlayarak emek süreci disiplinini ilk sistemlileştirenlerden biridir.
Yazıda emek süreci üzerindeki bu disiplin ve denetimin tarihi aktarıldıktan sonra, işçi sağlığı ve güvenliği önlemlerinin kapitalistin gündemine nasıl girdiği irdelenecektir.
İşçi sağlığı ve güvenlik önlemleri ile risk değerlendirmesinin kapitalist bir üretimde nasıl emek denetimi için kullanılabileceği tartışılacak, bu önlemlerin sınıf mücadelesi ile nasıl değiştiği, değerlendirildiği incelenecektir.
Yazının ikinci bölümü ise, sermayenin denetimi yerine işçinin özyönetimi koşullarında neler yaşandığını ve neler yaşanabileceğini tartışıyor.

Japonya kökenli uluslararası şirketin teknolojiden sorumlu başkanı, tüm dünyada yaşanan dönüşümün önemli bir örneği sayılabilecek bir dönemi, yani Japonya’daki üniversite sistemini köklü biçimde dönüştüren süreci böyle anlatmaktadır. Şirket yöneticisi, üniversitelerde bir fabrika gibi girdi-çıktı kontrolü, performans değerlendirmesi ve ücret sistemi uygulanamamasının nasıl bir engel olduğundan şikayet etmektedir. Ne tesadüftür ki, Türkiye’de üniversitelerdeki dönüşümün köşe taşı olan temel raporlar da benzer şikayetleri dile getirmektedir!
Bologna Process and the transformation in the university system is nothing but commodification of skill. It is complementary and necessary part of labour flexibility. And as defining skill as a commodity, all the features of the commodity is assigned to skill production. Skill produced causes degradation even moral depreciation of older skills. Hence worker (engineer, software developer or doctor, researcher, expert, marketing professional) needs to look for certificates, MBAs... All kind of marketed skills as a product. As a commodity!

The dialog, or controversy, depending on how one looks at it, between advocates of degrowth and s... more The dialog, or controversy, depending on how one looks at it, between advocates of degrowth and socialism over the past years has brought about a partial convergence expressed in recent synthesis-seeking contributions. At the same time, salient differences between the two currents, highly heterogeneous within themselves, still persist. These pertain to their imaginaries on how to overcome capitalism and what to replace it with, which can easily be seen even in respective nomenclatures they employ, namely a post-capitalist future of degrowth versus socialism.
From a certain viewpoint, capitalism can be seen as generalized commodity production where individual production units make independent decisions regarding what and how much to produce, which combination of inputs and technologies to employ, how to organize the production process, and so forth. The pursuit of profit constitutes the regulating principle, and production at the aggregate level is regulated as each excessive expansion or contraction sets in motion forces that counteract the deviation.
Planning as a radically different way of organizing and coordinating production and social reproduction has rarely been engaged with by the degrowth literature in the past. This has been changing with more radical degrowth thinkers increasingly taking up the question of planning explicitly. In what follows, we focus on matters pertaining to planning which constitute, in our opinion, critical nodes of the discussion.

2015 yılında başlayıp salgında daha da etkinleşen, önemli dijitalleşme araçlarından birisi e- Nabız uygulaması, pek çok veri kaynağının toplandığı merkezi bir dijital kayıt sistemi. Salgında kullanıcı sayısı sekize katlanmış durumda. ...e-Nabız sistemi kurulduğu 2015 yılında 1,5 milyon, 2018’de yaklaşık 7 milyon kullanıcı sayısına sahipken, şu anda 55 milyondan fazla kullanıcısı ile “dünyanın en büyük kişisel sağlık kaydı sistemi”dir. Kasım 2021 itibariyle e-Nabız’a bağlı Teletıp sisteminde 380 milyon görüntü kümesi bulunuyor. Bunlar, tomografi, röntgen ya da diğer radyolojik görüntüleme dosyaları. Öte yandan, Bakan Yardımcısı, e-Nabız’ın batının algıladığı gibi "kişisel bir sağlık sistemi" olmadığını “devletin yurttaşının, vatandaşın ve hekimin sağlık bilgileri” olduğunu söylüyor. Oysa onu “kamusal” kılan tüm özellikler ortadan kaldırılırken, genişleyen sağlık piyasasının “müşteri tabanı”, veritabanı haline dönüştürülüyor. İlk olarak, kamu sağlık hizmeti, piyasalaştırılarak “müşteri” tabanı genişletilmişti. "Kamu" yani emekçiler ve halk artık bireysel müşteriydi. Son yıllarda ise “müşterilerin” sağlık verilerinin ve dijitalleşmenin piyasası genişletilmeye çalışılıyor.

Bilgisayar başında uzak- tan çalışma biçimleri, ihtiyaçları karşılamak için in- ternet üzerinden alış veriş ve elektronik ticaret hızla arttı. Bunun sonucunda üretimden, yaşamdan topla- nıp alınan sayısal veriler ve bu verilerin piyasa ve kâra yönelik işlendiği bir dünyada, bu sayısal teknolojilerle çalışma ve yaşama hali yaygınlaştı. Buna dijitalleşme dersek, yaşadığımız salgın bu sürecin bir eşik atlama- sına yol açtı. Yazıda dijitalleşmenin salgında derinleşmesi ve bununla birlikte sağlıkta yayılımı üzerine bazı gözlem- leri aktaracağız. Bu yapısal ve düşünsel krizin temelleri toplumsal üretim ilişkilerinde yatmaktadır. 20. Yüzyılın büyük krizleri, üniversiteyi dönüştürdü. Tarihsel olarak üniversitenin aşamalarından olan Humboldt tipi üniversitenin başkalaşmasına yol açtı, girişimci üniversite, multiversite kavramları buradan doğdu. Buna yeni tartışmalar da eklenebilir: Entelektüel emeğin kitleselleşmesi, Ar-Ge'nin uluslararasılaşması gibi tartışma gündemleri... Kar amaçlı üretim ve genelleşmiş meta üretimi, evrenselliği ile üniversitenin kapısına gelip dayanmıştır.
Kapitalizmin evrenselliği, meta üretiminin genelleşmesi ile gerçekleşir. Sözkonusu olan metanın genel biçim olması değil, esas olarak emek gücünün metalaşmasıdır. İşte son iki yüzyılda üniversitelerdeki dönüşüm, zihinsel (entelektüel) emek gücünün dönüşümüdür; bilim ve teknolojideki emek sürecinin kapitalist üretim sürecine dönüşmesiyle karşılıklı yürümektedir. Yazıda kapitalist üretimin bunalımlardan geçerken farklılaşan ihtiyaçlarının ve bilim ve teknoloji talebinin, üniversitelerdeki emek sürecini ve bir kavram olarak üniversiteyi nasıl dönüştürdüğü tartışılacak, üniversitenin değişiminin toplumsal koşulları irdelenecektir.
The Crisis of The University and Generalized Commodity Production
Abstract:
The University as an institution and Idea is in crisis. The basis of this structural and intellectual crisis lies in the relations of social production. The great crises of the 20th century have transformed the university. Historically, it has led to the transformation of the Humboldt-type university. The university is sieged by the "universal" greed of profit-oriented production and generalized commodity production.
The universality of capitalism relies on the generalization of commodity production. This universality does not just mean the generalization of commodification but particularly commodification of labour-power. For the last two centuries, the transformation in universities is the transformation of mental (intellectual) labor power. The labour-process of science and technology has turned into a capitalist production process. Changing needs and demands of capitalist production as it passes through crises shapes the transformation in the university. In this paper, the content of this transformation and how it changes the labour process in the university and the concept of the university will be discussed.

İçinden geçtiğimiz salgın günleri, can alıcı bir gerçeği önümüze koydu. Kapitalizm, insanlar için ölümcül bir toplumsal üretim ilişkisidir. İnsan canı ve onun ihtiyaçları, toplumsal hoşnutsuzluk durumunda dolaylı olarak karşıladığı, bunun dışında umursamadığı bir artık ve atıktır. Tüm dünyada en çok yoksul ve yaşlı emekçilerin işyerlerinde, evlerinde, bakım evlerinde hastalandıklarına, öldüklerine tanık olmadık mı?
Zaten işsizliğiyle, hayat pahalılığıyla ekonomik ve toplumsal bir bunalımın içindeyken, şimdi de doğal varoluşundan ettiği virüslerle, yıktığı ekolojiyle karşı karşıyayız. Bu üretim ilişkisinin sürdürülmesi insanlık için yıkımdır. Ama tam da bu can pazarında, kapitalizmin alternatifine dosdoğru bakmaktansa, arabulucu çözümler de yükseliyor. Ekolojik yıkım ve türsel yok oluşa karşı üretimin küresel ölçekte yeniden ve emekçi halkın eliyle örgütlenmesi gerekiyor. Bunun yerine sermayeye “küçülme” öğütleyerek, öfkesi biriken kitleler imkânsız bir beklentinin arkasına dizilmeye çalışılıyor. Sanki büyüme ve tüketim, kapitalist üretimden ayrılabilirmiş gibi, kapitalizmin üstü örtülüyor.
Halbuki yaban hayatın yıkımı, iklim felaketi ve ekolojinin çöküşe sürüklenmesi, kriz ve salgının yarattığı yoksulluk, üretimin dünya üzerinde yeniden örgütlenmesini zorunlu kılıyor. Bu ne devletlere basınç yaparak düzene sokulabilir ne de ortaklaşa üretime dair bir planlamayı tasarlamadan otonom ağlar ve dayanışma inisiyatifleri yoluyla çözülebilir. Kapitalist üretimi köklü olarak eleştirmekle kalmayıp, başka bir üretim ilişkisini planlamayı, toplumsal üretimin tabandan yeniden örgütlenmesini düşünmek gerekiyor. Elbette, kâğıt üzerindeki bir plandan değil, üreten sınıfın örgütlediği ve onu harekete geçiren bir plandan bahsediyoruz. Bu yazıda böylesi bir üretimi yeniden örgütleme amacından, toplumsal tabana dayanmasından ve yeni teknolojilerin sunduğu olanaklardan bahsediyoruz.
Şili’deki Cybersyn ile, üretimin bilgisayar ağları ile tabandan başlayarak, işçilerin, halkın katılımı ile planlama deneyiminin tartışmaları; SSCB’de devasa üretimi, kaynak tedarik sistemi ile kaynakları yönlendiren Gosplan sistemini birleştirmeyi deneyen bilgisayar ağları tartışmaları… İkisi de bugün için de önemli deneyimler sunuyor.
Diğer yandan Şili, Sovyetler Birliği gibi deneyimlerin hatalarından da öğrenmek gerekiyor. Ancak karikatürleştirmeden, gerçek anlamıyla tartışarak ele almanın can alıcı olduğu ortadadır. Özörgütlülüklerle yönetime katılmanın yakıcı sorunlarını anlamaya çalışarak, toplumsal üretimin devasa yeniden örgütlenmesi sorunu, yani “planlama” üzerine düşünmek ve tartışmak kaçınılmazdır.
Bu sorunlar, sosyalizm tarihinde kitlesel hareketlerin farklı zamanlarda karşılaştığı, canlı çözümler ürettiği, olumlu ve olumsuz yönleriyle geçmişte kalmış patikalar değillerdir. Bunlar dağınıklıktan ötürü unutulmuş patikalar olabilir ama siz kaçsanız bile, bugünkü hareketlerin karşısına yeniden çıkarlar. Üstelik bellekte yer etmedikleri için sanki çok yeni sorunlar, çok özgün yanıtlarmış gibi görünürler.
Gezi’nin kısa ama umuda göz kırpan günlerinde paylaşımcı, ortaklaşmacı hayata gözlerini açan genç işçi kuşakları, “ortaklaşa paylaşmak güzeldi, peki bunu nasıl üretiriz?” diye sorarken, toplumsal üretimin örgütlenmesine dair düşünmediler mi? Kalkınmadan kaçarken “küçülme”ye tutulanlar, merkezilikten kaçarken “yataylık, yerelliklere” tutulanlar, her ikisinin en canlı deneyimlerinin hataları ve olumlu yönleriyle geçmişin derslerinde durduğunu bilmiyorlar mı?
Yeni kuşak emekçiler ve eylemciler ise bunlardan çok uzaklaşmış durumdalar, bu yüzden geleceği tartışırken geçmişle tartışmak gerekli. Ama bu tartışmaların 1990’ların yer yer barındırdığı yenilgi ruh halinden daha diri olabilmesi için geleceğin olanaklarını da öğrenerek yapmak gerekiyor.

