I conduct interdisciplinary researches in rural sub-Saharan Africa at the crossroad of geography, economics and socio-anthropology. I am interested in empirical approaches informed by a rigorous theoretical and conceptual framework. By developing my research projects, I seek to convert topics of societal relevance (links between agricultural models, development and environment; the future of youth; the future of pastoralism) in scientifical objects by grounding these topics in theoretical and academic preoccupations. Conversely I am interested in making scientific analyses available to the various stakeholders involved in public action by contributing to collective expertises which interest my research. Whereas large scale irrigated schemes has characterized the other wetlands, here the development of agriculture, cattle breeding and fishing has been based on the use of the water floods and on mobilities. Almost virgin until the 1940s, the Lake has become a highly populated and cosmopolitan area, exporting diversified foodstuffs to the urban markets of the sub-region. Through the analysis of agrarian and territorial dynamics of the Cameroonian lake shores, this research questions to which extent multi-use of the natural resources and mobilities may allow further agricultural intensification and population increase in such an uncertain environment. Closer complementarity and synergy between activities pave the way for ecological intensification and territorial development inducing wealth and job generation. Due to its marginal nature, the Cameroonian part of the Lake has been the place of continuous social innovations, ensuring to a great diversity of people the access to productive assets and markets. In this sense, it has been actually decisive for the dynamic of intensification. Hydro-ecological, economic and demographic uncertainty has been integrated into the “normal” functioning of the agrarian system and territory. Nowadays, the political uncertainty threatens the future of the Lake Chad. It results both from agricultural and environmental policies and from conflicts between local authorities, that are constitutives of the relation between the State and the populations.

En adoptant une approche systémique et historique, cette étude s’attache à montrer l’évolution du rapport dialectique entre écologie, pratiques paysannes, rapports sociaux, conditions économiques et politiques d’ensemble, stratégies de migration et territorialisation dans une société rurale où tous les membres résidents au village sont paysans. Réalisée à l’échelle locale de la « petite région agricole », en pays Kpelle au Libéria, elle montre comment l’espace rural ne peut ici se concevoir qu’en étant mis en relation avec l’espace national et même international à travers les investissements étrangers notamment. Elle montre une société rurale prise dans tout un système de migration produisant un espace social constitué d’aires rurale, urbaine et industrielle (plantations d’hévéa et mines) connectées entre elles.
En Afrique sub-saharienne, la croissance urbaine ne se traduit pas seulement par l’émergence de m... more En Afrique sub-saharienne, la croissance urbaine ne se traduit pas seulement par l’émergence de mégalopoles de plusieurs millions d’habitants mais aussi par la densification du maillage des villes secondaires. Dans ce contexte, le soutien à l’agriculture familiale et aux filières locales de transformation et de commercialisation pour alimenter les marchés urbains apparaît comme l’une des voies privilégiées pour répondre au défi de l’emploi des jeunes ruraux et de l’augmentation des revenus dans les campagnes. Le cas de la Guinée Forestière (République de Guinée) est intéressant de ce point de vue. Durant près de trois décennies, des années 60 au milieu des années 80, dans un contexte de prélèvements de l’Etat décourageant la production agricole, le principal mode d’insertion économique pour les jeunes hommes a été l’émigration vers le Libéria, la Sierra Leone et la Côte d’Ivoire. Au début des années 90, l’éclatement de conflits civils dans ces pays a fermé cette voie d’insertion et provoqué un mouvement massif de retour des ressortissants, entraînant une très forte croissance démographique régionale, rurale comme urbaine. À la faveur de la libéralisation du régime et de prix mondiaux élevés du café, une véritable « course à la plantation » s’est engagée dans les décennies 90 et 2000. La compétition foncière a rendu l’accès à la terre familiale de plus en plus difficile pour les nouvelles générations, contribuant à l’exclusion de certains ayants-droits ainsi qu’à une individualisation et une marchandisation rapide des droits sur le foncier et le travail. À la fin des années 2000, dans un contexte de forte densité démographique (plus de 150 hab/km² dans certaines sous-préfectures rurales), d’instabilité des prix du café et de chute de la fertilité des coteaux et bas-fonds rizicoles, les ingrédients d’une crise agraire semblaient être réunis. Pourtant, hors encadrement, et favorisé par la croissance des marchés urbains, le développement rapide d’une filière palmier à huile a permis l’intensification en capital des systèmes de culture (plants sélectionnés), la diversification des activités rurales (petites unités de transformation de l’huile de palme et de palmiste, commerce et transport), et le développement de nouveaux système d’élevages intensifs hors-sol (élevage porcin confiné valorisant un sous-produit de la transformation du palmier à huile). Ces évolutions rapides ont offert de nouvelles opportunités d’emplois et de revenus aux jeunes générations en lien avec une diversification des arrangements contractuels autour de la terre, du travail et du capital. Cette communication propose d’analyser la différenciation des trajectoires d’insertion économique des jeunes générations dans ce contexte. Il s’agit de montrer comment le jeu des normes, des droits et des obligations intrafamiliales détermine, au sein même des groupes familiaux, un accès inégal des jeunes au foncier familial et une capacité inégale à valoriser les opportunités offertes par l’individualisation et la marchandisation des droits sur le foncier et le travail. Les solidarités qui peuvent être potentiellement activées en cas de « coups durs » (maladie, problèmes judiciaires, créances non honorées, etc.) apparaissent cruciales pour sécuriser des parcours caractérisés par une grande précarité dans un contexte où le foncier, en s’individualisant et en se marchandisant, perd de sa fonction de sécurité sociale, et où ni l’Etat ni le marché ne jouent de rôle assurantiel. Il s’agit alors d’identifier l’échelle déterminante des solidarités, en l’occurrence la fratrie utérine, pour comprendre : • comment s’articulent les stratégies individuelles et collectives d’insertion économique ; • si et dans quelle mesure les inégalités d’accès au foncier familial déterminent des inégalités socio-économiques ; • et les effets ambigus de l’individualisation et de la marchandisation du foncier, entre nouvelles formes d’insertion et phénomènes d’exclusion. Nos analyses sont basées sur une étude de terrain, en partie financée par le Comité technique foncier et développement , et réalisée en 2016 et 2017 à l’échelle d’un petit territoire rural en périphérie de la capitale régionale. 88 enquêtes approfondies ont permis à la fois de caractériser les systèmes de production et leurs évolutions récentes et d’analyser les trajectoires d’insertion économique d’hommes et de femmes de différentes générations. Une recension systématique a par ailleurs permis de quantifier à l’échelle de deux villages les transferts fonciers, marchands ou non.
Large-scale agricultural projects, which are based on land ownership concentration and agricultur... more Large-scale agricultural projects, which are based on land ownership concentration and agricultural specialization, are currently being promoted in developing countries. Considered as the way to a modernized agriculture, they are expected to actively contribute to increasing production, growth and employment, especially in African wetland areas. The present article examines the Cameroon part of lake Chad and provides a comparison, rarely adressed, of two dramatically different forms of exploitation: multi-use of space through recession agriculture, pastoralism and fishing (currently practiced by smale-scale famers) and large-scale specialized cropping (agropole project currently promoted by the state).
We first critically examine the arguments in favour of the agropole project by a brief reviewing of the current literature. We then describe the two forms of exploitation of lake Chad environment. Lastly we compare the family farming systems to the maize specialized agricultural firm in terms of economic performance.
Stemming from basics such as (1) the careful examination of cropping, pastoral herding and fishing practices, and (2) the analysis of how added-value is created, our study shows that the wealth produced by family farming systems based on multi-use of space equals the one expected to be produced by the agricultural firm, while creating three times more employment. This result is of particular importance in the current context in which the Boko Haram crisis seems to have renewed the arguments in favour of large-scale agricultural projects.

