Yes, probably, but this problem is new in VE: the first occurrence I've been able to find in frwiki is in August 1st. Nothing previously.

Isn't mso Microsoft Office, rather than Outlook?

Maybe Outlook is kind of part of Microsoft Office nowadays anyway. :)

This now looks to be fixed; I pasted the contents of a couple of the diffs show above into the HTML clipboard, and then back out into VisualEditor (simulating a copy from Microsoft Office), and the unwanted cruft was all magically removed.