Sovyet bilim emekçileri, dünyanın altıda birinde devasa bir üretimin toplumsal mülkiyet altına alındığı bir ülkede, bu üretimin örgütlenmesinde bilgisayarın ve bilgisayar ağlarının önemi konusunda epey ileri öngörüler taşıyorlardı. Kapitalist dünyayla sürdürülen ekonomik, askeri ve teknolojik rekabetin içinde üretime yönelik tasarımlar, soğuk savaşın gizli dosyalarında ya da muhasebesi tam yapılamamış bir geçmişin sayfalarında kalsalar da yine de çarpıcı fikirler halinde filiz vermişlerdi. Matematikçi ve bilgisayar bilimci Viktor Gluşkov, son zamanlarda parlak bir imge şeklinde öne sürülen Endüstri 4.0 gibi bir projeden çok önce 1975’te sensörlerden aldıkları bilgilerle üretim bandını anında yönetebilen bilgisayarlı üretim sistemlerini öneriyordu! Sovyet Bilim Kurgu Yazarları Kulübü ile yaptığı röportajda, bir araba fabrikasında birleştirilmek üzere bantta hareket eden parçalara eklenmiş olan manyetik kartlar sayesinde gereksinimlerdeki değişime göre bilgisayarların farklı ürün süreçlerine yönlendirdiği bir üretim bandını hayal etmelerini öneriyordu. İleride anlatacağımız bilgisayar ağlarıyla donatılan ve denetlenen üretim sisteminde (OGAS) bu tür teknolojilerin olanakları olacaktı. Ne ironi! Sovyet Bilimler Akademisi’nin altında kurulan Sibernetik Kurulu’nun başkanı Aksel Berg, henüz 1967’de yakın gelecekte “su ve elektrik gibi evimize gelmiş bir” bilgisayar ile kurduğumuz bağlantılarla sağlık ve eğitim hizmetini alabileceğimizi öngörmüştü (Gerovitch, s. 255).[i] 1977’de ABD’de IBM ile sıkı bir rekabete giren bilgisayar tekeli DEC şirketinin yöneticisi “bir neden yok ki; kimse evinde bilgisayar istemeyecektir” diyordu. On yıl sonra bile piyasanın müthiş öngörü kapasitesi!

Özet: Sanayi 4.0, sanayide dijital ağlara bağlı üretim süreci ile veri analizini birleştirme ve a... more Özet: Sanayi 4.0, sanayide dijital ağlara bağlı üretim süreci ile veri analizini birleştirme ve akıllı fabrikalarla üretimin bütünleşmesini öngören Avrupa merkezli bir proje olarak ortaya çıktı ve yaygınlaştı. Siberfiziksel sistemler ve akıllı fabrikalar, Bulut Bilişim ve Yapay Zeka gibi teknolojik yenilikleri kullanarak sanayinin bütünleşik otomasyonunu öngörüyor. Sadece imalat içindeki süreçleri değil, imalattan tedarikçilere, tasarımdan müşteri ilişkilerine birbirine bağlanan tüm süreci bütünleştirmeyi ve üretim sürecinin verilerini toplayarak işlemeyi öne sürüyor. Yazıda, "Sanayi 4.0" söyleminin teknolojik determinist yönünden daha çok, öngördüğü ve ima ettiği sonuçlar ile sınırları tartışılıyor. A Discussion on the Implications and Limits of Industry 4.0: Is "Online Capitalism" Possible?
Abstract: Industry 4.0 is a European project that aims to integrate digital networks and manufacturing process with the whole commodity-value chain by using sensors and cyber-physical systems, that is, the integration of computation, networking, and physical processes. The claim of the project is that the Big Data collected by the cyber-physical systems, kept and processed on The Cloud would help system to be integrated and decentralized at the same time. The artificial intelligence and Big Data analytics can help the operation of the whole process, through which, the Industrial Internet of Things can spread across the whole value chain from suppliers through manufacturing to consumption. While these are the claims of the "Industry 4.0", to what extent it can be implemented and the criticism of the technological determinism that it implies will not be the focus of this paper. In this paper, I will rather discuss the implications and limits of the "Industry 4.0 initiative". This discussion is built over two main sets of questions: (1) If the whole process is digitalized and controlled by computer algorithms as projected, can the industrial production as a whole be optimized and integrated? Do the Big Data and analytics make online capitalism possible? On the condition of the contradicting interests and profits in capitalist competition, is it possible to think optimization only as a technical problem?; (2) Does "the invisible hand" of the market become visible by the Big Data gathered from cyber-physical systems? By unpacking these questions, this paper underlines that the "Industry 4.0" project has significant limits due to capitalist competition though the conditions of integration of the whole industry mostly exist. Üretimin farklı aşamaları giderek tüm dünya üzerine yayılmaya başladı. Pek çok ürünün parçaları dünyanın pek çok ülkesinde üretiliyor. İnternet ve bilişim teknolojileri sayesinde uluslararası şirketler, üretimin bu organizasyonu ve yaygınlığına zemin sağlayan teknoloji ve iletişimdeki pek çok gelişmeyi halihazırda zaten kullanmaktalar. Bu dev çokuluslu şirketler, dünya çapında üretimi örgütlerken, bütünsel bir süreçte, üretim, dağıtım, tedarik, finansman, reklam ve pazarlama gibi tüm üretim alanını planlıyorlar. Internet ve bilişim teknolojilerinin yarattığı ağlar, bu ağlar üzerinden yürüyen bütünsel üretim örgütlenmesi, bu süreçte gelişiyor. Ama bu durum çarpıcı bir ironiye, aslında kapitalizmin çelişkili yapısına dayanıyor. Dev şirketler kendi içlerinde üretimi planlarken, kendileri için planlamayı tümüyle hayata geçirirken, şirketlerin arasında sıkı bir rekabet ve üretimde " anarşi " söz konusu. Yani bu ulusötesi şirketler, dünya çapında kendi üretimlerini örgütlerken, büyük bir planlamayı ve bunun getirdiği işlevleri kullansalar da, dünya üzerinde planlamayı aşağılıyorlar.
Oysa kapitalist üretim aynı zamanda üretimin planlaması ve özyönetimi olanaklarını da yaratmaktadır. Makinaların ve bilişim sistemlerinin dev otomasyon ağı, insandan uzak, ona yabancılaşmış görünmekte ve sermayenin gücü olarak ortaya çıkmaktadır. Halbuki, ekonomik krizlerin yol açtığı derin toplumsal bunalım anlarında bilimsel teknolojik üretimin emekçileri ve bir bütün olarak çalışanlar tarafından yaratılan ve geliştirilen bu üretim sistemleri, bu çalışanların hareketlilikleri, kendi üretimlerine sahip çıkmalarıyla yeni olanakları açığa çıkarmaktadır.
ALLENDE DÖNEMİNDE CYBERSYN PROJESİ: İNTERNETTEN ÖNCE BİLGİSAYARLI ÜRETİM YÖNETİMİ DENEYİMİ
Kapitalist üretim alanında 1950’lerde otomasyon, sibernetik sistemler gelişirken, Şili’de bu yeni gelişmeler, çok farklı bir toplumsal dinamiğe dayanarak ilk kez üretimin merkezi planlamasında kullanıldı. Cybersyn olarak adlandırılan bu üretim planlaması projesi tam anlamıyla işleyişe geçmese de önemli bir deneyim olarak iz bıraktı.

Modern toplumda kapitalist sanayiyi ve emek sürecini disiplin altına alma işlevinin “bilimsel” ha... more Modern toplumda kapitalist sanayiyi ve emek sürecini disiplin altına alma işlevinin “bilimsel” hale gelmesi, “İşletme Bilimi”nin doğması, gerçekten de Winslow Taylor ile başlar ancak Taylor'un öne sürdüğü ölçülüp biçilen iş süreçleri, fabrika disiplini aslında ondan çok daha önce fabrika sisteminin çok daha geliştiği İngiltere'de, örneğin çömlekçi atölyesine sahip Josiah Wedgwood'un fabrikasında, 1770'li yıllarda sistemli olarak harekete geçirilir.
Wedgwood'un fabrikasında gerçekleştirilen emeği kapitalist denetleme biçimi ile birlikte belki de üretim alanında yani “işyerinde”ki ilk risk karşısında sermayenin aldığı en erken tavrı görmek olanaklıdır. Kendisi için sınıf olan, yani tarih bilinci yüksek olan sermaye, bu tutumu farklı biçimler alsa da temelde koruyacaktır.
İlk risk, henüz işçileşmenin başlangıcında, fabrika sistemi yeni ortaya çıkarken, “işyeri” ile yeni tanışan çalışan kitlelerinin emek süreçlerinin disiplin altına alınmasındaki risktir. Piyasa hızlı ve ucuza üretimi zorunlu kılar. Bu rekabette daha fazla kar için, üretim sürecinde işçinin denetimsizliğine yer yoktur. İşte Josiah Wedgwood, 1770'lerden başlayarak emek süreci disiplinini ilk sistemlileştirenlerden biridir.
Yazıda emek süreci üzerindeki bu disiplin ve denetimin tarihi aktarıldıktan sonra, işçi sağlığı ve güvenliği önlemlerinin kapitalistin gündemine nasıl girdiği irdelenecektir.
İşçi sağlığı ve güvenlik önlemleri ile risk değerlendirmesinin kapitalist bir üretimde nasıl emek denetimi için kullanılabileceği tartışılacak, bu önlemlerin sınıf mücadelesi ile nasıl değiştiği, değerlendirildiği incelenecektir.
Yazının ikinci bölümü ise, sermayenin denetimi yerine işçinin özyönetimi koşullarında neler yaşandığını ve neler yaşanabileceğini tartışıyor.