In his cameroonian part, the intensification of the receding flood spaces multi-use has led to strong population densification and to signifiant food surplus exports. It has been permitted by the flexible and egalitarian resources governance born in the situation of internal frontier of the recent halio-agropastoral colonization. But the supra-local power interventions through democratization and territorial integrity policies destabilize actors coordinations organizing the sharing of the space use and the intensification and population densification process.
Almost blank space on the eve of the 1950's, the shores of Lake Chad has become a center of popul... more Almost blank space on the eve of the 1950's, the shores of Lake Chad has become a center of population attracting migrants from various geographical and cultural origins, and a region exporting larges agricultural surplus. This article analyzes the innovations on which the development of the Lake has rested in a context of high variability of landscapes. It highlights the key role of borrowings to formerly exploited wetlands, of the association of a culturally varied population with favourables access conditions to resources, and of the diversification of market exchanges. It shows how crops and associated knowledges have crossed the national and cultural borders resulting in the individualisation of a cosmopolitan agrosystem in the lake Chad bassin. Characterized by a high potential for selection of cultivars adapted to the flood recession in the three main species (maize, bean, sweet potato), by the local development of environmental knowledges and innovatives techniques, the Lake has now become a laboratory for the endogenous intensification of flood recession agriculture.

Systemic approaches may help development projects' field workers to acquire new skills in this regard. Using systemic concepts implies the hypothesis of productive processes' coherence and allow to tackle with their diversity. A practical implementation of such concepts is proposed here. A shared graphical language is designed to model complex fish farming system and to make technicians-producers dialogue easier.

This mode of governance was characterized by the fluidity of coordinations between users and by the absence of rights holders in capacity to exclude other groups from resources access. Nevertheless the sustainability of this mode of governance was called into questions by the local power games supplied by the democratization which undermined the collective action capacities. While the lacustrian territories have been emptied of populations, the “development recovery” gives rise to the political dimension of the natural resources governance.

Avant la crise Boko Haram, la région du lac Tchad pouvait être considérée comme un système région... more Avant la crise Boko Haram, la région du lac Tchad pouvait être considérée comme un système régional organisé par des liens migratoires et des circuits d'échanges articulant des zones plus ou moins peuplées, à potentiel agricole et économique important, à des espaces plus fragiles. La pluviométrie, intermédiaire entre celle des décennies humides (1950-1960) et arides (1970-1980), demeure marquée par une forte variabilité qui influence la production des ressources agricoles. Dans ce contexte, les zones les plus vulnérables – espaces pastoraux du nord du Sahel et autres espaces agricoles ou agropastoraux (Borno, Monts Mandara) – sont forte-ment dépendantes des mobilités saisonnières ou des relations commerciales vers des foyers de peuplement anciens (Diamaré, Komadougou Yobé, pays Moundang et Toupouri), vers des aires de migration récentes fortement dotées en ressources naturelles, comme le lac Tchad ou les pays de la Bénoué, au sud de la zone d'étude. Les deux métropoles de Maiduguri et de N'Djaména (1 million d'habi-tants chacune) constituent les polarités urbaines principales. Elles sont à la fois des foyers de consommation importants et les pôles qui organisent les relations commerciales à longue distance. Ce système est résilient mais vulnérable, du fait de la croissance démographique, de la variabilité des ressources environnementales et de la fragilité des encadrements politiques.

La crise Boko Haram a profondément remis en cause les relations entre ressources et populations q... more La crise Boko Haram a profondément remis en cause les relations entre ressources et populations qui fondaient le système régional. Des déplacements forcés de nature variée (vers les villes ou des zones rurales, avec ou sans franchissement de frontières) ont concerné environ 2,4 millions de personnes, majoritairement des déplacés internes. Des espaces ont été désertés du fait de l'insécurité ou des mesures de lutte anti-insurrection des armées nationales. Or, ce sont souvent des espaces qui représentaient les pôles ruraux les plus productifs (lac Tchad, Komadougou Yobé). De même, des entraves aux circulations marchandes ont reconfiguré les échanges régionaux : l'axe majeur lac Tchad Maiduguri Kano ou Sud du Nigeria a été délaissé au profit d'autres itinéraires contournant l'aire d'étude. Si les impacts de la crise ont logiquement été les plus forts dans la zone directement affectée par Boko Haram (Borno, Adamawa, zones frontalières du Niger et du Cameroun, lac Tchad), des questions demeurent quant à leurs conséquences sur les systèmes agricoles (quel niveau de décapitalisation ?) ainsi que sur les recompositions politico-foncières réalisées à la faveur de la crise. En outre, la crise a aggravé les pressions sur la faune des aires protégées et sur les ressources ligneuses, dans une situation hydrologique relativement inchangée (aucune année sèche sans alimentation de la cuvette nord du lac Tchad depuis 25 ans). La gouvernance des ressources naturelles (terres, pâturages, zones de pêche) dans les espaces vidés puis partiellement réoccupés constitue un enjeu brûlant.

