It is clear that the problem affects both public and private HE institutions. In many cases very interesting initiatives have to be stopped due to lack of finance. The problem is extremely painful in case of institutions being at the beginning of internationalisation path. Institutions with mature and advanced approach can cope much better with financial obstacles.

The model aims at improving the institutional management processes through establishing governance procedures that enhance internationalization within the university hierarchy. Capacity building of MENA region universities in internationalization is another important objective of the proposed model, in addition to sharing best-practices and developing strong partnership worldwide. The management framework may also empower MENA region higher education institutions with references and guidelines in alignment to international practices, standards and norm.

The macro risks and threats are more widely discussed in the literature than are the operational risks generated at institutional level. The article is focused on practical aspects of risk management related to the routine internationalisation activities. Typical strategies of risk management are presented and illustrated with examples. The issues of risk management ownership and the supportive role of top decision makers are discussed, and the need for a strategic approach is emphasised.

and distributed.
- Organizational solution should comply with applied strategy. Functions of IRO and other structures should enable implementation of planned activities.
- Organizational structures supporting internationalization should evolve step by step in accordance with development of international activities.
- No chance for success without real commitment of top management.
- Strategic approach needs secure funding of international activities (sources: budget of the institution, projects, percentage of revenues from tuition fees, external funding, …). It is logical and rational that allocated funds may depend on achieved results.
- Matured internationalization process needs dedicated, well-prepared staff fully aware of responsibilities, challenges, risks and development opportunities.