Japonya kökenli uluslararası şirketin teknolojiden sorumlu başkanı, tüm dünyada yaşanan dönüşümün önemli bir örneği sayılabilecek bir dönemi, yani Japonya’daki üniversite sistemini köklü biçimde dönüştüren süreci böyle anlatmaktadır. Bologna Process and the transformation in the university system is nothing but commodification of skill. It is complementary and necessary part of labour flexibility. And as defining skill as a commodity, all the features of the commodity is assigned to skill production. Skill produced causes degradation even moral depreciation of older skills. Hence worker (engineer, software developer or doctor, researcher, expert, marketing professional) needs to look for certificates, MBAs... All kind of marketed skills as a product. As a commodity!

Bu çalışmanın temel önermesi, kapitalist meta üretimi ve artı-değer sızdırma mekanizmasının toplu... more Bu çalışmanın temel önermesi, kapitalist meta üretimi ve artı-değer sızdırma mekanizmasının toplumsal ilişkilerin üzerine örttüğü örtünün altında kalan sınıfların, sosyolojik bir tasnif aracı olmaktan öte anlam taşıdıklarıdır. Burada bir ayrım koymak gerekir. Anlamak için bütünü parçalara ayırmak zorunludur. Zaten her anlama süreci, parçaları algılayarak başlar. Anlama, en yalın ve ilk haliyle sınıflar, karşılaştırır. Her sınıf analizi, sınıflar; belirli ölçülere göre değerlendirir. Önemli olan sınıf analizinin dayandığı sınıf teorisinin içeriğidir. Eğer bu teori, sınıfları üreten sürecin tarihselliğini ve geçiciliğini anlamlandıramıyorsa, yani bu sınıfları üreten ilişkiyi açığa çıkartamıyorsa, bu teoriye dayanan sınıf analizi, eldeki analitik amaçlara göre belirli insan topluluklarını kümelendirmeye yarayacaktır. Örneğin tüketim profillerini belirleyen ilişkinin nedeni gelir dağılımı mıdır yoksa bu gelir dağılımını da belirleyen bir ilişki var mıdır? Birinci önermede kalan ve bunu toplumun bir arızası olarak gören sınıf teorisi, tüketim profilleri ile gelir dağılımları arasındaki ilişkiden bir ölçü çıkaracak, sınıf analizini buna göre yapacaktır. Bu, sınıfları birer tasnif aracı olarak görme, toplumu farklı ölçülere göre yerleştirilmiş “kutucuk insanları” (box people) olarak görmenin bir örneğidir. İkincisi ise sınıfları kendilerini belirleyen toplumsal yeniden üretim süreci tarafından belirlendiği gibi, bu ilişkileri dönüştürme kapasitesine sahip dönüştürücü özne olarak anlayan sınıf teorisine dayanan bir analizi savunmaktadır. Analiz, sınıfı dönüştürücü niteliğiyle kavramayan bir sınıf teorisine dayandığında, salt tasnif eder, toplumu kutucuklara ayırır duruma düşmektedir. Sınıfları salt tasnif aracı olarak gören kavrayışın tarihsel gelişimine işaret etmek, sınıfları dönüştürücü nitelikleriyle kavrayan bir sınıf teorisine dayanan analizin önemini gösterecektir. Sınıfın günlük dilde kullanıldığı bir dönemden, ölümünün ilan edildiği günümüze kadar geçen tarihte kuşbakışı genel bir dönemlendirme bu analizlerin geçirdiği evrime değinmek için gerekli. (…) Peki Marks’ın analizinin temelini oluşturan sınıf teorisinde sınıfları dönüştürücü bir özne olarak algıladığını gösteren ayıt edici özellikler neler olabilir? Burada üç noktayı ön plana çıkarmak yerinde olabilir. Marks’ın Weydemer’e 5 Mart 1852 tarihli mektubu (Marks-Engels, 1995 :73) sık sık kullanılır. Marks burada sınıfları kendisinin bulmadığını söyler ve kendi yaptığını açıklar: Verili toplumun içindeki çelişkileri ve sınıf çelişkisini görmek, bunun gelmesi gereken yeri göstermek. Marks verili toplumun çelişkilerini yaratan süreci Kapital de, artı-değer sömürüsünü serimlerken, sermaye birikim döngüsünü de anlatarak göstermiş, sınıf çelişkilerinin en temel belirleyeninin ise sermaye ile ücretli emek arasındaki çelişki olduğunu söylemiştir. Ancak onun değer teorisini kurarken yaptığı analiz biçimi ve Gotha Programı’nı kenar notlar ile eleştirirken daha da açıkladığı noktalar, tarif edilen üretim ilişkilerini devindiren dinamiklerin nereye varacağına dair temel dayanaklara işaret ederler. Marks, dönüştürücü bir sınıf analizinin temel bileşeni olan dönüşmenin verili toplumsal ilişkilerden bütünsel olarak kopan uğrağını tarif etmiştir. (…)

In this study, the implications and limits of Industry 4.0 project will be discussed. Industry 4.... more In this study, the implications and limits of Industry 4.0 project will be discussed. Industry 4.0 is a European project that aims to integrate digital networks and manufacturing process with the whole commodity-value chain by using sensors and cyber-physical systems , that is, the integration of computation, networking, and physical processes. In order to understand the Digital Age, the study will first examine Marx's analysis of evolution of Machinery and the social relations that produce this machinery. is will pave the way for conceptualizing automation and arti cial intelligence as the key elements of Industry 4.0. After analysing the origins and social context of Industry 4.0 project, the study will discuss the implications and limits of the "Industry 4.0 initiative". e discussion is built over some crucial questions: If the whole process is digitalized and controlled by computer algorithms as projected, can the industrial production as a whole be optimized and integrated? Do the Big Data and analytics make "online capitalism" possible? On the condition of the contradicting interests and pro ts in capitalist competition, is it possible to think optimization only as a technical problem? Does "the invisible hand" of the market become visible by the Big Data gathered from cyber-physical systems? By discussing these questions, the study will criticise the blackboxing of "algorithms", "optimization" paradigms of the Industry 4.0 discourse. It will argue that blackboxing the "algorithms", "cyber-physical systems" or "Big Data and Analytics" would not hide the problem of agency, the actors seeking for pro t particularly under real-time competition. In the end, the study will suggest that the project would be a false promise for capitalism but an important possibility for another world.

Perdenin önünde parıltılı teknolojilerin gözlerimizi aldığı, bilim ve teknolojideki yeniliklerin bunca şaşaalı anlatıldığı çağda, sahne arkasını aktarıyor bize; bu alanda üreten emekçilerin işçileşme hallerini çok güzel yansıtıyor. Karadeniz bölgesinde yaşanan işçi özyönetimleri unutulmaya yüz tuttu. Bu yazıda 1969'da Çorum Alp... more Karadeniz bölgesinde yaşanan işçi özyönetimleri unutulmaya yüz tuttu. Bu yazıda 1969'da Çorum Alpagut'ta, 1980'de ise Amasya, Yeni Çeltek Maden işletmelerinde yaşanan iki işçi özyönetimi deneyimini anlatacağım. Bu deneyimlerin toplumda yarattığı etkiyle özörgütlenme dalgalarının halka halka yayılışı unutulmaya yüz tuttu. Üretimin öz yönetimi ile kırda ve kentte kurulan özörgütlenmelerin, kömür dağıtımından, eğitimin sorunlarına, işçi alımından kamyonlara yük yükleyen yaba işçilerinin birleşmesine kadar ne kadar çok alanı etkilediği, yaşam alanlarına sahip çıkan pek çok farklı işçi ve köylüyü birleştirdiği artık pek anımsanmıyor; soluk bir resim olarak bile belleklerde yer tutmuyor. Oysa işçi özyönetimi bugün unutulmamalı, özellikle güncel. Ama öncelikle, kendi kendini yönetme deneyiminin neden tekrar önemli hale geldiğini açıklarken, genel bir "kendini yönetme", "yerinden yönetme" tartışmasının içinde asıl olarak toplumsal üretimin üretenlerce yönetilmesinin merkezi önemini vurgulayacağım. Bu, neden önemli? Hem dünya çapında son derece güncel olan ve aslında son yıllarda fark etmediğimiz kırılmalar yaşayan tartışmalar için, hem de bizzat Karadeniz'in kendisi için. ... İşçi özyönetimlerinden yaşam alanlarının savunulmasına, doğanın talanını engellemeye dönük mücadelelere giden bir yol bulunmaktadır. Bu yol salt dayanışma da değildir, sınıfı ve toplumsal üretimi genişleyen anlamıyla bütüncül olarak düşünmekle öngörülebilir. Bu yazı, Karadenizin sarp yokuşlarında sisler arasında belirmeye başlayan yolu henüz başlangıç düzeyinde tarif edebilir. Herkesin sezdiğini bir kere daha hatırlatarak tamamlayalım. Karadeniz'de madenler, HES'ler ile yürüyen sermaye birikimi hırsının görünen yüzü şirketlerdir. Arkasında ise kredi veren uluslararası ve ulusal finans kurumları, imar planlarını, kadastro planlarını, çevre ve sağlık gibi ekolojik ve bilimsel verileri yanlı yansıtan, perdeleyen, çarpıtan bir bütün olarak hegemonik üretim sistemi durmaktadır. Yaşam alanlarını savunmak üzere halkın bir araya gelmesi elbette ki haklıdır ve mücadeleler birleşmelidir ancak uzun vadede doğaya, yaşam alanlarına dönük sermaye saldırısı, bir bütün olarak üretim ilişkilerine yönelik mücadele ile ve toplumsal üretimin yeniden örgütlenmesi üzerine düşünmekle alt edilebilir. Bu hareketlere kendi yetenekleriyle katılabilirler. Bazı verileri direnişçilere verebilirler, bazı uygulamaları direnişin çıkarları doğrultusunda kullanmaya başlayabilirler. Bu çok olası bir senaryo. Bu tartışmalarda temel hatalı eğilim, teknolojinin bütün kartlarını aynı anda açabileceği yanılsamasına kapılmak. Sanki bütün yenilikler aynı anda, her yerde, aynı ölçüde gerçekleşecekmiş gibi bir algı oluşuyor. Başta anlattığımız teknolojik “iyimserlik” masum değil ve hemencecik kanmamak gerekiyor. Ayrıca yine başta belirttiğimiz gibi teknoloji de sadece teknik bir olanak değil. Teknolojinin emek süreçlerindeki işlevi ve toplumsal ilişkileri görmezden geliniyor. Böyle olunca da bir yanda işin tamamen ortadan kalkacağını düşünüp sonrası için hazırlık yapma eğilimi oluşuyor. Yapay zekânın yaratacağı işsizliği, emek bileşiminde, sınıf bileşimindeki değişimi konuşabiliriz; ama önce robotun değil, kapitalizmin içinde bulunduğumuz büyük bunalımının yarattığı işsizliği konuşalım. Ne iyimserliğe hemen kanalım ne de eskinin tekrarı diyerek sıradanlaştıralım. Bu iki hatalı eğilimi de aşacak bir perspektif gerekiyor.