Périphériques, à l'exception de l'agglomération de N'Djamena, les régions de la zone d'étude semb... more Périphériques, à l'exception de l'agglomération de N'Djamena, les régions de la zone d'étude semblent souvent avoir été négligées par les pouvoirs centraux. Dans des contextes de grande pauvreté, la sécheresse des années 1970 puis la crise économique des années 1980 ont en outre porté un coup fatal aux projets de développement de la période post indépendances, laissant une place prépon-dérante aux activités du secteur informel. Les velleités de relance des politiques publiques à la faveur du contexte macroéconomique favorable des années 2000-2014 n'ont pas suffi à modifier réellement l'accès des populations aux biens publics : les États rentiers de la région sont faibles et ont peu de prise sur le déve-loppement. Pour gouverner un espace aux frontières extrêmement poreuses, les gouvernements ont dû composer avec les pouvoirs locaux des chefs coutumiers et des autorités religieuses. Malgré certaines différences, qui tiennent pour beau-coup aux héritages coloniaux, la trajectoire de ces régions est marquée par une vie politique agitée, de nombreux conflits fonciers, un banditisme et une corruption endémiques, des tensions récurrentes au niveau inter et infra-étatique. Ainsi, les vulnérabilités de la population sont multiformes. Obligeant à prendre en compte la complexité de leur histoire dans la durée, elles ne peuvent se réduire à des problèmes purement ethniques ou religieux car les clivages et les inégalités au sein des sociétés de la région révèlent aussi toute l'importance des classes d'âge, des statuts sociaux et des rapports de genre.

En 2017, la situation se caractérise par la juxtaposition de deux crises : l'une est d'ordre mili... more En 2017, la situation se caractérise par la juxtaposition de deux crises : l'une est d'ordre militaire et humanitaire, dans le cadre de la lutte contre Boko Haram ; l'autre est économique, du fait de la dégradation des comptes publics en relation avec la baisse des prix du pétrole depuis la fin 2014 – ce qui touche plus parti-culièrement le Nigeria et le Tchad. Une telle conjoncture a eu des répercussions dramatiques sur l'emploi. Pendant que les autorités civiles étaient dessaisies de leurs prérogatives au profit des militaires et des milices locales, le conflit a instillé un climat de suspicion et de peur qui a contribué à réveiller des antagonismes ethniques, religieux et fonciers. Le régime humanitaire qui s'est affirmé à partir de 2016 a alors bouleversé l'économie politique de la zone. L'injection de fonds et l'arrivée d'opérateurs internationaux ont permis de limiter la crise nutritionnelle, mais ils ont aussi complexifié le jeu des interventions et nourri la corruption. De plus, le détournement des secours n'est pas le seul défi que doivent gérer les acteurs de l'aide. En effet, on assiste à un manque criant de vision politique et de coordination à l'échelle régionale, alors même que l'état de sous-développement général et structurel de la zone devrait obliger à penser les réponses à la crise en termes de construction plutôt que de reconstruction. 1. Le constat à l'été 2017 : une juxtapostion de crises Relativement à la période décrite précédemment, les enjeux de développement n'ont pas fondamentalement changé. Caractériser la situation à l'été 2017 amène plutôt à distinguer deux crises qui se juxtaposent. La première est liée à la violence du groupe Boko Haram et à celle de sa répression dans les espaces les plus directement concernés, en l'occurrence du centre du Borno à la Komadougou Yobé et au lac Tchad, ou le long des frontières entre Nigeria et Cameroun. Les opérateurs du développement ne peuvent pas avoir prise sur toutes les variables qui détermine... more Les opérateurs du développement ne peuvent pas avoir prise sur toutes les variables qui détermineront l'évolution de la situation dans la région du lac Tchad. Les questions de changement climatique et de fluctuation des prix des matières premières à l'international sont hors de portée. Il en est de même, dans une large mesure, de la croissance démographique, sujette à des pesanteurs structurelles très fortes. En revanche, il est possible d'essayer de peser sur les réponses sécuritaires à la crise et d'améliorer les modes de gouvernance, un point crucial au niveau local. Sur le plan des politiques économiques, les opérateurs de l'aide peuvent aussi accompagner des choix de politiques publiques dans les domaines de l'agriculture, des industries extractives et du commerce transfrontalier et infra-étatique. Un des enjeux sera de promouvoir l'investissement et de diversifier les activités productives dans le cadre d'États rentiers. Pour passer de l'urgence au développement, le rapatriement et la réinstallation des populations déplacées seront par ailleurs essentielles, de pair avec l'emploi des jeunes et le renforcement des capacités locales. Nous considérons ici quelques unes des principales variables qui influencent le devenir de l'espace considéré, en distinguant celles sur lesquelles les poli-tiques publiques n'ont pas de prise – seules leurs conséquences pouvant être gérées – de celles que les choix des différents types d'acteurs (États, partenaires du développement) peuvent influencer.

Les solidarités qui peuvent être potentiellement activées en cas de « coups durs » (maladie, problèmes judiciaires, créances non honorées, etc.) apparaissent cruciales pour sécuriser des parcours caractérisés par une grande précarité dans un contexte où le foncier, en s’individualisant et en se marchandisant, perd de sa fonction de sécurité sociale, et où ni l’Etat ni le marché ne jouent de rôle assurantiel. Il s’agit alors d’identifier l’échelle déterminante des solidarités, en l’occurrence la fratrie utérine, pour comprendre : • comment s’articulent les stratégies individuelles et collectives d’insertion économique ; • si et dans quelle mesure les inégalités d’accès au foncier familial déterminent des inégalités socio-économiques ; • et les effets ambigus de l’individualisation et de la marchandisation du foncier, entre nouvelles formes d’insertion et phénomènes d’exclusion. Nos analyses sont basées sur une étude de terrain, en partie financée par le Comité technique foncier et développement , et réalisée en 2016 et 2017 à l’échelle d’un petit territoire rural en périphérie de la capitale régionale. 88 enquêtes approfondies ont permis à la fois de caractériser les systèmes de production et leurs évolutions récentes et d’analyser les trajectoires d’insertion économique d’hommes et de femmes de différentes générations. Une recension systématique a par ailleurs permis de quantifier à l’échelle de deux villages les transferts fonciers, marchands ou non.
Large-scale agricultural projects, which are based on land ownership concentration and agricultur... more Large-scale agricultural projects, which are based on land ownership concentration and agricultural specialization, are currently being promoted in developing countries. Considered as the way to a modernized agriculture, they are expected to actively contribute to increasing production, growth and employment, especially in African wetland areas. The present article examines the Cameroon part of lake Chad and provides a comparison, rarely adressed, of two dramatically different forms of exploitation: multi-use of space through recession agriculture, pastoralism and fishing (currently practiced by smale-scale famers) and large-scale specialized cropping (agropole project currently promoted by the state).
We first critically examine the arguments in favour of the agropole project by a brief reviewing of the current literature. We then describe the two forms of exploitation of lake Chad environment. Lastly we compare the family farming systems to the maize specialized agricultural firm in terms of economic performance.
Stemming from basics such as (1) the careful examination of cropping, pastoral herding and fishing practices, and (2) the analysis of how added-value is created, our study shows that the wealth produced by family farming systems based on multi-use of space equals the one expected to be produced by the agricultural firm, while creating three times more employment. This result is of particular importance in the current context in which the Boko Haram crisis seems to have renewed the arguments in favour of large-scale agricultural projects.

