The objectives of this research were to assess the genotype × environment interaction and to iden... more The objectives of this research were to assess the genotype × environment interaction and to identify barley (Hordeum vulgare L.) genotypes with high stability for grain yield, yield components, straw height, ear length, heading time, straw yield and harvest index. Eighteen barley breeding lines and one commercial cultivar were evaluated under field conditions during five growing seasons. The trials were carried out under both rainfed and irrigated conditions during the first four years and under rainfed conditions only during the last growing season. Stability studies showed significant differences between the environments for all the traits and between the genotypes for thousand-grain weight, heading time and ear length. The genotype × environment interaction was, however, not significant according to the Finlay-Wilkinson analysis. By implementing various forms of preference policies, countries around the world intervene in the... more By implementing various forms of preference policies, countries around the world intervene in their economies for their own political and economic purposes. Likewise, twenty-five states in the U.S. have implemented in-state preference policies (NASPO, 2012) to protect and support their own vendors from out-of-state competition to achieve similar purposes. The purpose of this paper is to show the connection between protectionist public policy instruments noted in the international trade literature and the in-state preference policies within the United States. This paper argues that the reasons and the rationales for adopting these preference policies in international trade and the states' contexts are similar. Given the similarity in policy outcomes, the paper further argues that the international trade literature provides an overarching explanation to help understand what states could expect in applying in-state preference policies.

It argues that if the contemporary peacebuilding literature is taken as given, fundamental alterations are required in predominately Western peacebuilding systems—specifically in the structure and function of bureaucratic organizations that typically fund, manage and execute peacebuilding interventions. The analysis proceeds by matching five ‘peacebuilding principles’ derived from contemporary literature, with an organizational framework that highlights key structural and functional aspects of bureaucracies, thus allowing organizational deficiencies to be identified. The article argues that current peacebuilding scholarship would benefit from theoretically guided organizational research on the various organizations and systems involved in peacebuilding implementation. How does foreign direct investment (FDI) affect domestic investment and economic growth? What is ... more How does foreign direct investment (FDI) affect domestic investment and economic growth? What is the importance of institutional infrastructure or governance in promoting growth in developing counties? This study empirically examines these issues for a cross section of 88 developing countries. Using ordinary least squares (OLS) and fixed effects (FE) estimation techniques, the study finds that FDI is positively and significantly correlated with economic growth. The study also finds that FDI has had a greater impact in Asia than in other developing countries. However, FDI has had a net crowding-out effect on domestic investment, which suggests that FDI promotes growth through its efficiency-inducing effects rather than its augmentation of domestic investment. Finally, the study found that a country’s institutional infrastructure is positively and significantly correlated with economic growth.

With the radical change in social order that accompanied the fall of apartheid, many aspects of South African administration are shifting focus to more communityand citizen-centered ideals. The article first analyzes the qualitative and quantitative nature ofcrime in South Africa in order to identifY the practicality andpossible effectiveness ofcommunity policing. With this in mind, the concept ofcommunity policing as philosophy andpractical application is then addressed, citing modern examples ofits use. The particulars ofcurrent South African culture and resources are then considered and compared with factors necessary to the effective use ofcommunity policing. In sum, the analysis reveals that South Africa's current infrastructure seems to be inadequate to the task ofefficient community policing.

Using several themes of corrupting practices, this multi-dimensional corruption survey has attemp... more Using several themes of corrupting practices, this multi-dimensional corruption survey has attempted to assess through the lenses of public officials and other relevant communities of Addis Ababa, the capital city of Ethiopia, the status and corrosive nature of corruption in Ethiopia. The survey asked public officials and some members of the “elite community” of Addis Ababa about their perception of corruption and their corruption experiences, if any. The rather unique nature and distinguishing characteristic of this survey is that, instead of asking the victims of corruption, that is, households and firms as done customarily, we targeted government bureaucrats and a representative of the elite society in order to assess their perceptions and feelings about the extent of corruption in the country. This article sketches the leadership skills and lifetime commitments to peacemaking of three indi... more This article sketches the leadership skills and lifetime commitments to peacemaking of three individuals: Mohandas Gandhi, Martin Luther King and Nelson Mandela. The choice of the personalities is based on the fact that they not only made a difference in the lives of communities and nations, but they also made contributions in the advancement of a field of academic study: conflict resolution and peacemaking. Based on the literature review we conducted, these three leaders appear to share Drucker's characterisation of effective leaders. A sketch for each is provided, which starts with a critical incident in the life of each that symbolises his leadership style. This is followed by a brief description of the transformative attributes they share, and concludes with a table depicting the meaning of the accomplishment of each.

Also, older adults are often omitted from public health research. Literatures are scarce in Ethiopia; there is limited information in the current study area among older adults using Min Nutritional Assessment (MNA). Therefore, this paper investigated the prevalence of malnutrition and its predictors among older adults people aged 65 years or above in Addis Ababa, Ethiopia. Methods A community-based cross-sectional study was employed from January 1 to march 30, 2020 in Addis Ababa. Nutritional status of the older adults was measured by using Min nutritional assessment (MNA). Data from 662 older adults were collected through face to face interviews using a structured questionnaire.
