Con el fin de generar evidencia empírica sobre la aplicación de la teoría de la preferencia revelada se presenta un análisis descriptivo de las preferencias por zapatos de correr desde la óptica del consumidor, esto con el objetivo de identificar los factores que determinan sus preferencias. Para ello, mediante un muestreo no probabilístico de bola de nieve, se aplicó una encuesta en línea a personas de 18 a 65 años de edad residentes en la ciudad de Quito. Los principales resultados indican que los factores: precio, calidad, estética del zapato (modelo, marca y color), atención de los vendedores y la recomendación de un familiar, amigo o entrenador son considerados como los más importantes al momento de elegir un zapato de correr. Sin embargo, no se tiene claridad sobre los mecanismos de afectación en sus determinantes. En el presente artículo se estudia este problema utilizando un modelo probabilístico de la pobreza extendido con variables de incidencia de la pandemia, y aplicando una regresión logística a nivel de hogar. Para el caso de Ecuador se utiliza las rondas de diciembre de la Encuesta Nacional de Empleo, Subempleo y Desempleo (ENEMDU) de 2019 y 2020, el registro administrativo del reporte epidemiológico de Covid-19 y el registro administrativo de defunciones. Los resultados muestran que los canales de impacto de la pandemia en pobreza se dieron a través de la brecha de género y la estructura del mercado laboral.

Following the theoretical framework proposed by Heise (1998, 2012), we use a logistic regression model exploiting data from the Second National Survey on Family Relations and Gender Violence of 2019, including women 15 years old or older who have had a partner. At community and social levels, it is key to promote women's empowerment and to eradicate poverty, while at individual level, preventive strategies must target young, poor, indigenous women, as well as on those in long-term relationships.
El coronavirus (COVID-19) nos ha puesto frente a uno de los más grandes desafíos de la historia, ... more El coronavirus (COVID-19) nos ha puesto frente a uno de los más grandes desafíos de la historia, en donde el futuro es incierto, seguramente no volveremos a la vida de antes y ahora debemos ser flexibles y adaptarnos a las nuevas circunstancias. Este documento busca provocar la discusión académica sobre la dimensión económica que enfrenta el Ecuador, partiendo de la idea de que en la incertidumbre en la que estamos, no hay medidas, propuestas, ni soluciones “correctas” ni definidas en textos. Partimos del planteamiento de que la política económica debe priorizar el bienestar de las personas. A diciembre de 2019, del total de la población con empleo el 47% era informal y el 60% no estaba afiliada a la seguridad social. Este escenario vuelve aún más retador el pensar alternativas, pues el mantener a nuestra sociedad sana y alimentada es la prioridad económica y política actual, y esto nos exige pensar fuera de las medidas convencionales experimentadas y de lo que la teoría convencional propone. En términos de política económica, la pandemia del COVID-19 requiere superar la disyuntiva neoclásico-keynesiana con el fin de estar a la altura de las consecuencias económicas de la crisis. Si se requiere mantener el distanciamiento social durante un período considerable de tiempo, entonces se requiere una transformación profunda del esquema dependiente del ciclo económico hacia una economía intertemporalmente sostenible y a prueba de crisis; es decir, la construcción de una economía resiliente. (Lange y Santarius, 2020) Así, aportamos al diálogo académico con este documento que el Instituto de Investigaciones Económicas de la PUCE ha preparado; diálogo que estamos comprometidos en sostener en este tiempo, para lo cual invitamos a la amplia discusión ciudadana. En este texto, se realiza una reflexión sobre: 1) cuáles son los efectos de la pandemia sobre la economía y qué están haciendo los países, alrededor del mundo, para enfrentar esta crisis global; 2) cuáles son las restricciones que enfrenta el Ecuador para tomar ese tipo de medidas; y, 3) dadas la necesidad de intervención y las restricciones que tenemos, qué podemos hacer para enfrentar las crisis en nuestro país.