Almost blank space on the eve of the 1950's, the shores of Lake Chad has become a center of popul... more Almost blank space on the eve of the 1950's, the shores of Lake Chad has become a center of population attracting migrants from various geographical and cultural origins, and a region exporting larges agricultural surplus. This article analyzes the innovations on which the development of the Lake has rested in a context of high variability of landscapes. It highlights the key role of borrowings to formerly exploited wetlands, of the association of a culturally varied population with favourables access conditions to resources, and of the diversification of market exchanges. It shows how crops and associated knowledges have crossed the national and cultural borders resulting in the individualisation of a cosmopolitan agrosystem in the lake Chad bassin. Characterized by a high potential for selection of cultivars adapted to the flood recession in the three main species (maize, bean, sweet potato), by the local development of environmental knowledges and innovatives techniques, the Lake has now become a laboratory for the endogenous intensification of flood recession agriculture.

Systemic approaches may help development projects' field workers to acquire new skills in this regard. Using systemic concepts implies the hypothesis of productive processes' coherence and allow to tackle with their diversity. A practical implementation of such concepts is proposed here. A shared graphical language is designed to model complex fish farming system and to make technicians-producers dialogue easier.

This mode of governance was characterized by the fluidity of coordinations between users and by the absence of rights holders in capacity to exclude other groups from resources access. Nevertheless the sustainability of this mode of governance was called into questions by the local power games supplied by the democratization which undermined the collective action capacities. While the lacustrian territories have been emptied of populations, the “development recovery” gives rise to the political dimension of the natural resources governance.

Avant la crise Boko Haram, la région du lac Tchad pouvait être considérée comme un système région... more Avant la crise Boko Haram, la région du lac Tchad pouvait être considérée comme un système régional organisé par des liens migratoires et des circuits d'échanges articulant des zones plus ou moins peuplées, à potentiel agricole et économique important, à des espaces plus fragiles. La pluviométrie, intermédiaire entre celle des décennies humides (1950-1960) et arides (1970-1980), demeure marquée par une forte variabilité qui influence la production des ressources agricoles. Dans ce contexte, les zones les plus vulnérables – espaces pastoraux du nord du Sahel et autres espaces agricoles ou agropastoraux (Borno, Monts Mandara) – sont forte-ment dépendantes des mobilités saisonnières ou des relations commerciales vers des foyers de peuplement anciens (Diamaré, Komadougou Yobé, pays Moundang et Toupouri), vers des aires de migration récentes fortement dotées en ressources naturelles, comme le lac Tchad ou les pays de la Bénoué, au sud de la zone d'étude. Les deux métropoles de Maiduguri et de N'Djaména (1 million d'habi-tants chacune) constituent les polarités urbaines principales. Elles sont à la fois des foyers de consommation importants et les pôles qui organisent les relations commerciales à longue distance. Ce système est résilient mais vulnérable, du fait de la croissance démographique, de la variabilité des ressources environnementales et de la fragilité des encadrements politiques.

La crise Boko Haram a profondément remis en cause les relations entre ressources et populations q... more La crise Boko Haram a profondément remis en cause les relations entre ressources et populations qui fondaient le système régional. Des déplacements forcés de nature variée (vers les villes ou des zones rurales, avec ou sans franchissement de frontières) ont concerné environ 2,4 millions de personnes, majoritairement des déplacés internes. Des espaces ont été désertés du fait de l'insécurité ou des mesures de lutte anti-insurrection des armées nationales. Or, ce sont souvent des espaces qui représentaient les pôles ruraux les plus productifs (lac Tchad, Komadougou Yobé). De même, des entraves aux circulations marchandes ont reconfiguré les échanges régionaux : l'axe majeur lac Tchad Maiduguri Kano ou Sud du Nigeria a été délaissé au profit d'autres itinéraires contournant l'aire d'étude. Si les impacts de la crise ont logiquement été les plus forts dans la zone directement affectée par Boko Haram (Borno, Adamawa, zones frontalières du Niger et du Cameroun, lac Tchad), des questions demeurent quant à leurs conséquences sur les systèmes agricoles (quel niveau de décapitalisation ?) ainsi que sur les recompositions politico-foncières réalisées à la faveur de la crise. En outre, la crise a aggravé les pressions sur la faune des aires protégées et sur les ressources ligneuses, dans une situation hydrologique relativement inchangée (aucune année sèche sans alimentation de la cuvette nord du lac Tchad depuis 25 ans). La gouvernance des ressources naturelles (terres, pâturages, zones de pêche) dans les espaces vidés puis partiellement réoccupés constitue un enjeu brûlant.

Périphériques, à l'exception de l'agglomération de N'Djamena, les régions de la zone d'étude semb... more Périphériques, à l'exception de l'agglomération de N'Djamena, les régions de la zone d'étude semblent souvent avoir été négligées par les pouvoirs centraux. Dans des contextes de grande pauvreté, la sécheresse des années 1970 puis la crise économique des années 1980 ont en outre porté un coup fatal aux projets de développement de la période post indépendances, laissant une place prépon-dérante aux activités du secteur informel. Les velleités de relance des politiques publiques à la faveur du contexte macroéconomique favorable des années 2000-2014 n'ont pas suffi à modifier réellement l'accès des populations aux biens publics : les États rentiers de la région sont faibles et ont peu de prise sur le déve-loppement. Pour gouverner un espace aux frontières extrêmement poreuses, les gouvernements ont dû composer avec les pouvoirs locaux des chefs coutumiers et des autorités religieuses. Malgré certaines différences, qui tiennent pour beau-coup aux héritages coloniaux, la trajectoire de ces régions est marquée par une vie politique agitée, de nombreux conflits fonciers, un banditisme et une corruption endémiques, des tensions récurrentes au niveau inter et infra-étatique. Ainsi, les vulnérabilités de la population sont multiformes. Obligeant à prendre en compte la complexité de leur histoire dans la durée, elles ne peuvent se réduire à des problèmes purement ethniques ou religieux car les clivages et les inégalités au sein des sociétés de la région révèlent aussi toute l'importance des classes d'âge, des statuts sociaux et des rapports de genre.

