Description

As part of the migration from ORES to Lift Wing, the API calls need to be updated for the following tools:

Acceptance Criteria:

All ORES URLs in https://github.com/wmde/wikidata-item-quality-evaluator are updated to use the new URL scheme
All ORES URLs in https://github.com/wmde/wikidata-constraints-violation-checker are updated to use the new URL Scheme

I have opened a Pull Request with a suggestion of how the code can be adapted. Keep in mind that the code in the PR is just a copy paste from another application that translates ORES requests to Lift Wing (ores-legacy).
Feel free to change it or even discard it according to your needs.