The focus in this paper is on non-contributory social transfers which are considered to be the ma... more The focus in this paper is on non-contributory social transfers which are considered to be the main social protection instruments targeted specifically at poor and vulnerable households, and which are financed from general government revenues. Eligibility for non-contributory transfers does not depend on employment records and contributions made in the past. The aim of the paper is to take stock of the main experiences and unpack some of the common questions raised in relation to the use of ex-ante cost-benefit analyses for the promotion and design of non-contributory social protection policies and programmes in developing countries. We conclude by highlighting a number of important questions, suggesting critical conditions for carrying out and using such analyses successfully, and proposing directions for future research.

However, the literature is scarce regarding long-term effects. Using administrative panel data, this study analyses social mobility in Ecuador and evaluates the effect of the social transfer programme Bono de Desarrollo Humano (BDH). Results show that social policies should focus on household composition, the accumulation of human capital, and the accumulation of durable goods. Complementary policies must address gender and ethnic equity, as well as reproductive health. Finally, we find that the BDH does foster social mobility, especially if the transfer is complemented with economic inclusion programmes.

It shows that social protection promotes equitable economic growth by enhancing human capital and fostering economic performance at the micro level. A positive rate of return is achieved after 12 periods and can reach between 12 per cent and 15 per cent after 20 periods. This study shows that microsimulation models can be extended in order to analyse the long-term economic returns on social protection.

Asignarlos para poder cubrir las necesidades de las personas, individual y colectivamente, mediante tres procesos: producir, intercambiar o circular, y consumir. Siendo los principios para una buena asignación, que esta sea eficiente (lograr el resultado con la menor cantidad de recursos posible) y equitativa (que la asignación y el resultado sean justas). Las relaciones de reciprocidad (interdependencia) y solidaridad (valoración del otro) existen desde que se crean las sociedades. Son parte de la noción de comunidad política, en que vivimos juntos porque es bueno para todas y todos, y en que la sociedad se organiza para la administración colectiva de los recursos y bienes comunes necesarios para producir, intercambiar y consumir, pensando en satisfacer necesidades y lograr una calidad de vida buena, un buen vivir. Es así como, más adelante, desde Adam Smith, quien primero en los "sentimientos morales" y después en "la riqueza de las naciones", señala que una economía puede ser eficiente en la medida en que cada quién se dedica a lo que mejor sabe o puede hacer, pero es enfático además al señalar que "ninguna sociedad puede ser feliz y próspera si la mayor parte de sus ciudadanos son pobres y miserables". Estas ideas, que son centrales, en el origen del estudio formal de la economía son más importantes y relevantes que la de la llamada "mano invisible" (que no es el libre mercado, sino las relaciones morales). Más adelante, en el pensamiento económico, en la búsqueda de un modelo de organización que genere eficiencia y equidad, predominaron las nociones del libre mercado (con valores individualistas) y de la planificación centralizada (con valores de solidaridad, desde el ejercicio del poder representativo). Se mantuvo marginal, sin embargo, el hecho de que siempre ha existido otra opción, mucho más natural, que es la de la vida económica asociativa (con valores de reciprocidad y sustentabilidad). Luis Blanc abogó por una economía de pleno empleo, y Robert Owen por la universalización de la educación y la sustitución del mercado por las cooperativas. Ideas que datan del siglo XVIII, y a las que se suman las de Saint-Simon, Sismondi y otras; pero que lamentablemente en los textos muchas veces se olvidan. Finalmente, con el triunfo de la individualidad, como valor, y de la acumulación de capital, como fin económico, que se consolida con la "legalización" de la apropiación de la tierra, como acto forzoso (violento), a través de la implantación de la propiedad privada (como acto social, no natural) que junto con los privilegios, como bien describió Rousseau, son el origen de desigualdad entre las personas. Este tipo de relación social tiene su correlato en una visión de la economía: lineal (producir, consumir, desechar), individualista (maximizar ganancia) y monetarista (la falacia del dinero como bien económico). Mirada que rompe con la sociedad, trastocando los fines de la economía, como bien discutía Polanyi.