En 2017, la situation se caractérise par la juxtaposition de deux crises : l'une est d'ordre mili... more En 2017, la situation se caractérise par la juxtaposition de deux crises : l'une est d'ordre militaire et humanitaire, dans le cadre de la lutte contre Boko Haram ; l'autre est économique, du fait de la dégradation des comptes publics en relation avec la baisse des prix du pétrole depuis la fin 2014 – ce qui touche plus parti-culièrement le Nigeria et le Tchad. Une telle conjoncture a eu des répercussions dramatiques sur l'emploi. Pendant que les autorités civiles étaient dessaisies de leurs prérogatives au profit des militaires et des milices locales, le conflit a instillé un climat de suspicion et de peur qui a contribué à réveiller des antagonismes ethniques, religieux et fonciers. Le régime humanitaire qui s'est affirmé à partir de 2016 a alors bouleversé l'économie politique de la zone. L'injection de fonds et l'arrivée d'opérateurs internationaux ont permis de limiter la crise nutritionnelle, mais ils ont aussi complexifié le jeu des interventions et nourri la corruption. De plus, le détournement des secours n'est pas le seul défi que doivent gérer les acteurs de l'aide. En effet, on assiste à un manque criant de vision politique et de coordination à l'échelle régionale, alors même que l'état de sous-développement général et structurel de la zone devrait obliger à penser les réponses à la crise en termes de construction plutôt que de reconstruction. 1. Le constat à l'été 2017 : une juxtapostion de crises Relativement à la période décrite précédemment, les enjeux de développement n'ont pas fondamentalement changé. Caractériser la situation à l'été 2017 amène plutôt à distinguer deux crises qui se juxtaposent. La première est liée à la violence du groupe Boko Haram et à celle de sa répression dans les espaces les plus directement concernés, en l'occurrence du centre du Borno à la Komadougou Yobé et au lac Tchad, ou le long des frontières entre Nigeria et Cameroun. Les opérateurs du développement ne peuvent pas avoir prise sur toutes les variables qui détermine... more Les opérateurs du développement ne peuvent pas avoir prise sur toutes les variables qui détermineront l'évolution de la situation dans la région du lac Tchad. Les questions de changement climatique et de fluctuation des prix des matières premières à l'international sont hors de portée. Il en est de même, dans une large mesure, de la croissance démographique, sujette à des pesanteurs structurelles très fortes. En revanche, il est possible d'essayer de peser sur les réponses sécuritaires à la crise et d'améliorer les modes de gouvernance, un point crucial au niveau local. Sur le plan des politiques économiques, les opérateurs de l'aide peuvent aussi accompagner des choix de politiques publiques dans les domaines de l'agriculture, des industries extractives et du commerce transfrontalier et infra-étatique. Un des enjeux sera de promouvoir l'investissement et de diversifier les activités productives dans le cadre d'États rentiers. Pour passer de l'urgence au développement, le rapatriement et la réinstallation des populations déplacées seront par ailleurs essentielles, de pair avec l'emploi des jeunes et le renforcement des capacités locales. Nous considérons ici quelques unes des principales variables qui influencent le devenir de l'espace considéré, en distinguant celles sur lesquelles les poli-tiques publiques n'ont pas de prise – seules leurs conséquences pouvant être gérées – de celles que les choix des différents types d'acteurs (États, partenaires du développement) peuvent influencer.

développement sur la con... more Cette communication met en avant les effets contradictoires de l’aide au développement sur la construction de nouveaux communs autour des savoirs et savoir-faire, à partir de l’analyse de projets de développement de la pisciculture en Guinée. La pisciculture paysanne mobilise en effet des savoirs et savoir-faire complexes et son développement, en Afrique, est intimement lié aux interventions de développement. Deux tendances sont aujourd’hui à l’oeuvre : d’un côté, des interventions qui encouragent les processus de construction d’action collective autour des savoirs piscicoles aux échelles locale et régionale, de l’autre, une fragilisation de ces processus sous l’effet des comportements opportunistes et de la mise en concurrence des acteurs générés par le marché de l’aide. L’expérience de ces projets montre que l’enjeu n’est pas de financer des infrastructures mais les apprentissages et la formation et, au-delà, de prendre en charge les coûts de la construction de l’action collective, même lorsque la ressource à gérer – ici les savoirs – est immatérielle. Prise en charge des coûts de l’information ; prise en charge initiale des coûts de l’organisation collective pour permettre à des usagers de faire l’expérience des bénéfices liés à l’action d’un groupe ; appui à l’émergence d’une même vision du problème à régler, et mise en oeuvre de dispositifs substituant dans le temps de l’action des interdépendances aux concurrences apparaissent comme autant d’enjeux pour l’aide au développement.

agricole en Afrique... more Les techniciens agricoles déployés dans le cadre des projets de développement agricole en Afrique disposent-ils toujours des outils et des concepts pour engager un véritable dialogue avec les producteurs ? Cette communication s’appuie sur une expérience menée dans le cadre d’un projet de développement de la pisciculture en Guinée Forestière où l’émergence d’une expertise technique locale au sein des réseaux de pisciculteurs oblige à repenser le rôle et la formation des techniciens déployés dans le cadre des projets. Elle montre comment une approche systémique, mise en oeuvre par les techniciens eux-mêmes, peut participer à cette évolution. Plus que le résultat final de la démarche de modélisation que cette approche implique, c’est le processus même de production et d’interprétation des connaissances qui peut être le point de départ d’un dialogue renouvelé avec les producteurs.

