Um breve histórico da disciplina no âmbito global é oferecido para que seja possível contextualizar a experiência brasileira. As principais tendências, características e ausências da bibliografia produzida no país durante esse período são consideradas. Os temas contemplados são: política externa dos Estados, instituições internacionais, natureza do sistema internacional e da política internacional e estratégia e política de defesa.

In only a few instances in international relations, states anticipate major problems and address ... more In only a few instances in international relations, states anticipate major problems and address them before they become disastrous: negotiating and creating new international norms to avert human and financial loss. One example is the Protocol banning laser weapons that can permanently blind. It was created in the mid-1990s before the weapons were fully operational and set a powerful norm that banned their future development. With new evolving technologies that have unparalleled capacity to harm and maim, such as fully autonomous weapons systems (killer robots), it is imperative that states take preventive action and create new multilateral agreements to cope with problems yet to materialize. This article aims to initiate the discussion of when states act preventively to avert major future problems. It advances three initial explanatory propositions on preventive multilateralism in areas of ‘commonly perceived global dimension of future potential harm’ to improve states’ security dilemmas; based upon reputation and humanitarian, material concerns, and national security, and presents the initial discussion toward a world politics of prevention.

This chapter offers a transversal analysis of the institutional mechanisms that are in place for ... more This chapter offers a transversal analysis of the institutional mechanisms that are in place for the promotion and protection of human rights and for conflict resolution within regional organizations and adds to the literature on global governance a specific view of the role of regional organizations. These activities are a crucial component of global governance mechanisms and are a constituent of a broader tendency for a division of labor between the United Nations (UN) and regional organizations. Global governance occurs at different levels, and one of these levels is regional. This regional governance is part of a more general process of diffusion of authority and offers us a specific view into global institutional architecture, which is the tendency of norm diffusion through regional organizations.
The phenomenon of regionalism is today present throughout the international system, and regional ... more The phenomenon of regionalism is today present throughout the international system, and regional organisations are widely considered to play an important role in relation to international security. With the United Nations system increasingly overburdened since the 1990s, such organisations have emerged as one possible solution to problems associated with state fragility and violence perpetrated by non-state actors. Relative to other regional organisations, the OAS has received little attention in the literature and it is not generally considered to have much impact on international relations in the Americas. This paper, however, argues that the OAS does matter and that rules and norms do make a difference in international relations more generally. The OAS, despite its problems, has played an important role in terms of preventive diplomacy, generating channels for communication and building institutions that have helped avert violent conflict in a number of cases.
The chapter examines the idea and practice of regional governance during the last twenty years. I... more The chapter examines the idea and practice of regional governance during the last twenty years. Intergovernmental regional organizations provide the focus of the analysis as they often are the hub of regional interaction leading to the generation of rules. In order to understand the idea of regional governance, the chapter looks into the relation between this idea and three other processes taking place in the international system: the changing nature of sovereignty, globalization, and the challenges to nationally based representative democracy. The role of regional multidimensional organizations that perform similar tasks in the human rights is a focus in the humanitarian, democratic governance, development, and security spheres as a result of the diffusion of international governance practices.

Drawing from a broad range of critical approaches to world politics (including Frankfurt School Critical Theory, Poststructuralism, Gramscian approaches and Postcolonial Studies), critical approaches to security have inspired students of international relations to think broadly and deeply about the security dynamic in world politics, multiple aspects of insecurities and how insecurities are produced as we seek to address them. This series, given its focus on the study of security in and of the Global South, will bring to the debate new spheres of empirical research both in terms of themes and social locations, as well as develop new interconnection between security and other related subfields.