Results show that social policies should focus on vulnerabilities related to household composition, the accumulation of human capital, and the accumulation of durable goods. Complementary policies must address gender, ethnic and geographical equity, as well as reproductive health. Finally, we find that the BDH does foster social mobility, especially for higher per capita amounts and if the transfer is complemented with economic inclusion programmes.
este estudio parte de revisar el tipo de sociedad que se propone para el Ecuador desde el buen vi... more este estudio parte de revisar el tipo de sociedad que se propone para el Ecuador desde el buen vivir, y en ese marco el rol del Estado. En este sentido se analiza y discute, en lo referente a la prestación de bienes y servicios, los retos que plantean la Constitución de Montecristi, los procesos de transformación del Estado y la recuperación de la planificación y de la autoridad pública (en cuanto a regulación y control). Adicionalmente, se hace una breve revisión del marco legal e institucional que demarca las facultades del Estado, y las formas de relacionamiento con actores privados y de la economía popular y solidaria. Esta revisión se hace de forma extensiva pero concentrada en el tema de análisis (i.e. bienes y servicios), ya que es necesaria para construir el marco teórico sobre el alcance del Estado.
Posteriormente, se revisa la propuesta de bienes superiores, estratégicos y de mercado, planteada por la Secretaría Nacional de Planificación y Desarrollo (SENPLADES), y se la analiza desde la teoría económica presentada en el documento 1, tomando como marco de referencia la idea del buen vivir que se establece en la Constitución (2008). El análisis permite establecer características y condiciones económicas para definir a estos bienes, y después establecer el alcance del Estado, desde sus facultades, haciendo énfasis en las de planificación, regulación y gestión, así como en las formas de relacionamiento con otros actores económicos.
El presente documento inicia con una introducción sobre la justificación de este estudio, y hace una breve revisión histórica del Estado ecuatoriano y su rol en la economía, para terminar presentando el Estado del buen vivir, como un cambio de época. A continuación, la discusión se organiza en dos secciones. La primera revisa la idea del buen vivir como alternativa al desarrollo y proyecto de sociedad, y recupera elementos sobre el contexto ecuatoriano a partir de la Constitución, el marco normativo, y la agenda de transformación del Estado. Por otra parte, en la segunda sección, se discute la propuesta teórica de bienes superiores, estratégicos y de mercado desde la teoría económica. De esa manera se propone una definición de bienes que incluye las características expuestas anteriormente. Además, se discute el alcance del Estado para la prestación de estos bienes desde el ejercicio de sus facultades, así como formas de articulación y complementariedad con actores privados y de la economía popular y solidaria. Finalmente, se establecen algunas conclusiones y recomendaciones para el uso de este marco teórico.
La economía busca la mejor asignación de recursos, posible, para la satisfacción de necesidades a... more La economía busca la mejor asignación de recursos, posible, para la satisfacción de necesidades actuales y futuras. Es indudable que el Estado juega un papel importante en este proceso, pero ¿cuál es ese rol? es una pregunta para la cual la teoría económica no tiene una respuesta definitiva. Toma importancia, entonces, revisar el rol que distintas teorías económicas le dan al Estado en la economía; de forma particular en la provisión de bienes y prestación de servicios públicos, así como en sus esquemas de actuación complementaria con los sectores público, privado y de la economía popular y solidaria.
El presente documento se organiza en tres secciones. La primera discute las visiones de desarrollo y la teoría económica sobre la producción de bienes y servicios y presenta los conceptos, características y propiedades de los bienes y servicios públicos. La segunda sección introduce al Estado como actor económico, la noción y características del mercado, para posteriormente comparar las diferentes visiones sobre el rol que tanto el Estado como el mercado desempeñan en la economía. Además se recoge la teoría económica que da paso a la generación de alianzas entre actores públicos y privados, a lo que se agregan actores comunitarios. Finalmente, se concluye con un resumen del análisis comparativo entre las teorías económicas ortodoxas y heterodoxas sobre el rol del Estado en la prestación de bienes y servicios públicos.

However, there still many questions without a final answer. This paper proposes new insights for the analysis of poverty governance, and the policy process of anti-poverty policies. Poverty governance, includes the different values, norms, processes and institutions related with different concerns around poverty. It includes the definition of dimensions, the decision about minimum or maximum thresholds, and the relation with inequality. But it is also related with the identification on agents and mandates, the setting of goal, and the specific policy process, including the allocation of resources, and its sustainability. The paper introduces some elements for the definition of poverty, and the importance of the phase to establish social goals and commitments. Besides, it discusses poverty governance as mean and end for poverty alleviation policies. Finally, empirical evidence is presented about the relations between economic development, social expenditure and poverty alleviation.