Machine Learning Algorithms running on Artificial Neural Networks and particularly reinforcement ... more Machine Learning Algorithms running on Artificial Neural Networks and particularly reinforcement learning were real breakthroughs of 2010s, Generative AI and transformers are of 2020s, all of them developed and spread to various branches.
And nowadays they even talk about an “existential risk” created by AI as if capitalism itself was not the real existential risk for centuries. So we should talk about capitalist production process of AI and the class structure of it.
Hence, I will first try to analyse the path from machine to machine-learning via Marx’s analysis of machine while considering the alienation as the dual and complementary part of it. Datafication of society is a consequence of this process. The data extractivism of capital transforms the datafication into profit seeking capitalist production as well as parameterisation of the society. So the data gathered in and for the sake of the capitalist production is the input of the capitalist cycle and at the same time actively intervening and manipulating both the labour process data and consumer behaviour data. The data was and is not “as given” in a capitalist production. It would be better to discuss this constant manipulation before “bias” and “ethical issues” in data gathering. AI and constantly produced and reproduced data sets transformed this problem into a new sphere. When we consider the machine learning algorithms using large dataset gathered through all cycles of capitalist social reproduction, it would be better to consider the alienation of total social labour and this new level of “manipulation”. I will try to discuss this problem and suggest “parameterization of society” vis a vis “datafication of society” considering the distinction between the social form of data collection that is capitalist data extractivism and the objective content of data gathering which is in fact a possibility to organize the social production in a different classless society. The key factor is the subjective side, that is the intersection of the producers of the AI architecture, algorithms and the data.
The evolution from machinery to AI is actually a social process that is structured by class struggle. So I will try to trace the historical development of producing “learning machines” as a class struggle and point out both sides of the development, i.e. capitalist side of AI research, from cybernetics to AI and the Soviet side of it. And finally, modern class struggle, workers involved in the production of AI versus Tech-giants…

La controverse est vive entre les partisans de la décroissance et ceux du socialisme ces dernières années. Les contradictions portent sur la vision de société, la manière de surmonter le capitalisme et ce par quoi le remplacer, tour d’horizon des divergences fondamentales mais aussi des convergences entre décroissance et socialisme.
From a certain viewpoint, capitalism can be seen as generalized commodity production where individual production units make independent decisions regarding what and how much to produce, which combination of inputs and technologies to employ, how to organize the production process, and so forth. The pursuit of profit constitutes the regulating principle, and production at the aggregate level is regulated as each excessive expansion or contraction sets in motion forces that counteract the deviation.
Planning as a radically different way of organizing and coordinating production and social reproduction has rarely been engaged with by the degrowth literature in the past. This has been changing with more radical degrowth thinkers increasingly taking up the question of planning explicitly. In what follows, we focus on matters pertaining to planning which constitute, in our opinion, critical nodes of the discussion.

Salgında kullanıcı sayısı sekize katlanmış durumda. ...e-Nabız sistemi kurulduğu 2015 yılında 1,5 milyon, 2018’de yaklaşık 7 milyon kullanıcı sayısına sahipken, şu anda 55 milyondan fazla kullanıcısı ile “dünyanın en büyük kişisel sağlık kaydı sistemi”dir. Kasım 2021 itibariyle e-Nabız’a bağlı Teletıp sisteminde 380 milyon görüntü kümesi bulunuyor. Bunlar, tomografi, röntgen ya da diğer radyolojik görüntüleme dosyaları. Öte yandan, Bakan Yardımcısı, e-Nabız’ın batının algıladığı gibi "kişisel bir sağlık sistemi" olmadığını “devletin yurttaşının, vatandaşın ve hekimin sağlık bilgileri” olduğunu söylüyor. Oysa onu “kamusal” kılan tüm özellikler ortadan kaldırılırken, genişleyen sağlık piyasasının “müşteri tabanı”, veritabanı haline dönüştürülüyor. İlk olarak, kamu sağlık hizmeti, piyasalaştırılarak “müşteri” tabanı genişletilmişti. "Kamu" yani emekçiler ve halk artık bireysel müşteriydi. Son yıllarda ise “müşterilerin” sağlık verilerinin ve dijitalleşmenin piyasası genişletilmeye çalışılıyor.

