  • Civilians and civilian infrastructure in front-line oblasts continue to be affected by hostilities, while attacks across Ukraine impact the residents of urban centres.
  • Over 100 attacks on energy infrastructure since March 2024 have affected energy supply across the country, causing extended power cuts for millions of people.
  • To address specific winter-related needs, humanitarians launched a Winter Response Plan, appealing for US$492 million to assist 1.8 million people during the cold season.
  • In the first half of the year, aid organizations provided 5.6 million people with at least one form of assistance and organized 23 convoys to front-line areas.
  • Due to funding shortfall — only 28 per cent of the 2024 humanitarian appeal received as of the end of June — humanitarians could not fully meet critical needs.