Partimos del planteamiento de que la política económica debe priorizar el bienestar de las personas. A diciembre de 2019, del total de la población con empleo el 47% era informal y el 60% no estaba afiliada a la seguridad social. Este escenario vuelve aún más retador el pensar alternativas, pues el mantener a nuestra sociedad sana y alimentada es la prioridad económica y política actual, y esto nos exige pensar fuera de las medidas convencionales experimentadas y de lo que la teoría convencional propone.
En términos de política económica, la pandemia del COVID-19 requiere superar la disyuntiva neoclásico-keynesiana con el fin de estar a la altura de las consecuencias económicas de la crisis. Si se requiere mantener el distanciamiento social durante un período considerable de tiempo, entonces se requiere una transformación profunda del esquema dependiente del ciclo económico hacia una economía intertemporalmente sostenible y a prueba de crisis; es decir, la construcción de una economía resiliente. (Lange y Santarius, 2020)
Así, aportamos al diálogo académico con este documento que el Instituto de Investigaciones Económicas de la PUCE ha preparado; diálogo que estamos comprometidos en sostener en este tiempo, para lo cual invitamos a la amplia discusión ciudadana. En este texto, se realiza una reflexión sobre: 1) cuáles son los efectos de la pandemia sobre la economía y qué están haciendo los países, alrededor del mundo, para enfrentar esta crisis global; 2) cuáles son las restricciones que enfrenta el Ecuador para tomar ese tipo de medidas; y, 3) dadas la necesidad de intervención y las restricciones que tenemos, qué podemos hacer para enfrentar las crisis en nuestro país.
Posteriormente, se revisa la propuesta de bienes superiores, estratégicos y de mercado, planteada por la Secretaría Nacional de Planificación y Desarrollo (SENPLADES), y se la analiza desde la teoría económica presentada en el documento 1, tomando como marco de referencia la idea del buen vivir que se establece en la Constitución (2008). El análisis permite establecer características y condiciones económicas para definir a estos bienes, y después establecer el alcance del Estado, desde sus facultades, haciendo énfasis en las de planificación, regulación y gestión, así como en las formas de relacionamiento con otros actores económicos.
El presente documento inicia con una introducción sobre la justificación de este estudio, y hace una breve revisión histórica del Estado ecuatoriano y su rol en la economía, para terminar presentando el Estado del buen vivir, como un cambio de época. A continuación, la discusión se organiza en dos secciones. La primera revisa la idea del buen vivir como alternativa al desarrollo y proyecto de sociedad, y recupera elementos sobre el contexto ecuatoriano a partir de la Constitución, el marco normativo, y la agenda de transformación del Estado. Por otra parte, en la segunda sección, se discute la propuesta teórica de bienes superiores, estratégicos y de mercado desde la teoría económica. De esa manera se propone una definición de bienes que incluye las características expuestas anteriormente. Además, se discute el alcance del Estado para la prestación de estos bienes desde el ejercicio de sus facultades, así como formas de articulación y complementariedad con actores privados y de la economía popular y solidaria. Finalmente, se establecen algunas conclusiones y recomendaciones para el uso de este marco teórico.
El presente documento se organiza en tres secciones. La primera discute las visiones de desarrollo y la teoría económica sobre la producción de bienes y servicios y presenta los conceptos, características y propiedades de los bienes y servicios públicos. La segunda sección introduce al Estado como actor económico, la noción y características del mercado, para posteriormente comparar las diferentes visiones sobre el rol que tanto el Estado como el mercado desempeñan en la economía. Además se recoge la teoría económica que da paso a la generación de alianzas entre actores públicos y privados, a lo que se agregan actores comunitarios. Finalmente, se concluye con un resumen del análisis comparativo entre las teorías económicas ortodoxas y heterodoxas sobre el rol del Estado en la prestación de bienes y servicios públicos.