Yazıda dijitalleşmenin salgında derinleşmesi ve bununla birlikte sağlıkta yayılımı üzerine bazı gözlem- leri aktaracağız. Hayatın sayısal verilere dönüştürül- mesinin başlangıcını tartışmaya çalıştıktan sonra bu- günkü dijitalleşmeyi yazının sınırları elverdiği ölçüde belirli yönlerini öne çıkararak irdeleyeceğiz.
20. Yüzyılın büyük krizleri, üniversiteyi dönüştürdü. Tarihsel olarak üniversitenin aşamalarından olan Humboldt tipi üniversitenin başkalaşmasına yol açtı, girişimci üniversite, multiversite kavramları buradan doğdu. Buna yeni tartışmalar da eklenebilir: Entelektüel emeğin kitleselleşmesi, Ar-Ge'nin uluslararasılaşması gibi tartışma gündemleri... Kar amaçlı üretim ve genelleşmiş meta üretimi, evrenselliği ile üniversitenin kapısına gelip dayanmıştır.
Kapitalizmin evrenselliği, meta üretiminin genelleşmesi ile gerçekleşir. Sözkonusu olan metanın genel biçim olması değil, esas olarak emek gücünün metalaşmasıdır. İşte son iki yüzyılda üniversitelerdeki dönüşüm, zihinsel (entelektüel) emek gücünün dönüşümüdür; bilim ve teknolojideki emek sürecinin kapitalist üretim sürecine dönüşmesiyle karşılıklı yürümektedir. Yazıda kapitalist üretimin bunalımlardan geçerken farklılaşan ihtiyaçlarının ve bilim ve teknoloji talebinin, üniversitelerdeki emek sürecini ve bir kavram olarak üniversiteyi nasıl dönüştürdüğü tartışılacak, üniversitenin değişiminin toplumsal koşulları irdelenecektir.
The Crisis of The University and Generalized Commodity Production
Abstract:
The University as an institution and Idea is in crisis. The basis of this structural and intellectual crisis lies in the relations of social production. The great crises of the 20th century have transformed the university. Historically, it has led to the transformation of the Humboldt-type university. The university is sieged by the "universal" greed of profit-oriented production and generalized commodity production.
The universality of capitalism relies on the generalization of commodity production. This universality does not just mean the generalization of commodification but particularly commodification of labour-power. For the last two centuries, the transformation in universities is the transformation of mental (intellectual) labor power. The labour-process of science and technology has turned into a capitalist production process. Changing needs and demands of capitalist production as it passes through crises shapes the transformation in the university. In this paper, the content of this transformation and how it changes the labour process in the university and the concept of the university will be discussed.
İçinden geçtiğimiz salgın günleri, can alıcı bir gerçeği önümüze koydu. Kapitalizm, insanlar için ölümcül bir toplumsal üretim ilişkisidir. İnsan canı ve onun ihtiyaçları, toplumsal hoşnutsuzluk durumunda dolaylı olarak karşıladığı, bunun dışında umursamadığı bir artık ve atıktır. Tüm dünyada en çok yoksul ve yaşlı emekçilerin işyerlerinde, evlerinde, bakım evlerinde hastalandıklarına, öldüklerine tanık olmadık mı?
Zaten işsizliğiyle, hayat pahalılığıyla ekonomik ve toplumsal bir bunalımın içindeyken, şimdi de doğal varoluşundan ettiği virüslerle, yıktığı ekolojiyle karşı karşıyayız. Bu üretim ilişkisinin sürdürülmesi insanlık için yıkımdır. Ama tam da bu can pazarında, kapitalizmin alternatifine dosdoğru bakmaktansa, arabulucu çözümler de yükseliyor. Ekolojik yıkım ve türsel yok oluşa karşı üretimin küresel ölçekte yeniden ve emekçi halkın eliyle örgütlenmesi gerekiyor. Bunun yerine sermayeye “küçülme” öğütleyerek, öfkesi biriken kitleler imkânsız bir beklentinin arkasına dizilmeye çalışılıyor. Sanki büyüme ve tüketim, kapitalist üretimden ayrılabilirmiş gibi, kapitalizmin üstü örtülüyor.
Halbuki yaban hayatın yıkımı, iklim felaketi ve ekolojinin çöküşe sürüklenmesi, kriz ve salgının yarattığı yoksulluk, üretimin dünya üzerinde yeniden örgütlenmesini zorunlu kılıyor. Bu ne devletlere basınç yaparak düzene sokulabilir ne de ortaklaşa üretime dair bir planlamayı tasarlamadan otonom ağlar ve dayanışma inisiyatifleri yoluyla çözülebilir. Kapitalist üretimi köklü olarak eleştirmekle kalmayıp, başka bir üretim ilişkisini planlamayı, toplumsal üretimin tabandan yeniden örgütlenmesini düşünmek gerekiyor. Elbette, kâğıt üzerindeki bir plandan değil, üreten sınıfın örgütlediği ve onu harekete geçiren bir plandan bahsediyoruz.
Bu yazıda böylesi bir üretimi yeniden örgütleme amacından, toplumsal tabana dayanmasından ve yeni teknolojilerin sunduğu olanaklardan bahsediyoruz.
Şili’deki Cybersyn ile, üretimin bilgisayar ağları ile tabandan başlayarak, işçilerin, halkın katılımı ile planlama deneyiminin tartışmaları; SSCB’de devasa üretimi, kaynak tedarik sistemi ile kaynakları yönlendiren Gosplan sistemini birleştirmeyi deneyen bilgisayar ağları tartışmaları… İkisi de bugün için de önemli deneyimler sunuyor.
Diğer yandan Şili, Sovyetler Birliği gibi deneyimlerin hatalarından da öğrenmek gerekiyor. Ancak karikatürleştirmeden, gerçek anlamıyla tartışarak ele almanın can alıcı olduğu ortadadır. Özörgütlülüklerle yönetime katılmanın yakıcı sorunlarını anlamaya çalışarak, toplumsal üretimin devasa yeniden örgütlenmesi sorunu, yani “planlama” üzerine düşünmek ve tartışmak kaçınılmazdır.
Bu sorunlar, sosyalizm tarihinde kitlesel hareketlerin farklı zamanlarda karşılaştığı, canlı çözümler ürettiği, olumlu ve olumsuz yönleriyle geçmişte kalmış patikalar değillerdir. Bunlar dağınıklıktan ötürü unutulmuş patikalar olabilir ama siz kaçsanız bile, bugünkü hareketlerin karşısına yeniden çıkarlar. Üstelik bellekte yer etmedikleri için sanki çok yeni sorunlar, çok özgün yanıtlarmış gibi görünürler.
Gezi’nin kısa ama umuda göz kırpan günlerinde paylaşımcı, ortaklaşmacı hayata gözlerini açan genç işçi kuşakları, “ortaklaşa paylaşmak güzeldi, peki bunu nasıl üretiriz?” diye sorarken, toplumsal üretimin örgütlenmesine dair düşünmediler mi? Kalkınmadan kaçarken “küçülme”ye tutulanlar, merkezilikten kaçarken “yataylık, yerelliklere” tutulanlar, her ikisinin en canlı deneyimlerinin hataları ve olumlu yönleriyle geçmişin derslerinde durduğunu bilmiyorlar mı?
Yeni kuşak emekçiler ve eylemciler ise bunlardan çok uzaklaşmış durumdalar, bu yüzden geleceği tartışırken geçmişle tartışmak gerekli. Ama bu tartışmaların 1990’ların yer yer barındırdığı yenilgi ruh halinden daha diri olabilmesi için geleceğin olanaklarını da öğrenerek yapmak gerekiyor.
YOKSA ÜRETİCİ GÜÇLERİN OLANAKLARI MI?
Sovyet bilim emekçileri, dünyanın altıda birinde devasa bir üretimin toplumsal mülkiyet altına alındığı bir ülkede, bu üretimin örgütlenmesinde bilgisayarın ve bilgisayar ağlarının önemi konusunda epey ileri öngörüler taşıyorlardı.
Kapitalist dünyayla sürdürülen ekonomik, askeri ve teknolojik rekabetin içinde üretime yönelik tasarımlar, soğuk savaşın gizli dosyalarında ya da muhasebesi tam yapılamamış bir geçmişin sayfalarında kalsalar da yine de çarpıcı fikirler halinde filiz vermişlerdi.
Matematikçi ve bilgisayar bilimci Viktor Gluşkov, son zamanlarda parlak bir imge şeklinde öne sürülen Endüstri 4.0 gibi bir projeden çok önce 1975’te sensörlerden aldıkları bilgilerle üretim bandını anında yönetebilen bilgisayarlı üretim sistemlerini öneriyordu! Sovyet Bilim Kurgu Yazarları Kulübü ile yaptığı röportajda, bir araba fabrikasında birleştirilmek üzere bantta hareket eden parçalara eklenmiş olan manyetik kartlar sayesinde gereksinimlerdeki değişime göre bilgisayarların farklı ürün süreçlerine yönlendirdiği bir üretim bandını hayal etmelerini öneriyordu. İleride anlatacağımız bilgisayar ağlarıyla donatılan ve denetlenen üretim sisteminde (OGAS) bu tür teknolojilerin olanakları olacaktı. Ne ironi! Sovyet Bilimler Akademisi’nin altında kurulan Sibernetik Kurulu’nun başkanı Aksel Berg, henüz 1967’de yakın gelecekte “su ve elektrik gibi evimize gelmiş bir” bilgisayar ile kurduğumuz bağlantılarla sağlık ve eğitim hizmetini alabileceğimizi öngörmüştü (Gerovitch, s. 255).[i] 1977’de ABD’de IBM ile sıkı bir rekabete giren bilgisayar tekeli DEC şirketinin yöneticisi “bir neden yok ki; kimse evinde bilgisayar istemeyecektir” diyordu. A Discussion on the Implications and Limits of Industry 4.0: Is "Online Capitalism" Possible?
Abstract:
Industry 4.0 is a European project that aims to integrate digital networks and manufacturing process with the whole commodity-value chain by using sensors and cyber-physical systems, that is, the integration of computation, networking, and physical processes. The claim of the project is that the Big Data collected by the cyber-physical systems, kept and processed on The Cloud would help system to be integrated and decentralized at the same time. The artificial intelligence and Big Data analytics can help the operation of the whole process, through which, the Industrial Internet of Things can spread across the whole value chain from suppliers through manufacturing to consumption. While these are the claims of the "Industry 4.0", to what extent it can be implemented and the criticism of the technological determinism that it implies will not be the focus of this paper. In this paper, I will rather discuss the implications and limits of the "Industry 4.0 initiative". This discussion is built over two main sets of questions: (1) If the whole process is digitalized and controlled by computer algorithms as projected, can the industrial production as a whole be optimized and integrated? Do the Big Data and analytics make online capitalism possible? On the condition of the contradicting interests and profits in capitalist competition, is it possible to think optimization only as a technical problem?; (2) Does "the invisible hand" of the market become visible by the Big Data gathered from cyber-physical systems? By unpacking these questions, this paper underlines that the "Industry 4.0" project has significant limits due to capitalist competition though the conditions of integration of the whole industry mostly exist.

Üretimin farklı aşamaları giderek tüm dünya üzerine yayılmaya başladı. Pek çok ürünün parçaları dünyanın pek çok ülkesinde üretiliyor. İnternet ve bilişim teknolojileri sayesinde uluslararası şirketler, üretimin bu organizasyonu ve yaygınlığına zemin sağlayan teknoloji ve iletişimdeki pek çok gelişmeyi halihazırda zaten kullanmaktalar. Bu dev çokuluslu şirketler, dünya çapında üretimi örgütlerken, bütünsel bir süreçte, üretim, dağıtım, tedarik, finansman, reklam ve pazarlama gibi tüm üretim alanını planlıyorlar. Internet ve bilişim teknolojilerinin yarattığı ağlar, bu ağlar üzerinden yürüyen bütünsel üretim örgütlenmesi, bu süreçte gelişiyor. Ama bu durum çarpıcı bir ironiye, aslında kapitalizmin çelişkili yapısına dayanıyor. Dev şirketler kendi içlerinde üretimi planlarken, kendileri için planlamayı tümüyle hayata geçirirken, şirketlerin arasında sıkı bir rekabet ve üretimde " anarşi " söz konusu. Yani bu ulusötesi şirketler, dünya çapında kendi üretimlerini örgütlerken, büyük bir planlamayı ve bunun getirdiği işlevleri kullansalar da, dünya üzerinde planlamayı aşağılıyorlar.
Oysa kapitalist üretim aynı zamanda üretimin planlaması ve özyönetimi olanaklarını da yaratmaktadır. Makinaların ve bilişim sistemlerinin dev otomasyon ağı, insandan uzak, ona yabancılaşmış görünmekte ve sermayenin gücü olarak ortaya çıkmaktadır. Halbuki, ekonomik krizlerin yol açtığı derin toplumsal bunalım anlarında bilimsel teknolojik üretimin emekçileri ve bir bütün olarak çalışanlar tarafından yaratılan ve geliştirilen bu üretim sistemleri, bu çalışanların hareketlilikleri, kendi üretimlerine sahip çıkmalarıyla yeni olanakları açığa çıkarmaktadır.
ALLENDE DÖNEMİNDE CYBERSYN PROJESİ: İNTERNETTEN ÖNCE BİLGİSAYARLI ÜRETİM YÖNETİMİ DENEYİMİ
Kapitalist üretim alanında 1950’lerde otomasyon, sibernetik sistemler gelişirken, Şili’de bu yeni gelişmeler, çok farklı bir toplumsal dinamiğe dayanarak ilk kez üretimin merkezi planlamasında kullanıldı. Cybersyn olarak adlandırılan bu üretim planlaması projesi tam anlamıyla işleyişe geçmese de önemli bir deneyim olarak iz bıraktı.
Araştırmacıların bile uzak kütüphanelerin tozlu raflarında kalmış eski dergi ya da gazete sayfalarına erişmesinin çok zor olduğu koşullardan, bunların taranarak, görüntülenerek ya da ses kaydı alınarak internete koyulduğu zamanlara geldik. Artık bu arşiv hep birlikte oluşturulmalıdır!

Yazıda emek süreci üzerindeki bu disiplin ve denetimin tarihi aktarıldıktan sonra, işçi sağlığı ve güvenliği önlemlerinin kapitalistin gündemine nasıl girdiği irdelenecektir.
İşçi sağlığı ve güvenlik önlemleri ile risk değerlendirmesinin kapitalist bir üretimde nasıl emek denetimi için kullanılabileceği tartışılacak, bu önlemlerin sınıf mücadelesi ile nasıl değiştiği, değerlendirildiği incelenecektir.
Yazının ikinci bölümü ise, sermayenin denetimi yerine işçinin özyönetimi koşullarında neler yaşandığını ve neler yaşanabileceğini tartışıyor.

Bu da onlar için ek iş demek olan sanayi işbirlikleri ile ilgilenmelerine engel teşkil ediyordu. Ayrıca üniversitelerde alınan patentler devletin sayılıyordu bu da araştırmacıların haklarını kendilerine ait olmayacak teknolojiler için çaba harcamasını teşvik etmiyordu. … hükümetin üniversitelere verdiği teşvik azaltıldı. Bu sayede üniversiteler sanayi ile işbirliğine yaklaştırıldı."
Japonya kökenli uluslararası şirketin teknolojiden sorumlu başkanı, tüm dünyada yaşanan dönüşümün önemli bir örneği sayılabilecek bir dönemi, yani Japonya’daki üniversite sistemini köklü biçimde dönüştüren süreci böyle anlatmaktadır. Şirket yöneticisi, üniversitelerde bir fabrika gibi girdi-çıktı kontrolü, performans değerlendirmesi ve ücret sistemi uygulanamamasının nasıl bir engel olduğundan şikayet etmektedir. Ne tesadüftür ki, Türkiye’de üniversitelerdeki dönüşümün köşe taşı olan temel raporlar da benzer şikayetleri dile getirmektedir!
Bologna Process and the transformation in the university system is nothing but commodification of skill. It is complementary and necessary part of labour flexibility. And as defining skill as a commodity, all the features of the commodity is assigned to skill production. Skill produced causes degradation even moral depreciation of older skills. Hence worker (engineer, software developer or doctor, researcher, expert, marketing professional) needs to look for certificates, MBAs... All kind of marketed skills as a product. As a commodity!

