This insufficiency is due to a persistence of the colonialist attitude, which protects the interests of those in the “apparent North,” or “the center,” over those of the “supposed South,” or “the periphery.” In order to bypass this hierarchy, Buntinx proposes a strengthening of local art “circuits” -- including such things as museums, new publications, discourses, archives etc. -- in addition to merely focusing on artists and their artworks. He says this fortification is contingent upon “the consolidation and diversification of nascent markets for contemporary art; the creation of an artistic infrastructure that can be considered our own; and the coordination of artistic communities with a critical project that is viable but profoundly committed to the democratic agenda...” . Once the above have been addressed, the “South” may finally communicate with the “North” from a position of empowerment rather than subordination.