Cette étude porte sur les économies de plantation de la région de Guinée Forestière (République d... more Cette étude porte sur les économies de plantation de la région de Guinée Forestière (République de Guinée). Elle interroge la place du foncier rural dans les trajectoires d’autonomisation socio-économique des jeunes dans un contexte de compétition et de marchandisation foncière. En Guinée Forestière, le régime de Sékou Touré (1958-1984) s’est employé à casser les institutions qui assuraient l’exploitation du travail des jeunes et la hiérarchie entre lignages. L’émigration des jeunes gens, massive jusqu’aux années 1980, résulte de mesures économiques qui décourageaient la production agricole. Quand les jeunes sont « revenus au village » au début des années 1990, les terres étaient disponibles pour une « course à la plantation » entre autochtones, y compris entre jeunes autochtones, qui a débouché sur un phénomène d’individualisation et de marchandisation des droits. L’agriculture familiale a ensuite bénéficié de la croissance des marchés urbains régionaux. Aujourd’hui, l’intensification des systèmes de culture et d’élevage et la diversification des activités (transformation, commerce, transport) offre de nouvelles opportunités au village à des jeunes qui n’ont plus accès au foncier familial mais qui peuvent jouir précocement de leur force de travail. La situation des jeunes hommes vis-à-vis de l’accès à la terre familiale est aujourd’hui très différente. Ni l’âge, ni même l’étendue du patrimoine foncier du père ne suffisent à expliquer ces différences. L’individualisation des droits, souvent présentée comme un phénomène dégradant les conditions d’accès à la terre des femmes et des jeunes hommes, sécurise au contraire ici l’accès à la terre des jeunes femmes et des derniers nés des fratries. La division des terres est de plus en plus souvent l’occasion de reconnaître des droits d’administration aux femmes. L’individualisation des droits s’accompagne en outre de nouveaux arrangements fonciers entre parents qui offrent un accès au foncier aux parents défavorisés dans le processus de sélection des ayant-droits et dans la répartition des droits au sein du segment de lignage ou de la fratrie. Ces arrangements jouent toutefois un rôle limité au regard du caractère excluant d’un processus de sélection des ayant-droits qui consiste à « transformer les parents en étrangers ». Ce processus a conduit à la normalisation du lien biologique comme principe de justification des droits sur la terre du lignage, et, corrélativement, comme critère d’exclusion foncière des neveux et des enfants « adoptifs ». Les trajectoires d’autonomisation des jeunes se situent à l’articulation entre des stratégies individuelles et des stratégies familiales et mobilisent d’autres ressources que le foncier. Au sein des fratries, utérines le plus souvent, il existe des arrangements autour de la répartition des droits et des obligations de chacun des membres sur les différentes ressources nécessaires à l’autonomisation. Les stratégies familiales de répartition inégale des droits et des obligations peuvent ainsi s’avérer efficaces pour gérer la contrainte foncière. Dans d’autres situations, la répartition inégale du foncier ne résulte pas tant d’une « stratégie » collective que d’une concurrence entre frères qui profite à l’aîné et relègue le cadet dans une trajectoire d’autonomisation déconnectée du foncier familial précaire. Les transactions foncières marchandes ne constituent pas un élément aggravateur de tensions inter-générationnelles qui restent régulées localement. Elles jouent au contraire un rôle redistributif qui profite aux jeunes hommes. « Complètes » et peu conflictuelles, elles jouent un rôle moteur dans les trajectoires d’autonomisation des jeunes qui n’ont pas accès à la terre familiale. Elles participent ainsi du renouvellement des relations inter-générationnelles marqué, dans un contexte de pression foncière et d’articulation des stratégies rurales et urbaines, par une marchandisation des rapports intra-familiaux autour du travail et de la terre.

Cette revue de littérature s'inscrit dans le cadre du chantier « Structures agraires et accès des... more Cette revue de littérature s'inscrit dans le cadre du chantier « Structures agraires et accès des jeunes à la terre ». Elle vise à alimenter la réflexion collective sur l'élaboration d'une grille d'analyse portant sur l'articulation entre structures agraires et emploi des jeunes, et sur la définition d'éléments pouvant aider à cadrer la discussion opérationnelle. Elle doit aussi permettre d'identifier quelques cas concrets permettant d'illustrer la pertinence des clés de lecture proposées. Conformément au positionnement du comité, la question des "jeunes" est envisagée ici sous l'angle des relations intrafamiliales et intergénérationnelles, en particulier autour de l’accès à la terre des jeunes. Les références bibliographiques ont été sélectionnées pour interroger l'articulation entre les transformations de ces relations et les changements agraires (à l'échelle des territoires comme des unités de production), en se concentrant sur les pays du Sud. Toutefois, plusieurs situations pourtant importantes démographiquement ou économiquement ne sont pas ou peu évoquées ici : les situations agraires chinoises et indiennes, celles de l'Afrique australe ou encore des pays du Maghreb, ainsi que de nombreuses situations en Amérique du Sud ou centrale. Les travaux sur l'Afrique sub-saharienne (principalement le Burkina Faso, le Burundi, la Côte d’Ivoire, le Ghana, la Guinée, le Kenya, le Niger, le Nigeria, le Malawi, l'Ouganda, le Rwanda, la Sierra Leone) et Madagascar, ceux sur l'Asie du Sud Est (principalement l'Indonésie et la Malaisie) et quelques travaux sur le Brésil et le Mexique forment le gros de notre corpus bibliographique, par ailleurs constitué uniquement de littérature scientifique. La première partie propose des éléments de cadrage sur les liens entre relations intergénérationnelles et changements agraires. La seconde partie pose la question du rôle des jeunes dans la reproduction familiale. Elle traite ainsi du travail agricole familial et marchand, de la scolarisation et de l'insertion urbaine, de la pluriactivité et des différentes formes de migrations, en relation avec les dynamiques agraires. La troisième partie interroge les inégalités et l'insécurité foncières du point de vue des jeunes générations. La dernière partie est consacrée au développement des grands projets agro-industriels analysé sous l'angle de l'emploi et des processus intergénérationnels de transformation des relations autour du travail et de la terre.