La controverse est vive entre les partisans de la décroissance et ceux du socialisme ces dernières années. Les contradictions portent sur la vision de société, la manière de surmonter le capitalisme et ce par quoi le remplacer, tour d’horizon des divergences fondamentales mais aussi des convergences entre décroissance et socialisme.
From a certain viewpoint, capitalism can be seen as generalized commodity production where individual production units make independent decisions regarding what and how much to produce, which combination of inputs and technologies to employ, how to organize the production process, and so forth. The pursuit of profit constitutes the regulating principle, and production at the aggregate level is regulated as each excessive expansion or contraction sets in motion forces that counteract the deviation.
Planning as a radically different way of organizing and coordinating production and social reproduction has rarely been engaged with by the degrowth literature in the past. This has been changing with more radical degrowth thinkers increasingly taking up the question of planning explicitly. In what follows, we focus on matters pertaining to planning which constitute, in our opinion, critical nodes of the discussion.
2015 yılında başlayıp salgında daha da etkinleşen, önemli dijitalleşme araçlarından birisi e- Nabız uygulaması, pek çok veri kaynağının toplandığı merkezi bir dijital kayıt sistemi. Salgında kullanıcı sayısı sekize katlanmış durumda. ...e-Nabız sistemi kurulduğu 2015 yılında 1,5 milyon, 2018’de yaklaşık 7 milyon kullanıcı sayısına sahipken, şu anda 55 milyondan fazla kullanıcısı ile “dünyanın en büyük kişisel sağlık kaydı sistemi”dir. Kasım 2021 itibariyle e-Nabız’a bağlı Teletıp sisteminde 380 milyon görüntü kümesi bulunuyor. Bunlar, tomografi, röntgen ya da diğer radyolojik görüntüleme dosyaları. Öte yandan, Bakan Yardımcısı, e-Nabız’ın batının algıladığı gibi "kişisel bir sağlık sistemi" olmadığını “devletin yurttaşının, vatandaşın ve hekimin sağlık bilgileri” olduğunu söylüyor. Oysa onu “kamusal” kılan tüm özellikler ortadan kaldırılırken, genişleyen sağlık piyasasının “müşteri tabanı”, veritabanı haline dönüştürülüyor. İlk olarak, kamu sağlık hizmeti, piyasalaştırılarak “müşteri” tabanı genişletilmişti. "Kamu" yani emekçiler ve halk artık bireysel müşteriydi. Son yıllarda ise “müşterilerin” sağlık verilerinin ve dijitalleşmenin piyasası genişletilmeye çalışılıyor.

Yazıda dijitalleşmenin salgında derinleşmesi ve bununla birlikte sağlıkta yayılımı üzerine bazı gözlem- leri aktaracağız. Hayatın sayısal verilere dönüştürül- mesinin başlangıcını tartışmaya çalıştıktan sonra bu- günkü dijitalleşmeyi yazının sınırları elverdiği ölçüde belirli yönlerini öne çıkararak irdeleyeceğiz.
20. Yüzyılın büyük krizleri, üniversiteyi dönüştürdü. Tarihsel olarak üniversitenin aşamalarından olan Humboldt tipi üniversitenin başkalaşmasına yol açtı, girişimci üniversite, multiversite kavramları buradan doğdu. Buna yeni tartışmalar da eklenebilir: Entelektüel emeğin kitleselleşmesi, Ar-Ge'nin uluslararasılaşması gibi tartışma gündemleri... Kar amaçlı üretim ve genelleşmiş meta üretimi, evrenselliği ile üniversitenin kapısına gelip dayanmıştır.
Kapitalizmin evrenselliği, meta üretiminin genelleşmesi ile gerçekleşir. Sözkonusu olan metanın genel biçim olması değil, esas olarak emek gücünün metalaşmasıdır. İşte son iki yüzyılda üniversitelerdeki dönüşüm, zihinsel (entelektüel) emek gücünün dönüşümüdür; bilim ve teknolojideki emek sürecinin kapitalist üretim sürecine dönüşmesiyle karşılıklı yürümektedir. Yazıda kapitalist üretimin bunalımlardan geçerken farklılaşan ihtiyaçlarının ve bilim ve teknoloji talebinin, üniversitelerdeki emek sürecini ve bir kavram olarak üniversiteyi nasıl dönüştürdüğü tartışılacak, üniversitenin değişiminin toplumsal koşulları irdelenecektir.
The Crisis of The University and Generalized Commodity Production
Abstract:
The University as an institution and Idea is in crisis. The basis of this structural and intellectual crisis lies in the relations of social production. The great crises of the 20th century have transformed the university. Historically, it has led to the transformation of the Humboldt-type university. The university is sieged by the "universal" greed of profit-oriented production and generalized commodity production.
The universality of capitalism relies on the generalization of commodity production. This universality does not just mean the generalization of commodification but particularly commodification of labour-power. For the last two centuries, the transformation in universities is the transformation of mental (intellectual) labor power. The labour-process of science and technology has turned into a capitalist production process. Changing needs and demands of capitalist production as it passes through crises shapes the transformation in the university. In this paper, the content of this transformation and how it changes the labour process in the university and the concept of the university will be discussed.
İçinden geçtiğimiz salgın günleri, can alıcı bir gerçeği önümüze koydu. Kapitalizm, insanlar için ölümcül bir toplumsal üretim ilişkisidir. İnsan canı ve onun ihtiyaçları, toplumsal hoşnutsuzluk durumunda dolaylı olarak karşıladığı, bunun dışında umursamadığı bir artık ve atıktır. Tüm dünyada en çok yoksul ve yaşlı emekçilerin işyerlerinde, evlerinde, bakım evlerinde hastalandıklarına, öldüklerine tanık olmadık mı?
Zaten işsizliğiyle, hayat pahalılığıyla ekonomik ve toplumsal bir bunalımın içindeyken, şimdi de doğal varoluşundan ettiği virüslerle, yıktığı ekolojiyle karşı karşıyayız. Bu üretim ilişkisinin sürdürülmesi insanlık için yıkımdır. Ama tam da bu can pazarında, kapitalizmin alternatifine dosdoğru bakmaktansa, arabulucu çözümler de yükseliyor. Ekolojik yıkım ve türsel yok oluşa karşı üretimin küresel ölçekte yeniden ve emekçi halkın eliyle örgütlenmesi gerekiyor. Bunun yerine sermayeye “küçülme” öğütleyerek, öfkesi biriken kitleler imkânsız bir beklentinin arkasına dizilmeye çalışılıyor. Sanki büyüme ve tüketim, kapitalist üretimden ayrılabilirmiş gibi, kapitalizmin üstü örtülüyor.
Halbuki yaban hayatın yıkımı, iklim felaketi ve ekolojinin çöküşe sürüklenmesi, kriz ve salgının yarattığı yoksulluk, üretimin dünya üzerinde yeniden örgütlenmesini zorunlu kılıyor. Bu ne devletlere basınç yaparak düzene sokulabilir ne de ortaklaşa üretime dair bir planlamayı tasarlamadan otonom ağlar ve dayanışma inisiyatifleri yoluyla çözülebilir. Kapitalist üretimi köklü olarak eleştirmekle kalmayıp, başka bir üretim ilişkisini planlamayı, toplumsal üretimin tabandan yeniden örgütlenmesini düşünmek gerekiyor. Elbette, kâğıt üzerindeki bir plandan değil, üreten sınıfın örgütlediği ve onu harekete geçiren bir plandan bahsediyoruz.
Bu yazıda böylesi bir üretimi yeniden örgütleme amacından, toplumsal tabana dayanmasından ve yeni teknolojilerin sunduğu olanaklardan bahsediyoruz.
Şili’deki Cybersyn ile, üretimin bilgisayar ağları ile tabandan başlayarak, işçilerin, halkın katılımı ile planlama deneyiminin tartışmaları; SSCB’de devasa üretimi, kaynak tedarik sistemi ile kaynakları yönlendiren Gosplan sistemini birleştirmeyi deneyen bilgisayar ağları tartışmaları… İkisi de bugün için de önemli deneyimler sunuyor.
Diğer yandan Şili, Sovyetler Birliği gibi deneyimlerin hatalarından da öğrenmek gerekiyor. Ancak karikatürleştirmeden, gerçek anlamıyla tartışarak ele almanın can alıcı olduğu ortadadır. Özörgütlülüklerle yönetime katılmanın yakıcı sorunlarını anlamaya çalışarak, toplumsal üretimin devasa yeniden örgütlenmesi sorunu, yani “planlama” üzerine düşünmek ve tartışmak kaçınılmazdır.
Bu sorunlar, sosyalizm tarihinde kitlesel hareketlerin farklı zamanlarda karşılaştığı, canlı çözümler ürettiği, olumlu ve olumsuz yönleriyle geçmişte kalmış patikalar değillerdir. Bunlar dağınıklıktan ötürü unutulmuş patikalar olabilir ama siz kaçsanız bile, bugünkü hareketlerin karşısına yeniden çıkarlar. Üstelik bellekte yer etmedikleri için sanki çok yeni sorunlar, çok özgün yanıtlarmış gibi görünürler.
Gezi’nin kısa ama umuda göz kırpan günlerinde paylaşımcı, ortaklaşmacı hayata gözlerini açan genç işçi kuşakları, “ortaklaşa paylaşmak güzeldi, peki bunu nasıl üretiriz?” diye sorarken, toplumsal üretimin örgütlenmesine dair düşünmediler mi? Kalkınmadan kaçarken “küçülme”ye tutulanlar, merkezilikten kaçarken “yataylık, yerelliklere” tutulanlar, her ikisinin en canlı deneyimlerinin hataları ve olumlu yönleriyle geçmişin derslerinde durduğunu bilmiyorlar mı?
Yeni kuşak emekçiler ve eylemciler ise bunlardan çok uzaklaşmış durumdalar, bu yüzden geleceği tartışırken geçmişle tartışmak gerekli. Ama bu tartışmaların 1990’ların yer yer barındırdığı yenilgi ruh halinden daha diri olabilmesi için geleceğin olanaklarını da öğrenerek yapmak gerekiyor.
YOKSA ÜRETİCİ GÜÇLERİN OLANAKLARI MI?
Sovyet bilim emekçileri, dünyanın altıda birinde devasa bir üretimin toplumsal mülkiyet altına alındığı bir ülkede, bu üretimin örgütlenmesinde bilgisayarın ve bilgisayar ağlarının önemi konusunda epey ileri öngörüler taşıyorlardı.
Kapitalist dünyayla sürdürülen ekonomik, askeri ve teknolojik rekabetin içinde üretime yönelik tasarımlar, soğuk savaşın gizli dosyalarında ya da muhasebesi tam yapılamamış bir geçmişin sayfalarında kalsalar da yine de çarpıcı fikirler halinde filiz vermişlerdi.
Matematikçi ve bilgisayar bilimci Viktor Gluşkov, son zamanlarda parlak bir imge şeklinde öne sürülen Endüstri 4.0 gibi bir projeden çok önce 1975’te sensörlerden aldıkları bilgilerle üretim bandını anında yönetebilen bilgisayarlı üretim sistemlerini öneriyordu! Sovyet Bilim Kurgu Yazarları Kulübü ile yaptığı röportajda, bir araba fabrikasında birleştirilmek üzere bantta hareket eden parçalara eklenmiş olan manyetik kartlar sayesinde gereksinimlerdeki değişime göre bilgisayarların farklı ürün süreçlerine yönlendirdiği bir üretim bandını hayal etmelerini öneriyordu. İleride anlatacağımız bilgisayar ağlarıyla donatılan ve denetlenen üretim sisteminde (OGAS) bu tür teknolojilerin olanakları olacaktı. Ne ironi! Sovyet Bilimler Akademisi’nin altında kurulan Sibernetik Kurulu’nun başkanı Aksel Berg, henüz 1967’de yakın gelecekte “su ve elektrik gibi evimize gelmiş bir” bilgisayar ile kurduğumuz bağlantılarla sağlık ve eğitim hizmetini alabileceğimizi öngörmüştü (Gerovitch, s. 255).[i] 1977’de ABD’de IBM ile sıkı bir rekabete giren bilgisayar tekeli DEC şirketinin yöneticisi “bir neden yok ki; kimse evinde bilgisayar istemeyecektir” diyordu. On yıl sonra bile piyasanın müthiş öngörü kapasitesi!

