Description

The User::spreadAnyEditBlock method allows local blocks which are set to autoblock to have the IP being used by the user autoblocked.

To bring feature parity with GlobalBlocking autoblocks, the method should call a hook which allows extensions to also spread any relevant blocks that are implemented using extensions.

Acceptance criteria