L‘appui à l’émergence et à la consolidation d’un réseau de producteurs prenant en charge le dével... more L‘appui à l’émergence et à la consolidation d’un réseau de producteurs prenant en charge le développement piscicole est au coeur des principes d’action de l’APDRA Pisciculture Paysanne. On dénombre aujourd’hui plus de 1500 pisciculteurs en Guinée Forestière dont le tiers a été installé par d’autres pisciculteurs. Le « passage à l’échelle » dans le développement de la pisciculture en Guinée Forestière pourra-t-il reposer sur ces prestations paysannes ? Si oui, qu’est-ce que cela implique pour l’action publique ? Cette note propose une analyse des dynamiques piscicoles villageoises, des prestations paysannes (organisation socio-spatiale et logiques des prestataires paysans), et des relations entre acteurs locaux et régionaux de la pisciculture, pour finalement dégager quelques perspectives pour l’action publique en appui à la pisciculture en Guinée Forestière. The Lake Chad is unique in the Sahelian band. Whereas large scale irrigated schemes has characterized the other wetlands, here the development of agriculture, cattle breeding and fishing has been based on the use of the water floods and on mobilities. Almost virgin until the 1940s, the Lake has become a highly populated and cosmopolitan area, exporting diversified foodstuffs to the urban markets of the sub-region. Through the analysis of agrarian and territorial dynamics of the Cameroonian lake shores, this research questions to which extent multi-use of the natural resources and mobilities may allow further agricultural intensification and population increase in such an uncertain environment.
Closer complementarity and synergy between activities pave the way for ecological intensification and territorial development inducing wealth and job generation. Due to its marginal nature, the Cameroonian part of the Lake has been the place of continuous social innovations, ensuring to a great diversity of people the access to productive assets and markets. In this sense, it has been actually decisive for the dynamic of intensification.
Hydro-ecological, economic and demographic uncertainty has been integrated into the “normal” functioning of the agrarian system and territory. Nowadays, the political uncertainty threatens the future of the Lake Chad. It results both from agricultural and environmental policies and from conflicts between local authorities, that are constitutives of the relation between the State and the populations.
En adoptant une approche systémique et historique, cette étude s’attache à montrer l’évolution du rapport dialectique entre écologie, pratiques paysannes, rapports sociaux, conditions économiques et politiques d’ensemble, stratégies de migration et territorialisation dans une société rurale où tous les membres résidents au village sont paysans. Réalisée à l’échelle locale de la « petite région agricole », en pays Kpelle au Libéria, elle montre comment l’espace rural ne peut ici se concevoir qu’en étant mis en relation avec l’espace national et
même international à travers les investissements étrangers notamment. Elle montre une société rurale prise dans tout un système de migration produisant un espace social constitué d’aires rurale, urbaine et industrielle (plantations d’hévéa et mines) connectées entre elles.

Le cas de la Guinée Forestière (République de Guinée) est intéressant de ce point de vue. Durant près de trois décennies, des années 60 au milieu des années 80, dans un contexte de prélèvements de l’Etat décourageant la production agricole, le principal mode d’insertion économique pour les jeunes hommes a été l’émigration vers le Libéria, la Sierra Leone et la Côte d’Ivoire. Au début des années 90, l’éclatement de conflits civils dans ces pays a fermé cette voie d’insertion et provoqué un mouvement massif de retour des ressortissants, entraînant une très forte croissance démographique régionale, rurale comme urbaine. À la faveur de la libéralisation du régime et de prix mondiaux élevés du café, une véritable « course à la plantation » s’est engagée dans les décennies 90 et 2000. La compétition foncière a rendu l’accès à la terre familiale de plus en plus difficile pour les nouvelles générations, contribuant à l’exclusion de certains ayants-droits ainsi qu’à une individualisation et une marchandisation rapide des droits sur le foncier et le travail. À la fin des années 2000, dans un contexte de forte densité démographique (plus de 150 hab/km² dans certaines sous-préfectures rurales), d’instabilité des prix du café et de chute de la fertilité des coteaux et bas-fonds rizicoles, les ingrédients d’une crise agraire semblaient être réunis. Pourtant, hors encadrement, et favorisé par la croissance des marchés urbains, le développement rapide d’une filière palmier à huile a permis l’intensification en capital des systèmes de culture (plants sélectionnés), la diversification des activités rurales (petites unités de transformation de l’huile de palme et de palmiste, commerce et transport), et le développement de nouveaux système d’élevages intensifs hors-sol (élevage porcin confiné valorisant un sous-produit de la transformation du palmier à huile). Ces évolutions rapides ont offert de nouvelles opportunités d’emplois et de revenus aux jeunes générations en lien avec une diversification des arrangements contractuels autour de la terre, du travail et du capital.
Cette communication propose d’analyser la différenciation des trajectoires d’insertion économique des jeunes générations dans ce contexte. Il s’agit de montrer comment le jeu des normes, des droits et des obligations intrafamiliales détermine, au sein même des groupes familiaux, un accès inégal des jeunes au foncier familial et une capacité inégale à valoriser les opportunités offertes par l’individualisation et la marchandisation des droits sur le foncier et le travail. Les solidarités qui peuvent être potentiellement activées en cas de « coups durs » (maladie, problèmes judiciaires, créances non honorées, etc.) apparaissent cruciales pour sécuriser des parcours caractérisés par une grande précarité dans un contexte où le foncier, en s’individualisant et en se marchandisant, perd de sa fonction de sécurité sociale, et où ni l’Etat ni le marché ne jouent de rôle assurantiel. Il s’agit alors d’identifier l’échelle déterminante des solidarités, en l’occurrence la fratrie utérine, pour comprendre :
• comment s’articulent les stratégies individuelles et collectives d’insertion économique ;
• si et dans quelle mesure les inégalités d’accès au foncier familial déterminent des inégalités socio-économiques ;
• et les effets ambigus de l’individualisation et de la marchandisation du foncier, entre nouvelles formes d’insertion et phénomènes d’exclusion.
Nos analyses sont basées sur une étude de terrain, en partie financée par le Comité technique foncier et développement , et réalisée en 2016 et 2017 à l’échelle d’un petit territoire rural en périphérie de la capitale régionale. 88 enquêtes approfondies ont permis à la fois de caractériser les systèmes de production et leurs évolutions récentes et d’analyser les trajectoires d’insertion économique d’hommes et de femmes de différentes générations. Une recension systématique a par ailleurs permis de quantifier à l’échelle de deux villages les transferts fonciers, marchands ou non.
We first critically examine the arguments in favour of the agropole project by a brief reviewing of the current literature. We then describe the two forms of exploitation of lake Chad environment. Lastly we compare the family farming systems to the maize specialized agricultural firm in terms of economic performance.
Stemming from basics such as (1) the careful examination of cropping, pastoral herding and fishing practices, and (2) the analysis of how added-value is created, our study shows that the wealth produced by family farming systems based on multi-use of space equals the one expected to be produced by the agricultural firm, while creating three times more employment. This result is of particular importance in the current context in which the Boko Haram crisis seems to have renewed the arguments in favour of large-scale agricultural projects.

