The aim of this article is to diagnose the situation of electromobility in local government units... more The aim of this article is to diagnose the situation of electromobility in local government units of Polish municipalities. Besides the main features of the communes, the issue of type of strategy that is being built was raised, what are the trends in this respect, and how public transport fits into them? The empirical basis was a survey conducted in 2020 using the CAWI (computer assisted web interview) method, covering all 2477 communes in Poland. Responses were received from 2230 municipalities (90% response rate). Based on the statistical analysis, the main conclusion is that rural communes are less willing to implement the electromobility strategy, but if they decide to do so, they develop long-term strategies. Another conclusion is that the amount of budget revenue per capita does not affect decisions on building an electromobility strategy. Also, a general tendency in Poland is an increase in the propensity to invest in electromobility, mainly in infrastructure for users, compared to public transport and electric buses. The main implication of the study is that Polish public authorities now have background information regarding the theme that can be useful in developing guidelines for local electromobility strategy implementation.

W ostatnich latach obserwuje się upowszechnienie stosowania technologii informacyjno-komunikacyjn... more W ostatnich latach obserwuje się upowszechnienie stosowania technologii informacyjno-komunikacyjnych (ICT) w działalności jednostek samorządu terytorialnego (JST) oraz przechodzenie podmiotów publicznych na standardy gospodarki 4.0. Z tym zjawiskiem wiąże się jednak problem zapewnienia bezpieczeństwa teleinformatycznego (nazywanego też cyberbezpieczeństwem). Z roku na rok rośnie liczba zgłaszanych incydentów i ataków hakerskich na urzędy administracji publicznej, w tym samorządowej. Na JST ciąży więc obowiązek zapewnienia bezpieczeństwa sieci i systemów teleinformatycznych. Konieczne jest wskazanie osób odpowiedzialnych za cyberbezpieczeństwo, opracowanie strategii i zabezpieczeń przed cyberatakami oraz regularna kontrola ich skuteczności. Kwestie bezpieczeństwa i cyberbezpieczeństwa mają też podstawowe znaczenie w czasie sytuacji nadzwyczajnych, do których zalicza się pandemia COVID-19. W artykule dokonano przeglądu literatury oraz analizy aktów prawnych dotyczących bezpieczeństwa teleinformatycznego w JST według stanu prawnego na 1 sierpnia 2021 r., omówiono także wyniki badań ankietowych przeprowadzonych w urzędach wszystkich gmin. Ich celem było zebranie informacji na temat świadomości zagrożeń wśród kierownictwa i pracowników urzędów, posiadanej przez gminy polityki zarządzania bezpieczeństwem informacji, incydentów z tym związanych oraz o zarządzaniu cyberbezpieczeństwem.

Although cybersecurity is an important and complex issue that should be addressed by all governme... more Although cybersecurity is an important and complex issue that should be addressed by all government levels, so far little research has been devoted to cybersecurity at the local level. Existing literature lacks information on whether municipalities have implemented cybersecurity policies, if such policies are applied in practice and what they encompass. A CAWI method was used to collect the required data. The results indicate that while most municipalities have a document defining their security policy, they do not always apply it in practice. There is still little awareness regarding countering cyberattacks. Therefore, more emphasis should be placed on such issues as: integrating cybersecurity policies into local government management, the rising threat of cyber-attacks, consultations with security auditors, and cybersecurity management training. Based on all Polish municipalities, the research described in this paper partly fills the identified gap.

It is important to estimate the negative budgetary consequences of the crisis for municipalities and to detect potential patterns in the application of their anti-crisis financial instruments. Our study reveals that the initial response of Polish municipalities to the pandemic crisis in this area varied depending on their administrative type, the amount of current income per capita and the population size. However, the correlations between the applied income instruments and expenditures and the above factors were rather weak.

Jego celem jest odpowiedź na pytania: Jak należy rozumieć transformację cyfrową w ogóle i transformację cyfrową samorządu terytorialnego? Dlaczego samorząd terytorialny powinien wejść na drogę tej transformacji i jaki ma ona na niego wpływ? W artykule zastosowano metodę analizy i krytyki piśmiennictwa.
Wnioski wypływające z badań są następujące: transformacja cyfrowa samorządu terytorialne go jest to całokształt zachodzących w nim przemian dotyczących usług, procesów, zasobów, kultury organizacyjnej oraz kompetencji wykorzystujących technologie cyfrowe. Celem tych przemian jest poprawa jakości życia i realizacja celów zrównoważonego rozwoju. Każda jednostka samorządu terytorialnego musi wejść na ścieżkę transformacji cyfrowej. Jest ona obiektywną koniecznością wynikającą przede wszystkim z potrzeb (oczekiwań) społecznych, do zaspokajania których samorząd został powołany. Potrzeby te można podzielić na kilka kategorii. Mieszkańcy oczekują ułatwień w dokonywaniu zakupów i załatwianiu spraw administracyjnych oraz dostępu do informacji i sprawnej komunikacji. Zgłaszają też potrzebę poprawy warunków pracy, utrzymania zatrudnienia, dostępu do rozwoju zawodowego. W dalszym ciągu aktualne jest również oczekiwanie zmniejszania nierówności społecznych. Mieszkańcy i przedsiębiorcy oczekują zapewnienia dostępu do Internetu i swobodnej mobilności, a ci ostatni także wsparcia w zakresie optymalizacji procesów biznesowych. W warunkach rozwoju gospodarki cyfrowej oczekujemy też stworzenia sprawnego systemu ostrzegania o zagrożeniach i zapewnienia bezpieczeństwa w Internecie. To wszystko powoduje, że następują zmiany w gospodarce i finansach samorządu terytorialnego. In December 2021, in Poland, as in all Member States of the European Union, the EU directive on w... more In December 2021, in Poland, as in all Member States of the European Union, the EU directive on whistleblowers will come into force. Poland will be obliged to implement the directive's guidelines into national law. The entities specified in the EU directive, including entities from the public sector, will be required to develop and implement the principles of reporting irregularities in the organization and adequate protection of whistleblowers. The research carried out among local government units at the municipal level showed that in the year preceding the implementation of the directive, almost half of the communes did not know about the EU directive on whistleblowers (they learned about it from the study). Only every fourth commune started implementing the whistleblowing system or its components. At the same time, the main premise for the implementation of the whistleblowing system is or will be in the future the legal obligation imposed on municipalities for its introduction, and not the belief that the system is an effective tool to prevent irregularities.

