Alejandra Ballón Gutiérrez (Arequipa, Perú 1975) es Doctora del departamento de Antropología Social y Etnología de la Escuela de Altos Estudios en Ciencias Sociales de París (EHESS), Magister en investigación Crítica, Curaduría y Cibermedia de la Universidad de Arte y Diseño de Ginebra (HEAD), ha sido coordinadora académica de la Dirección de Estudios de la facultad de Arte y Diseño de la Pontificia Universidad Católica del Perú (PUCP) de donde ha sido Bachiller en Pintura y donde es actual docente. Ha sido presidenta de la Sección Perú de LASA–Latin American Studies Association (2019-2021) y es actualmente Directora editorial de la revista Croma: https://revistas.pucp.edu.pe/index.php/croma/convocatoria y Coordinadora del Grupo de Seguimiento a las Reparaciones por Esterilizaciones Forzadas - GREF.
La artista e investigadora peruana ha promovido desde esos centros una investigación que interrelaciona lo social, la política cultural, los estudios de género y la crítica. Su obra visual interdisciplinaria ha sido expuesta en más de 11 exposiciones individuales y sendas colectivas; en ese sentido ha sido parte de diversos colectivos artísticos tanto en América como en Europa. Su obra escrita y visual ha sido publicada en varios libros y revistas del medio artístico y académico a nivel internacional.
Desde el año 2010 su investigación sociológica y práctica artística se enfocan entorno a la problemática de la salud pública y los derechos de las mujeres en el Perú. En esta línea ha sido investigadora asociada al Instituto Francés de Estudios Andinos, IFEA (2013-2016), fundadora del proyecto “Alfombra Roja” (2013-2018) y autora-editora de diversas investigaciones sobre el tema como el libro “Memorias del caso peruano de esterilización forzada” publicado por el Fondo Editorial de la Biblioteca Nacional del Perú (2014). Desde 2018 es cofundadora del proyecto ( La Madre ).
Como fundadora y directora del proyecto “INCA. Investigación Nacional Crítica y Arte” (2013-2016) recibe el “Prince Claus Fund for Culture and Development” de Holanda. Así mismo en el 2015 funda el “SOI. Centro de Investigación y Taller Gráfico Shipibo-Conibo”, por le cual recibe el “Arts & culture fellowship” del Council y Tsadik Foundation de Francia y en el 2017 recibe el apoyo DARI, PUCP y es finalista de la convocatoria de Infoartes del Ministerio de Cultura. En el año 2022 recibe el “Reconocimiento a la Investigación” del VRI, PUCP.

Los ensayos y artículos reunidos en este libro atraviesan los campos de estudio de diversas disciplinas interrelacionadas, a fin de dar al lector una visión distinta, de naturaleza compleja. Para cumplir este objetivo se reunió un panel de expertos internacionales que nos manifiestan, desde diversos enfoques, sus propias visiones. Estas perspectivas cognitivas, al reunirse en esta publicación, componen un verdadero mosaico de reflexión sobre uno de los temas sociales más sensibles de nuestra historia reciente. En efecto, el libro se aproxima al caso peruano de esterilización forzada desde la economía política, los estudios de género, la justicia, las políticas de la memoria, la salud, la crítica y la cultura.
El libro cuenta con una presentación de Kimberly theidon, un prólogo de Jelke Boesten y testimonios de afectadas, médicos, autoridades y familiares de víctimas; en ese sentido, la fragmentación del libro en cuatro partes —I. Economía y género (Christina Ewig), II. Salud pública y ética médica (Gonzalo Gianella) III. Justicia y políticas de la memoria (Gabriella Citrioni), IV. Resistencia y crítica (Giulia Tamayo)— es más bien una manera de articular las tensiones que se generan entre las fronteras disciplinarias y, a la vez, un esfuerzo para hacer converger las diversas perspectivas desde donde se aproxima el análisis, todo ello con el fin de ayudar a la comprensión del paradójico y complejo contexto que permitió (y años más tarde logró frenar) la implementación continua de la neo eugenesia en el Perú.

La presente investigación es un estudio sobre la afectación de las esterilizaciones forzadas a mujeres indígenas, que ocurrieron en el marco del Programa Nacional de Salud Reproductiva y Planificación Familiar (1996-2000). El estudio incluye la identificación de las diversas formas de discriminación y violencia de las que han sido objeto las mujeres indígenas afectadas por su condición étnica y cultural.
¿Qué perspectivas epistemológicas motivaron dichos proyectos y cómo éstas se trasforman al entrar en relación directa con las mujeres y hombres afectados por el PNSRPF? ¿Es posible que a través de una mirada etnográfica crítica, los obstáculos que dichas relaciones encuentran (entre las artistas-investigadoras y los afectados directamente), nos permitan visibilizar el entramado social en el que se fecundó dicha política eugenésica? Al relacionarse ambos grupos se afectan y se redefinen, es decir, que entre el impulso solidario, la teoría, el arte y el campo hay una cartografía de relaciones sociales que interactúan y dan forma a las propuestas artístico-activistas. A su vez, al exponer los proyectos a la esfera pública, se desprenden nuevas situaciones que nos permiten reconstruir el caso y redefinirlo a través de un nuevo lenguaje. Esta interacción y estos lenguajes abren intersticios de posibilidades, produciendo incluso una nueva mirada de los cuerpos afectados, subjetividades renovadas que fertilizan formas específicas de empoderamiento y resistencia.
