Use-cases?
For linking to a specific log entry. If a user has performed many actions on a page, it may be difficult to find a link to give for a specific entry (and to not display any others).
For the other proposed feature, I think it would be much easier to just have a "frozen" link for the current list of log entries than to have to find the timestamp and manually add it to the query string.
Specific example: Maybe you want to show when a steward has locked or done other actions in a specific time frame. You could look for the timestamp of the latest action and use offset param (e.g., https://meta.wikimedia.org/w/index.php?title=Special:Log/globalauth/Vituzzu&dir=prev&offset=20140117123451), or there could just be a link that does this for you.