There is no internal audit theory; so far, only theories concerning the control of the activities... more There is no internal audit theory; so far, only theories concerning the control of the activities of private sector entities are being developed. The authors have made an attempt to locate internal auditing in selected economic theories. It consisted of indicating how the internal audit contributes to solving problems arising in the organization, depending on the goals of its stakeholders. The article discusses auditing in the context of agency theory because it is recognized that the principal-agent relationship occurs when one party (the auditor) is obliged to act on behalf and in the interest of the other (the organization manager). The knowledge of potential conflicts that may arise between them may contribute to lowering the costs of their elimination. Moreover, internal audit can be a tool for solving problems resulting from the lack of (asymmetry) information. Internal auditing is also presented in light of behavioral theory, assuming that both the auditor and the auditee are guided by different premises and their behavior is influenced by various factors. Knowledge of these motives and factors is just as important in the auditor's work as the specialist (technical) knowledge he uses in the audit process.

The main goal of this paper is to present and analyze approaches for sustainable urban mobility i... more The main goal of this paper is to present and analyze approaches for sustainable urban mobility in Poznan and Oslo. The topic of sustainable urban transport as well as green mobility is currently important from formal perspectives, due to European regulations, and because of ecological conditions and resulting climate changes. The research methodology implemented includes analysis of the literature on the research subject; analysis of EU documents and national policies with respect to financing and development of sustainable urban transport (SUT); development of a questionnaire on SUT in Oslo and Poznan, using the questionnaire to collect opinions on SUTs in Oslo and Poznan, and analyzing respondents' answers, defining recommendations concerning future activities for urban sustainability in the surveyed cities. The authors provide a review of the actual sustainable urban mobility situations in Oslo and Poznan, compare government support and sources of funding, identify gaps in terms of EU requirements, and try to compare the residents' expectations with the city's activities in the field of sustainable transport development. The research group includes students residing in both cities. The group constitutes 10-20% of the total number of inhabitants in cities being the subject of research. The empirical part investigates what their preferences are regarding the use of public transport in the context of sustainable development. On the basis of the conducted research, it can be stated that a sustainable urban mobility is one of the key development directions in Poland and Norway. The respondents see opportunities for developing green mobility in their cities as well as municipalities and the national government encouraging a sustainable urban transport. The implementation of the principles of sustainable development and reconstruction of city development strategy can be achieved by the cooperation of all stakeholders (namely: national government, municipalities, public transport providers, city residents).

on municipalities is scarce. There is a lack of research on crisis management in municipalities during this pandemic. This paper examines the crisis management instruments used by municipalities during the first four months of the COVID-19 pandemic in Poland. A survey was conducted on this topic among all 2477 municipalities. The survey questionnaire was completed by 75.7% of them. The survey shows that already in the first weeks of the pandemic, about 50% of the municipalities
managed the emergency situation caused by the COVID-19 pandemic: they appointed a crisis staff, informed residents about the development of the threat and the actions taken. In addition, municipalities provided assistance to residents and businesses, supported the provision of some online services. Cities with county rights were definitely more active than municipalities of other types in crisis management during the first period of pandemic COVID-19.
Design/methodology/approach: The research questions posed were: What types of budgetary instruments were used by municipalities during the first months of the COVID-19 pandemic in Poland? What was the scale of the loss of their current revenues and what was the amount of expenditures related to countering COVID-19? What were the sources of funding for these expenditures?
Findings: Municipalities were, by necessity, on the front line of the fight against the effects of the pandemic. They used the available budgetary instruments (local taxes and fees, property revenues, budgetary expenditures) to limit the spread of the virus and reduce its negative consequences. These actions were not coordinated. The study revealed that revenue losses and expenditure increases due to COVID-19 were not as large as expected.
Originality and value: The research in this chapter demonstrates that municipalities in Poland used different approaches to develop and implement policies to counteract the spread of the COVID-19 pandemic and mitigate its effects. The research shows that Polish municipalities played a leading role in the rapid response to the pandemic, although their actions varied and were uncoordinated.