développement sur la construction de nouveaux communs autour des savoirs et savoir-faire, à partir de l’analyse de projets de développement de la pisciculture en Guinée. La pisciculture paysanne mobilise en effet des savoirs et savoir-faire complexes et son développement, en Afrique, est intimement lié aux interventions de développement. Deux tendances sont aujourd’hui à l’oeuvre : d’un côté, des interventions qui encouragent les processus de construction d’action collective autour des savoirs piscicoles aux échelles locale et régionale, de l’autre, une fragilisation de ces processus sous l’effet des comportements opportunistes et de la mise en concurrence des acteurs générés par le marché de l’aide. L’expérience de ces projets montre que l’enjeu n’est pas de financer des infrastructures mais les apprentissages et la formation et, au-delà, de prendre en charge les coûts de la construction de l’action
collective, même lorsque la ressource à gérer – ici les savoirs – est immatérielle. Prise en charge des coûts de l’information ; prise en charge initiale des coûts de l’organisation collective pour permettre à des usagers de faire l’expérience des bénéfices liés à l’action d’un
groupe ; appui à l’émergence d’une même vision du problème à régler, et mise en oeuvre de dispositifs substituant dans le temps de l’action des interdépendances aux concurrences apparaissent comme autant d’enjeux pour l’aide au développement.

dialogue avec les producteurs ? Cette communication s’appuie sur une expérience menée dans
le cadre d’un projet de développement de la pisciculture en Guinée Forestière où l’émergence
d’une expertise technique locale au sein des réseaux de pisciculteurs oblige à repenser le rôle
et la formation des techniciens déployés dans le cadre des projets. Elle montre comment une
approche systémique, mise en oeuvre par les techniciens eux-mêmes, peut participer à cette
évolution. Plus que le résultat final de la démarche de modélisation que cette approche
implique, c’est le processus même de production et d’interprétation des connaissances qui
peut être le point de départ d’un dialogue renouvelé avec les producteurs.

dynamic regional informal economy, pastoralism is now in the throes of an unprecedented crisis in the region. What are the characteristics of this crisis? And how should its development be tackled in this context?
En Guinée Forestière, le régime de Sékou Touré (1958-1984) s’est employé à casser les institutions qui assuraient l’exploitation du travail des jeunes et la hiérarchie entre lignages. L’émigration des jeunes gens, massive jusqu’aux années 1980, résulte de mesures économiques qui décourageaient la production agricole. Quand les jeunes sont « revenus au village » au début des années 1990, les terres étaient disponibles pour une « course à la plantation » entre autochtones, y compris entre jeunes autochtones, qui a débouché sur un phénomène d’individualisation et de marchandisation des droits. L’agriculture familiale a ensuite bénéficié de la croissance des marchés urbains régionaux. Aujourd’hui, l’intensification des systèmes de culture et d’élevage et la diversification des activités (transformation, commerce, transport) offre de nouvelles opportunités au village à des jeunes qui n’ont plus accès au foncier familial mais qui peuvent jouir précocement de leur force de travail.
La situation des jeunes hommes vis-à-vis de l’accès à la terre familiale est aujourd’hui très différente. Ni l’âge, ni même l’étendue du patrimoine foncier du père ne suffisent à expliquer ces différences. L’individualisation des droits, souvent présentée comme un phénomène dégradant les conditions d’accès à la terre des femmes et des jeunes hommes, sécurise au contraire ici l’accès à la terre des jeunes femmes et des derniers nés des fratries. La division des terres est de plus en plus souvent l’occasion de reconnaître des droits d’administration aux femmes. L’individualisation des droits s’accompagne en outre de nouveaux arrangements fonciers entre parents qui offrent un accès au foncier aux parents défavorisés dans le processus de sélection des ayant-droits et dans la répartition des droits au sein du segment de lignage ou de la fratrie.
Ces arrangements jouent toutefois un rôle limité au regard du caractère excluant d’un processus de sélection des ayant-droits qui consiste à « transformer les parents en étrangers ». Ce processus a conduit à la normalisation du lien biologique comme principe de justification des droits sur la terre du lignage, et, corrélativement, comme critère d’exclusion foncière des neveux et des enfants « adoptifs ».
Les trajectoires d’autonomisation des jeunes se situent à l’articulation entre des stratégies individuelles et des stratégies familiales et mobilisent d’autres ressources que le foncier. Au sein des fratries, utérines le plus souvent, il existe des arrangements autour de la répartition des droits et des obligations de chacun des membres sur les différentes ressources nécessaires à l’autonomisation. Les stratégies familiales de répartition inégale des droits et des obligations peuvent ainsi s’avérer efficaces pour gérer la contrainte foncière. Dans d’autres situations, la répartition inégale du foncier ne résulte pas tant d’une « stratégie » collective que d’une concurrence entre frères qui profite à l’aîné et relègue le cadet dans une trajectoire d’autonomisation déconnectée du foncier familial précaire.
Les transactions foncières marchandes ne constituent pas un élément aggravateur de tensions inter-générationnelles qui restent régulées localement. Elles jouent au contraire un rôle redistributif qui profite aux jeunes hommes. « Complètes » et peu conflictuelles, elles jouent un rôle moteur dans les trajectoires d’autonomisation des jeunes qui n’ont pas accès à la terre familiale. Elles participent ainsi du renouvellement des relations inter-générationnelles marqué, dans un contexte de pression foncière et d’articulation des stratégies rurales et urbaines, par une marchandisation des rapports intra-familiaux autour du travail et de la terre.
La première partie propose des éléments de cadrage sur les liens entre relations intergénérationnelles et changements agraires. La seconde partie pose la question du rôle des jeunes dans la reproduction familiale. Elle traite ainsi du travail agricole familial et marchand, de la scolarisation et de l'insertion urbaine, de la pluriactivité et des différentes formes de migrations, en relation avec les dynamiques agraires. La troisième partie interroge les inégalités et l'insécurité foncières du point de vue des jeunes générations. La dernière partie est consacrée au développement des grands projets agro-industriels analysé sous l'angle de l'emploi et des processus intergénérationnels de transformation des relations autour du travail et de la terre.
l’action publique ? Cette note propose une analyse des dynamiques piscicoles villageoises, des prestations paysannes (organisation socio-spatiale et logiques des prestataires paysans), et des relations
entre acteurs locaux et régionaux de la pisciculture, pour finalement dégager quelques perspectives pour l’action publique en appui à la pisciculture en Guinée Forestière. Elle repose sur des enquêtes de