A Discussion on the Implications and Limits of Industry 4.0: Is "Online Capitalism" Possible?
Abstract:
Industry 4.0 is a European project that aims to integrate digital networks and manufacturing process with the whole commodity-value chain by using sensors and cyber-physical systems, that is, the integration of computation, networking, and physical processes. The claim of the project is that the Big Data collected by the cyber-physical systems, kept and processed on The Cloud would help system to be integrated and decentralized at the same time. The artificial intelligence and Big Data analytics can help the operation of the whole process, through which, the Industrial Internet of Things can spread across the whole value chain from suppliers through manufacturing to consumption. While these are the claims of the "Industry 4.0", to what extent it can be implemented and the criticism of the technological determinism that it implies will not be the focus of this paper. In this paper, I will rather discuss the implications and limits of the "Industry 4.0 initiative". This discussion is built over two main sets of questions: (1) If the whole process is digitalized and controlled by computer algorithms as projected, can the industrial production as a whole be optimized and integrated? Do the Big Data and analytics make online capitalism possible? On the condition of the contradicting interests and profits in capitalist competition, is it possible to think optimization only as a technical problem?; (2) Does "the invisible hand" of the market become visible by the Big Data gathered from cyber-physical systems? By unpacking these questions, this paper underlines that the "Industry 4.0" project has significant limits due to capitalist competition though the conditions of integration of the whole industry mostly exist.

Üretimin farklı aşamaları giderek tüm dünya üzerine yayılmaya başladı. Pek çok ürünün parçaları dünyanın pek çok ülkesinde üretiliyor. İnternet ve bilişim teknolojileri sayesinde uluslararası şirketler, üretimin bu organizasyonu ve yaygınlığına zemin sağlayan teknoloji ve iletişimdeki pek çok gelişmeyi halihazırda zaten kullanmaktalar. Bu dev çokuluslu şirketler, dünya çapında üretimi örgütlerken, bütünsel bir süreçte, üretim, dağıtım, tedarik, finansman, reklam ve pazarlama gibi tüm üretim alanını planlıyorlar. Internet ve bilişim teknolojilerinin yarattığı ağlar, bu ağlar üzerinden yürüyen bütünsel üretim örgütlenmesi, bu süreçte gelişiyor. Ama bu durum çarpıcı bir ironiye, aslında kapitalizmin çelişkili yapısına dayanıyor. Dev şirketler kendi içlerinde üretimi planlarken, kendileri için planlamayı tümüyle hayata geçirirken, şirketlerin arasında sıkı bir rekabet ve üretimde " anarşi " söz konusu. Yani bu ulusötesi şirketler, dünya çapında kendi üretimlerini örgütlerken, büyük bir planlamayı ve bunun getirdiği işlevleri kullansalar da, dünya üzerinde planlamayı aşağılıyorlar.
Oysa kapitalist üretim aynı zamanda üretimin planlaması ve özyönetimi olanaklarını da yaratmaktadır. Makinaların ve bilişim sistemlerinin dev otomasyon ağı, insandan uzak, ona yabancılaşmış görünmekte ve sermayenin gücü olarak ortaya çıkmaktadır. Halbuki, ekonomik krizlerin yol açtığı derin toplumsal bunalım anlarında bilimsel teknolojik üretimin emekçileri ve bir bütün olarak çalışanlar tarafından yaratılan ve geliştirilen bu üretim sistemleri, bu çalışanların hareketlilikleri, kendi üretimlerine sahip çıkmalarıyla yeni olanakları açığa çıkarmaktadır.
ALLENDE DÖNEMİNDE CYBERSYN PROJESİ: İNTERNETTEN ÖNCE BİLGİSAYARLI ÜRETİM YÖNETİMİ DENEYİMİ
Kapitalist üretim alanında 1950’lerde otomasyon, sibernetik sistemler gelişirken, Şili’de bu yeni gelişmeler, çok farklı bir toplumsal dinamiğe dayanarak ilk kez üretimin merkezi planlamasında kullanıldı. Cybersyn olarak adlandırılan bu üretim planlaması projesi tam anlamıyla işleyişe geçmese de önemli bir deneyim olarak iz bıraktı.
Araştırmacıların bile uzak kütüphanelerin tozlu raflarında kalmış eski dergi ya da gazete sayfalarına erişmesinin çok zor olduğu koşullardan, bunların taranarak, görüntülenerek ya da ses kaydı alınarak internete koyulduğu zamanlara geldik. Artık bu arşiv hep birlikte oluşturulmalıdır!
Bu arşiv, sendikalar konfederasyonunun ya da bağımsız bir bilim kooperatifinin elinde, kontrolünde olabilir ama mutlaka denetlenebilir ve emekten yana böyle bir arşiv kurulmalıdır. Çağrı, bu arşivin muhataplarına, araştırmacılara, emek mücadelesindeki örgütlere ve sendikalaradır...

[Pek çok mücadele alanının birbirleriyle kurduğu ilişki, yatay ağlar nereye kadar özerk kalabilirler? Halk meclisleri, yerel direniş ağları, temsil krizine karşı haklı olarak patlak veren, söz hakkı isteyen kurumlar, kapitalizmin köklü dönüşümü için yeterli midir? Ancak son çeyrek yüzyılda "ağlar, yataylık" biçimine bürünürken geç kapitalizmin kültürel rüzgarının parlak bir özelliği olarak hakim olmaya başladı. 1990'lardan beri yaşadığımız çeyrek yüzyılı belirler nitelikteydi. Hardt ve Negri'nin, İmparatorluk ve sonraki eserlerinde belirttikleri görüşler de, direnişlerin çokluk olarak bir arada, yataylıkla bağlı olmasını vurguluyordu. Wedgwood'un fabrikasında gerçekleştirilen emeği kapitalist denetleme biçimi ile birlikte belki de üretim alanında yani “işyerinde”ki ilk risk karşısında sermayenin aldığı en erken tavrı görmek olanaklıdır. Kendisi için sınıf olan, yani tarih bilinci yüksek olan sermaye, bu tutumu farklı biçimler alsa da temelde koruyacaktır.
İlk risk, henüz işçileşmenin başlangıcında, fabrika sistemi yeni ortaya çıkarken, “işyeri” ile yeni tanışan çalışan kitlelerinin emek süreçlerinin disiplin altına alınmasındaki risktir. Piyasa hızlı ve ucuza üretimi zorunlu kılar. Bu rekabette daha fazla kar için, üretim sürecinde işçinin denetimsizliğine yer yoktur. İşte Josiah Wedgwood, 1770'lerden başlayarak emek süreci disiplinini ilk sistemlileştirenlerden biridir.
Yazıda emek süreci üzerindeki bu disiplin ve denetimin tarihi aktarıldıktan sonra, işçi sağlığı ve güvenliği önlemlerinin kapitalistin gündemine nasıl girdiği irdelenecektir.
İşçi sağlığı ve güvenlik önlemleri ile risk değerlendirmesinin kapitalist bir üretimde nasıl emek denetimi için kullanılabileceği tartışılacak, bu önlemlerin sınıf mücadelesi ile nasıl değiştiği, değerlendirildiği incelenecektir.
Yazının ikinci bölümü ise, sermayenin denetimi yerine işçinin özyönetimi koşullarında neler yaşandığını ve neler yaşanabileceğini tartışıyor.
Emeğin özyönetiminin, işçi sağlığı ve güvenliğini nasıl değiştirdiği betimleniyor.
"Devlet üniversiteleri o kadar çok destekleniyordu ki, üniversite öğretim görevlileri hiçbir ek gelire ihtiyaç duymadan yüksek standartlarda yaşayabiliyordu. Bu da onlar için ek iş demek olan sanayi işbirlikleri ile ilgilenmelerine engel teşkil ediyordu. Ayrıca üniversitelerde alınan patentler devletin sayılıyordu bu da araştırmacıların haklarını kendilerine ait olmayacak teknolojiler için çaba harcamasını teşvik etmiyordu. … hükümetin üniversitelere verdiği teşvik azaltıldı. Bu sayede üniversiteler sanayi ile işbirliğine yaklaştırıldı."
Japonya kökenli uluslararası şirketin teknolojiden sorumlu başkanı, tüm dünyada yaşanan dönüşümün önemli bir örneği sayılabilecek bir dönemi, yani Japonya’daki üniversite sistemini köklü biçimde dönüştüren süreci böyle anlatmaktadır. Şirket yöneticisi, üniversitelerde bir fabrika gibi girdi-çıktı kontrolü, performans değerlendirmesi ve ücret sistemi uygulanamamasının nasıl bir engel olduğundan şikayet etmektedir. Ne tesadüftür ki, Türkiye’de üniversitelerdeki dönüşümün köşe taşı olan temel raporlar da benzer şikayetleri dile getirmektedir!
Bologna Process and the transformation in the university system is nothing but commodification of skill. It is complementary and necessary part of labour flexibility. And as defining skill as a commodity, all the features of the commodity is assigned to skill production. Skill produced causes degradation even moral depreciation of older skills. Hence worker (engineer, software developer or doctor, researcher, expert, marketing professional) needs to look for certificates, MBAs... All kind of marketed skills as a product. As a commodity!

Peki Marks’ın analizinin temelini oluşturan sınıf teorisinde sınıfları dönüştürücü bir özne olarak algıladığını gösteren ayıt edici özellikler neler olabilir? Burada üç noktayı ön plana çıkarmak yerinde olabilir. Marks’ın Weydemer’e 5 Mart 1852 tarihli mektubu (Marks-Engels, 1995 :73) sık sık kullanılır. Marks burada sınıfları kendisinin bulmadığını söyler ve kendi yaptığını açıklar: Verili toplumun içindeki çelişkileri ve sınıf çelişkisini görmek, bunun gelmesi gereken yeri göstermek. Marks verili toplumun çelişkilerini yaratan süreci Kapital de, artı-değer sömürüsünü serimlerken, sermaye birikim döngüsünü de anlatarak göstermiş, sınıf çelişkilerinin en temel belirleyeninin ise sermaye ile ücretli emek arasındaki çelişki olduğunu söylemiştir. Ancak onun değer teorisini kurarken yaptığı analiz biçimi ve Gotha Programı’nı kenar notlar ile eleştirirken daha da açıkladığı noktalar, tarif edilen üretim ilişkilerini devindiren dinamiklerin nereye varacağına dair temel dayanaklara işaret ederler. Marks, dönüştürücü bir sınıf analizinin temel bileşeni olan dönüşmenin verili toplumsal ilişkilerden bütünsel olarak kopan uğrağını tarif etmiştir. (…)
Dijital Çağ, kapitalizmin özellikle son yüzyıldaki gelişmesinin sonucu olarak, makinelerden, birbiriyle konuşan makinelere, aktarılan verilere, iletişime, son olarak da makine öğrenmesine, yapay öğrenme ve yapay zeka geliştirmeye tanıklık etti. Mekanik düzeneklerden, bilgisayarlı, sayısal düzeneklere gelişimi sağlayan tarihsel toplumsal ilişkileri irdelemeye çalışacağız.
Otomatik dokuma tezgahından (Self-acting mule), Babbage’ın Analitik Makinesi’ne, Turing Makinesi’nden Claude Shannon’a, Fin yüksek lisans öğrencisi Seppo Linnainmaa’nın geliştirdiği Back Propagation’a geri besleme mekanizmaları, matematikselleştirilmesi, zeka ve refleksiyon üzerine tarihsel bir irdeleme. Makineden Yapay Zeka’ya toplumsal bir tarih denemesi.
Elinizdeki kitap, bir bilişim işçisinin günlüğü... Perdenin önünde parıltılı teknolojilerin gözlerimizi aldığı, bilim ve teknolojideki yeniliklerin bunca şaşaalı anlatıldığı çağda, sahne arkasını aktarıyor bize; bu alanda üreten emekçilerin işçileşme hallerini çok güzel yansıtıyor. Elindeki (belki de daha doğrusu zihnindeki) becerinin ona bir güç, özerklik, "pazarlık gücü" tanıdığı bir durumdan, giderek takvime göre, iş parçalarını bitirmek, sürekli yeni vasıflar, yeni yazılım uygulamaları, dilleri, araçları öğrenmek zorunda kalan, işçileştikçe buradan çıkmaya çalışan zihin emekçisinin işçileşme "çilesini" aktarıyor bize... Sisifos çilesi bu. Bir dağın zirvesine kayayı çıkarmakla yükümlü olup da, tam zirvede aşağıya yuvarlanan kayayı her seferinde yeniden yukarı ittirme çilesi. Bu kısa önsözde, yazarın gözünden aktarılan önemli deneyimlere, değerlendirmelere, iki farklı soruyla katılmaya çalışacağım. İlki bilişim sektörünü kapitalist üretimdeki tarihi açısından analiz etmek üzerine bir soru olacak. İkincisi ise, bilişim sektöründe çalışan, işçileşen yazılımcıların, bilişim işçilerinin sınıfsal konumları ve işçi sınıfının diğer kesimleri ile birleşmelerine ilişkin bir soru olacak. İlk Soru: Bilim, mühendislik, yazılım üretiminin kapitalistleşmesi nasıl ele alınabilir? Yaygın adıyla "kafa emeği" olarak bilinen zihin emeğinin, ücretli emek sürecine evrilmesinin çetrefilli bir tarihi var. İncelemeye nereden başlamak gerekir?
İkinci soru ise şöyle:
Bilişim sektöründe çalışanları, sınıfın bütünü ile birleştirmeye yönelik bir tartışma nereden başlamalı? Sınıf hegemonyasından, işçi sınıfı içinde hegemonya tartışmasına dair bir öneri.
Kapitalizmin bataklığında debelenen insanlık, bu çamurdan kurtulmaya, insanca yaşamaya, eşitlikçi ve özgürlükçü bir topluma özlem duyuyor.
Kapital, 150 yıldır, böyle bir toplum için verilen mücadelelere yol gösteriyor, ışık tutuyor.
Bu kitapta Özgür Öztürk, Melda Yaman, Özgür Narin, Marx’ın Grundrisse’den Kapital’e uzanan macerasında geçtiği yolların izini sürerek yeni yollar, yeni patikalar açmaya çalışıyorlar. Geçmişi, bugünü ve geleceği, Marx’tan hareketle düşünmeyi deniyorlar.
Bu deneyimlerin toplumda yarattığı etkiyle özörgütlenme dalgalarının halka halka yayılışı unutulmaya yüz tuttu. Üretimin öz yönetimi ile kırda ve kentte kurulan özörgütlenmelerin, kömür dağıtımından, eğitimin sorunlarına, işçi alımından kamyonlara yük yükleyen yaba işçilerinin birleşmesine kadar ne kadar çok alanı etkilediği, yaşam alanlarına sahip çıkan pek çok farklı işçi ve köylüyü birleştirdiği artık pek anımsanmıyor; soluk bir resim olarak bile belleklerde yer tutmuyor. Oysa işçi özyönetimi bugün unutulmamalı, özellikle güncel. Ama öncelikle, kendi kendini yönetme deneyiminin neden tekrar önemli hale geldiğini açıklarken, genel bir "kendini yönetme", "yerinden yönetme" tartışmasının içinde asıl olarak toplumsal üretimin üretenlerce yönetilmesinin merkezi önemini vurgulayacağım. Bu, neden önemli? Hem dünya çapında son derece güncel olan ve aslında son yıllarda fark etmediğimiz kırılmalar yaşayan tartışmalar için, hem de bizzat Karadeniz'in kendisi için.

İşçi özyönetimlerinden yaşam alanlarının savunulmasına, doğanın talanını engellemeye dönük mücadelelere giden bir yol bulunmaktadır. Bu yol salt dayanışma da değildir, sınıfı ve toplumsal üretimi genişleyen anlamıyla bütüncül olarak düşünmekle öngörülebilir. Bu yazı, Karadenizin sarp yokuşlarında sisler arasında belirmeye başlayan yolu henüz başlangıç düzeyinde tarif edebilir.
Herkesin sezdiğini bir kere daha hatırlatarak tamamlayalım. Karadeniz'de madenler, HES'ler ile yürüyen sermaye birikimi hırsının görünen yüzü şirketlerdir. Arkasında ise kredi veren uluslararası ve ulusal finans kurumları, imar planlarını, kadastro planlarını, çevre ve sağlık gibi ekolojik ve bilimsel verileri yanlı yansıtan, perdeleyen, çarpıtan bir bütün olarak hegemonik üretim sistemi durmaktadır. Yaşam alanlarını savunmak üzere halkın bir araya gelmesi elbette ki haklıdır ve mücadeleler birleşmelidir ancak uzun vadede doğaya, yaşam alanlarına dönük sermaye saldırısı, bir bütün olarak üretim ilişkilerine yönelik mücadele ile ve toplumsal üretimin yeniden örgütlenmesi üzerine düşünmekle alt edilebilir.

Bu tartışmalarda temel hatalı eğilim, teknolojinin bütün kartlarını aynı anda açabileceği yanılsamasına kapılmak. Sanki bütün yenilikler aynı anda, her yerde, aynı ölçüde gerçekleşecekmiş gibi bir algı oluşuyor. Başta anlattığımız teknolojik “iyimserlik” masum değil ve hemencecik kanmamak gerekiyor. Ayrıca yine başta belirttiğimiz gibi teknoloji de sadece teknik bir olanak değil. Teknolojinin emek süreçlerindeki işlevi ve toplumsal ilişkileri görmezden geliniyor. Böyle olunca da bir yanda işin tamamen ortadan kalkacağını düşünüp sonrası için hazırlık yapma eğilimi oluşuyor. Yapay zekânın yaratacağı işsizliği, emek bileşiminde, sınıf bileşimindeki değişimi konuşabiliriz; ama önce robotun değil, kapitalizmin içinde bulunduğumuz büyük bunalımının yarattığı işsizliği konuşalım.
Ne iyimserliğe hemen kanalım ne de eskinin tekrarı diyerek sıradanlaştıralım. Bu iki hatalı eğilimi de aşacak bir perspektif gerekiyor.

And nowadays they even talk about an “existential risk” created by AI as if capitalism itself was not the real existential risk for centuries. So we should talk about capitalist production process of AI and the class structure of it.
Hence, I will first try to analyse the path from machine to machine-learning via Marx’s analysis of machine while considering the alienation as the dual and complementary part of it. Datafication of society is a consequence of this process. The data extractivism of capital transforms the datafication into profit seeking capitalist production as well as parameterisation of the society. So the data gathered in and for the sake of the capitalist production is the input of the capitalist cycle and at the same time actively intervening and manipulating both the labour process data and consumer behaviour data. The data was and is not “as given” in a capitalist production. It would be better to discuss this constant manipulation before “bias” and “ethical issues” in data gathering. AI and constantly produced and reproduced data sets transformed this problem into a new sphere. When we consider the machine learning algorithms using large dataset gathered through all cycles of capitalist social reproduction, it would be better to consider the alienation of total social labour and this new level of “manipulation”. I will try to discuss this problem and suggest “parameterization of society” vis a vis “datafication of society” considering the distinction between the social form of data collection that is capitalist data extractivism and the objective content of data gathering which is in fact a possibility to organize the social production in a different classless society. The key factor is the subjective side, that is the intersection of the producers of the AI architecture, algorithms and the data.
The evolution from machinery to AI is actually a social process that is structured by class struggle. So I will try to trace the historical development of producing “learning machines” as a class struggle and point out both sides of the development, i.e. capitalist side of AI research, from cybernetics to AI and the Soviet side of it. And finally, modern class struggle, workers involved in the production of AI versus Tech-giants…
